Who Can Apply?

A. Principal investigator (PI)

Principal investigator (excluding retirees and post-doctoral researchers not working in any institution/organization);

  • In the case of University/ Training and Research Hospital staff, he/she should be permanent staff of the organization proposing the Project, have a degree of doctorate / specialty in medicine, dentistry, pharmacy, veterinary medicine /proficiency in art.
  • In the case of working at the Research Institute, he/she should be permanent staff of the institution proposing the Project, have a minimum four-year undergraduate degree from university.
  • In the case of a doctorate student / specialty in medicine, dentistry, pharmacy, veterinary medicine student / proficiency in art student, he/she should have obtained his doctorate qualification and apply for doctoral thesis accepted by the relevant Institute.

For doctorate students / specialty in medicine, dentistry, pharmacy, veterinary medicine students / proficiency in art students, it is not necessary to be a permanent staff in the institution / organization where the project will be carried out (the higher education institution where one is a student). In case of doctorate students / specialization students in medicine, dentistry, pharmacy, veterinary medicine /proficiency in arts students are the PI, the project proposal shall be submitted with justification of meeting the needs that arise during the execution of the doctoral theses

Members of the Group Executive Board and Advisory Board working in ARDEB can take part as a PI or researcher while their duties continue during the application, but not as a consultant (*).

One can take part as a PI for a maximum of five times in total within the scope of the 1002-A Short-Term Support Module and the 1002-B Emergency Support Module throughout her/his career. It is not possible for people who have been assigned as a PI in five or more 1002-A and 1002-B projects, for which a support decision has been made and/or in case of a proposal, to apply to Module 1002-A or 1002-B as PI.

B. Researcher / Consultant

The researchers or consultants whom will take part in a project team;

Must have a minimum four-year undergraduate degree and be a permanent/full-time staff of the participating organization/institution under which they’re working (excluding retirees and post-doctoral researchers not working in any institution/organization)

The PI, researchers and consultants should reside in the territory of Republic of Türkiye.

Retirees who do not work in any organization can take part in the project team as PI, researcher, or consultant and post-doctoral researchers who do not work in any organization can take part as a PI or researcher. In order for the retirees and post-doctoral researchers to become PI, an approval on that they can take part in the project is necessary from the senior authority of the institution / organization where the project will be carried out.

Thesis advisors of doctorate students /specialty in medicine, dentistry, pharmacy, veterinary medicine students / proficiency in art students who apply for a project as PI cannot take part in the project team as a researcher but can be consultant.

It is not possible for the ones being abroad to take part in the project team as a foreign researcher and a foreign consultant.

People working in TÜBİTAK Headquarters / Institutes cannot take part as PIs / researchers / consultants in the projects proposed under this Module.

Individuals with a contribution rate of less than 10% in the project cannot work as researchers, but they can be consultant. In order for a project consultant (**) to take part, the project must have specific expertise or subjects and this issue should be justified in the project proposal. The number of consultants to take part in a project is limited to the number of subjects that require special expertise in that project.

C. Scholar

Undergraduate and graduate students (except for special students and prep students) and “Research Assistants” studying in higher education institutions in Türkiye and post-doctoral researchers can take part as scholar in projects.

Undergraduate scholars should not work in any institution/organization. If the student fails the class, the scholarship is terminated. A maximum of 4 (four) undergraduate scholarship students can take part in a project at the same time.

The requirements to be a post-doc researcher scholar;

  • Scholar should have a PhD but not work in any institution/organization,
  • Scholar should not have an academic title of associate professor or higher,
  • The period between the date of obtaining the doctorate/ specialty in medicine, dentistry, pharmacy, veterinary medicine/ proficiency in arts degree and the date when the person will be assigned within the scope of the project (request date) should not be more than 7 years (In case that female researchers have taken maternity leave within the specified period;  one year will be added to this period for each birth given that the birth certificate or the identity document of the children is sent to deik@tubitak.gov.tr by e-mail attached to the request letter)

WHO CANNOT BE PRINCIPAL INVESTIGATOR?

The highest level managers of the public institutions/organizations, deputies and assistants of them (Rector, Vice Rector, Chief Physician, Deputy Chief Physician, Hospital Director, Minister, Deputy Minister, General Manager, Deputy General Manager, Provincial Director of National Education, etc.) cannot act as PI if they are still working in those positions during the application, but they can be researchers in 3 (***) projects at most.

Limits for taking part in projects (Table)

Short-Term R&D Funding Program projects are excluded from the limit of being able to take part in projects, however;

Within the scope of the 1002-A Short-Term Support Module and the 1002-B Emergency Support Module one can take part simultaneously at maximum,

  • In two projects as PI or
  • In four projects as Researcher or
  • In one project as PI and in two projects as a researcher.

(*) TÜBİTAK Governing Board and Advisory Board members can take part in projects applied to the calls under EU Framework Programs (calls where joint evaluation is carried out by international independent reviewers) as consultant.

(**)  Consultant: researcher or expert whose knowledge is used for a secondary subject of project, requiring special expertise.

(***) International projects, 1000, 1002-A and 1002-B projects are not included in the specified quota.
