The Driving Urban Transitions to a Sustainable Future Partnership 2025 call (DUT 2025 Call), supported under the Horizon Europe Programme, will support multi-partner, international research and/or innovation projects that address urban challenges to help cities transition to a more sustainable economy and functionality. Projects supported under the "DUT 2025 Call" will be evaluated by an international panel of judges and will be funded by the countries' national funding bodies. The calls, which will support a variety of activities from strategic urban research to applied urban research or the implementation of urban innovations, are open to interdisciplinary studies. The international consortium submitting the project must consist of three different institutions from at least three different countries participating in the program. Joint project proposals prepared under the call must comply with the international call application requirements.
The call will be conducted through a two-stage international and two-stage national application process. The international consortium's project application must be submitted electronically by the international project coordinator via https://www.uefiscdi-direct.ro/ by 13:00 (CET) on 17 September 2025. In addition to this international application, Turkish institutions/organizations participating in the project must also submit a preliminary project national application to TÜBİTAK via uidb-pbs.tubitak.gov.tr by 24 November 2025 (23:59 CET) and complete the electronic signature by 28 November 2025 (23:59 CET). The international consortium's second-stage project application must be submitted by the international project coordinator by 23 April 2026 (13:00 CEST). The results of the second-stage international independent expert/panel evaluation, coordinated by the call secretariat, will be accepted by TÜBİTAK as the final evaluation result. Supported projects will be determined based on the peer-review results at the Call Steering Committee meeting, where all funders are represented. Projects that fail to receive national support under the relevant call are not eligible. Only Turkish institutions/organizations participating in projects that receive positive results from the second-stage international independent expert/panel evaluation, coordinated by the call secretariat, must submit their second-stage national application to TÜBİTAK via PBS with an electronic signature. TÜBİTAK will also announce the second-stage application dates to these institutions/organizations. Turkish institutions/organizations participating in successful international projects within the scope of the call will be supported by TÜBİTAK in accordance with national rules.
