  • Bu süreçlerin takibi proje yürütücüsünün sorumluluğundadır.

Son başvuru tarihine kadar başvuru sahibi ve akademik danışman tarafından onaylanmayan başvurular değerlendirmeye alınmaz. BİDEB'e posta ile gönderilen belgeler işleme alınmayacak ve imha edilecektir.

If the academic consultant approves the project through the system at this stage, the application is completed successfully.

If the academic consultant does not approve the project through the system at this stage and sends it back to the student, the system allows the student to make edits and send it back to the academic consultant for approval. The application cannot be completed without the approval of the applicant and the academic consultant.

It is the responsibility of the project manager to follow up these processes.

Applications that are not approved by the applicant and the academic consultant by the application deadline will not be evaluated. Documents sent to BIDEB by mail will not be processed and will be destroyed.

Yükümlülükler

  • Desteklenen yürütücü (ve varsa proje ortakları) ve akademik danışmanı, araştırmanın başvuru ve yürütülmesi sırasında evrensel nitelikli bilimsel araştırma ve bilimsel yayın kurallarına uymak zorundadır. Yukarıda belirtilen kurallara aykırı davranılması halinde ilgililer hakkında AYEK yönetmeliği hükümleri uyarınca işlem yapılabilir.

  • Değerlendirme sonuçlarının açıklandığının TÜBİTAK web sayfasında duyurulmasını takip eden en çok 12 ay içinde proje yürütücüleri sonuç raporunu sisteme yüklemelidir.

Liabilities

The supported candidate (project partners, if any) and their academic advisor must comply with the universal scientific research and scientific publication rules during the execution of the research. In case of violation of the above-mentioned rules, action is taken against those concerned in accordance with the provisions of the AYEK (Ethics committee) regulation.


Project coordinators must upload the final report to the system within 13 months at most after the announcement of the evaluation results on the TÜBİTAK website, and in any case before completing their undergraduate education.

As one of Eureka’s key funding instruments, the Eureka Network Projects framework has launched the “Circular Value Creation” call on 12 June 2025, with the participation of 17 countries, including Türkiye. In line with Eureka’s objectives, the call will support projects that aim to develop market-oriented products, processes, and services with high commercialization potential.

Objective of the Call

This call aims to accelerate the transition from a linear economic model to a circular economy by supporting projects that develop:

  • Innovative business models,

  • Circular value chain strategies,

  • Human-cantered transformation approaches,

  • Data- and technology-driven solutions.

The objective is to go beyond recycling and implement solutions that systematize sustainability across the entire lifecycle of products — from design and production to use and re-use.

Call Specific Requirements

  • The project must deliver tangible benefits to all relevant stakeholders.

  • The technological collaboration established between participants from different countries must provide clear added value, such as enhanced knowledge sharing, increased commercial potential, or access to R&D infrastructure.

  • The product or process to be developed must be innovative and have the potential to create meaningful impact at the economic, technological, or societal level.

  • The project duration must not exceed 36 months.

  • Prior to the project’s start, a signed consortium agreement must be submitted by all partners. This agreement should clearly outline issues such as intellectual property rights and the ownership and use of know-how.

Applicants from Türkiye to the 1719 – Eureka Circular Value Creation Call may include capital companies, higher education institutions, public research centers and institutes, training and research hospitals, and research infrastructures defined under Law No. 6550.

Applications from these institutions will only be accepted if submitted in partnership with at least one capital company. Under this call, the capital company must act as the Project Coordinator (Main Applicant).

Project applications will be conducted within the framework of the national call rules titled 1719 – Eureka Circular Value Creation and Eureka Network Circular Value Creation 2025 National Call Announcement.

Before submitting a national application, the call text must be carefully reviewed. Failure to comply with the application rules may result in the application being rejected without evaluation.

Applicants from our country eligible for the 1719–Eureka Circular Value Creation Call include capital companies, higher education institutions, public research centres and institutes, training and research hospitals, and research infrastructures covered under Law No. 6550.
Applications from these institutions will only be accepted if submitted in partnership with at least one capital company. Within the scope of the call, the capital company must serve as the Project Coordinator (Main Applicant).

Application Process

Applications will be conducted in two stages: international and national.

Eureka’nın önemli destek mekanizmalarından biri olan Eureka Network Projeleri kapsamında, “Döngüsel Değer Zinciri ” konulu çağrı, ülkemizin de dâhil olduğu 17 ülkenin katılımıyla 12 Haziran 2025 itibarıyla açılmıştır. Eureka’nın hedefleri doğrultusunda, ticarileşme potansiyeli yüksek ve pazara yönelik ürün, süreç ve hizmetlerin geliştirildiği projeler bu çağrı kapsamında desteklenecektir.

Çağrının Amacı

Bu çağrı, doğrusal ekonomik modelden döngüsel ekonomiye geçişi hızlandırmak için;

  • Yenilikçi iş modelleri,

  • Dairesel değer zinciri stratejileri,

  • İnsan merkezli dönüşüm,

  • Veri ve teknoloji temelli çözümler geliştiren projeleri desteklemeyi amaçlamaktadır.

Amaç, geri dönüşümün ötesine geçerek; ürün tasarımı, üretim, kullanım ve yeniden değerlendirme süreçlerinde sürdürülebilirliği sistematik hale getiren çözümlerin hayata geçirilmesini sağlamaktır.

Çağrıya Özel Önemli Hususlar:

  • Proje, tüm ilgili paydaşlara somut faydalar sağlamalıdır.

  •  Projede yer alan farklı ülkelerden katılımcılar arasında kurulacak teknolojik iş birliği, bilgi birikiminin artması, ticari potansiyelin gelişmesi veya Ar-Ge altyapısına erişim gibi alanlarda açık bir katma değer sunmalıdır.

  •  Geliştirilecek ürün veya süreç yenilikçi olmalı ve ekonomik, teknolojik ya da toplumsal düzeyde anlamlı etki yaratma potansiyeline sahip olmalıdır.

  • Proje süresi en fazla 36 ay ile sınırlıdır.

  • Proje başlamadan önce, tüm ortaklar arasında imzalanmış bir konsorsiyum anlaşması sunulmalıdır. Bu anlaşma; fikri mülkiyet hakları, bilgi birikiminin (know-how) mülkiyeti ve kullanımı gibi unsurları açık biçimde içermelidir.

1719- Eureka Döngüsel Değer Zinciri kodlu çağrıya ülkemizden sermaye şirketi statüsündeki firmalar, yükseköğretim kurumları, kamu araştırma merkez ve enstitüleri, eğitim ve araştırma hastaneleri ve 6550 sayılı kanun kapsamındaki araştırma altyapıları başvuruda bulunabilir. İlgili kurumların başvuruları en az bir sermaye şirketi ortaklığında kabul edilir. Çağrı kapsamında sunulan projelerde sermaye şirketi Yürütücü Kuruluş (Muhatap Kuruluş) olmalıdır.

Proje başvuruları 1719- Eureka Döngüsel Değer Zinciri kodlu ve Eureka Network Döngüsel Değer Zinciri 2025 Ulusal Çağrı Duyurusu  başlıklı ulusal çağrı kuralları çerçevesinde yürütülecektir. 

Ulusal başvuru öncesinde çağrı metninin dikkatle incelenmesi gerekmektedir, başvuru kurallarına uyulmaması durumunda başvurunun değerlendirmeye alınmadan iade edilmesi söz konusu olabilir.

Eureka Network Projeleri kapsamında açılan Döngüsel Değer Zinciri çağrısına ilişkin oluşturulan platforma buradaki bağlantı üzerinden 7/24 kayıt yaptırabilirsiniz. Platform aracılığıyla  konsorsiyumunuza ortak bulma imkanı sunmanın yanı sıra, proje fikirlerinizi paylaşma fırsatı da sağlayacaktır.

  2. Aşama/Ulusal Başvuru: Türkiye’den katılımcıların uluslararası başvuru formuyla birlikte TÜBİTAK 1719-Eureka Döngüsel Değer Zinciri ulusal çağrısına 12 Kasım 2025 tarihine kadar ulusal başvurularını yapmaları gerekmektedir.

ITEA4 is a EUREKA Cluster that supports industry-driven, pre-competitive R&D projects with the aim of maintaining Europe’s competitiveness in the field of software-intensive services and systems.

Building on their remarkable track record in the ITEA Cluster, Turkish companies are expected to make a strong impact once again this year with their innovative ideas.

"ITEA Project Outline (PO) Preparation Days", one of the most important events of the EUREKA ITEA Cluster which focuses on software innovation, will take place in Lisbon/Portugal between 16-18 September 2025.

At this event, more than 300 potential project partners, companies, and Public Authorities from Europe and beyond will come together. Participants will have the opportunity to:

  • Discuss and work on project ideas in physical workgroup sessions,

  • Present their project ideas during poster sessions,

  • Practice to learn how to be successful in ITEA,

  • Establish new partnerships.
