President of TÜBİTAK Prof. Dr. Hasan Mandal attended the protocol ceremonies held with TUSAS, ASELSAN, ROKETSAN, Mechanical, Chemical Industries Corporation (MKE), and KoçSavunma within the scope of the 16th International Defence Industry Fair IDEF in Istanbul.

The F-16 Modernisation Cooperation Protocol was signed between TUSAS, ASELSAN, TÜBİTAK SAGE and ROKETSAN. The protocol was signed by Prof. Dr. Hasan Mandal on behalf of TÜBİTAK, Prof. Dr. Temel Kotil, President & CEO of TUSAS, Ahmet Akyol, CEO of ASELSAN, and Murat İkinci, General Manager of ROKETSAN.

The protocol covers the work to be carried out by the Parties for the modernisation of the F-16 Block30/40/50 aircraft in the inventory of the Air Forces Command within the scope of the capabilities gained or being gained.

Two separate protocols were signed between the MKE, KoçSavunma and TÜBİTAK SAGE. Prof. Dr. Haluk Görgün, President of the Defence Industry Agency; Dr. Celal Sami Tüfekçi, Deputy Minister of the Ministry of National Defence; Prof. Dr. Hasan Mandal, President of TÜBİTAK; and Mehmet Hakan Öktem, Executive Director of KoçSavunma signed the protocols. 

With the MALAMAN Smart Bottom Mine Mass Production Cooperation Framework Protocol, the cooperation issues to be carried out by the parties in case of mass production of the product were determined.

In addition, with the GÖKTUĞ Project Mass Production Project signed by TÜBİTAK SAGE with the Presidency of Defence Industries, it is aimed to carry out the first low-rate production activities in the first stage. In addition, a Control Drive Whole Production and Integration Contract was signed with Volt Defence, and an Avionic System Whole Production and Integration Contract was signed with Space and Defence Technologies - SDT.

TÜBİTAK President Prof. Dr. Hasan Mandal emphasised the importance of collaborations and studies for Türkiye to become a strong actor in the defence industry. Stating that such collaborations are important for strengthening Türkiye's defence capabilities and realising the vision of a fully independent Türkiye, Mandal said: "These protocols show that Türkiye has taken important steps and improved capabilities in the field of defence industry. These protocols will further strengthen Türkiye's defence capabilities and contribute to the growth of our country in the defence industry. Our country is moving towards the vision of a fully independent Türkiye even stronger with these strategic cooperations between the important actors of defence industry."

TÜBİTAK MAM, MSB and HAVELSAN Signed for CBRN Defence Cooperation

The Protocol on "Integration of Chemical and Biological National Defence Products into the CBRN Information System" was signed between the Ministry of National Defence Chemical, Biological, Radiological and Nuclear (CBRN) Defence Department, TÜBİTAK MAM and HAVELSAN A.Ş. at the 16th International Defence Fair IDEF-23.

Within the scope of detection and diagnosis, which is one of the important components of CBRN defence, "Detection and Diagnosis System for Chemical Warfare Agents in Drinking Water" and sensors, rapid test and diagnosis kits for the detection of biological agents from environmental (air, soil, water, etc.) samples will be obtained as end products.

With the cooperation protocol between the Ministry of National Defence, HAVELSAN A.Ş. and TÜBİTAK MAM, studies will be carried out to integrate the diagnosis and detection systems developed in the project into the HAVELSAN CBRN Mentor Information Management System, which automates all processes starting from the preparation phase before the CBRN incident, intervention to the incident and post-incident improvement activities, performs real-time integration and monitoring with detection and diagnosis systems that can work both separately and together, and provides reporting and warning. Following the inclusion of the diagnosis and detection systems into the Information Management System, the Ministry of National Defence will disseminate the integrated system to the relevant institutions and organisations, especially critical facilities.

With this protocol, it is aimed to minimise the loss of life and property against CBRN threats and hazards, and to implement end-to-end solutions that will meet the needs of all military and civilian elements that will take part in CBRN defence under the same roof.

Strategic Collaborations from TÜBİTAK BİLGEM

TÜBİTAK BİLGEM, which brings critical capabilities to Türkiye's defence, signed cooperation protocols on defence issues at the exhibition.

During the ceremonies, TÜBİTAK BİLGEM signed strategic cooperation protocols with the Chemical, Biological, Radiological and Nuclear (CBRN) Defence Department of the Ministry of National Defence of Republic of Türkiye, HAVELSAN and Saudi Arabia's defence organisation INTRA.

With the "Cooperation Protocol for CBRN Defence" signed between the CBRN Department of the Ministry of National Defence of Republic of Türkiye and TÜBİTAK BİLGEM, studies will be carried out in which the gains to be obtained from these studies will be used to develop and produce military/civilian systems for CBRN defence.

The protocol also plays a major role in reducing Türkiye's foreign dependency by developing national defence products with its own means, while supporting domestic technologies for the defence industry.

TÜBİTAK BİLGEM's Laser Technology and Capabilities in the International Arena

TÜBİTAK BİLGEM also carried out international collaborations within the scope of IDEF 2023. INTRA Defense Technologies, one of Saudi Arabia's major defence organisations, and TÜBİTAK BİLGEM signed a cooperation agreement on training in electronic warfare technologies and a goodwill agreement to conduct joint R&D studies on laser technologies. TÜBİTAK BİLGEM also signed an "Electronic Warfare Laboratories and Training Product and Service Supply Contract" with HAVELSAN to cooperate in Qatar.
