Who can apply?
Capital companies of Small and Medium Enterprises (SMEs) scale resident in Turkey can apply.
When are the applications made?
Applications to the 1507 SME R&D Startup Support Program are made according to the call announcements. Call announcements can be followed at www.tubitak.gov.tr. In general, there are two calls per year and applications are generally made in January-February and July-August.
How to apply?
Project applications are made online at https://eteydeb.tubitak.gov.tr.
What should be the project topic?
Unless otherwise stated in the call announcement, there is no subject limitation. Applications can be made for R&D projects from all sectors and in all technology areas.
What is the support rate and what is the maximum project budget?
Unless otherwise stated in the call announcement, the support rate is 75% and the maximum project budget is 2.400.000-TL
Which expenses are supported?
The following expenses related to the R&D activities in the project are supported:
a. Personnel expenses,
b. Travel expenses of project personnel (except economy class and local)
c. Purchase of tools, equipment, software and publications (excluding expenses for production infrastructure),
d. Materials and consumables,
e. Domestic and international consultancy and other service procurement expenses (CPA and preparation of AGY101 and AGY301 documents are included).
f. Expenses for R&D services provided to universities, R&D units affiliated to TÜBİTAK, private sector R&D organizations and similar R&D institutions and organizations in Turkey.
How many projects can be submitted?
The first five projects of the companies are supported, provided that at least two of them are partners (After the first five supports, other programs should be applied for).
Can we apply for projects we have done in the past?
No, we cannot. Projects whose R&D activities were completed before the project application are not supported.
Can the support be taken back?
Normally, it is not withdrawn. However, in projects that are abolished due to the intent of the organization, all payments made are collected from the organization by applying default interest at the rates specified in Law No. 6183 (see 1507 Program Implementation Principles).
If the project fails, will the support be withdrawn?
No, (See also the answer of the question: “Can the support given be withdrawn?")
Can we sell the project output?
Yes, the project output can be sold (NOTE: If the project output is sold to a public institution or organization, the support will be withheld. Detailed information can be found in Article 8 of the 1507 Program Implementation Principles titled "Reduction of support from public sources")
Who owns the intellectual property rights of the project?
In the event that an intellectual product such as an invention (patent, utility model), industrial design (work, integrated circuit topographers and technical information) that may be subject to intellectual and industrial property arises during or as a result of the execution of the supported project, the relevant provisions of the Law on the Scientific and Technological Research Council of Turkey dated 17/7/1963 and numbered 278 shall apply. All intellectual and industrial rights that may arise in relation to the projects decided to be supported are transferred to the disposal of the organization.
Will our project information fall into the hands of competitors?
TÜBİTAK keeps the information provided in the project confidential. Project information is considered "commercial confidential information" or "service-specific information" and is not transferred to anyone other than those involved in the evaluation.
How is the project evaluated?
Projects are evaluated according to three main dimensions;
Dimension I: Industrial R&D Content, Technology Level and Innovative Aspects of the Project
II: Dimension: Suitability of the Project Plan and Organizational Infrastructure for the Project
III. Transformability of Project Outputs into Economic Benefits and National Gains
Projects that are deemed appropriate as a result of the preliminary evaluation are evaluated by referees who are experts in their fields. After the referee evaluation, the projects are scored by the board of the relevant technology groups within TEYDEB and the projects deemed appropriate are supported with the approval of the Presidency.

1515 - Frontier R&D Laboratory Support Programme
TÜBİTAK 1515 Öncül Ar-Ge Laboratuvarları Destekleme Programının amacı,
- Türk bilim insanlarının araştırma niteliklerinin yükseltilmesi ve
- Ülkemizin belirli bilim ve teknoloji alanlarında küresel çekim merkezi olmasının sağlanmasıdır.
Belirtilen amaçlarla, alanında öncül bilimsel ve teknolojik bilgi üreten ulusal/uluslararası kuruluşların Türkiye’de kuracağı Ar-Ge Laboratuvarlarının belirli giderleri geri ödemesiz (hibe) olarak desteklenecektir.
Alanında öncül bilimsel ve teknolojik bilgi üreten ulusal/uluslararası kuruluşların, geleceğin teknolojilerini geliştirmeye dönük bilimsel hedefler içeren ve değerlendirme sonucu TÜBİTAK tarafından kabul edilen araştırma programı kapsamında;
- Yeni bilgiler üretilmesi ve uygulanması,
- Bilimsel yorumların yapılması,
- Güncel ve gelecekte karşılaşılması muhtemel teknolojik ve bilimsel problemlerin çözümüne yönelik çalışmalar yapılması,
- Kavramsal doğrulama, yeni kuramsal çerçeveler oluşturulması
amaçlı temel ve/veya uygulamalı araştırmaya dayanan faaliyetlerinin desteklenmesi esastır.
The 1515 Program applies an integrated perspective that extends beyond a consideration of the initial, establishment phase of the R&D laboratory. We realize that R&D laboratories flourish with long-term commitments. For this reason, the support of the 1515 Program extends to the phase of sustaining the activities of R&D laboratories in the long-run.
The 1515 Program offers an entirely grant-based financial model to cover up to 75% (for personnel expenditures, in some cases up to 100%) of the operating expenses of the R&D laboratory in Turkey with up to 10 million TRY for each calendar year for a duration of at most 10 years.
The coverage of the grant support consists of the following items:
- Personnel Costs
- Consultancy and Education Fees
- General Operating Costs
For eligibility to have personnel costs covered in the total grant amount, at least 50% of the personnel must hold Turkish citizenship and at least 1/3 should have a doctoral degree.
The presence of the R&D laboratory in Turkey will further open the possibility of benefiting from any one of TUBITAK’s other grant-based mechanisms, which are over 50 support mechanisms in total. These mechanisms, including call-based programs in areas of priority, are open for the application of all research entities in Turkey.
In addition to the grant that is provided for the budget under the relevant R&D support programs, the R&D laboratory will quality to receive a “Project Incentive Premium” for each R&D project.
In order to benefit from the 1515 Program, all that your company needs to submit to TUBITAK is a “Letter of Intent”. Provided that the letter of intent is approved, the Aplication Form should be presented. These documents should describe the qualities of the proposed R&D laboratory in being provided with grant based support for undertaking frontier R&D activities in Turkey.
The program is designed to “facilitate” the process of allowing leading firms to undertake frontier R&D activities in their laboratories in Turkey. The basic expectations after a positive evaluation is that the R&D laboratory puts into place a research plan to realize the following:
- Expand the boundaries of existing scientific understanding,
- Bring new scientific understanding to natural phenomena,
- Conduct research activities that are directed to providing solutions to existing scientific challenges or those that are probabilistic in the future,
- Conduct research that have the potential to influence new, emerging technological trends,
- Perform basic and/or applied research for “proof of concept”activities and/or those that are directed to the establishment of new scientific frameworks.
Destek Kapsamı
Ar-Ge Laboratuvarı destek süresi beş (5) yıldır. Ancak bu süre Yürütme Komitesi kararı ve Başkanlık onayı ile en fazla beş (5) yıl daha uzatılabilir.
Program kapsamında desteklenen laboratuvarlar, destek süresi içerisinde geri ödemesiz (hibe) olarak desteklenir.
Bir takvim yılındaki destek tutarı yirmibeş (25) milyon TL’yi geçemez.

TÜBİTAK tarafından kabul edilmesi şartıyla Ar-Ge Laboratuvarı bütçesi aşağıdaki kalemlerden oluşur:

Support Coverage
Support period for R&D Laboratory is five (5) years. However, this period can be extended for a maximum of five (5) years upon the decision of the Executive Committee and the approval of the Presidency.
Laboratories supported under the program are supported as grant (refunds) within the support period.
The support amount in a calendar year cannot exceed twentyfive (25) million TL

The R&D Laboratory budget, on the condition that it is accepted by TÜBİTAK, consists of the following items:

Kimler Başvurabilir
Programa başvuru süreci Ana kuruluşun TEYDEB’e niyet beyanında (niyet beyanı hazırlama kılavuzu linki verilecek) bulunmasıyla başlar. TEYDEB’e niyet beyanında bulunan Ana kuruluşun son üç (3) yıldan herhangi birindeki Ar-Ge harcamasını 15 milyon TL ve üzerinde olması gerekir. (2022 yılı için geçerli tutardır. Koşulda belirtilen Ar-Ge harcaması tutarı bir önceki yıl sonu TÜFE ortalama yüzde değişimi oranında her yılın Ocak ayında artırılır.)
Niyet beyanının Yürütme Komitesi tarafından uygun bulunması halinde başvuru aşamasına geçilir ve Ana kuruluş ya da kuruluş (Ana kuruluşun yönetim hakkına sahip olduğu, Türkiye’de yerleşik sermaye şirketi) programa başvuru yapabilir.
Who Can Apply?
The application process to the program starts with the parent company’s declaration of letter of intent to TEYDEB. The parent company that declares letter of intent to TEYDEB should have the following criteria;
• At least 15 million TL of the R&D expenses in any of the last three (3) years, (Valid for the year 2022. The amount of R&D expenses specified in the condition is increased in January of each year by the average percentage change in the CPI at the end of the previous year.)
If the letter of intent is found appropriate by the Executive Committee the application stage starts. The parent company or organization (resident capital company in Turkey in which the parent company have management rights) can apply to the program.

Application Date
1515 – Frontier R&D Laboratories Support Programme is a program that is open to continuous application. Applications can be made on any workdays of the year.
Yöntem
- Niyet Beyanının değerlendirilmesi (Yürütme Kurulu)
Niyet beyanı, Yürütme Kurulu tarafından aşağıda belirtilen kriterler çerçevesinde değerlendirilir:
- Aday kuruluşun Programın Uygulama Esasları 10. Maddesinde belirtilen başvuru koşullarına uygunluğu,
- Niyet beyanında sunulan faaliyetler ve hedeflerin programa uygunluğu,
- Faaliyet ve hedeflerin beklenen etkileri
- Başvuru Formunun Ön değerlendirmesi (Yürütme Kurulu)
Niyet beyanının uygun bulunması halinde Kuruluş tarafından TÜBİTAK’a iletilen Başvuru Formu Yürütme Kurulunca ön değerlendirmeye alınır. Ön değerlendirmede, Yürütme Kurulu tarafından başvuru formunda değerlendirmeye yönelik içeriğin tamamlanması amacıyla kuruluştan revizyon talep edilebilir.
Ön değerlendirme sonucunda hakem değerlendirmesine uygun bulunan başvurulara ulusal/uluslararası hakemlerden oluşan bir hakem heyeti atanır.
- Panel Değerlendirmesi (Hakem Heyeti)
Hakem heyeti TÜBİTAK’ta panel değerlendirmesi yaparak Panel Ortak Raporu hazırlar ve bu raporu Yürütme Kuruluna iletir. Panel değerlendirmesi sırasında başvuru sahibi kuruluş başvurusu hakkında sunum yapmak için panele davet edilir.
- Başvurunun Değerlendirilmesi (Yürütme Kurulu)
Yürütme Kurulu Panel Ortak Raporunu değerlendirir ve uygun bulduğu başvuruları onay için TÜBİTAK Başkanlığına iletir.
- Destek Sürecinin Başlaması
TÜBİTAK Başkanlık onayının alınması ile destek süreci başlar.
