The Union for the Mediterranean (UfM), established in 2008, is a regional dialogue platform where current political, economic, social, and cultural issues are discussed. The UfM comprises 42 member countries (27 EU member states + Albania, Algeria, Bosnia and Herzegovina, Egypt, Israel, Jordan, Lebanon, Morocco, Mauritania, Monaco, Montenegro, Palestine, Syria, Tunisia, Türkiye). Syria suspended its membership in 2011, citing EU sanctions. Libya holds observer status.
Aligned with our policy of supporting initiatives contributing to peace, stability, and prosperity in the Mediterranean region, our country became a member of the UfM, which replaced the Barcelona Process in 2008. Initiated in 1995 as a multilateral cooperation platform in the Mediterranean region, the Barcelona Process had already included our participation. Since the UfM's establishment, our country has been represented in all meetings and has contributed to its activities.
Relations among members within the UfM are maintained around six specific areas (business development, higher education and research, social and civil affairs, water and environment, energy and climate action, transportation, and urban development), with research being a part of these efforts.
The UfM Research and Innovation Platform was initially founded in 1995 under the name "The Monitoring Committee for Euro-Mediterranean Cooperation in Research and Technological Development (RTD)" as part of the Barcelona Process. Established by the European Council, its aim was to foster cooperation in research and technological development among Mediterranean countries and support the region’s sustainable development. On December 18, 2013, during its 18th session, the platform was renamed the Euro-Mediterranean Group of Senior Officials in Research and Innovation (EU-Med GSO). Subsequently, following increased activity within UfM platform meetings, its name was changed on April 6, 2020, during a virtual meeting, to the UfM Regional Platform on Research and Innovation.
The platform convenes annually, bringing together EU countries, the European Commission, Mediterranean countries, and our country, which is represented by our institution.
Purpose of the Platform:
The main goal of the UfM Regional Platform on Research and Innovation is to serve as a bi-regional political dialogue platform, uniting EU member states and Mediterranean countries to recommend the joint implementation of Mediterranean research policy priorities. It facilitates meetings of national focal points on science, technology, and innovation and provides guidance and information for the conferences of ministers responsible for higher education, research, and innovation, held every five years. The platform's members include all UfM member countries and the EU, which co-chairs the UfM. Furthermore, with the co-chairs' proposal, the League of Arab States and all relevant institutions and initiatives may participate in meetings as observers.

Activities of the Platform:
Acting as a forum for the exchange of knowledge, opinions, and recommendations on research and innovation policies in the Mediterranean, creating a shared knowledge base.
Identifying regional issues in research and innovation that require Euro-Mediterranean cooperation activities.
Preparing and implementing work programs through the platform or temporary working groups reporting to it.
Proposing specific actions beneficial to the Mediterranean region.
Monitoring and providing feedback on Euro-Mediterranean research and innovation policies, developments, and activities.
Supplying information to UfM Research and Innovation Representatives, the UfM Secretariat, and the Strategic Forum for International Cooperation (SFIC).
Preparing and supporting UfM conferences of ministers responsible for research, higher education, and innovation.
Reporting on and following up on outcomes of ministerial meetings on science, technology, and innovation.
SEA EU JFS-(Güneydoğu Asya ve Avrupa Ülkeleri Ortak Fonlama Programı) Nedir?
Güneydoğu Asya ve Avrupa Ülkeleri Ortak Fonlama Programı (Southeast Asia - Europe Joint Funding Scheme for Research and Innovation, SEA-EU JFS), Avrupa ve Güneydoğu Asya'daki araştırmacı ve yenilikçileri bir araya getirerek, iki bölge arasındaki iş birliğini teşvik eden bir platformdur. Program, küresel sorunlara çözüm bulmayı hedeflerken, bilimsel mükemmeliyet ve yenilik odaklı projeleri destekler.
SEA-EU JFS kapsamında bölge ülkelerinin öncelikleri göz önünde bulundurularak belirlenen tematik alanlarda çağrılar açılmaktadır (Daha fazla bilgi için SEA-EU JFS Çağrıları Sayfası ziyaret edilebilir: https://www.sea-europe-jfs.eu/calls). Bu yenilikçi projelerin, hem yerel hem de uluslararası ölçekte sürdürülebilir kalkınmaya katkı sağlaması beklenmektedir.
SEA-EU JFS Kapsamı
SEA-EU JFS, katılımcı ülkelerin ulusal fon kuruluşları tarafından desteklenir ve bu kuruluşlar yalnızca kendi ülkelerindeki ortaklara fon sağlar (“No money crossing borders”). Program, 2017'den bu yana devam etmekte olup, toplamda yüzlerce başvuru arasından yüksek kaliteli projelere fon sağlamıştır.

SEA-EU JFS Konsorsiyum Yapısı
“2+1” kuralı gereğince en az üç farklı ülke ortağı içermelidir. Konsorsiyum, ikisi Güneydoğu Asya, biri Avrupa ülkelerinden yahut tam tersini içerecek şekilde oluşturulmalıdır.
Türkiye Avrupa ülkeleri arasında değerlendirilmektedir.

SEA-EU JFS 2024 Yılı Çağrısı
SEA-EU JFS 2024 Çağrısı kapsamında, Avrupa ve Güneydoğu Asya ülkelerinden araştırmacıların, 'İklim Değişikliğine Uyum ve Kentsel Dirençlilik' tematik alanında birlikte geliştireceği projeler desteklenecektir.
Bu kapsamda, proje konsorsiyumlarında yer alan araştırma ekiplerinin SEA-EU JFS’e yapacakları ortak başvuruya ek olarak, kendi ulusal fonlayıcı kuruluşlarına da ulusal başvuru yapmaları gerekmektedir. Konsorsiyumlarda Türkiye’den yer alacak ekipler, başvurularını TÜBİTAK’a yapacaklardır.

OECD GSF 1992 yılında, OECD üyeleri ve ilgili ortak ülkelerin uluslararası araştırma altyapıları ile ilgili sorunları tartışmak amacıyla “Mega-Bilim Forumu” adıyla kurulmuştur. Kuruluşun görevi, uluslararası bilim işbirlikleri ile ilgili hükümetlere analiz ve danışmanlık sağlamaya odaklanmak üzere 1994 yılında revize edilmiş ve genişletilmiştir. Kuruluşun ismi daha geniş bir bilim politikası rolünü daha doğru yansıtabilmek için 1999 yılında ‘Küresel Bilim Forumu’ olarak değiştirilmiştir. OECD üyeleri, kilit ortaklar ve Avrupa Birliği olmak üzere toplam 33 üyeden oluşmaktadır. Akademi, fonlama kuruluşları ve bilim bakanlıklarından ulusal temsilciler bulunmaktadır.
OECD GSF, OECD üyesi ülkelerin üst düzey bilim politika görevlileri arasında danışma ve karşılıklı öğrenme için bir alan sağlayarak yüksek öncelikli bilim politikası konularında analitik çalışmalar yürütmektedir.
OECD GSF değerlendirmelerin yapılacağı bir ortam sağlamakta ve üye ülkelerin üst düzey politika uzmanlarını bir araya getirmektedir. Ayrıca yüksek önem dereceli bilim politikası problemleri için analitik çalışmalar yürütmektedir. Bu çalışmaları yürütürken:
Seçili öncelikli alanlarda uluslararası işbirliği için fırsatları ve mekanizmaları araştırır,
Ulusal ve bölgesel bilim politikası gelişmeleri için uluslararası bir çerçeve belirlemeye çalışır,
Küresel düzeyde bilim politikası boyutlarını belirlemeye çalışır
OECD GSF üyeleri tarafından çözüm aranması gereken bilimsel konular değerlendirmeye alınır ve sonrasında kabul gördüğü takdirde forum tarafından gerekli çalışmalar başlatılır.

The OECD Global Science Forum (GSF) was established in 1992 under the name “Mega-Science Forum” to provide a platform for discussing issues related to international research infrastructures among OECD members and relevant partner countries. In 1994, the Forum’s mandate was revised and expanded to focus on providing analysis and advice to governments on international scientific cooperation. To better reflect its broader role in science policy, the Forum was renamed the Global Science Forum in 1999.
The Forum currently consists of 33 members, including OECD countries, key partner economies, and the European Union. National representatives come from academia, funding agencies, and ministries of science.
The OECD GSF provides a platform for dialogue, consultation, and mutual learning among high-level science policy officials from OECD member countries. It conducts analytical work on high-priority science policy issues, offering a setting for expert evaluation and exchange of ideas.
While conducting its activities, the GSF:
Explores opportunities and mechanisms for international cooperation in selected priority areas;
Aims to establish an international framework to guide national and regional science policy developments;
Works to identify the global dimensions of science policy challenges.
Scientific issues that require collective solutions are raised by GSF members. If accepted, the Forum initiates the necessary studies and collaborative processes.

TÜBİTAK Uluslararası İşbirliği Daire Başkanlığı tarafından yürütülen uluslararası faaliyetlerin amacı Türkiye’nin bilim ve teknoloji yeteneğini ulusal önceliklerimiz ve dış politikamız doğrultusunda geliştirmek ve sürdürülebilir kılmak amacıyla;
- Çok taraflı ve ikili düzeyde uluslararası işbirliği programlarını oluşturmak, ulusal koordinasyonunu yürütmek,
- Uluslararası işbirliği projelerinin oluşturulmasını, desteklenmesini ve uygulanmasını sağlamak,
- Bilim insanı değişimi yapmak,
- Ülkemizin bilimsel ve teknolojik platformlarda etkin şekilde temsil edilmesini sağlamak ve
- Bilim diplomasisi faaliyetleri yürütmektir.
TÜBİTAK Uluslararası İşbirliği Daire Başkanlığı; bu misyonu İkili ve Çoklu İlişkiler Müdürlüğü (İÇİM) ve Avrupa Birliği Çerçeve Programları Müdürlüğü (AB ÇPM) aracılığıyla gerçekleştirmektedir.
İkili ve Çoklu İlişkiler Müdürlüğü (İÇİM), ikili işbirliği ile bölgesel ve uluslararası kuruluşlarla işbirliği faaliyetlerinin yürütülmesinden sorumlu bir birim olarak TÜBİTAK Uluslararası İşbirliği Daire Başkanlığı’na bağlı çalışmaktadır.
İÇİM Faaliyetleri;
- Dışişleri Bakanlığı ve ilgili kurumlarla işbirliği içinde; ikili ve çoklu ilişkiler kapsamında yabancı heyetlerle yapılan görüşmeleri organize ve koordine etmek,
- Uluslararası Bilim Teknoloji ve Yenilik (BTY) anlaşma, protokol, program metinlerinin hazırlanmasına ve imzalanmasına katkı sağlamak,
- İkili işbirliği anlaşmaları çerçevesinde BTY proje taleplerini değerlendirmek ve gerçekleştirmek,
- Anlaşmalar kapsamındaki uzman değişimleri, ortak bilimsel toplantılar, çalışma ziyaretleri gibi etkinliklere maddi destek sağlamak,
- Türk bilim insanlarının, çeşitli Avrupa araştırma programları, bölgesel örgütler ve uluslararası kuruluşlar tarafından düzenlenen etkinliklere katılımını sağlamak ve
- Uluslararası BTY programlarını izlemek, duyurmak ve bu programlara katılım sağlamaktır.
AB Çerçeve Programları (AB ÇP), Avrupa’nın bilim, teknoloji politika ve uygulamalarının birbirine yakınlaştırılması ve uyumlaştırılması amacıyla oluşturulan Topluluk Programlarından biridir. İlki 1984 yılında başlayan ve dünyanın en yüksek bütçeli sivil araştırma programı olan AB ÇP, Avrupa’nın araştırma ve teknoloji geliştirme kapasitesini güçlendirmek, üniversite-sanayi işbirliğini teşvik etmek, AB üye ülkeleri, AB aday ülkeleri ve AB’nin işbirliği yaptığı diğer ülkeler ile AB politikalarına ilişkin farklı alanlarda işbirliğini geliştirmek amacıyla yürütülmektedir.
AB ÇP’nin ulusal koordinasyon görevi, TÜBİTAK Uluslararası İşbirliği Dairesi bünyesinde faaliyet gösteren AB Çerçeve Programları Müdürlüğü (ABÇPM) tarafından yerine getirilmektedir. İlgili Müdürlük, aynı zamanda resmi olarak Avrupa Komisyonu tarafından AB ÇP ile ilgili faaliyetleri yürüten birimlere verilen Ulusal Koordinasyon Ofisi sıfatıyla görev yapmaktadır.
ABÇPM Faaliyetleri;
- Avrupa Birliği Çerçeve Programları (AB ÇP) hakkında bilgilendirmek ve bu programlara katılımı teşvik edici etkinlikleri yapmak,
- Konusuyla ilgili AB ÇP projelerini yürütmek,
- AB ÇP için verilen TÜBİTAK desteklerini düzenlemek ve takip etmek,
- Projelere ortak bulma çalışmalarına katkı sağlamak,
- Araştırmacıların dolaşımını kolaylaştırmaya yönelik etkinlikler düzenlemek ve
- Bilim, teknoloji ve yenilik alanında mali ve hukuki düzenlemelere yönelik girişimlerde bulunmaktır.

Mission of the international activities conducted by TÜBİTAK's Directorate of International Cooperation is to enhance and sustain Turkey's science and technology capabilities in alignment with our national priorities and foreign policy through:
- Establishing and managing national coordination for multilateral and bilateral international cooperation programs,
- Facilitating the development, support, and implementation of international cooperation projects,
- Conducting scientist exchange programs,
- Ensuring effective representation of Türkiye in scientific and technological platforms, and
- Carrying out science diplomacy activities.
TÜBİTAK’s Directorate of International Cooperation fulfills this mission through the Directorate of Bilateral and Multilateral Relations (DoBMR) and the Directorate for EU Framework Programs (DoEUFP).
The Directorate of Bilateral and Multilateral Relations (BMR) operates under TÜBİTAK’s Directorate of International Cooperation and is responsible for managing cooperation activities with bilateral, regional, and international organizations.
DoBMR Activities:
- Organizing and coordinating meetings with foreign delegations in collaboration with the Ministry of Foreign Affairs and relevant institutions,
- Supporting the preparation and signing of international science, technology, and innovation (STI) agreements, protocols, and program texts,
- Evaluating and implementing STI project requests under bilateral cooperation agreements,
- Providing financial support for events such as expert exchanges, joint scientific meetings, and study visits under agreements,
- Facilitating Turkish scientists' participation in activities organized by various European research programs, regional organizations, and international institutions,
- Monitoring, announcing, and supporting participation in international STI programs.
The EU Framework Programs (EU FPs) are among the European Community Programs, created to align and harmonize Europe’s science and technology policies and practices. Established in 1984, the EU FP is the world’s largest civil research program, aimed at strengthening Europe’s research and technological development capacity, promoting university-industry collaboration, and fostering cooperation across various fields between EU member states, candidate countries, and other partner nations.
The national coordination of the EU FP is carried out by TÜBİTAK’s Directorate for EU Framework Programs (EUFP), which officially serves as the National Coordination Office for the European Commission’s EU FP-related activities.
DoEUFP Activities:
- Informing stakeholders about the EU FPs and organizing events to promote participation,
- Managing projects related to the EU FP,
- Administering and monitoring TÜBİTAK grants for the EU FP,
- Assisting with partner searches for projects,
- Organizing activities to facilitate researcher mobility, and
- Engaging in initiatives on financial and legal arrangements in the fields of science, technology, and innovation.

İkili İşbirlikleri
Bilim ve teknoloji alanında çeşitli ülkelerle hükümetlerarası ya da kurumlararası düzeyde imzalanan ikili işbirliği anlaşmaları mevcuttur. Söz konusu anlaşmalar çerçevesinde ortak araştırma projeleri desteklenmekte ve izlenmekte, ortak bilimsel toplantılar, uzman değişimleri, çalışma ziyaretleri v.b gibi etkinliklere maddi destek sağlanmaktadır.
ÖNEMLİ NOT: TÜBİTAK tarafından yürütülen ikili işbirliği programları kapsamında yapılacak proje başvuruları tamamen elektronik sistem üzerinden yürütülmeye başladığından posta ile yapılan başvurular bundan böyle dikkate alınmayacaktır. Bilateral Cooperation
There are bilateral cooperation agreements in the fields of science and technology with various countries at intergovernmental or inter-institutional levels. Under these agreements, joint research projects are supported and monitored, and financial assistance is provided for events such as joint scientific meetings, expert exchanges, and study visits.
IMPORTANT NOTE: Project applications for TÜBİTAK’s bilateral cooperation programs are now fully managed through an electronic system. Applications submitted by post will no longer be accepted. The application process should be completed via the system at uidb-pbs.tubitak.gov.tr, where open programs and detailed information on these programs can be accessed.
Çok Taraflı Programlar - Uluslararası Üyelikler
Ülkemiz COST (Bilimsel ve Teknik Araştırma Alanında Avrupa İşbirliği) ve EMBC (Avrupa Moleküler Biyoloji Konferansı) gibi çeşitli Avrupa araştırma programlarının; KEİ (Karadeniz Ekonomik İşbirliği) ve EİT (Ekonomik İşbirliği Teşkilatı) gibi bölgesel örgütlerin ve OECD ve UNESCO gibi uluslararası kuruluşların faaliyetlerine aktif olarak katılmaktadır.
Türk bilim insanlarının söz konusu kuruluşlar tarafından organize edilen ilgili etkinliklere katılımı TÜBİTAK tarafından desteklenmekte ya da izlenmektedir.

Multilateral Cooperation
Our country is actively participating in the activities of a variety of European research programs such as COST (European Cooperation in the field of Scientific and Technical Research), EMBC (European Molecular Biology Conference), regional organizations such as PRIMA (Partnership for Research and Innovation in the Mediterranean Area), Belmont Forum, and international organizations like BM, NATO and OECD. Participation of Turkish scientists to the events organized by these organizations are supported or monitored by TÜBİTAK.

Activities under the second phase of the Global Cleantech Innovation Programme (GCIP), implemented by TÜBİTAK in collaboration with UNIDO, will continue in 2025. Key national stakeholders of the programme include the Ministry of Industry and Technology, the Ministry of Family and Social Services, the Ministry of Environment, Urbanization and Climate Change, the Ministry of Energy and Natural Resources, and the Ministry of Agriculture and Forestry.
In the second phase of the project, in addition to transforming cleantech solutions into innovative ventures through the accelerator and competition, the programme aims to support cleantech entrepreneurs in preparing for national and global markets through components such as technology validation and investment readiness.
Applications for the GCIP Türkiye 2025 Accelerator will be accepted between 16 April 2025 and 28 May 2025. The application deadline is 23:59 (UTC +3) on 28 May 2025.

Awards by TÜBİTAK in scope of the GCIP Türkiye 2025 Accelerator
At the end of the GCIP Türkiye 2025 Accelerator, winning teams will be awarded by TÜBİTAK. Awards that will be presented by TÜBİTAK, are below:
First Prize: 600.000 TRY
Second Prize: 450.000 TRY
Third Prize: 300.000 TRY
Additionally, the top 10 finalist teams of GCIP Türkiye 2025 Accelerator will benefit from extra scoring advantages within TÜBİTAK TEYDEB funding programmes.
Dedicated Support for Women Entrepreneurs from the Ministry of Family and Social Services within GCIP Türkiye 2025
The GCIP Türkiye 2025 Accelerator Programme aims to enhance the success of women entrepreneurs in cleantech through tailored accelerator activities.
In collaboration with the Ministry of Family and Social Services, the following categories of support will be provided to women entrepreneurs:
Support for Pioneering Woman Entrepreneur in Social Impact: 275.000 TRY
Most Innovative Woman Entrepreneur Support: 275.000 TRY
Best Progressing Woman Entrepreneur Support: 275.000 TRY
Young Woman Entrepreneur Support: 275.000 TRY
To further support the commercialization, investment readiness, and internationalization of products developed by women entrepreneurs in the cleantech domain, a "Cleantech Investment Readiness and Internationalization Module for Women Entrepreneurs" will be carried out.
Among the teams selected for the GCIP Accelerators, those with at least one female founder or a female senior executive will be eligible for this module.
Within the scope of the module, experts will assess the investment readiness of participating ventures through a multidimensional evaluation. Specialized mentors will be assigned based on specific needs, and the module will include masterclasses and investor meetings.
Call for the Inclusive Green Transition 2025 Accelerator under the Project "Supporting the Inclusion of Migrants in Türkiye’s Transition to a Green Economy"
Alongside with the GCIP Türkiye 2025 Accelerator Call, the “Inclusive Green Transition 2025 Accelerator Call” will also be launched within the scope of the project “Supporting the Inclusion of Migrants in Türkiye’s Transition to a Green Economy”, jointly implemented by TÜBİTAK and UNIDO and funded by the Multi-Partner Trust Fund (MPTF). This new accelerator was inspired by the GCIP Türkiye model and will accept applications during the same application period.
The Inclusive Green Transition Accelerator Call is open to technology-based innovative solutions that contribute to the creation of environmentally friendly, sustainable, and climate-neutral societies.
Teams selected through the evaluation panels under both GCIP Türkiye 2025 and the Inclusive Green Transition Accelerator Calls will have the opportunity to enhance their innovative cleantech business ideas through training and mentorship offered during the GCIP Türkiye 2025 National Academy in July 2025.
Between July and November 2025, selected teams will participate in online training sessions delivered by The Network for Global Innovation (NGIN), GCIP’s global partner responsible for accelerator content. Teams will also work on deliverables throughout the training, guided by general and thematic mentors assigned to each team.
