A three-stage evaluation process is applied for the research programs proposed under the 1004 Programme. Within the scope of these processes, pre-application, Phase I and Phase II applications are evaluated.
PRE-APPLICATION EVALUATION:
Pre-applications are subject to preliminary evaluation based on the following main headings.
- Purpose and scope,
- Competence,
- High-tech platform creation plan
Evaluation is carried out by expert panelists.

PHASE I APPLICATION EVALUATION:
Phase I applications are subject to evaluation based on the following main headings.
- Appropriateness of the technology acquisition roadmap
- Appropriateness of the research program governance model
- Competence

PHASE II APPLICATION EVALUATION:
Phase II proposals are evaluated by expert panelists, taking into account the Phase I evaluation results.
BUDGET ASSESSMENT:
The budgets of the research programs that are approved as a result of the Phase II evaluation can be examined by organizing a budget panel, if needed.
