Scope and Aim of the Program

1511 - Research Technology Development and Innovation Projects in Priority Areas G. P. (Technology Focused Industrial Movement Program)

Technology Focused Industrial Movement Program (HAMLE) is a special program that the purpose of increasing the value-added production in Turkey, the support and incentives provided by the T.R. Ministry of Industry and Technology, TUBITAK and KOSGEB medium-high and high-tech to focused the level of the industry. This Program is targeted towards investments aiming to produce high-value added products in high-technology or medium-high-technology sectors.

Within the scope of the program, the aim is to increase the production capacity in the critical and high future potential products for Turkey. It is aimed to realize the investment projects that will contribute to the technological development that our country needs, with an end-to-end governance and support model.

If R&D is required for the eligible investment projects, TUBİTAK will support, monitor and conclude the R&D part of the projects in line with the procedures and principles specified in the 1511 Priority Areas Research, Technology Development and Innovation Program code of practice.

With the cooperation protocol signed between the Ministry of Youth and Sports and the Ministry of Industry and Technology, it was decided that TÜBİTAK and the Ministry of Youth and Sports would develop joint youth and sports call programs. Within the scope of this protocol, a competition titled "BIGG SPORTS Awards" has been opened, in which all companies residing in Turkey can participate, in order to reward products related to sports technologies, creative, innovative, competitive, original, contributing to national technological accumulation, and at least prototype produced.

In the competition, a total cash prize of 6.250.000 TL will be awarded to a maximum of 5 companies (1.250.000 TL for each company) determined after evaluations, along with a BİGG SPORTS Award Certificate.

Applications for the "BİGG SPORTS Awards" will be received via PRODİS (eteydeb.tubitak.gov.tr) as of 26 December 2025.

Since 2007, TÜBİTAK Science and Society Directorate have been supporting projects that aim to carry out scientific activities for different segments of society, from preschool children to undergraduate students and teachers.

Within the scope of the “4004 Nature and Science Schools Support Program”, which enables the target audience to experience scientific topics, concepts and processes through observation and hands-on activities and which also includes 12 thematic call areas introduced in line with the critical technology fields and priority R&D and innovation topics set out in the 12th Development Plan and the 2030 Industry and Technology Strategy, application results has been announced.

As part of the World Bank-supported Turkey Green Industry Project, coordinated by the Ministry of Industry and Technology, TÜBİTAK-TEYDEB supports private sector product or process development activities for green transformation. The 2025 second call for the 1832-coded Green Transformation in Industry program, part of the 1801-coded Reimbursable and Grant Support Program for Industrial R&D Projects, has been launched.

This call will support the pre-commercialization of prototypes developed through previous R&D studies conducted by companies related to their green transformation activities. These studies must be a continuation of R&D projects previously supported by TÜBİTAK-TEYDEB. Furthermore, R&D studies conducted with KOSGEB or other national or international funds, as well as companies' own resources, that have not yet been commercialized, are also eligible.

It is strongly emphasized that to apply for the call, the applicant organization must have at least a bachelor's degree-level employee related to the project topic, and the company must have a product at the prototype (THS 5) stage that has not yet been commercialized.

Applications are welcome from SMEs and large-scale organizations, and joint ventures are also possible. The call covers prototype development or improvement, validation and certification tests, on-site implementation, scaling, demonstration, and field trials covering the THS 5-9 range. Interest-free repayable support will be provided to capital companies under the call, with a maximum of 50% repayment. The support rates are 70% for large-scale companies, 80% for SMEs, and 90% for SMEs in earthquake zones, respectively. A portion of the repayment can be converted into grant support. Repayment of the support will begin one year after the project's completion.

In this call, unlike previous calls, the Reference Letter amount and Guarantee Letter amount requested as 50% of the reimbursable financing value have been increased to 100%.

Scope

Within the scope of the programme “High Technology Platforms”, the centres are obliged to engage in collaborations with industry for project proposals in support of a co-creation approach that is a strategic approach of TÜBİTAK. The programme is expected to pave the way to specialization of Research Infrastructures through RDI funding to a bundle of R&D projects in a specific technology area, between Technology Readiness Levels (TRL) 3-6. The research centres which have been established through public funds and accredited within scope of Law No: 6550 which was published in the Official Gazette No. 29056 of 3 July 2014 as well as the research centres of “Research Universities”, which are announced by Higher Education Council (YOK) will be provided with the chance to acquire large-scaled R&D project support from TUBITAK, in order to specialize in a thematic field and become a sustainable high technology hub in Turkey.

Definitions

Research Centre: The research centres of “Research Universities”, which are announced by Higher Education Council

Research Program Manager Organization (APYOK): Research Universities and the research centres which have been established through public funds and accredited within scope of Law No: 6550

Research Program Executive Organization (APYK): Research infrastructure or R&D center or public R&D unit, which is in the research program executive group, responsible for the execution of at least one Project

Who Can Apply?

Research universities determined by YOK and research infrastructures that have been qualified within the scope of Law No. 6550 can make a preliminary application to the call to be published by TÜBİTAK as APYOK.

In the research programs to be applied; The cooperation platform must consist of at least two R&D/Design centers (accepted as a center according to Law No. 5746) and at least two research infrastructures or Public R&D units.

The universities participating in the applications are expected to have research infrastructures compatible with the subject of application.

Research Program Duration

The duration can be up to 48 months.

Research Program Support Budget Scope

The upper limit of the support amount can be specified in the call document.

Applications for infrastructure creation such as machinery-equipment, laboratory installation, building construction are not supported. Equipment, machinery, equipment, software and publication purchase, consumables, consultancy and service procurement, travel, personnel, scholarship, project output and results sharing and publication expenses are the supported expenditure items.

In addition, corporate shares and general expense support can be given.

Under the scope of the programme, the supported visiting or sabbatical scientist and the host scientist are required to comply with the obligations outlined below.

The visiting/sabbatical scientist and/or the host scientist are obliged to comply with the programme regulations, refrain from providing false or misleading information at any stage of the application process, and complete the research/project within the designated timeframe.

If the visiting/sabbatical scientist wishes to leave Türkiye or withdraw from the programme before the end of the support period, the host scientist must notify BİDEB of this situation at least 15 days prior to the departure.

In case of non-compliance with the obligations of this programme, the support shall be terminated or cancelled.

Any short-term or long-term absence of the visiting/sabbatical scientist from their duties, along with the duration of such absence, must be reported to BİDEB by the host scientist.

In the event that the inviting scientist changes institutions, a letter obtained from the authorized representatives of both the former and the new institutions stating that the study may be conducted at the new institution must be submitted to TÜBİTAK BİDEB. The request regarding this matter shall be finalized upon the decision of the GYK.

Notifications from TÜBİTAK BİDEB are generally made via electronic means. Therefore, a valid email address suitable for official notifications must be provided, and the contact information must be kept up to date.

Individuals who have signed the Letter of Commitment are required to comply with universally accepted rules of scientific research and publication during the execution of the proposed work. If the nature of the research requires it, an Ethics Committee Approval and all necessary legal and special permissions must be obtained. In cases of non-compliance with the above-mentioned rules, actions will be taken against the responsible parties in accordance with the provisions of the TÜBİTAK Regulation of the Research and Publication Ethics Committee.

The visiting and the host scientists are obliged to fully and completely comply with all principles, rules, and obligations set forth in the “Guide on the Responsible and Trustworthy Use of Generative Artificial Intelligence in Support Processes” regarding the use of Generative Artificial Intelligence (GAI) tools during the preparation and submission of progress and final reports and thereafter. The relevant parties shall be deemed to have acknowledged and accepted that all information provided and to be provided regarding the use of GAI during this process is accurate, complete, and truthful; otherwise, they shall accept all legal and administrative consequences that may arise from violations in this regard, and that I accept in advance the audits, examinations, and sanctions to be carried out by the relevant authorities.

Application Forms

WARNING: Most up-to-date "Application Form and its Annexes (Annex-1 References, Annex-2 Budget and Justification)" regarding the Module to which you are going to apply should be filled and uploaded to the online application system. In order for the project to be evaluated, the Application Form should be prepared in Arial 9 font and it should not exceed 6 pages except for ANNEX-1 and ANNEX-2. The size of each file to be uploaded to the system should not exceed 20 MB.

  • Waiver Form (In case the projects that were previously submitted to our Institution and rejected / returned are resubmitted with the same / similar content, Waiver for those who were right holders in the previous application, but not mentioned as right holder in the new proposed project is formed automatically according to the information entered to application system. The form must be signed via the link in the e-mail that will be send to the concerned people )

The following documents must be submitted fully in desired format within the given time by the relevant Research Support Group; if the project is decided to be supported. If the documents cannot be obtained within the given time, the project will not be implemented.
