Co-funded Brain Circulation Scheme3 (CoCirculation3) is to contribute to the following:

2236-A Uluslararası Deneyimli Araştırmacı Dolaşım Programı şu noktalarda katkı sağlamaktır:

Under Co-funded Brain Circulation Scheme3 (CoCirculation3), the following types of support are provided to the selected researchers.

The tax system in Türkiye is progressive. In other words, the higher your income, the higher the rate at which you will pay tax. 2025 Individual tax rates vary from 15% - 40%.

In general fellows’ monthly net salary calculated as below;
Net salary = Gross salary (€ 3980 * exchange rate of Euro - Turkish Lira) – Total deductions (Social Security Premium Employee’s Share (including Unemployment Insurance) + Income Tax + Stamp Tax+ Social Security Premium Employer’s Allocation (including Unemployment Insurance). 

According to above information a fellow approximately may be paid a salary of € 1,850 to € 2,400 per month. Plus € 390 to € 510 per month family allowance.

2236-A Uluslararası Deneyimli Araştırmacı Dolaşım Programı (CoCirculation 3) kapsamında destek kazanan araştırmacılara aşağıdaki destekler sağlanmaktadır.

*Türkiye'deki vergi sistemi artan oranlıdır. Başka bir deyişle, geliriniz arttıkça ödediğiniz vergi oranı da artar. 2025 yılı bireysel vergi oranları %15 ile %40 arasında değişmektedir.

** Kişi başına aylık 50 Avro olarak sağlanan seyahat ödeneği, bursiyerin ikamet ettiği ülkeden Türkiye’ye yapacağı tek yön uçak bileti masrafını karşılamak üzere, toplamda 1200 Avroya ulaşacak şekilde planlanmıştır.)

Applications to the calls are open to researchers from all disciplines without any thematic restrictions. However, the proposed research topics must be related to the globally significant European Green Deal.

Within the scope of the CoCirculation3 Project, researchers holding a doctoral degree are expected to carry out their research projects for a period of 24 months under the supervision of a designated advisor (supervisor) at an academic or industrial institution of their own choosing, located in Türkiye.

Araştırma konularında bir kısıtlamaya gidilmeden, her alandan araştırmacının çağrılara başvuru yapması mümkün olacaktır. Ancak, proje kapsamındaki araştırma konularının tüm dünyada önem verilen “Yeşil Mutabakat” ile ilişkili olması gerekmektedir.

• Avrupa Yeşil Mutabakatı ve İlgili Araştırma Alanları

CoCirculation 3 Projesi kapsamında, doktora derecesine sahip araştırmacıların projelerini, kendi tercih edecekleri Türkiye’de yerleşik bir akademik veya sanayi kuruluşunda 24 ay boyunca bir danışman (süpervizör) eşliğinde yürütmeleri beklenmektedir.

1. There is no age limit to apply for the program, and researchers of any nationality are eligible. There are no restrictions regarding the researchers' origin or destination.

2. Applicants must be postdoctoral researchers at the date of the CoCirculation3 call deadline they apply to (December 1, 2025), i.e. in a possession of a doctoral degree. 

*Applicants who have successfully defended their doctoral thesis but have not yet formally been received their doctoral degree will also be considered postdoctoral researchers and eligible to apply. The successful defence must be unconditional (i.e, no further requirements or corrections must be addressed) and must take place before the call deadline. Supporting documentation may be requested.

*A medical doctor degree will be accepted only when it corresponds to a doctoral degree or if the researcher can demonstrate his/her appointment in a position that requires doctoral equivalency (e.g. professorship appointment
 

3. Applicants must comply with the following mobility rule: They must not have resided or carried out thair main activity (work, studies, etc.) in Türkiye for more than 12 months within the 36 months immediately preceding the deadline of the relevant CoCirculation3 call.  Short stays that do not exceed a total of 20 days per year and compulsory national service are not counted.

4. Proposals having a Green Deal aspect will be eligible in accordance to national priorities under Green Growth Technology Roadmap and Priority Research, Develeopment and Innovaiton (RDI) Topics for the Compliance to “EU Green Deal and Adaptation to Climate Change” of Turkiye*.

*CoCirculation3 is open to applications from all scientific areas but they need to have a Green Deal aspect. CoCirc3 is “individually driven mobility” programme and TÜBİTAK assures that the applicants will be able to freely choose a research topic which will have a Green Deal aspect, host and supervisor fitting their individual needs. Please check the document for detail information about Green Deal and RDI topics.

5. Researchers who are already permanently employed by their proposed host institution are not eligible for funding under CoCirculation3. However, they may submit an application with a different host institution. If deemed eligible for support, they must terminate their current employment contract (whether fixed-term or indefinite) with their existing institution and sign a fixed-term employment contract with the new host institution where they will conduct their project. Otherwise, they will not be able to receive support.

6. Researchers who have previously been funded under Co-Circulation or CoCirculation2 are not eligible to apply for this scheme.

7. Any Turkish national who has a mandatory service obligation in Türkiye due to a previous fellowship and/or support cannot apply to CoCirculation3.

1. Programa başvurmak için herhangi bir yaş sınırı bulunmamaktadır ve tüm uyruklardan araştırmacılar başvuru yapabilir. Araştırmacıların geldikleri ülke veya gidecekleri yer açısından herhangi bir kısıtlama yoktur.

2. Başvuru sahiplerinin, başvurdukları CoCirculation3 çağrısının son başvuru tarihi itibarıyla (1 Aralık 2025) doktora sonrası araştırmacı olmaları, yani doktora derecesine sahip olmaları gerekmektedir*.

*Doktora tez savunmasını başarıyla tamamlamış ancak henüz resmi olarak doktora derecesini almamış olan başvuru sahipleri de doktora sonrası araştırmacı olarak değerlendirilecek ve başvuru yapmaya hak kazanacaktır. Ancak savunmanın herhangi bir koşula bağlı olmaksızın (örneğin düzeltme veya ek gereklilik olmadan) gerçekleştirilmiş olması ve bu savunmanın çağrı son başvuru tarihinden önce yapılmış olması gerekmektedir. Destekleyici belgeler talep edilebilir.

3. Başvuru sahiplerinin belirtilen hareketlilik kuralına uymaları gerekmektedir: Başvuru yaptıkları ilgili CoCirculation3 çağrısının son başvuru tarihinden önceki 36 ay içinde, Türkiye’de 12 aydan fazla ikamet etmemiş veya temel faaliyetlerini (çalışma, eğitim vb.) Türkiye’de yürütmemiş olmaları gerekir. Bir takvim yılında 20 günü aşmayan kısa süreli ziyaretler ve zorunlu askerlik hizmeti bu sürelere dâhil edilmez.

4. Projelerin Yeşil Mutabakat (Green Deal) ve/veya Türkiye’nin “AB Yeşil Mutabakatı ve İklim Değişikliğine Uyum” sürecine ilişkin Yeşil Büyüme Teknoloji Yol Haritası ve öncelikli Araştırma, Geliştirme ve Yenilik (Ar-Ge/Yenilik) Konuları çerçevesindeki ulusal önceliklere uygun olması gerekmektedir*,

*CoCirculation3, tüm bilim alanlarından başvurulara açıktır; ancak projelerin Yeşil Mutabakat (Green Deal) odağına sahip olması gerekmektedir. CoCirc3, “araştırmacı odaklı hareketlilik” programıdır ve TÜBİTAK, başvuru sahiplerinin bireysel ihtiyaçlarına uygun ve Yeşil Mutabakat boyutu içeren araştırma konusunu, ev sahibi kurumu ve süpervizörü özgürce seçebileceklerini garanti eder. Yeşil Mutabakat ve Ar-Ge/Yenilik konuları hakkında detaylı bilgi için “Avrupa Yeşil Mutabakatı ve İlgili Araştırma Alanları” başlıklı belgeyi inceleyiniz.

5. Önerdikleri ev sahibi kurumda hâlihazırda daimi olarak (süresiz) çalışan araştırmacılar CoCirculation3 kapsamında destek alamazlar. Ancak bu adaylar farklı bir ev sahibi kurumla başvuru yapabilirler. Destek almaya hak kazanmaları hâlinde, mevcut kurumları ile olan (süreli veya süresiz) iş sözleşmelerini sonlandırarak projelerini yürütecekleri yeni ev sahibi kurumla süreli bir iş sözleşmesi imzalamaları gerekir. Aksi takdirde destekten faydalanamazlar.

6. Daha önce Co-Circulation veya CoCirculation2 programları kapsamında destek almış araştırmacılar bu çağrıya başvuru yapamazlar.

7. Daha önce aldığı bir burs ve/veya destek nedeniyle Türkiye’de mecburi hizmet yükümlülüğü bulunan Türk vatandaşları CoCirculation3 programına başvuramazlar.

3 Calls will be published within the duration of CoCirculation3 program. The dates for the first call is fixed, however following calls’ publication date may change slightly. 

• 1st Call: Opens on 01 September 2025, and closes in 01 December 2025. (33 researchers will be funded.)

• 2nd Call: Opens on 03 August 2026, and closes in 03 November 2026. (33 researchers will be funded.)

• 3rd Call: Opens on 01 July 2027, and closes in 01 October 2027. (34 researchers will be funded.)

• 2025 Yılı Çağrısı: 1 Eylül 2025’te açılıp, 1 Aralık 2025’te kapanacaktır. (33 araştırmacı fonlanacaktır.)

• 2026 Yılı Çağrısı: 3 Ağustos 2026’da açılıp, 3 Kasım 2026’da kapanacaktır. (33 araştırmacı fonlanacaktır.)

• 2027 Yılı Çağrısı: 1 Temmuz 2027’de açılıp, 1 Ekim 2027’de kapanacaktır. (34 araştırmacı fonlanacaktır.)

Eligibility Check and Peer Review Evaluation

Bilimsel değerlendirme, alanında uzman Türk ve/veya uluslararası panelistler/danışmanlar tarafından aşağıdaki kriterler esas alınarak yapılır.

1. Mükemmeliyet

• Araştırma projesinin niteliği, yenilik düzeyi, varsa bilimler arası/multidisipliner özellikleri

• Araştırmacı ile ev sahibi kurum arasındaki karşılıklı bilgi alışverişi ve eğitimin nitelik ve uygunluk açısından değerlendirilmesi

• Proje danışmanının bilimsel yetkinliği ve araştırmacının ev sahibi kurum ile entegrasyonu

• Araştırmacının kariyer gelişimini kuvvetlendirme kapasitesi

2. Etki

• Proje çıktılarının yaygın etkisi

• Proje faaliyetlerinin farklı hedef gruplarına ulaştırılmasının niteliği

• Araştırmacının kariyer gelişimine etkisi

3. Yürütme

• İş planının tutarlı ve etkili olması

• İş paketleri ve bütçenin uygunluğu

• Risk yönetimi dahil projenin yönetim yapısı ve izleme süreçlerinin uygunluğu

• Ev sahibi kurumun altyapısının uygunluğu

4. Panel değerlendirme sonuçları GYK görüşü ve Başkanlık onayı ile kesinleşir.

5. Destek kararı araştırmacılar ile ev sahibi kurum/kuruluşlara ilgili web sayfasından duyurulur.

Başvurular ön inceleme ve bilimsel değerlendirme olmak üzere iki aşamada değerlendirilir. 

Başvuru koşullarından herhangi birini sağlamayan, belgeleri tam olmayan, son başvuru günü mesai bitiminden sonra gelen, faks veya elektronik posta ile yapılan başvurular bilimsel değerlendirmeye tabi tutulmadan ön incelemede elenerek iade edilir. 

Bilimsel değerlendirme sürecinde, ön incelemeyi geçen başvurular alanında uzman Türk ve/veya uluslararası panelistler/danışmanlar tarafından değerlendirilir. Uzmanlar, gizlilik, ayrımcılık yapmama ve çıkar çatışması beyanları imzalamaktadır. 

Start of Fellowship

Fellows must start their research after submission of below documents within 5 months from the date they are notified about the fellowship. Researchers may request to extend start date of project due to extraordinary circumstances. However, the extension is subject  SC approval and cannot be more than 6 months.

• Grant agreement must be signed by researcher, mentor and rector or vice rector or head of non-academic institution,

• All CoCirculation2 fellows will sign a fixed-term employment contract with respective host institutions. Contract must be send to TÜBİTAK within 10 business days from the start date of Project,

• If proposal requires ethical approval, fellow must obtain the approval from host institution’s ethical committee prior to start date of project. In the absence of the ethical committee of the institution, the approval from any relevant committee should be submitted.

Start of Secondment

Proposal with secondment requires support letter from the secondment host organizations, which must be finalized before the start of the secondment. If the secondment host organization is a university, it should be signed from rector or vice rector if not, head of institutions.

Progress and Final Reports

Fellows must submit progress and final report on dates that are specified in the grant agreement.
Progress reports must be submitted within two weeks of due date, final report must be submitted within one month of the due date.
Progress and final reports are evaluated by the experts. Revision is required if reports are evaluated as unsatisfactory.
Fellows may be invited to TÜBİTAK to provide information about the project related developments. TÜBİTAK may assign an official to monitor or inspect project on host institution.
In case the host institutions/organization is a private sector organization, progress reports and result reports; in case of a university only the final report must be approved by a certified public accountant.

Desteklenen araştırmacının destek kararının bildirilmesinden itibaren en geç 5 ay içinde aşağıdaki belgeleri göndererek araştırmasına başlaması gerekir. Proje yürütücüsü proje başlama tarihini mücbir sebeplerden dolayı en fazla 6 ay süre ile erteleme talebinde bulunabilir. 

• TÜBİTAK tarafından gönderilen proje destek sözleşmesinin,

• Ev sahibi kurum ile araştırmacı arasında imzalanacak proje süresi ile sınırlı belirli süreli iş sözleşmesi ve SGK giriş tarihini gösteren belgenin (Araştırmacının işe başladığı tarihten itibaren en geç 10 iş günü içinde),

• Çalışmanın gerektirmesi halinde varsa çalıştığı kurumun Etik Kurulundan, çalıştığı kurumun Etik Kurulunun bulunmaması halinde ilgili herhangi bir Etik Kuruldan alınmış onay belgesinin,

TÜBİTAK’a gönderilmesi gerekir.

• ER & Mentor shall ensure that the entire project team allocates the time set in the work schedule to the project and they shall keep track of the project team's contribution.

• ER should obtain the consent of TÜBİTAK for any travel to abroad longer than 5 days throughout the project. The ER may use his/her annual leave, provided that it does not exceed 14 workdays. This period may not exceed ten percent (10%) of the total duration of the project.

• ER & Mentor ensure the confidentiality of the information to be obtained in respect of the project. They are responsible for the actions and behaviors of the project team violating confidentiality.  

• ER & Mentor are responsible jointly and severally with the institution for conducting the project in compliance with this contract and the TÜBİTAK legislation in terms of scientific, technical, administrative, legal and financial aspects, and liable for all kinds of faults and negligence. 

• ER & Mentor are responsible in terms of complying with national and international ethical principles while using humans (including human biological materials and data) and animals for experimental and other scientific purposes.

• ER & Mentor are obliged to carry out the project activities in accordance with the legislation in force in Türkiye, obtain accordingly the permits necessary under the relevant legislation, make the necessary notifications and transmit the data to public institutions and organizations that need to be communicated.

• ER & Mentor accept and undertake that they will provide true information in all documents submitted to TÜBİTAK in relation with the project.

• ER & Mentor accept and undertake that the content of every report (including Progress and Final reports) delivered to TÜBİTAK in relation with the project is true and that TÜBİTAK cannot be held responsible for the contents of the reports.

• ER & Mentor undertake project progress/final reports to TÜBİTAK on the dates specified in this contract.

• ER is expected to publish at least 2 research articles in an international refereed journal and participate in at least 2 international events during the period s/he is supported. 

• ER & Mentor responsible along with the institution for taking all kinds of measures stipulated by the relevant legislation to ensure occupational health and safety in the project or for ensuring that such measures are taken.

• ER & Mentor are obliged to comply with the universal ethic rules during the execution of the project. In cases where approval of a regional ethics committee cannot be obtained, the support will be terminated. TÜBİTAK is entitled to request information in progress reports in order to follow up whether the project progresses in compliance with the ethic rules. In case of violation of the mentioned rules, the relevant persons shall be treated in accordance with the TÜBİTAK Research and Publication Ethics Committee Regulation or the Industrial Ethics Committee provisions."
