I. Aşama Proje Başvurularının Değerlendirmesi

I. aşama proje önerilerinin değerlendirmesi; (1) Çağrıya uygunluk, (2) Ar-Ge Niteliği, (3) Yapılabilirlik olmak üzere üç ölçüt üzerinden yapılır.

I. aşama proje önerileri konu uzmanlarından oluşan komisyon tarafından değerlendirilir.

Ayrıca, özel kuruluşlar ve kamu Ar-Ge birimlerinin/merkezlerinin (üniversitelerdeki merkezler dahil) Ar-Ge yeteneklerini değerlendirmek amacıyla Kurumsal Ar-Ge Yeteneği Değerlendirmesi yapılabilir. Bu kapsamda, kuruluşların Ar-Ge yetenekleri yerinde inceleme yapılarak aşağıda yer alan başlıklar doğrultusunda değerlendirilir.

Kurumsal Ar-Ge Yeteneği Değerlendirmesi,

• Ar-Ge Yönetimi,Teknolojik Varlıklar ve Yönetimi,
• Ar-Ge İnsan Kaynakları ve Yönetimi,
• Bilgi Kaynakları Yönetimi,
• Fikri Haklar Yönetimi,
• Proje Yönetimi,
• Ar-Ge Deneyimi,

 ölçütlerini kapsar.

Değerlendirmeyi başarı ile geçen proje yürütücüsü kuruluşların yer aldığı projeler için 2. aşama proje önerisi istenir. Değerlendirme sonucunda Ar-Ge yeteneği yeterli bulunmayan kuruluşlar projede görev alamaz veya proje desteklenmez.

II. Aşama Proje Başvurularının Değerlendirmesi

II. aşama proje önerilerinin teknik değerlendirmesi; (1) Ar-Ge Niteliği,  (2) Yöntem, (3) Yapılabilirlik ve (4) Bütçenin Uygunluğu olmak üzere dört ölçüt üzerinden konu uzmanlarından oluşan panel tarafından yapılır. Aynı çağrı kapsamında sunulan projeler aynı panelde değerlendirilir. Panel değerlendirmesi sonucunda projelerin revize edilmesi ya da reddedilmesi kararı TÜBİTAK tarafından verilir.

Revizyon Değerlendirmesi

Panel değerlendirmesi sonucunda revizyon kararı verilen  proje önerileri için panel önerileri doğrultusunda revizyon talep edilir. Yapılan revizyonların uygunluğu değerlendirilerek, yeterli bulunan projeler için bütçe paneli değerlendirmesi yapılır.

Bütçe Paneli Değerlendirmesi

Proje bütçesi, proje önerisinde sunulan bütçe gerekçeleri ile proforma faturalar ve teklif mektupları, danışmanlık/hizmet alımı belgeleri doğrultusunda konu uzmanlarından oluşan panel tarafından değerlendirilir.  Bütçe paneli değerlendirmesine uygun olarak revize edilen proje önerilerinin sözleşme hazırlıkları başlatılır.

Yararlanıcı firmaların projelerinin ağırlıklı olarak mevcut bir Ar-Ge prototipi üzerinde ileri geliştirme veya iyileştirme çalışmaları, prototipin doğrulanması veya onaylanmasına yönelik testler gibi ticarileşmeye yönelik teknoloji doğrulama çalışmaları yürütmesi beklenmektedir. Bu çalışmalar aynı zamanda daha çevreci üretime, enerji veya kaynak kullanımında daha yüksek verimliliğe katkıda bulunan büyük ölçekli demonstrasyon ve pilot üretim tipi faaliyetleri de içerebilir.

Program kapsamında desteklenen ve desteklenmeyen gider kalemleri aşağıda belirtilmiştir.

Desteklenen Giderler:

a) Personel giderleri

b) Seyahat giderleri

c) Danışmanlık giderleri

ç) Hizmet alımı giderleri

CE, kalite belgelendirme ve sertifikasyon giderleri desteklenebilir.

Sermaye şirketlerinin ekonomik fizibilite raporu hazırlanması için hizmet alması ve raporunu da proje önerisi ekinde sunması durumunda söz konusu gider Yönetim Kurulu tarafından belirlenen tutar kadar desteklenir.

Proje kapsamında satın alımı gerçekleştirilen her bir alet/teçhizat taşıma, kullanım vb. risklere karşı proje süresince sigortalanmalıdır. Bu sigorta gideri hizmet alımı kapsamında proje bütçesine dahil edilebilir.

Lisanslanan patentli teknolojilerin olgunlaştırılması ve bu teknolojilerin yeni ürün ve süreçlere dönüştürülmesi ile ilgili faaliyetler bu çağrı kapsamındadır. Kuruluşların üniversite, araştırma kurumu, teknoloji geliştirme bölgesi şirketi gibi teknoloji sağlayıcılara ödeyecekleri lisans ya da devir bedelleri 1702 Patent Tabanlı Teknoloji Transferi Destekleme Çağrısı kapsamında ayrıca desteklenebilecektir.

d) Alet, teçhizat, yazılım, yayın alım giderleri

e) Malzeme ve sarf giderleri

Desteklenmeyen Giderler:

1801-Sanayi Ar-Ge projeleri İçin Geri Ödemeli ve Hibe Destek Programı Uygulama Esaslarında belirtilen giderler ve aşağıdaki giderler desteklenmemektedir:

a) Ortaklı projelerde kuruluşların birbirinden aldığı danışmanlık ve hizmet alımı giderleri

b) Patent, faydalı model, tasarım, coğrafi işaret ve marka tescil giderleri (Bu kapsamda sunulacak giderler için 1602 TÜBİTAK Patent Destek Programı’na başvuru yapılması halinde destek verilebilecektir.)

c) Kuruluşun “PROJE ÖZEL HESABI VE ÖDEMELER” bölümünde belirtilen hususlara uygun olarak ödemesi yapılmayan harcama ve giderler

The scientific evaluation process of the projects submitted to the “1001-UDAP National Earthquake Research Program Joint Call” opened within the framework of the cooperation protocol signed between TÜBİTAK and AFAD has been completed. 

Data regarding the implementers of the projects whose panel evaluation process has been concluded positively and the institutions they are affiliated with are presented below.

The calendar year is divided into two periods. The first period covers January 1 - June 30, and the second period covers July 1 - December 31. The progress status and expenses related to the planned objectives are submitted to TÜBİTAK with Period Reports. Additionally, interim monitoring reports may be obtained by ÜPYK to track technical developments during the middle of the respective periods.

In the final period of the Commercialization Program, in addition to the Period Report, a Final Report and Commercialization Plan are also submitted.

Partner applications can be submitted through PRODIS within the scope of the call. In joint applications, the institution or organization submitting the application to TÜBİTAK and the organizations participating as project partners in the application must meet the qualifications specified above.

Maximum of four partner organizations can participate in an acceleration program application. An organization may participate in only one acceleration program application.

In the Project Brokerage Events, it is obligatory that at least one university and at least one or more of 

• The Industry Chamber,
• Chamber of Commerce,
• Chamber of Commerce and Industry,
• Exporters' Association

are participants. Any of these participating organizations (university, chamber of industry, chamber of commerce, chamber of commerce and industry, exporters’ association) can apply to TÜBİTAK for Brokerage Events Grant Program.

Section 3 consists of activities organized, managed, and funded by PRIMA participating states. These activities must align with the defined PRIMA objectives, as verified by international external experts and the European Commission. Such activities are supported by the European Union.

TÜBİTAK contributes to PRIMA Section 3 activities through a bilateral cooperation call launched with Xjenza Malta within the thematic areas of the PRIMA Program.

Türkiye Cumhuriyeti Cumhurbaşkanlığı, Sanayi ve Teknoloji Bakanlığı, TÜBİTAK ve Türkiye Uzay Ajansı (TUA) tarafından koordine edilen "Ufkun Ötesinde" belgeselinin galası İstanbul Atatürk Kültür Merkezi'nde(AKM) yapıldı. Programa Sanayi ve Teknoloji Bakanı Mehmet Fatih Kacır ile birlikte TÜBİTAK Başkanı Prof. Dr. Orhan Aydın ve siyasiler, ulusal ve uluslararası düzeyde uzay ve teknoloji dünyasının önde gelen isimleri, bilim insanları, üniversite öğrencileri, kamu ve özel sektör temsilcileriyle basın mensupları katıldı.

Belgeselin gala gösterimi öncesi AKM’de Türkiye’nin uzay macerasını adım adım gözler önüne seren “Türkiye’nin İnsanlı İlk Uzay Misyonu” sergisinde Türkiye’nin uzay teknolojilerindeki gelişimini simgeleyen ve misyon yolculuğunun anısı olan ekipmanlar, fotoğraflar, etkileşimli alanlar ve videolar tüm detaylarıyla katılımcılarla buluşturuldu.  Sergi büyük ilgi gördü. 

Sanayi ve Teknoloji Bakanı Mehmet Fatih Kacır, önce sergiyi gezdi sonra da orada basın açıklamasında bulundu. 

Bakan Kacır, gala öncesi yaptığı basın açıklamasında, uzayda 13 bilimsel deneyin bu misyon kapsamında icra edilerek, Türk bilim dünyası için yeni bir sayfa açıldığını söyledi. Kacır, artık Türk gençlerinin ve çocuklarının hiçbir hayali kurmaktan vazgeçmeyecekleri bir dönemin başladığını ve TEKNOFEST kuşaklarının daha nice büyük işler başaracaklarını dile getirdi. Cumhurbaşkanı Erdoğan'ın önderliğinde hem insanlı uzay misyonu hem de bundan sonra atacakları adımların güçlü şekilde gerçekleşmesi için canla başla gayret etmeye devam edeceklerini belirten Kacır, TUA ve Axiom Space firmasının yeni bir işbirliği yaptığını aktardı. 

Hemen ardından gala programı başladı. 

Bakan Kacır burada yaptığı konuşmada, 1 yıl önce bu saatlerde, ilk Türk astronot Alper Gezeravcı'nın çıkacağı uzay yolculuğu için geri sayım yaptıklarını hatırlattı. 

Bakan Kacır, Alper Gezeravcı'nın gerçekleştirdiği insanlı ilk uzay bilim misyonunun, bu hikayede yepyeni bir sayfa açtığını vurgulayarak, Türk Milleti'nin, 7'den 70'e belki ilk kez bir bilimsel çalışmayı baştan sona büyük bir dikkatle takip ettiğini dile getirdi. O günlerde evlerde, okullarda, iş yerlerinde uzay bilim misyonunun konuşulduğuna işaret eden Kacır, şunları kaydetti: "Fırlatma aracının büyüklüğü, mikro yer çekimi ortamının koşulları sohbetlerimize konu oldu. Alper Gezeravcı, ufkun ötesine Türk Milleti'nin geleceğini, Türk gençlerinin hayallerini ve Türk çocuklarının umutlarını da taşıdı. Bilim insanlarımızın araştırmalarının sınırları da böylece gökyüzünü aştı. Bu yarışta biz de varız artık. Daha fazlasını yapmak için heyecanlıyız. Biliyoruz ki, bu misyonu takip eden, bu belgeseli izleyen Türk çocuklarının arasından çok daha fazlasını yapacak olanlar çıkacak. Türkiye uzay yarışında daha güçlü var olacak. Ay programımızı gerçekleştirecek, aya erişebilen ülkelerden biri olacağız. İnsanlı uzay programları için teknoloji geliştireceğiz. Kendi roketlerimizle fırlatmalar yaptığımız günler gelecek. O zaman biz, geriye dönüp baktığımızda her şeyin nasıl başladığını, nasıl yükseldiğini ve bu akşamki birlikteliğimizi tebessümle hatırlayacağız." 

Alper Gezeravcı da Cumhuriyetin 100. yılında ilk defa adım attıkları uzayda, gençlerin uzayın derinliklerine taşınmasına vesile olan bir görevi icra ettiklerini söyledi. Türkiye'nin uzayda iş birlikleriyle mevcut kapasitesini çok daha üst noktalara taşıyacağını ve bunun devamını getireceğini vurgulayan Gezeravcı, bu noktaya erişmelerine imkan tanıyan Cumhurbaşkanı Erdoğan'a ve Türk Milleti'ne teşekkür etti. 

Burcu Camcıoğlu da bunun çok uzun bir yolun hikayesi olduğunu ve yaklaşık 2,5 yıldır astronotların her anlarını kayıt altına aldıklarını belirterek, "Umarım çok beğenirsiniz. İnanılmaz gurur verici bir misyona tanık olmak, onu anlatabilmek ve Türkiye'nin geleceğine arşivine böyle bir iş bırakabilmek çok gurur verici." değerlendirmesini yaptı.

" 2 sene çekim süreci, 4 ülke, 12 Şehir, 90 bin km, 280 saatlik görüntü, 1 yılı aşan kurgu”

100 dakikalık belgesel salondakiler tarafından soluksuz izlendi. Özellikle Alper Gezeravcı’nın Uluslararası Uzay İstasyonuna ulaştığı an ve sonrasında yaptığı konuşma salonda büyük alkış aldı.

Kapsamlı belgesel için iki senelik çekim sürecinde 15 kişilik belgesel ekibi, dört ülkedeki 12 şehirde 280 saatlik görüntü kaydetti. Uzayda geçirilen süre boyunca, Gezeravcı’nın çekimleri ile NASA ve AXIOM Space ekibinin sağladığı görüntüler kullanıldı. 20’den fazla röportaj gerçekleştirildi. 

Bu belgeselin çekim sürecinde, dünya üzerinde yaklaşık 90 bin km ve uzayda ise 15 milyon km’den fazla yol kat edildi. Elemeler sonrası kalan 30 adaydan itibaren başlayan seçim sürecinden bu yana kameralar hep kayıttaydı.

Bu tarihi misyonda NASA, SpaceX, Axiom Space, Japonya ve Avrupa Uzay Ajansları ile çalışılarak uluslararası iş birlikleri hayata geçirildi. Bu iş birlikleri ve olağanüstü mesafeler, Türkiye’nin uzay yolculuğunun büyüklüğünü ve bilimsel hedeflere ulaşmak için gösterilen çabayı bir kez daha ortaya koyuyor.

Sergide, Metaforik Uzay Tüneli Dikkat Çekti

Türkiye’nin uzay macerasını adım adım gözler önüne seren “Türkiye’nin İnsanlı İlk Uzay Misyonu” sergisinde Türkiye’nin uzay teknolojilerindeki gelişimini simgeleyen ve misyon yolculuğunun anısı olan ekipmanlar, fotoğraflar, etkileşimli alanlar ve videolar tüm detaylarıyla katılımcılarla buluştu. Sergide; Türkiye için uzay çalışmalarının öneminin anlatıldığı bölüm, Türkiye’nin uzay çalışmalarındaki kronolojisi ve Milli Uzay Programının 10 temel hedefinin anlatıldığı metaforik uzay tüneli de yer aldı. 

Bilimsel deneyler süreçleriyle birlikte anlatıldı

İlk Türk astronotumuz Alper Gezeravcı’nın ve ikinci astronotumuz Tuva Cihangir Atasever’in uzay yolculuğunda kullandıkları eşyalarının ve özgeçmişlerinin yer aldığı Türk Yıldızları köşesinde misyon süreçlerini anlatan içerikleri bulunuyor. Uzay misyonunda astronotlarımız tarafından yapılan deneyler hakkında bilgilendirme ve deney süreçlerinin anlatıldığı bir Bilim Misyonu bölümü de yer alıyor. 13’ü Alper Gezeravcı ve 7’si de Tuva Cihangir Atasever’in olmak üzere toplam 20 bilimsel deney, deneylerin amaçları, deney ekipmanları ve deney süreçleriyle birlikte anlatıldı. 

Bilim ve Teknik dergisi fotokabini sergide yer aldı

İnsanlı İlk Uzay Misyonun tüm aşamalarında kaydedilen fotoğraflar da farklı aşamalarıyla sergilendi. Sergide, ayrıca uzay misyonu başlamadan önce Türkiye genelinde ilan edilen “Türkiye’nin İnsanlı İlk Uzay Yolculuğu” temalı resim ve “Sıradaki Astronot Ben Olmalıyım. O İş Bende!” konulu kompozisyon yarışmasında derece alan öğrencilerin eserlerinin sergilendiği bölüm de bulundu. Katılımcıların hatıra fotoğrafı çektirebilecekleri Bilim ve Teknik dergisi fotokabini ve Alper Gezeravcı’nın Uluslararası Uzay İstasyonunda bulunan, Dünya’nın ve diğer gök cisimlerinin izlenebildiği modül olan CUPOLA fotoğraf alanları da bulunuyor. 

Türkiye’nin İnsanlı İlk Uzay Misyonu sergisi, İstanbul Atatürk Kültür Merkezi’nde 27 Ocak’a kadar ziyaretçilerine açık olacak.

10. BİLİM FUARLARI BAŞVURU SONUÇLARI

Milli Teknoloji Hamlesi çerçevesinde ülkemizin emin adımlarla ilerlediği bilim ve teknoloji yolculuğunda geleceğimizin teminatı gençlerimizin bilimsel proje hazırlama ve sunma deneyimi elde ettikleri 4006-TÜBİTAK Bilim Fuarları Destekleme Programının 10. Dönemi kapsamında 4006-A ve 4006-B çağrılarına yapılan proje başvurularının değerlendirme süreci tamamlandı.

10. Bilim Fuarları çağrı metinlerine bilim, teknoloji ve yenilik ekosisteminde yer alan öncelikli alanlar doğrultusunda bu dönem 23 yeni tematik konu eklenmesi ile toplam 66’ya ulaşan tematik konu ve 12 ana alan kapsamında 9.111 okulumuz tarafından toplam 133.328 proje başvurusu yapıldı.

Hazırlanan projelerin niteliğini artırmak adına proje başvurularının tamamı bu sene ilk kez benzerlik sorgulamasına tabi tutuldu. Benzerlik sorgulama süreci sonucunda 6.553 okuldan 95.535 proje değerlendirme aşamasına geçmeye hak kazanarak alanında uzman 551 akademisyen ve eğitimci tarafından değerlendirildi.

Değerlendirmeler neticesinde 81 ilimizde bulunan toplam 3.349 okulumuzdan binlerce ortaokul ve lise öğrencimizin hazırlamış olduğu 51.097 proje destek almaya hak kazandı.  

Genç bilim insanlarımızı tebrik ediyor, hem bugün hem gelecekte ülkemize ve tüm insanlığa bilimsel projeleriyle büyük katkılar sağlamalarını temenni ediyoruz. Bir kez daha başvuru sürecinde emek veren tüm öğretmen ve öğrencilerimize teşekkür ediyoruz.

10. Bilim Fuarları fuar dönemi 14 Haziran 2024 tarihine kadar uzatılmıştır.

10. BİLİM FUARLARI 4006-A ve 4006-B ÇAĞRILARI

Milli Teknoloji Hamlesi çerçevesinde ülkemizin emin adımlarla ilerlediği bilim ve teknoloji yolculuğunda geleceğimizin teminatı gençlerimizin bilimsel proje hazırlama ve sunma deneyimi elde ettikleri 4006-TÜBİTAK Bilim Fuarları Destekleme Programının 10. Dönem çağrısı, yapılan önemli yeniliklerle ilk kez 4006-A ve 4006-B olarak iki ayrı çağrı şeklinde yayınlandı.

Program ile 5-12. sınıf öğrencilerinin ülkemizin öncelikleri ve bilim ve teknolojideki yönelimler doğrultusunda belirlenen tematik konularda hazırladıkları projeler desteklenmektedir. 2013 yılından itibaren devam eden 4006 Bilim Fuarları çerçevesinde bugüne kadar 81 ilimizden milyonlarca öğrencimiz bilimsel proje hazırlama ve sunma deneyimi elde etmiştir.

10. Bilim Fuarları çağrı dönemi kapsamında önemli birtakım yenilikler yapılmıştır. Yapılan yenilikler ile disiplinler arası çalışma konusunda farkındalık oluşturulması ve öğrencilerin tematik konularda yapacakları çalışmaları temel alanlarla ilişkilendirme konusunda teşvik edilmesi hedeflenmektedir.

Gerçekleştirilen yeniliklerden bazıları:

• Programa 4006-A ve 4006-B olmak üzere iki çağrı şeklinde çıkılması
• 10. Bilim Fuarları çağrı metinlerine bilim, teknoloji ve yenilik ekosisteminde yer alan öncelikli alanlar doğrultusunda 23 yeni tematik konu ve yapılan projelerin temel alanlarla ilişkilendirilmesini teşvik etmek adına 12 ana alan eklenmesi
• Aynı ilde yer alan iki kurum/kuruluşun Programa birlikte başvuru yapmalarına imkân sağlanması ve bu şekilde yapılan başvurulara değerlendirme aşamasında +1 puan verilmesi

4006-A ve 4006-B Çağrılarına Başvuru Yapabilecek Kurum/Kuruluşlar:

• 5-12. sınıflar arasında eğitim-öğretim hizmeti veren resmi okullar
• 5-12. sınıflar arasında özel gereksinimli öğrencilere eğitim-öğretim hizmeti veren özel eğitim resmi okulları
• Bilim ve Sanat Merkezleri (BİLSEM)
• Öğretim programlarında Fizik, Kimya, Biyoloji, Matematik, Türkçe derslerinden en az üçüne yer veren Mesleki Eğitim Merkezleri

Belirtilen kurum/kuruluşlarda kadrolu ve tam zamanlı görevli öğretmenler (sözleşmeli öğretmenler dâhil) proje yürütücüsü olabilir. Ancak; müdür, müdür yardımcıları ve ücretli öğretmen olarak görev yapanlar proje yürütücüsü olamaz.

The goal of the call is to facilitate multinational, collaborative research projects that will address critical translational and clinical questions using interdisciplinary approaches to improve the knowledge about the neuroscience of pain, bearing the potential to improve the lives of the people affected.

Chronic pain is associated with structural and functional changes in different brain regions and is linked to altered neurotransmitter levels. Such changes can also be accompanied by emotional, cognitive and behavioural impairment. People affected by chronic pain have an increased risk of mental disorders such as depression and anxiety and vice versa. The occurrence of those comorbidities hinders effective pain management and therapy. Thus, significant progress in the field of pain research can only be achieved through coordinated collaboration between different disciplines, including e.g. clinical neurology and psychiatry, psychology, cognitive neuroscience, neurobiology, physiology, genetics, or pharmacology, among others.

Only international projects will be financed. Each consortium that will submit a proposal must consist of research groups from at least three different countries funded by the organizations specified in the international call text. The number of research groups in a consortium is limited to five. A maximum of two research groups can be from the same country. The number of partners in consortiums can be increased to six, including partners from countries (Croatia, Hungary, Latvia, Lithuania, Romania, Slovakia, Taiwan and Türkiye) that are underrepresented up to date in the ERA-NET NEURON funding scheme.

A two-stage international evaluation will be made for the call by the ERA-NET NEURON Joint Call Secretariat. Candidates who are successful as a result of the international external reviewer evaluation from the pre-proposal proposals received in the first stage will be invited for full proposals in the second stage.

1707 Order R&D Programme aims to transform solution proposals designed to meet the needs of Customer Organizations into commercially viable outputs by SMEs through R&D activities. TÜBİTAK and Customer Organizations facilitate SMEs' need-oriented R&D activities through co-financing during this significant process. SMEs are executing innovative products and processes tailored to their customers. Ground is being prepared for sharing financing risks among industrial organizations and understanding intellectual property rights, allowing organizations with relatively more experience in project management to transfer their experiences to SMEs. Three different call periods for SME Support for 1707 Order-based R&D Projects have been defined for the year 2025.

The calls opened during the 2nd Call Period are as follows:

• SME Support Call for 1707 Order-based R&D Projects 2025-2 (1707 Order R&D 2025-2)

• SME Support Call for 1707 BİGG Joint Order-based R&D Projects 2025-2 (1707 Order R&D-b 2025-2)

Project applications will be accepted through the Technology and Innovation Funding Programs Administration (TEYDEB) Project Evaluation Monitoring System (PRODİS) between 2 May 2025, and 14 July 2025.

During the 2nd Call Period of the 1707 Order R&D 2025, priority will be given to projects submitted under the Priority R&D and Innovation Topics under the Green Agreement Compliance.

SMEs that have an innovative, product, service or business model that could create new markets or disrupt existing ones in Europe and even worldwide, have the ambition and commitment to scale up can apply to the EIC Accelerator programme.

The application process for EIC Accelerator is composed of three stages: the short application, the full application and the pitch. The purpose of the Eureka Fast Track is to channel successful Eurostars-3 companies into the EIC Accelerator, by offering them the opportunity to directly apply to the full application stage (Step 2).

The Eureka Fast Track scheme is open to companies that have completed a Eurostars-3 project in the last 2 years or are in the last 6 months of their collaboration at the time of their Fast Track submission. Applications are not restricted to Eurostars-3 project main partners: both the leading SME and other partner businesses are encouraged to apply, if they fit the eligibility criteria below. 

Application Requirements

Applicants must be an SME or a small mid-cap and be established in a Horizon Europe country or a country associated to Horizon Europe. 

All applicants must have an innovative business concept stemming from their Eurostars-3 project. Companies that have completed a Eurostars-3 project in the last 2 years or are in the last 6 months of their collaboration at the time of their Fast Track submission can apply Fast Track to the EIC Accelerator.

The results of the 2247-C Intern Researcher Scholarship Program (STAR) for the 1st Term of 2024, including STAR Undergraduate, Young STAR, and STAR Teacher calls, have been announced by the Scientific and Technological Research Council of Turkey (TÜBİTAK) Science Fellowship and Grant Programme Directorate (BİDEB). Applicants can view their application status in the "My Applications" section by logging in the BİDEB Application and Monitoring System (ebideb.tubitak.gov.tr).

Within the scope of the 2247-C Intern Researcher Scholarship Program (STAR), 720 undergraduate students under the STAR Undergraduate call, 39 high school students under the Young STAR call, and 26 teachers under the STAR Teacher call have been granted support.

IMPORTANT NOTE: Information regarding the documents that will be required to finalize the scholarship of the candidates who are entitled to receive a scholarship in the 2247-C STAR Program will be sent to the e-mail addresses of the candidates.

CORNET is a network of ministries and funding agencies that combine their existing funding schemes to increase competitiveness of small and medium-sized enterprises (SMEs). In this way, CORNET supports new funding organisations worldwide to introduce pilot actions and schemes for pre-competitive Collective Research. It is expected that the project outputs will benefit a group of SMEs and that the project outputs will be disseminated.

Stakeholders from at least 2 of the call participating countries must come together. Since the participating countries change in each call, it is necessary to confirm which countries are participating in the current call on the CORNET website. 

The international application must include three stakeholders from each country:

1. The Project application must be submitted by the research partner of R&D&I actions (Higher education institutions, training and research hospitals, public institutions and organizations). 

2. Project topics must be determined by an SME Umbrella Organization according to needs of SMEs in the relevant sector. The duty of the SME Umbrella Organization is to determine the needs of its members and ensure the dissemination of project outputs.

3. A User Committee consisting of at least 3 SME must be defined in the applications. The User Committee is expected to contribute to directing the work of the Project team and increasing the efficiency of the Project.

Within the scope of call for proposals launched by TÜBİTAK and NCRD, 3 collaborative research projects are found eligible to be funded. 

2572 - Bilateral Cooperation Support Program with the Jordanian National Center for Research and Development (NCRD) 2024 call scientific review process has been concluded. Information on the 3 projects that were decided to be supported by TÜBİTAK and NCRD is shared below. 

As part of the Eureka Network Projects — one of Eureka’s key support mechanisms — the 'Disaster Resilience' call was launched on 10  June  2025, with the participation of eight countries, including Türkiye  (Austria, Belgium-Flanders, Brazil, Spain, Lithuania, Chile, and Ukraine). In line with Eureka’s objectives, the call will support projects aimed at developing market-oriented products, processes, and services with high commercialization potential.

Purpose of the Call
The aim of this call is to support international, collaborative research, development, and technology projects that contribute to society’s preparedness for, effective response to, and recovery from both human-induced (e.g. destruction caused by conflict and war, urban fires, industrial accidents) and natural disasters (e.g. avalanches, floods, droughts, earthquakes, storms, wildfires, volcanic activity).

Call Spesific Requirements

• Projects must target at least one type of disaster and include at least one clear and concrete application related to that disaster.

• Each project must aim to develop a product, process, or service with commercialization potential. The implementation of project outcomes (e.g., market launch) should take place no later than 24 months after project completion.

• Projects may involve the development of entirely new technological innovations or the adaptation, redesign, or repurposing of existing technologies for different applications.

• While the Technology Readiness Level (TRL) may vary at the project’s start, no project is expected to begin below TRL 4.

Companies with legal entity status (capital companies), higher education institutions, public research centers and institutes, training and research hospitals, and research infrastructures defined under Law No. 6550 in Türkiye are eligible to apply for the call. Applications from these institutions will only be accepted if submitted in partnership with at least one capital company.

The European Molecular Biology Organization (EMBO) provides various scholarship and support programmes for scientists working in the field of life sciences. These programmes, which are financed by the European Molecular Biology Conference (EMBC) Member States and EMBO / EMBC global partners, provide grant, accommodation and networking support to the researchers.

The EMBO Strategic Installation Grant Board under the leadership of Turkey initiated European Molecular Biology Organization Installation Grants in 2006. The grant aims to support talented young scientists in some developing European Molecular Biology Conference member countries in the field of life sciences such as Turkey, Croatia, Czech Republic, Estonia, Lithuania, Montenegro, Poland and Portugal to establish their research laboratories and continue their scientific studies as group leaders. 159 young researchers benefited from this grant between 2007 and 2025, and 43 of them established their laboratories in Turkey. Important Information:

• EMBO Installation Grantees receive an annual grant of 50,000 euros for three to five years. 35,000 euros of the annual payments will be provided by TÜBİTAK for grantees supported in Turkey and 15,000 euros will be provided by EMBC for the first three years. The final two years are fully covered by TÜBİTAK.

• Grantees can apply for additional small grants of up to 10,000 euros per year from EMBO.

• Grantees can benefit from the extensive networking opportunities and practical support of the EMBO Young Investigator Programme.

• Applicants must be negotiating a full-time group leader position at an institute/university in countries eligible for EMBO Installation Grant by the date of application or have established a laboratory in one of these countries in the last two years.

• Research areas must be compatible with the EMBO study areas.

• Applicants should have received their PhD less than nine years prior to the year of application.

• In the four years prior to their application, applicants should have spent at least two consecutive years outside the country in which they are planning to establish their laboratory.

• Applicants must be able to attend an online interview on October 29th, 2025.

The following points should be taken into consideration during the application:

• The Principal Investigator (PI), researchers and consultants should register in the TUBITAK - Researcher Information System (ARBIS) Database and their records should be up-to-date,
• The PI, researchers and consultants should reside in the territory of Republic of Türkiye (Non-Turkish citizens can be PI/researcher/consultant in a project if they are working in an institution located in Türkiye.),
• "Limits for Taking Part in Projects" for PI and researchers should not be exceeded,
• Not to apply to another program with the same project proposal before the evaluation procedure is concluded (In case of multiple applications, the first application is taken into consideration, the other project application is returned without being evaluated),
• To fill all the titles in the application form completely and with sufficient information to evaluate the project scientifically,
• To use the most up-to date format of the application form which is available on the Online Application System, and to prepare the application in Turkish(*) (excluding abstract in English and international publications given as reference)
• The application form not exceed 6 pages except Annex-1 References and Annex-2 Budget and Justification,
• In case the same/similar project proposal has been submitted to 1002-B Emergency Support Module previously and rejected as a result of scientific evaluation, to fill in the "Project Proposal Modification Form" created automatically by the system in line with the information entered into the Electronic Application System considering all the comments/corrections given in scientific evaluation report.
• The statements in proposal text should not be substantially similar to the statements in the projects previously submitted to our Institution (including the projects ongoing and concluded),
• The members of the project team should not have ongoing, concluded or recently proposed projects submitted to TÜBİTAK or to a different institution/organization with the same/similar content of the proposal,
• The proposal should not include field work in abroad,
• The amount of fund requested from TÜBİTAK should not exceed the budget upper limits determined for the “1002-B Emergency Support Module” (The amount of fund requested in "General Budget Table” in the “Annex-2 Budget and Justification” should not differ from the amounts requested during the online application.),
• The plan for field study carried out within the scope of the project should be submitted,
• To complete the steps in the Online Application System completely, making sure that the files uploaded to the system are openable and correct,
• The e-signature process must be completed within 15 days (The project team - the PI, the researcher(s), the consultant(s) - the rights holders other than the project team and all the executive/participant institutions/organizations must have qualified electronic certificates),
• As an authorized officer for e-signature; the signature of the Rector or authorized Vice Rector in universities and hospitals /institutes affiliated to universities, Hospital Director, Chief Physician or authorized Deputy Chief Physician in hospitals, the General Manager or Deputy General Manager / President or Deputy President for other institutions is required,
• The project complies with the research project criteria, should not be a routine study for the assessment of current situation or data collection,
• The project should not be aimed at building infrastructure,
• The list of references attached should be associated with the text, and all the studies referred in the project proposal should be included in the list of References,
• To determine whether the project requires an Ethics Committee Approval and Legal / Private Permit. If required, in case the project is decided to be supported, the documents should be submitted fully within the time given and in desired format. If the documents cannot be obtained within the given time, the project will not be implemented. Thus, the application to the relevant organizations to get these documents should not be delayed. (Ethics Committee Approval Information, Legal/Private Permits Information),
• If an application was made to the 1002-B Emergency Support Module with the same project proposal, and if the project did not found appropriate to be supported 2 times within the scope of this Module as a result of the scientific evaluation;  not to apply for the 1002-B Emergency Support Module  3rd time with the same project proposal,
• The persons working in TÜBİTAK Headquarters/ Institutes shall not be included in the project team as PI / researcher/consultant.

(*) It is possible for foreign nationals to fill in the Application Form and its annexes in English; however, the language to be used in the Application Form and the Final Reports to be prepared during the monitoring process must be the same.

As part of the World Bank-supported Turkey Green Industry Project, coordinated by the Ministry of Industry and Technology, TÜBİTAK-TEYDEB supports private sector product or process development activities for green transformation. The 2026 first call for the 1832-coded Green Transformation in Industry Program, part of the 1801-coded Reimbursable and Grant Support Program for Industrial R&D Projects, has been launched.

This call will support R&D activities in the TRL 3-9 range for companies' green transformation efforts. Projects are expected to primarily focus on technology validation studies aimed at commercialization, such as developing a new prototype for technologies that have progressed beyond the conceptual stage, further development or improvement work on an existing R&D prototype, or testing to validate or approve the prototype. Scaling up the developed technology or prototype is mandatory. Studies initiated before TRL 3 are considered basic research, while studies initiated at TRL 8, where a significant portion of the R&D process has already been completed, are excluded from this call.

Applications are open to both SMEs and large-scale organizations, and joint applications are also possible. Capital companies will receive interest-free repayable support, with a maximum repayment rate of 50%. The support rate is 70% for large-scale companies, 80% for SMEs, and 90% for SMEs in earthquake zones. Repayment of the support will begin one year after the project ends. For the full amount (100%) of the repayable support requested from TÜBİTAK, a Bank Reference Letter must be submitted during the application phase and a Guarantee Letter during the contract phase.

This call includes several significant changes that differentiate it from previous calls:

* The limitation of a maximum of 2 World Bank-supported projects per organization has been removed, and an organization-based budget tracking system has been implemented. Organizations can receive support for more than 2 projects, provided they do not exceed the program-specific upper limits determined according to their scale. Organizations that have previously received support under the program will be able to see their remaining limits under the 1832 program during the new project application process via PRODİS.

* The Green Transformation R&D and Innovation topics defining the scope of the call have been expanded. Submitted projects are expected to fall under one of the following topics:

o Climate Change, Environment and Biodiversity

o Clean and Circular Economy

o Clean, Accessible and Secure Energy Supply

o Green and Sustainable Agriculture

o Sustainable Smart Transportation

* The requirement that submitted projects must be a continuation of a previous R&D study has been removed. Organizations can submit a new project application without associating it with any previous project.

* The scope of R&D studies, previously THS 5-9, has been expanded to THS 3-9. With this, the THS completion level is expected to be at least THS 7. Scaling up is mandatory.

* The additional 20% grant support given to successfully completed projects has been abolished.

We would like to remind applicant organizations that they must have at least one staff member with a bachelor's degree in a field related to the project topic in order to apply to this call.

1707 Sipariş Ar-Ge Programı, Müşteri Kuruluş’un gereksinimlerini karşılamak üzere tasarlanan çözüm önerilerinin, KOBİ'ler tarafından Ar-Ge faaliyetlerine dönüştürülerek ticarileşebilir çıktılara ulaşılması hedefini benimsemektedir. TÜBİTAK ve Müşteri Kuruluş, bu önemli süreçte eş finansman yoluyla KOBİ'lerin gereksinim odaklı Ar-Ge faaliyetleri gerçekleştirmelerini sağlamaktadır. KOBİ’ler müşterisi hazır yenilikçi ürün ve süreçler gerçekleştirmektedir. Sanayi kuruluşları arasında finansman riskinin paylaşılmasına ve fikri sınai haklar üzerinde anlaşılmasına zemin hazırlanmakta, proje yönetiminde görece daha deneyimli olan kuruluşların deneyimlerini KOBİ’lere aktarmasına imkân tanınmaktadır. 

Program 2024 yılında 3 çağrı dönemi ile başvuru almıştır. 2024-1 ve 2024-2. Dönem Sipariş Ar-Ge çağrılarına alınan bütün başvuruların değerlendirme süreci tamamlanarak sonuçlar açıklanmıştır. Kabul oranları aşağıda sunulmaktadır:

• 1707 Sipariş Ar-Ge: %70 (65 başvuru, 45 kabul) 

• 1707 BİGG Ortaklı Sipariş Ar-Ge: %91 (11 proje, 10 kabul)

30 Kasım 2024 tarihinde kapanan 3. Dönem çağrılarına alınan 75 başvurunun değerlendirme süreçleri devam etmektedir.

2025 yılı için 3 farklı çağrı dönemi tanımlanmıştır:

İlgili çağrı dönemlerinde proje başvuruları TEYDEB Proje Değerlendirme İzleme Sistemi (PRODİS) üzerinden 1707 Sipariş Ar-Ge çağrılarına yapılabilecektir. 2025 yılı 1. dönem başvuruları 02.01.2025 tarihi itibariyle alınmaya başlanacaktır.

Vizyon 2023 Projesi kapsamında, nesnel verilerin toplanmasına yönelik olarak yürütülen 3 alt projeden biri olan Ulusal Teknoloji Yetenek Projesi ile Türkiye’de ilk kez uluslararası normlarda kapsamlı bir teknolojik yetenek düzeyi saptanması hedeflenmiştir. Proje sonucu ortaya konan Türkiye’nin teknolojik yetenek envanteri, hem "Teknoloji Öngörüsü Projesi'ne hem de "2003-2023 Strateji Belgesi'nin hazırlanmasına girdi oluşturmuştur.

Makine parkı, ülkemizde bugüne kadar teknolojik yeteneğin tek göstergesi olarak kabul edilmiştir. Oysa teknolojik yeteneğin, makinelere sahip olmaktan yenilik yeteneğine uzanan çeşitli düzeyleri bulunmaktadır. Teknolojik yetenek, bir işletmenin stratejik rekabet avantajı yaratmak için gerekli teknolojileri kullanma, seçme ve geliştirme faaliyetlerinin bütününü ifade eder:

Teknoloji kullanma (üretim yeteneği): Verili bir teknolojiyi etkin kullanabilme yeteneği;

Teknoloji seçme (yatırım yeteneği): Teknoloji seçenekleri arasından mevcut koşullara en uygun olanını seçebilme yeteneği;

Teknoloji geliştirme (yenilik yeteneği): Yeni teknoloji seçenekleri geliştirme yeteneği.

Projenin Amacı
Ulusal Teknolojik Yetenek Projesi ile aşağıda sıralanan göstergelerin, ekonomik, yapısal, politik (yenilik politikası kapsamında), sektörel vb. parametrelerle ilişkilerinin analiz edilmesi amaçlanmıştır:

• İmalat sanayiinde ve yazılım sektöründe (panel faaliyet konuları ayrımında) teknolojik yetenek düzeyinin ölçülmesi
• Teknoloji ödemeler dengesinin hesaplanması
• İmalat sanayiinde teknoloji stokunun saptanması

Projenin Kapsamı
TÜBİTAK, Türkiye İstatistik Kurumu (TÜİK) ve Türkiye Teknoloji Geliştirme Vakfı (TTGV) tarafından yürütülen projede, Türkiye’nin teknolojik yetenek düzeyinin saptanmasına yönelik çalışmanın, aşağıda tanımlanan kategorilerde yaklaşık 2500 firmayı kapsamasına karar verilmiştir:

1. AR-GE yapan / TİDEB veya TTGV’den AR-GE desteği almış olan imalat sanayii işyerleri [yaklaşık 750 firma]
2. 100 ve daha fazla kişi çalıştıran imalat sanayii işyerlerinden çekilen örneklem [yaklaşık 700 firma]
3. 10-99 kişi çalıştıran imalat sanayii işyerlerinden çekilen örneklem [yaklaşık 1000 firma]
4. Yazılım sektöründeki işyerleri [yaklaşık 250 firma]

Yöntem
Projede "anket" yönteminin uygulanmasına karar verilmiştir. Anket çalışmasının yukarıda sıralanan işyeri gruplarından ilkine yüzyüze görüşme yoluyla, ikinci ve üçüncü gruba posta ile, dördüncü gruba da web ortamında yapılmıştır.

Programa başvuracak araştırmacıların başvurunun ilk günü itibariyle yurt içinde çalışıyor olması gerekmektedir.

Başvuru tarihi itibariyle aşağıdaki çalışma deneyimlerinin herhangi birinin sağlanması gerekir.

• Doktora sonrası 1 ila 4 yıl araştırma deneyimine sahip ve 40 yaşını* doldurmamış kariyerinin başında olan araştırmacılar
• Özel sektörden başvuran araştırmacılardan en az 1 yılı özel sektörde olmak şartıyla lisans sonrası 4 yıl tam zamanlı araştırma deneyimi olan araştırmacılar (Tamamlanmış tezli yüksek lisans eğitimi süresinin en fazla 1 yılı, tamamlanmış doktora eğitimi süresinin en fazla 3 yılı bu kapsamda değerlendirilir.)

Aşağıdaki a,b,c,ç bendlerinden en az 2’sinin sağlanması gerekmektedir:

a. Yürütücünün yayın sayısının** en az 5 olması koşuluyla tüm yayınlarının** en az %50’sinin en fazla atıf alan %25’lik dilimde/Q1’de bulunan dergilerde yer alması

b. Araştırmacının Scopus Alan Ağırlıklı Atıf Etkisi (FWCI) veya WoS Kategori Normalize Atıf Etkisi (CNCI) değerinin*** 1’den büyük olması

c. Yürütücünün tamamlanmış**** Avrupa Araştırma Konseyi (European Research Council-ERC) projesi olması veya Ufuk 2020 kapsamında araştırma ve yenilik aksiyonu ile yenilik aksiyonu (RIA/IA) projelerinde koordinatör olarak yer almış olması veya Marie Skłodowska Curie Aksiyonu kapsamında projesi olması (MSCA) (IF, RISE)

1707 2024-3 çağrılarına başvuru yapan 70 proje önerisinin değerlendirme süreci tamamlanmıştır, 4 projenin ise değerlendirme süreçleri devam etmektedir. 48 projenin desteklenmesine karar verilmiştir. 

• 1707 Sipariş Ar-Ge 2024-3 ve 1707 BİGG Ortaklı Sipariş Ar-Ge 2024-3 çağrıları için kabul oranı yaklaşık %72’dir. 

 * Değerlendirme süreci devam eden, geri çekilen ve kritik tespitle reddedilen projeler kabul oranına dahil edilmemiştir.

Firmalar proje önerileri ile ilgili son duruma eteydeb.tubitak.gov.tr adresi üzerinden, proje bilgileri sayfasından erişebilirler.

Kabul edilen projeler için destek karar yazıları ve sözleşmeler, reddedilen projeler için gerekçeli ret kararları kuruluşların KEP adresine gönderilecektir.
