11. Bilim Fuarları Sonuç  Sistemi Açıldı!

Yapılan güncelleme çalışmalarının tamamlanmasının ardından, 4006 Bilim Fuarları kapsamında gerçekleştirilen ve gerçekleştirilecek olan bilim fuarları için Fuar Sonuç Sistemi açılmıştır.

Sonuç Sisteminde yer alan "Öz Değerlendirme" adımında proje yürütücüleri tarafından verilecek cevaplar, Bilim Fuarlarının etki analizi kapsamında değerlendirilecek ve Programın yeni dönem çağrısında dikkate alınacağından önem arz etmektedir.

Bilim fuarlarını gerçekleştiren proje yürütücüleri, bilimiz.tubitak.gov.tr adresinden kullanıcı sayfalarına giriş yaparak fuar sonuç bilgilerini 15 Haziran 2025 tarihine kadar tamamlayabilirler.

Değerli İl MEM Ar-Ge Temsilcilerimiz,

4006-TÜBİTAK Bilim Fuarları Destekleme Programının 11. dönem çağrıları kapsamında alınan ve benzerlik sorgulama sürecinden geçen projelerin bilimsel değerlendirme aşaması başlatılmıştır. Geçtiğimiz Cuma günü sizlere de panel davetleri ve bilgilendirme e-postaları iletilmiştir. Süreçte sunacağınız katkılar için şimdiden teşekkür ederiz.

Bu hafta içerisinde çevrim içi bir toplantı düzenleyerek süreçle ilgili soruları yanıtlamayı planlıyoruz ancak öncesinde tarafımıza iletilen önemli bir konu hakkında bilgilendirme yapmak istiyoruz:

Veri toplama aracı kullanılan projelerle ilgili olarak çağrı metinlerinde veri toplama araçlarının (test, anket, görüşme formu vb.) uygulanabilmesine ilişkin İl/İlçe Milli Eğitim Müdürlüğünden alınmış izin belgesinin taratılıp sisteme yüklenmesi gerektiği belirtilmektedir.

Önemli Hususlar

Araştırma konularında bir kısıtlamaya gidilmeden, her alandan araştırmacının çağrılara başvuru yapması mümkün olacaktır. Ancak, proje kapsamındaki araştırma konularının tüm dünyada önem verilen “Yeşil Mutabakat” ile ilişkili olması gerekmektedir.

CoCirculation 3 Projesi kapsamında, doktora derecesine sahip araştırmacıların projelerini, kendi tercih edecekleri Türkiye’de yerleşik bir akademik veya sanayi kuruluşunda 24 ay boyunca bir danışman (süpervizör) eşliğinde yürütmeleri beklenmektedir.

2244-Sanayi Doktora Programının amacı, sanayide ihtiyaç duyulan doktora derecesine sahip nitelikli insan kaynağının üniversite-sanayi işbirliği ile yetiştirilmesi, sanayide doktoralı araştırmacı istihdamının teşvik edilmesi ve üniversite/araştırma altyapısı - sanayi işbirliğinin geliştirilmesidir.

Programın amacı, lise veya lisans eğitimlerine devam eden başarılı öğrencilere yurt dışında düzenlenen staj ve yaz/kış okulu gibi kısa süreli bilimsel eğitim etkinliklerine katılım için destek vermektir.

Amount of the Support and Terms of Payment

TUBITAK fund is transferred to the project bank account as per the dates and conditions of the contract signed with the European Commission Executive Agency.

1602 TÜBİTAK Patent Support Program aims to increase the number of national and international patent applications originating from our country and to increase the number of patents in our country.

Process

Supported projects are monitored each year.

At the beginning of each monitoring period, the client deposits contribution into the project account. Then, the support provided by TUBITAK to the project is transferred to the project account.

Horizon Europe Countries Sensitive Technologies 2025 Call has been launched with the aim of strengthening scientific and technological cooperation between institutions and organizations in Türkiye and partners in Horizon Europe countries. The main objective of the call is to enhance scientific and technological collaboration through joint R&D projects based on cooperation between institutions and organizations operating in Türkiye and Horizon Europe countries.

The knowledge and technological expertise gained under this call are expected to serve as an accelerator and a guiding factor in the internationalization processes of industrial enterprises, in addition to research organizations, and to contribute to the development of strategic technologies.

Thematic Areas within the Scope of the Call

Project proposals must correspond to at least one of the following thematic areas:

  • Quantum computing – technology-agnostic software (TRL 1-4)

  • Quantum chips (TRL 3-4)

  • Advancing General purpose Artificial Intelligence (TRL 1-4)

  • Generative Artificial Intelligence solutions in robotics and industrial automation (TRL 2-4)

  • Generative Artificial Intelligence solutions in aerospace, pharma, and drug discovery (TRL 2-4)

  • Generative Artificial Intelligence for virtual worlds (TRL 2-4)

  • Coordinating the uptake of GenAI in industry and the public sector (TRL 2-4)

  • Communication and network technologies and devices, including telco edge cloud deployment (TRL 3-4)

  • High-Performance Computing (TRL 1-4)

  • Semiconductors (TRL 3-4)

  • Digital solutions for autonomy for space transportation systems, design and simulation tools telecommunication for Space solutions (TRL 2-4)

  • Digital enablers and building blocks for collaborative Earth Observation and Satellite telecommunications for Space solutions (TRL 2-4)

Applicants are encouraged to prepare project proposals in line with the Technology Readiness Levels (TRLs) indicated in the titles. However, applications from different TRL levels within the specified thematic areas will also be accepted.

Who Can Apply?

Within the scope of this call, the following entities will be supported under the provisions of TÜBİTAK’s 1071 Support Programme for Increasing the Capacity to Benefit from International Research Funds and Participation in International R&D Collaborations:

  • Higher education institutions under the Higher Education Law,

  • Education and research hospitals,

  • Public institutions and organizations,

  • Capital companies (private enterprises) registered in Türkiye with a trade registry certificate that generate value at the firm level regardless of sector and size.

Each project proposal must include at least one partner from Türkiye and at least one partner from Horizon Europe countries.

Institutions/organizations in Horizon Europe countries participating in the project must provide a letter of commitment stating that they will be funded by their national funding agency or other appropriate sources, or that they will cover their own expenses.

  • If they are to be funded by a funding agency or other appropriate sources, the letter of commitment must be signed by the relevant funding organization.

  • If they are to cover their own expenses, the letter must be signed by the applicant institution/organization.

A draft template of the letter of commitment is available at ufukavrupa.org.tr/en/loc. The commitment letter and its annexes must be uploaded to the TÜBİTAK Project Application System (PBS) during the application phase. Failure to submit the signed letter in the required format will result in the project application not being evaluated and returned.

Başkanlığımız bünyesinde yürütülen 2204-A Lise Öğrencileri Araştırma Projeleri Yarışması Programı kapsamında 2025 yılında 12 alanda 37.206 öğrencinin hazırlamış olduğu 22.586 projenin başvurusu yapıldı. 

Başvurusu yapılan projeler yarışmanın ön değerlendirme aşamasında ülkemizde çeşitli üniversitelerde görev yapan akademisyenler tarafından değerlendirildi ve bu değerlendirme sonucunda 1.200 projenin sahibi toplam 2.488 öğrencimiz bölge yarışmasında projelerini sergilemeye hak kazandı.

Araştırma Destek Programları Başkanlığı tarafından 1002-Hızlı Destek Programı altında yürütülen 1002-A Hızlı Destek Modülü ve 1002-B Acil Destek Modülü kapsamında iyileştirme çalışmaları gerçekleştirilmektedir. Bu doğrultuda, mevcut başvuru formları ile sunulacak proje önerilerine ilişkin çevrim içi başvuruların ARDEB Proje Başvuru Sistemi (PBS) üzerinden 27/04/2025 saat 23.59’a kadar tamamlanması gerekmektedir. 27/04/2025 saat 23.59’a kadar onaylanan proje başvurularının elektronik imza süreçlerinin bu tarihten sonra tamamlanabilmesi mümkündür. 28/04/2025 tarihinden itibaren mevcut formlar ile başvuru yapılması mümkün olamayacaktır. 

1002-A Hızlı Destek Modülü ve 1002-B Acil Destek Modülünün yeni süreçlerine ve başvuru formlarına ilişkin bilgilendirme 28/04/2025 tarihinden sonra duyurulacaktır.

Program kapsamında araştırmacılara aylık 27.000 TL(tam) ve 7.500 TL(kısmi) burs verilmektedir. Araştırmalarını yürütmeleri için 150.000 TL’ye kadar araştırma desteği sağlanmaktadır. Araştırmacılar ayrıca “Yurt İçi ve Yurt Dışı Bilimsel Etkinliklere Katılım Desteği” programlarının katılım koşullarını sağlamaları halinde direkt destek alabileceklerdir. Araştırmacılar, destek kazandıktan ve araştırmalarını tamamladıktan sonra 12 ay içerisinde “Bilimsel Eğitim Etkinlikleri Desteği” programına başvuru yapabileceklerdir. Başvuru yapılması halinde, programa başvuran diğer adaylardan ayrı olarak baraj puanı belirlenecektir. Başvuru sistemi 03 Haziran 2024 – 12 Temmuz 2024 (17.30) tarihleri arasında başvuruya açık olacaktır.

Değerlendirme Yöntemi

Başvurular iki aşamada değerlendirilir.

Ön İnceleme

Ön inceleme aşamasında başvuru belgeleri kontrol edilmektedir. Başvuru süresi içinde yapılmayan, başvuru koşullarından herhangi birini sağlamayan, belgeleri eksik olan veya istenilen formatta olmayan, başvuru son günü mesai bitiminden sonra gelen faks/elektronik posta ile yapılan başvurular bilimsel değerlendirmeye tabi tutulmadan iade edilir. Ön inceleme Bilim İnsanı Destek Programları Başkanlığı tarafından yapılır.

Bilimsel Değerlendirme

Bilimsel değerlendirme aşaması ön inceleme süreci neticesinde evraklarının eksiksiz olduğu tespit edilen adaylar, Prof. Dr. Aziz SANCAR’ın koordinasyonunda belirlenen bir değerlendirme kurulunca TÜBİTAK Bilim İnsanı Destek Programları Başkanlığı koordinesinde yapılacaktır.  Nihai değerlendirmede destek almaya hak kazanacak adaylar Prof. Dr. Aziz SANCAR tarafından belirlenecektir.

Method

The projects are reported to TÜBİTAK after they are evaluated and evaluated by referees who are experts in their subjects. Based on the evaluation reports, the projects are evaluated by the relevant technology group executive committee and the final decision is made.

Within the scope of the World Bank’s Turkey Green Industry Project coordinated by the Ministry of Industry and Technology, product or process development activities related to the green transformation in the private sector are supported by TÜBİTAK-TEYDEB. As part of this effort, a new call under the 1833-coded SAYEM Green Transformation program, which operates under the 1801-coded Repayable and Grant Support Program for Industrial R&D Projects, has been opened as of 04.08.2025. Applications will be accepted until 30.09.2025.

Under this call, Industry-Oriented R&D and Innovation Networks — a technology ecosystem — will be supported through the establishment of innovation platforms in collaboration between the private sector, universities, and public institutions, aiming to develop high value-added products or product groups that contribute to the green growth of our country.

The goal is to establish a specialized R&D and Innovation Platform through collaboration, to create Productization Roadmaps (ÜYH) via this platform, and to support Productization Programs (ÜPG) that focus on developing products or product groups aligned with green transformation, in accordance with these roadmaps.

Applications will be accepted from consortia structured as platforms. The specific requirements for becoming a platform coordinator are outlined in the call announcement.

The program duration is 36 months. Private sector organizations within the platform will be funded through grants and repayable support, while universities and research institutions will receive 100% grant funding.

Within the scope of the World Bank Turkey Green Industry Project, coordinated by the Ministry of Industry and Technology, the green transformation activities of the industry are supported by TÜBİTAK-TEYDEB. The third call for 1833-SAYEM Green Transformation has been opened as of 01.08.2024, and applications will be accepted till 03.10.2024.

Within the scope of the call, private sector, university, and public collaboration will be supported to create innovation platforms, forming a technology ecosystem for Research and Development (R&D) and Innovation Networks focused on industry. These networks aim to contribute to the sustainable growth of our country by developing high-value-added products or product groups. Under the leadership of the private sector and in collaboration with universities and the public sector, the establishment of a specialized R&D and Innovation Platform is encouraged. Through this platform, the creation of Productization Roadmaps (ÜYH) and support for Productization Programs (ÜPG) aimed at developing products or product groups for green transformation within the framework of these roadmaps will be facilitated. Consortium applications within the platform structure will be accepted for this call. The conditions for becoming the platform coordinator are specified in the call announcement. The support period is max. 36 months, and the upper limit for a program proposal per platform is 300,000,000 TL. Private sector organizations participating in the platform can receive support both as grants and interest-free reimbursable support, while universities and research institutions are eligible for 100% grant support. The budgetary upper limit for organizations involved in the platform is 15 million TL for SMEs, 60 million TL for large-scale enterprises, and 10 million TL for universities and research institutions.

Within the scope of the 2224-C Grant Program for Participation in Scientific Meetings Abroad within the Framework of International Agreements, it is granted supports for either undergraduate or graduate students in Türkiye, and young researchers that have doctoral degree to participate in Lindau Nobel Laureate Meetings provided a globally recognised forum for exchange between Nobel Laureates and young scientists.

The Call for 2224-C Grant Program for Participation in Scientific Meetings Abroad within the Framework of International Agreements run by TÜBİTAK Science Fellowships and Grant Programmes Directorate (BİDEB) is opened. 

The 74th Lindau Nobel Laureate Meeting on Chemistry will take place from 29 June to 4 July 2025. Either undergraduate or graduate students educating on Chemistry and related areas in Türkiye and researchers working on Chemistry and related areas can apply the program.

The 8th Lindau Meeting on Economic Sciences will take place from 26 to 30 August 2025. Either undergraduate or graduate students educating on Economic Sciences and related areas in Türkiye and researchers working on Economic Sciences and related areas can apply the program.
