2209-A Üniversite Öğrencileri Araştırma Projeleri Destekleme Programı 2025 yılı çağrısı için son başvuru tarihi 19 Kasım 2025 17:30’a kadar uzatılmıştır. Başvurular TÜBİTAK Yönetim Bilgi Sistemi (tybs.tubitak.gov.tr) üzerinden yapılabilecektir.

The first call of 2025 for 2209-A Research Projects Support Programme for Undergraduate Students has been opened for applications. Applications can be submitted through tybs.tubitak.gov.tr until 19 November 2025 at 17.30

Ön lisans ve lisans öğrencisinin/öğrencilerinin hazırladıkları araştırma projelerinin gerektirdiği makine/teçhizat, sarf malzeme, seyahat, hizmet alımı giderleri için destek sağlanır. Kongre/konferans katılım, yayın ve patent, konaklama veya gündelik (yeme-içme) masraflar 2209 proje desteği bütçesine dahil edilemez.

Support is provided for expenses related to machinery/equipment, consumables, travel, and service procurement required for research projects prepared by associate and undergraduate students.
Participation in congresses/conferences, publication and patent expenses, accommodation costs, and daily subsistence (food and beverage) expenses are not covered under the 2209 project support budget.
 

Araştırma projeleri en çok 12 aylık süre ile desteklenir.  Destek alanlar destek kararının TÜBİTAK web sayfasında ilan edilmesini takip eden en çok bir yıl içinde projesini tamamlamak zorundadır.

Destek tutarı en fazla 9.000 TL'dir.

Online başvuruda girişi yapılacak IBAN numarası mutlaka proje yürütücüsü öğrenciye ait olmalıdır.

Öğrenci ve danışmanlara harcırah ya da yevmiye ödemesi yapılmamaktadır.

Konaklama harcamaları destek kapsamına dahil edilemez.

• Research projects are supported for a maximum period of 12 months. Support recipients must complete their project within one year at most following the announcement of the support decision on the TUBİTAK website.

• The maximum support amount is 9000 TL. 

• The IBAN number to be entered in the online application must belong to the applicant student.

• No subsistence is paid to students or consultants.

• Accommodation expenses cannot be included in the support.

Başvuru Koşulları

1. Başvuru sahibinin ön lisans veya lisans öğrenimi* görüyor olması,

2. Projenin akademik danışman rehberliğinde yapılıyor olması**

3. Aynı dönemde birden fazla başvuruda ve/veya önceki dönemlerde desteği devam eden bir 2209-A ya da 2209-B projesinde yer alınmamış olunması,

4. Daha önce aynı proje için TÜBİTAK’tan destek alınmamış olması gerekmektedir.

5. Öğrenciler programa bireysel veya ekip halinde başvuru yapabilirler. Tüm başvurularda proje yürütücüsü ve akademik danışman TÜBİTAK’a karşı müteselsilen sorumludur. Bir projede proje yürütücüsü dışında en fazla 4 proje ortağı yer alabilir.

6. Aynı dönem içinde bir akademik danışman en fazla 5 projede görev alabilir. 

7. Proje başlığı; araştırmanın amacını ve içeriğini yansıtan, açık ve anlaşılabilir şekilde bilimsel ifadeler kullanılarak belirlenmelidir. 

8. Proje başlığı ve proje önerisi dahil olmak üzere başvuru kapsamında sunulan tüm belgelerde herhangi bir kurum, kuruluş, firma, ticari ürün ya da marka öne çıkarılmamalıdır. Ayrıca; dil, din, ırk, mezhep, milliyet, renk, cinsiyet, siyasi görüş, felsefi inanç, ulusal ya da sosyal köken, doğum, ekonomik durum gibi sebeplerle ayrımcılık yapan, dışlayıcı veya rencide edici hiçbir ifade kullanılmamalıdır.

*  Açık Öğretim ve Hazırlık Sınıfı öğrencileri projede yürütücü ya da proje ortağı olarak yer alamaz.
** Akademik danışmanın güncel YÖK kaydının olması zorunludur.

Application Conditions:

• The applicant must be enrolled in an associate or undergraduate program*.

• The project is carried out under the guidance of an academic consultant**

• The applicant must not be involved in multiple applications within the same term, nor in any 2209-A or 2209-B project that is ongoing from previous terms.

• No prior support must have been received from TÜBİTAK for the same project.

• Students may apply to the programme either individually or as a team. For team applications, one student shall serve as the project manager and act as the primary point of responsibility to TÜBİTAK. Each project team may consist of the project coordinator and up to 4 additional team members.

• An academic advisor may participate in a maximum of five projects within the same term.

• The project title must be defined using clear and comprehensible scientific terminology, reflecting the purpose and scope of the research.

• In all documents submitted as part of the application, including the project title and project proposal, no institution, organization, company, commercial product, or brand should be highlighted. Moreover, no statements that are discriminatory, exclusionary, or offensive on the basis of language, religion, race, sect, nationality, color, gender, political opinion, philosophical belief, national or social origin, birth, or economic status shall be used.

  
  * Open education and preparatory class students cannot apply.
   ** Research assistants and lecturers can also be academic consultants
   

• Başvurular, proje yürütücüsü tarafından TÜBİTAK Yönetim Bilgi Sistemi (TYBS)’nden çevrim içi olarak yapılır. Elektronik başvuru sistemine yüklenen dosyaların açıldığının ve doğruluğunun proje yürütücüsü tarafından kontrol edilmesi gerekmektedir. Son başvuru günü mesai bitiminde (17:30) sistem başvuruya kapatılır. Çevrim içi başvuru haricinde, BİDEB’e e-posta/posta/faks ile gönderilen belgeler değerlendirmeye alınmaz ve imha edilir.

• Kişilerin sisteme girdikleri bilgilerin doğru olduğunu ve program yükümlülüklerine uyacaklarını taahhüt etmeleri gerekmektedir. Öğrenim bilgisi çevrim içi sistemler üzerinden görüntülenmektedir.

• Başvuru esnasında akademik danışman bilgisi çevrim içi sistemler üzerinden görüntülenmektedir. Akademik danışmanın bilgisi öncelikle YÖKSİS (Yükseköğretim Bilgi Sistemi) üzerinden, sonra da TÜBİTAK ARBİS (Araştırmacı Bilgi Sistemi) sistemleri üzerinden kontrol edilmektedir. Bu nedenle bu iki sistemde akademik danışmanın bilgilerinin güncel olması gerekmektedir.

• Proje yürütücüsünün sistem üzerinden başvurusuna dair son onayı sonrası, proje başvuru bilgileri ve ekleri salt okunur şekilde, akademik danışmanın sistemde kayıtlı e-posta adresine “danışman onayı” için gönderilir. Akademik danışman bu aşamada proje yürütücüsünün sisteme girdiği bilgilerin doğru olduğunu, danışmanlığı kabul ettiğini, başvuru yapılan projenin değerlendirileceği bilimsel ve teknolojik alanın doğru olduğunu, bölüm olanaklarının yeterli olduğunu ve programın yükümlülüklerine uyacaklarını taahhüt eder.

• Akademik danışmanın bu aşamada projeyi sistem (TÜBİTAK Yönetim Bilgi Sistemi) üzerinden onaylamayıp öğrenciye iade etmesi durumunda, öğrenci gerekli düzenlemeleri yaparak projeyi yeniden akademik danışmanın onayına sunar.

• Akademik danışmanın verilen süre içerisinde projeyi onaylaması halinde, başvuru bilgileri proje yürütücüsü öğrencinin öğrenim gördüğü üniversitenin kuruluş yetkilisinin imzasına gönderilir. Kuruluş yetkilisinin imzası (https://eimza.tubitak.gov.tr)  sonrası başvuru geçerli kabul edilir.

• Bu süreçlerin takibi proje yürütücüsü ve akademik danışmanın sorumluluğundadır.

• Başvuru geri çekme işlemi için imzalı bir dilekçenin elektronik ortamda (bideb2209a@tubitak.gov.tr) BİDEB’e ulaştırılması gerekmektedir. Başvuru geri çekme işlemi çağrı kapanış tarihinden itibaren 1 (bir) ay içerisinde yapılabilir.

• Applications are submitted online by the project coordinator via the TÜBİTAK TYBS. The project coordinator is responsible for ensuring that the files uploaded to the electronic application system are accessible and accurate. The system closes to submissions at the end of business hours (17:30) on the application deadline. Documents sent to BİDEB via e-mail, postal mail, or fax—other than the online application—will not be evaluated and will be destroyed.

• Applicants must declare that the information they provide in the system is accurate and that they will comply with the programme requirements. Educational information is verified through online systems.

• During the application, academic advisor information is displayed through online systems. Academic access information is first checked through YÖKSİS (Higher Education Information System) and then through TÜBİTAK ARBİS (Researcher Information System) systems. Therefore, the academic information in these two calendars must be up to date.

• Following the final confirmation of the application by the project coordinator in the system, the project application details and attachments are sent in read-only format to the academic advisor’s registered e-mail address for ‘advisor approval’. At this stage, the academic advisor must confirm that the information entered by the project coordinator is accurate, that they accept the advisory role, that the scientific/technological field selected for evaluation is correct, that departmental facilities are sufficient, and that programme obligations will be met.

• If the academic advisor does not approve the project during this stage and returns it through the TÜBİTAK TYBS, the student must make the necessary revisions and resubmit the project for the advisor’s approval.

• If the academic advisor approves the project within the given timeframe, the application is forwarded for the signature of the authorised official of the university where the project coordinator is enrolled. Once the authorised official signs the application (via https://eimza.tubitak.gov.tr), the application is considered valid.

• Monitoring these processes is the responsibility of both the project coordinator and the academic advisor.

• To withdraw an application, a signed petition must be submitted electronically to BİDEB (bideb2209a@tubitak.gov.tr). Application withdrawal requests may be submitted within one (1) month following the call closing date.”
   

Başvurular iki aşamada değerlendirilmektedir.

Ön İnceleme

• Ön inceleme aşamasında başvuru bilgi ve belgeleri kontrol edilmektedir. Başvuru koşullarından herhangi birini sağlamayan, belgesi eksik olan veya istenen formatta olmayan başvurular, son başvuru tarihine kadar sisteme girilen bilgileri onaylanmayan, faks veya elektronik posta ile yapılan başvurular bilimsel değerlendirmeye tabi tutulmadan ön incelemede elenir.

• Başvuru esnasında TÜBİTAK tarafından belirlenen formata göre hazırlanmamış, şablonda belirtilen minimum karakter sınırlamalarına uyulmamış veya Türkçe dilinde hazırlanmamış olan araştırma önerileri yüklenerek yapılan başvurular ön incelemede elenir.

Bilimsel Değerlendirme

• Ön incelemeden geçen başvurular için değerlendirmeler, alanında uzman danışma kurulu üyeleri ya da panelist/dış danışmanlar tarafından, aşağıdaki kriterler esas alınarak yapılmaktadır:

  • Araştırma önerisinin bilimsel niteliği (%35), 

  • Yöntem (%25),

  • Proje yönetimi (%20), 

  • Araştırma önerisinin yaygın etkisi (%20).

• Değerlendirme yalnızca sisteme yüklenen belgeler üzerinden yapılmaktadır. Bu nedenle her bir koşula ilişkin belge, açık ve belirlenen içerikte olacak şekilde başvuru formları aracılığıyla sisteme yüklenmelidir.

• 12. Kalkınma Planı ve 2030 Sanayi ve Teknoloji Stratejisi’nde yer verilen kritik teknoloji alanları ve öncelikli Ar-Ge ve Yenilik konularında düzenlenecek başvurular için destek taban puanı farklı belirlenebilir.

• Desteklenecek projelerin seçiminde üniversitelere ve bilim dallarına göre dengeli dağılım gözetilebilir.

• Çevre dostu, sürdürülebilir ve iklim nötr toplumlara ulaşmayı hedefleyen teknolojik çözümlere odaklanan projelerde yürütücünün kadın ya da uluslararası öğrenci olması durumunda, bu projeler TÜBİTAK ve UNIDO iş birliğinde yürütülen “Türkiye’nin Yeşil Ekonomiye Geçişinde Göçmenlerin Dahil Edilmesini Destekleme Projesi” kapsamında finanse edilebilir.

• Sonuçlar BİDEB Başvuru ve İzleme Sistemi’nden https://ebideb.tubitak.gov.tr/giris.htm adresinden duyurulur.
   

Applications are evaluated in two stages.

Preliminary evaluation

•    During the preliminary review stage, the application information and documents are examined. Applications that do not meet any of the eligibility requirements, contain missing documents, are not in the required format, are not approved in the system by the application deadline, or are submitted via fax or e-mail are eliminated at this stage without proceeding to scientific evaluation.
•    Applications in which the research proposal is not prepared in the format prescribed by TÜBİTAK, does not comply with the minimum character limits stated in the template, or is not written in Turkish are also eliminated during the preliminary review.
 

Scientific Evaluation

Applications that pass the preliminary review are evaluated by advisory board members or panelists/external reviewers who are experts in their fields, based on the following criteria:
•    Scientific merit of the research proposal (35%)
•    Methodology (25%)
•    Project management (20%)
•    Widespread impact of the research proposal (20%)
 

Evaluations are conducted only on the documents uploaded to the system. Therefore, each required document must be uploaded clearly and in the specified format through the application forms.
For applications submitted in the critical technology areas and priority R&D and innovation topics identified in the 12th Development Plan and the 2030 Industry and Technology Strategy, the minimum support threshold score may be determined differently.
A balanced distribution across universities and scientific disciplines may be considered in the selection of projects to be supported.
Projects focusing on environmentally friendly, sustainable, and climate-neutral technological solutions may be funded within the scope of the “Supporting the Inclusion of Migrants in Türkiye’s Transition to a Green Economy Project,” carried out in cooperation between TÜBİTAK and UNIDO, provided that the project coordinator is a woman or an international student.
