Can you please mention the results of the previous calls of the programs and the high impact/contribution that they created? From how many countries were researchers supported? How was the distribution based on research areas and success rate realized?

In the previous calls of our International Fellowship for Outstanding & Early Stage Researchers Programs, we supported 201 scientists who are pioneers in science and technology to our ecosystem from 28 different countries. These researchers, including a Nobel Peace Prize winner, have pioneering projects involving high risk with groundbreaking contributions and high-impact potential. Our researchers continue to demonstrate their pioneering contributions in areas that require essential solutions such as healthy living, sustainable environment, digital transformation, and advanced production. Our researchers are working on protein chemistry and protein engineering, cellular energy metabolism, climate change, lake restoration, medical and smart capsule robots, radiology and computer systems, neuroscience, artificial intelligence, new generation energy storage, and new chemical transformation clean and safe energy, processes, smart cities, composite aviation structures, and predictive maintenance systems. Each of our leading researchers is also raising five graduate students or post-doctoral researchers as an example of co-creation-oriented human resources while strengthening their teams.
According to the results of our previous calls, 93 of our researchers conducted or are conducting groundbreaking projects in the fields of technical sciences, 47 in basic sciences, 11 in social and humanities, 7 in health and life sciences, and 1 in agricultural sciences. Seventy-four of our researchers came to our country to conduct their research in our ecosystem from the United States. Other countries with the highest number of researchers are England, Germany, and the Netherlands. In a short time, our researchers integrated into our ecosystem and contributed to our impact-oriented processes.
These crucial developments were possible by supporting the most qualified applications that we received. The overall success rate for our first call was 52%. Of the 359 applicants who met the high criteria we put forth, 260 were from the top 150 universities globally in their field, 36 were from global companies with the most R&D expenditure, and 46 were from the first 250 public institutions.

Under the calls of the TÜBİTAK 2232 Program that are opened as 2232-A and 2232-B, we have set conditions for outstanding researchers who are experienced and young, respectively. The common conditions we consider are being among the most cited researchers based on the list published by Thomson Reuters or working in a leading institution or firm. We expect these institutions to be among the first 100 universities in the field for experienced researchers or 150 universities for young researchers, the first 2500 companies that make the most R&D spending, the first 250 public institutions and institutes (including health, public institutions, or non-profit institutions) or successful start-ups and Unicorn companies. The evaluation of these conditions is based on the QS or THE World University Rankings, European Commission JRC Industrial R&D Scoreboard, Scimago, CBInsights, or Crunchbase resources. For experienced researchers, the duration of working abroad is expected to be at least a total of 4-6 years, while for young researchers, this period is 1-4 years. In addition, work experience in universities, companies, or public institutions and institutes that meet the above conditions is expected to be at least 48 months for experienced researchers and 12 months for young researchers during this time.

The results of the 2247-C Intern Researcher Scholarship Programme (STAR) for the 2nd Term of 2024, including STAR Undergraduate and STAR Teacher calls, have been announced by the Scientific and Technological Research Council of Türkiye (TÜBİTAK) Science Fellowship and Grant Programme Directorate (BİDEB). Applicants can view their application status in the "My Applications" section by logging in the BİDEB Application and Monitoring System. • In the 2247-C Intern Researcher Scholarship Programme (STAR), 1013 undergraduate students were entitled to be supported under the STAR Undergraduate call and 19 teachers were entitled to be supported under the STAR Teacher call.

The 6th International Joint Transnational Call (JTC6) launched by the ERA4Health Partnership has been announced under the theme "Understanding the Interactions Between Cardiovascular Diseases and Comorbidities and/or Their Therapeutic Treatments (InterHeart)." This call aims to support research that conducts an in-depth examination of the interactions between cardiovascular diseases and other organs and systems. The ERA4Health Partnership aims to promote international and multidisciplinary collaborations to comprehensively investigate the interactions between cardiovascular diseases and other organs and systems. The aim is to facilitate research teams in better understanding these interactions and developing new therapeutic approaches and solutions. 

The aim of the call is to support research that:

  • build our understanding of molecular and cellular mechanisms governing interactions between the cardiovascular system and the other organs/systems when at least one of the two presents a pathological state,

  • build a comprehensive approach to understanding cardiovascular disease interactions, combining basic research, clinical translation, and digital innovation through international collaboration,

  • enable transnational collaboration of multidisciplinary scientists from different countries to work together across borders, taking advantage of complementary expertise and leveraging diverse patient populations and sets of data.

In addition to submitting project applications to the call secretariat, it is mandatory for researchers from Türkiye participating in the projects to also submit a national project application to TÜBİTAK. Project proposals submitted from Türkiye under this call will be supported through TÜBİTAK's 1071 Support Programme for Increasing Capacity to Benefit from International Research Funds and Participation in International R&D Cooperation. Failure to comply with the application rules may result in the application being returned without evaluation. Therefore, it is essential to thoroughly review the national application rules before submission.

ERA4Health Ortaklığı tarafından açılan 6. Uluslararası Ortak Çağrı (JTC6), “Kardiyovasküler Hastalıklar ile Komorbiditeler ve/veya Bunların Terapötik Tedavileri Arasındaki Etkileşimlerin Anlaşılması (InterHeart)” başlığı altında duyurulmuştur. Çağrının amacı, kardiyovasküler hastalıklar ile diğer organlar, sistemler veya hastalıklar arasındaki etkileşimleri moleküler ve hücresel düzeyde anlamayı hedefleyen, çok disiplinli ve uluslararası iş birliklerini desteklemektir. Uluslararası araştırma ekiplerinin, bu etkileşimleri daha iyi anlayarak, yeni tedavi yaklaşımları ve çözüm yolları geliştirmeleri beklenmektedir.

Çağrı kapsamındaki araştırmaların şu alanlarda yoğunlaşması beklenmektedir:

  • Kardiyovasküler sistem ile diğer organlar ve sistemler arasındaki etkileşimleri yöneten moleküler ve hücresel mekanizmaları daha iyi anlamak, özellikle bu etkileşimlerden en az birinin patolojik bir durumda olduğu durumları incelemek.

  • Kardiyovasküler hastalıkların diğer organlar ve sistemlerle olan etkileşimlerini daha kapsamlı bir şekilde anlamak amacıyla, temel araştırmalar, klinik uygulamalar ve dijital yenilikleri uluslararası iş birliği ile birleştirerek bütünsel bir yaklaşım geliştirmek.

  • Farklı ülkelerden gelen çok disiplinli bilim insanlarının sınır ötesi iş birliği yaparak, tamamlayıcı uzmanlık alanlarından faydalanarak çeşitli hasta grupları ve veri setleri üzerinde çalışmalar yapmalarını sağlamak.

Çağrı sekretaryasına iletilecek uluslararası proje başvurularının yanı sıra projelerde Türkiye’den yer alacak araştırmacılar tarafından TÜBİTAK’a ulusal proje başvurusu yapılması da zorunludur. Söz konusu çağrı kapsamında ülkemizden sunulacak proje önerileri, TÜBİTAK 1071 Uluslararası Araştırma Fonlarından Yararlanma Kapasitesinin ve Uluslararası Ar-Ge İşbirliklerine Katılımın Artırılmasına Yönelik Destek Programı kapsamında desteklenecektir. Başvuru kurallarına uyulmaması durumunda başvurunun değerlendirmeye alınmadan iade edilmesi söz konusu olduğundan, başvuru öncesinde ulusal başvuru kurallarının detaylı bir şekilde incelenmesi gerekmektedir.

Dünya Bankası Türkiye Yeşil Sanayi Projesi kapsamında yürütülen 1832-Sanayide Yeşil Dönüşüm ve 1833-SAYEM Yeşil Dönüşüm çağrılarının 2025 yılı çağrı planı belli oldu. Bu kapsamda 2025 yılında 3 adet 1832-Sanayide Yeşil Dönüşüm çağrısı ve 2 adet 1833-SAYEM Yeşil Dönüşüm Çağrısı açılması planlanmaktadır.

Türkiye’nin coğrafi yapısı ve iklim özellikleri nedeniyle çığ olayları, özellikle yüksek rakımlı bölgelerde can kayıplarına ve ekonomik zararlara yol açıyor. Bu alanda Türkiye’de bir ilk olma özelliği taşıyan "Çığ Önleme ve İzleme Sistemlerinin Geliştirilmesi Projesi," AFAD ve TÜBİTAK iş birliğiyle hayata geçiriliyor. Projenin imza töreni TÜBİTAK Gebze yerleşkesinde gerçekleştirildi. Projeye ilişkin protokolü AFAD Başkanı Vali Okay Memiş ve TÜBİTAK Başkanı Prof. Dr. Orhan Aydın imzaladı. 

"Güvenli Yaşam Alanları İçin Yerli ve Yenilikçi Çözümler"

AFAD Başkanı Vali Okay Memiş, törende yaptığı konuşmada projenin önemine değinerek şunları söyledi:

“Bu proje, çığ bölgelerinde oluşabilecek riskleri en aza indirmeyi ve yerli imkânlarla yenilikçi çözümler sunmayı amaçlamaktadır. Hem sensör teknolojileri hem de bariyer sistemleriyle risk izleme ve önleme sistemleri sahaya taşınacak. Proje kapsamında, çevre dostu ve sürdürülebilir altyapılarla güvenli yaşam alanları oluşturmayı hedefliyoruz.”

Memiş, çığ riskine karşı geliştirilen sistemlerin teknik detaylarını aktarırken, projede yerli ve milli teknolojilerin ön planda olduğunu vurguladı: “Pasif sistemlerle güneş ışınım şiddeti, ortam sıcaklığı, kar yüksekliği, rüzgâr hızı gibi parametreler sensörler aracılığıyla ölçülecek. Aktif sistemlerde ise yeni nesil yapı teknolojisinden üretilen çığ önleme bariyerleri kullanılacak. Bu sistemlerle, çığ tehlikesine erken müdahale imkânı sağlayarak can ve mal kayıplarını en aza indirmeyi hedefliyoruz.” diye konuştu.

"Bilim ve Teknoloji ile Güvenli Bir Gelecek"

TÜBİTAK Başkanı Prof. Dr. Orhan Aydın da “Yenilikçi teknolojiler ve çevre dostu yaklaşımların bir arada kullanıldığı proje, çığ riski taşıyan bölgelerde güvenliği artırmayı ve afetlerin yol açtığı kayıpları en aza indirmeyi hedefliyor.” açıklamasında bulundu. 

Aydın, “Çığ Önleme ve İzleme Sistemlerinin Geliştirilmesi Projesi, çevre dostu yeni nesil yapı teknolojisi kullanımı ve yüksek teknoloji sensör sistemleriyle, doğayı koruma ve insan güvenliğini artırma misyonunu birleştiren öncü bir çalışmadır. "Doğayı doğayla koruyoruz" ilkesini benimseyen bu proje ile doğal afetlere karşı yenilikçi, güvenilir ve sürdürülebilir bir çözüm sunma amacındayız” ifadelerini kullandı. 

Doğal Afetlere Karşı Teknolojik ve Çevre Dostu Yaklaşım

Proje kapsamında şu önemli adımlar atılacak:

  • Yeni Nesil Yapı Teknolojisi Kullanımı: Türkiye’de çığ önleme setlerinde ilk kez kullanılan yeni nesil yapı teknolojisi, doğal kaynaklardan elde edilen çevre dostu bir malzeme olup, üstün dayanıklılığı ile dikkat çekiyor.

  • Yüksek Teknoloji Sensör Sistemleri: Çığ riski taşıyan bölgelerde dağın zirvesine yerleştirilecek Prototip Merkez İstasyonu ve Ölçüm İstasyonu ile güneş ışınımı, kar yüksekliği, rüzgâr hızı gibi kritik veriler toplanacak.

  • Çevre Dostu Enerji Çözümleri: Fotovoltaik güneş enerjisi ile çalışan sistemler, çevreye zarar vermeyen, sürdürülebilir bir enerji altyapısı sağlayacak.

  • Erken Uyarı Mekanizması: Toplanan veriler analiz edilerek çığ oluşumunun erken tespiti sağlanacak, böylece afet riskleri minimize edilecek.

Güvenli Gelecek İçin Bilim ve Teknoloji

Projenin çıktıları, hem bilimsel hem de uygulamalı faydalar sunarak Türkiye’nin afet yönetiminde yeni bir dönemi başlatacak. Çığ riski taşıyan bölgelerde yerleşim alanlarının korunması, afet yönetimi ve şehir planlamasında kullanılacak veri altyapısının güçlendirilmesi sağlanacak. Ayrıca, proje sürecinde yetiştirilecek uzmanlar, bu alanda Türkiye’nin bilgi ve yetkinlik seviyesini artıracak.

Yenilikçi ve Sürdürülebilir Bir Çözüm

"Çığ Önleme ve İzleme Sistemlerinin Geliştirilmesi Projesi," Türkiye’de ilk kez çığ riskine karşı çevre dostu yeni nesil yapı teknolojisi ve ileri teknoloji sensör sistemlerinin bir arada kullanıldığı bir proje olarak dikkat çekiyor. "Doğayı doğayla koruyoruz" ilkesiyle geliştirilen bu çalışma, doğal afetlere karşı yenilikçi, güvenilir ve sürdürülebilir bir çözüm sunmayı hedefliyor.

AFAD ve TÜBİTAK’ın bu öncü iş birliğiyle hayata geçireceği proje, ülkemizin afet yönetimi konusundaki kararlılığını güçlendirecek ve uluslararası ölçekte örnek teşkil edecek bir başarı hikâyesi olarak öne çıkıyor.
