Avrupa Deniz Kurulu (The European Marine Board-EMB) Avrupa denizleri ile ilgili araştırma önceliklerini ve stratejilerini belirleyen, üyeleri arasında işbirliğini sağlayan, denizlerle ilgili çalışmaların ortak bir düzlemde yürütülmesini hedefleyen bir uluslararası kuruluştur. Kuruluş daha önce Avrupa Bilim Vakfı’nın (European Science Foundation-ESF) bir uzmanlık kurulu (Expert Board) olarak görev yapmaktayken 2016 yılında ESF’ten ayrılarak çevre ve deniz alanında çalışmalar yapan bağımsız bir kuruluş olarak faaliyetlerine devam etme kararı almıştır. Denizler ile ilgili bilimsel araştırmalardan elde edilen çıktıları karar alıcılara iletme misyonu bulunan kuruluş deniz araştırmalarında Avrupa’nın bilimsel ve teknolojik alandaki yön göstericilerinden biridir.

Avrupa Deniz Kurulu 2016 yılında bağımsız bir yapıya büründükten sonra da faaliyetlerine devam etmiş, kurumumuz da kuruluş faaliyetlerine katılımını sürdürmüştür.

Doğu Akdeniz, Ege ve Karadeniz kıyılarını ilgilendiren Çerçeve Programı projelerinde TÜBİTAK MAM Çevre Enstitüsü araştıramcılarının yer alabilmesi, projelere yön verilebilmesi, Kuruluş düzenli toplantılarına temsilci katılımı ile çalışmaların tanıtılması açısından Kuruluş üyeliği fayda sağlamaktadır.

Destek Kapsamı

Proje pazarlarının tanımı çerçevesindeki proje fikirleri ile ilgili olarak, bilgi ve görüş alışverişinin sağlanmasına ve  Ar-Ge projelerine ilişkin teknolojik ve finansal işbirliklerinin oluşturulmasına yönelik üniversite, araştırma ve özel sektör kuruluşlarından temsilcilerin bir araya gelerek aktif  katılımlarıyla düzenlenecek ulusal veya uluslararası  etkinlik harcamalarının desteklenmesidir.

Sağlanan desteğin miktarı nedir?

TÜBİTAK tarafından belirlenen üst sınırı geçmeyecek biçimde, etkinliği düzenleyen kuruluşun talebinin uygun görülen kısmı için hibe destek sağlanmaktadır. Destek ödemeleri etkinlik öncesi yapılmaktadır.

Etkinliğe ilişkin destek verilen harcama kalemleri nelerdir?

  1. Basım ve  kırtasiye giderleri: Etkinlik ile ilgili gerekli basım ve kırtasiye giderleri (davetiye, afiş, broşür, kitap, sarf malzemeleri, v.b),
  2. Posta ve kurye giderleri: Etkinlik ile ilgili yapılan posta ve  kurye giderleri,
  3. Ulaşım ve konaklama giderleri: Üniversite ve araştırma kuruluşlarından etkinlik kapsamında proje fikriyle katılacak kişilere ait uçak, tren, otobüs, gemi ile yapılan şehirlerarası ve uluslararası ekonomi sınıfı ulaşım giderleri ile aşağıdaki linkte 1503 bölümünde belirtilen tutara kadar günlük konaklama giderleri. 

Küçük ve Orta Büyüklükteki İşletmeler (KOBİ) ölçeğindeki kuruluşların proje esaslı araştırma teknoloji geliştirme ve yenilikçilik faaliyetlerinin desteklenmesi, Ar-Ge nitelikli yenilik faaliyetleri yapmaya özendirilmesi, Ar-Ge ve yenilikçilik kültürünün yerleşmesine ve yaygınlaşmasına katkıda bulunulması, ulusal/uluslararası pazarda rekabet güçlerinin artırılması, ortak ya da tek başına sistematik Ar-Ge ve yenilik projeleri yapabilme yetkinliği kazanmasını amaçlayan 1507 KOBİ Ar-Ge Başlangıç Destek Programı 2025-2 Çağrısının sonuçları açıklanmıştır.

Projeleri desteklenen kuruluşlarımızı tebrik eder, ret kararı verilen kuruluşlarımıza ise başvurularını revize ederek 1507 Programının 2026-1 Çağrısına başvuruda bulunabileceklerini hatırlatmak isteriz.

2515 COST Aksiyon Üyeleri Ar-Ge Destek Programı

2515 - COST Aksiyon Üyeleri Ar-Ge Destek Programı, Bilim ve Teknolojide Avrupa İş Birliği Kuruluşu (European Cooperation in Science and Technology-COST Association) bünyesindeki COST Aksiyonu adı verilen uluslararası tematik ağlarda Yönetim Komitesi (Management Committee-MC) ve/veya Çalışma Grubu üyesi olarak görev alan bilim insanlarının Aksiyon konusuyla uyumlu Ar-Ge projelerini desteklemeyi amaçlamaktadır. 

25 Mayıs 2023 tarihi itibariyle, 2515 COST Destek Programı ve 2519 COST Çalışma Grubu Destek Programı birleştirilmiştir. 2515 COST Aksiyon Üyeleri Ar-Ge Destek Programı kotası uygun bir Aksiyona Yönetim Komitesi üyesi olarak katılmak amacıyla kullanılamamakta olup yalnızca Aksiyonlarda halihazırda Yönetim Komitesi/Çalışma Grubu üyeliği olan kişilerce başvuru yapılabilmektedir.

Birincisi 2022 yılında ikincisi 2023 yılında açılan bu destek programının, hem gelen yoğun talepler hem de birincisinde başlatılan projelerin verimliliği yüksek görüldüğünden 2024 yılı çağrısının da planlanmasına karar verilmiştir.

Bu destek modelinde, yapay zekâ çözümlerine ihtiyaç duyan şirketlerimizin, teknoloji sağlayıcı olarak en az bir şirket, bu konuda tecrübeli en az bir üniversite araştırma laboratuvarı/merkezi ya da kamu araştırma merkezi/enstitüsü ve TÜBİTAK Yapay Zekâ Enstitüsü ile konsorsiyum oluşturmaları hedeflenmektedir. 

Bu destek programının, Türkiye Yapay Zekâ Ekosistemini harekete geçirecek bir katalizör görevi üstlenmesi ve farklı açılardan katkı sağlaması beklenmektedir.

Konsorsiyum oluşturma süreçlerinin devam etmesinden dolayı sektörden gelen talepler doğrultusunda 2024 çağrısının süresi uzatılmıştır.

Destek Miktarı ve Ödeme Şekli

Yurt dışındaki bilimsel eğitim etkinliklerine katılmak isteyen öğrencilere yol, gündelik ve etkinlik katılım ücreti desteği sağlanır.

Yurt dışında düzenlenen bilimsel eğitim etkinliklerine katılacak kişilere verilecek destek miktarı BİDEB Grup Yürütme Kurulu (GYK) tarafından belirlenir. Destek süresi 2 ayı aşmamak koşuluyla, eğitim süresi ile sınırlıdır. Destek tutarı, Resmi Gazete’de yayımlanan “Yurtdışı Gündeliklerine İlişkin Karar” eki cetvelin “Aylık/kadro derecesi 5-15 olanlar”a ilişkin VII. sütundaki A.B.D. (A.B.D. Doları) satırına karşılık gelen değerin 2/3’ü üzerinden hesaplanan günlük 62 A.B.D. dolarıdır. Aylık destek miktarı 1 ay 30 gün kabul edilerek etkinlik süresi üzerinden, TÜBİTAK Yönetim Kurulu tarafından belirlenen destek üst limitlerini aşmamak üzere desteklenecek başvuruların belirlendiği Grup Yürütme Kurulu (GYK) toplantısından bir önceki gün TCMB Döviz Satış Kuru dikkate alınarak Türk Lirası cinsinden hesaplanır. Destek, kişinin kendi adına açılmış banka hesabına etkinliğin başlamasından önce Türk Lirası cinsinden ödenir.

STI Policies 2011-2016

On 15th December 2010, in the 22th meeting of SCST, the National Science, Technology and Innovation Strategy (2011-2016) document has been approved.

The continuation of the pace on the improvement of RDI capacity achieved through BTP-UP (2005-2010) have been one of the main motives behind the National Science, Technology and Innovation Strategy (2011-2016).

The vision of the National Science, Technology and Innovation Strategy (2011-2016) is "to contribute to new knowledge and develop innovative technologies to improve the quality of life by transforming the former into products, processes, and services for the benefit of the country and humanity".

In line with these targets, within the period 2011-2016, disseminating culture of multilateral and multidisciplinary RDI cooperation, stimulating sectoral and regional RDI dynamics, encouraging SMEs to become stronger actors within the national innovation system, and enhancing the contribution of research infrastructures to the knowledge creation capacity of TARAL are defined as the main focus points within the national innovation system.

In order to deal with these necessities, within the National Science, Technology and Innovation Strategy (2011-2016), mission oriented approaches in areas with strong RDI capacity, need-oriented approaches in areas with a demand for gaining acceleration, and bottom-up approaches including basic, applied and frontier research are identified. The strategic framework of National Science, Technology and Innovation Strategy (2011-2016) comprises of three vertical axises and six horizontal axises that serves to the vertical ones ( Figure 1).

At the 25th meeting of SCST, which was held on 15th January, 2013, health sector included within national prioritized areas in regard to decree no. 2013/106.

Science and Technology Human Resources Strategy and Action Plan 2011-2016

Developing science and technology human resources is one of the main pillars of Turkish STI policy, as a major STI target (150 000 FTE R&D personnel by 2013) and a strategic objective of BTP-UP 2005-2010. Accordingly, the SCST mandated TUBITAK to coordinate the preparation of  Science and Technology Human Resources Strategy and Action Plan 2011-2016 (in Turkish) and in last SCST Meeting which held in 15 December 2010 strategy has been accepted.

The strategy is decided to have two main purposes: increasing the number and improving the sectoral and occupational distribution of the R&D personnel. To be able to prepare the strategy, in 2008, 12 workshops were organized with the participation of more than 500 research personnel from all stakeholders, such as international and national academicians, private sector R&D managers, and public sector lab managers. Ad-hoc committees have also been convened based on various governmental and non-governmental stakeholders to improve the R&D climate for researchers based on practical, regulatory measures. Moreover, one particular aspect of the new R&D tax law should also be highlighted such that the law fosters the employment of R&D personnel by the industry, and hence diversifies the employment opportunities for researchers. This law also contributes to invigorating the demand for R&D personnel in the private sector and providing more career opportunities for researchers in Turkey.

Ad Hoc Committees to Improve the Research Climate for Researchers

Science and Technology Human Resources Coordination Committee

Established at the 19th meeting of SCST, the Science and Technology Human Resources Coordination Committee (STHRCC) is composed of the MoF, Ministry of National Education (MoNE), Ministry of Health (MoH), MoIT, Ministry of Foreign Affairs (MoFA), Ministry of Labour and Social Security (MoLSS), YOK , Inter-University Council (UAK), State Personnel Presidency, TOBB, and TUBITAK. Based on its five working groups, the Committee has been working on important topics to improve the climate for researchers in Turkey, such as enhancing governance in higher education institutions, raising researchers’ income, and further increasing the stock of qualified HRST and university-industry collaboration. Their recommendations will be fed-back into respective policies.

International Researchers Coordination Committee

Established at the 18th meeting of SCST, the International Researchers Coordination Committee (IRCC) aimed to make Turkey an “attractive destination” for international researchers. The Committee was composed of relevant authorities from the MoF, MoNE, MoH, MoIT, MoFA, MoLSS, YOK, Directorate General of Population and Citizenship, Ministry of Interior, UAK, and TUBITAK. The Committee has worked on regulatory issues for international researchers, i.e. work and residence permits, contract period, wage, retirement, academic promotion, education for researchers’ children, learning Turkish, benefiting from health services, supports for scientific projects, and procedures for Turkish citizenship. The recommendations of this Committee were fed-back into SCST at its 19th meeting in June 2009. SCST designated relevant bodies to adopt their regulations for the issues recommended by the Committee.

Some of the outputs of STHRCC and IRCC are given, whereby international researchers:

  • Are privileged in obtaining Republic of Turkey citizenship;
  • Have gained the right for receiving Project Incentive Bonus (PIB) from TUBITAK projects;
  • Are provided with easy-access to information on work permits based on the following webpage www.workpermit.gov.tr
  • For those are studying in universities and public research institutes for maximum 2 years and working in projects in the frame of EU Pre-accession programs, work permit requirement removed.
  • Regarding duly applications for work permits will be finalized in 30 days at the latest.

Also,

  • Researchers can get a preliminary permit not to exceed one year until they finalize their operations related to academic and professional qualification.
  • The process of recognition of diplomas and academic promotion is also facilitated.
  • Improvement of researchers income through removing deductions of revolving fund.

Within the IRCC, a synergy was also created concerning the activities undertaken within the context of the EURAXESS Network, which aims to serve internationally mobile researchers with regard to practical issues, such as visas, work permits, social security, accommodation, language courses, and social and cultural issues through more than 200 service centers in 35 countries and internet portals. As the coordinator of the network in Turkey, TUBITAK launched the Turkish portal to which various authorities taking part in IRCC contributed with legal and procedural information. Through the portal, (euraxess.tubitak.gov.tr) researchers who plan to come to Turkey find information on funding opportunities, job offers, social security and tax issues and other topics relating to researcher mobility.

Process

Project Application and Evaluation Process

1) Call Announcement:
The Call Announcement, which includes the application conditions such as the Priority Product List subject to the call, the project budget upper limit, the project duration upper limit, the call calendar, and defines the matters that will constitute an exception to the articles specified in these application principles, especially for the call, if necessary. It is published by the Ministry of Industry and Technology at http://www.hamle.gov.tr.

2) Project Application:
Applications are received online through the Program Portal application on the Technology Focused Industrial Movement Program website.

3) Registration and Authorization for Project Application:
Pre-registration and authorization processes for project applications within the framework of the Technology Focused Industrial Movement Program. It will be carried out by the Ministry of Industry and Technology. (There will be no pre-registration by TÜBİTAK.)

Application procedures will be carried out by authorized persons on behalf of the companies through the Program Portal.

4) Application Process
Only capital companies residing in Turkey will be able to apply within the scope of the call.

Applications will be received by completing the preliminary application and final application stages within the call calendar.

5) Project Proposal Information Form
During the final application period, companies requesting R&D support must complete the R&D support forms regarding the R&D process, with the guidance made on the Program Portal.

The date on which the project proposal information form is sent via PRODİS is considered as the application date of the R&D project.

In the R&D support forms, the subject and objectives of the project, its relationship with the subject and scope of the call, success criteria, scientific and technological quality, work-time plan, information on the infrastructure and project management of the institution where the project will be carried out, the expected value in terms of added value, efficiency and competitiveness. The Project Proposal Information Form (AGY111), which includes information on the contribution, objectives and strategies for the dissemination of the technical know-how and estimated cost forms, should be prepared. The date it is sent via PRODİS is considered as the project application date.

6) Evaluation and Decision Process:
Projects whose final applications are completed on the Program Portal within the calendar stipulated in the call plan are evaluated.

After the final application is completed, detailed evaluation processes will be initiated. In order to continue the evaluation activities, the Independent Evaluation Report, which will be prepared by the authorized independent consultancy firm appointed by the Ministry, must be uploaded to the Program Portal in electronic environment within the time specified in the call calendar.

In cases where there is a need for R&D in order to produce the product subject to the project, the R&D project evaluation process is carried out within the scope of the relevant TUBITAK support program, including the determination of whether it is technically possible to manufacture the product within the framework of the project plan. In special cases where only production-oriented investment is required without the need for R&D, or where R&D activity is only expected to be complementary or developing, the technological readiness level of the product applied for the production investment part of the project, whether the product and the investor are ready for production from a technical point of view. TÜBİTAK examines whether it is technically possible to produce the product with the activities to be carried out within the framework of the project planning.

The TÜBİTAK evaluation process for the projects submitted under the Technology Focused Industrial Movement Program and requesting R&D support is as follows:

-Preliminary examination is made by the designated project technical specialist. As a result of the preliminary examination, projects that do not have any project personnel with at least a bachelor's degree related to the project subject can be submitted to the GYK with a rejection proposal without the appointment of a referee.

-Projects that pass the preliminary examination are evaluated by expert referees.

- After the preliminary examination, the R&D part of the projects is evaluated by the referees and then by the GYK under the following three dimensions:

• Industrial R&D content, technology level and innovative aspect of the project,

• The suitability of the project plan and the infrastructure of the organization,

• Transformability of project outputs into economic benefits and national gains.

- Commission evaluation is carried out for projects whose R&D evaluation has been completed.

- The projects are submitted to the Committee for evaluation together with the relevant review reports and commission decisions. The committee evaluates the projects;

a) To be able to meet the critical needs of our country that may arise in the current situation or in the future,

b) Ensuring supply security for products with insufficient production capacity in our country,

c) Developing our country's technology capacity in areas with technology gaps,

ç) Reducing import dependency in areas with foreign trade deficit,

d) Having high added value,

e) Enabling production by using new generation technologies, the production of which is limited in our country,

f) To gain competitive power to our country in different sectors,

g) To accelerate the technological transformation in the sectors with which it interacts and to contribute to the development of these sectors,

ğ) Being an innovative and R&D based investment,

h) Being an investment in the production of high value-added processed products to be realized in sectors that negatively affect the current account balance and where there is a shortage of raw materials,

ı) Being an investment in integrated production that enables the evaluation of the raw material potential of our country,

i) Having financial adequacy,

j) To be aimed at producing products that are supported in terms of demand or that are accessible, sufficient and have a developing market potential, with the purchase commitment of the project stakeholder,

It scores on the project evaluation form published on the Program Portal, in which the qualifications are weighted. The committee determines the projects to be supported by prioritizing the projects that score 70 and above according to constraints and criteria such as strategic priorities, market competition conditions, call support budget, project duration.

Among the projects for which decision proposals are drawn up by the Project Commission, the scope of support and the contract for those deemed appropriate by the Technology Focused Industrial Movement Program Evaluation Committee, and the grounds for rejection for other projects are notified to the Organization by TUBITAK.

7) Sending Decision Results to Firms:
Decision results are reported to all firms. If the project is deemed worthy of support, the scope of the support and project contract send to the firm. If the project is not funded, grounds for rejection are sent to firms.

8) Project Contract:
The company signs two copies of the project contracts and sends them back to TÜBİTAK. A contract is also signed by TÜBİTAK and the monitoring phase of the project begins.

9) Project Support Process (Project monitoring phase):
A calendar year is divided into two period; First period January 01 - June 30, second period has been set as July 01 - December 31. AGY311 covering these period ranges for support payments are submitted to TÜBİTAK at the latest by the end of the second month following the realization period.

If the project is deemed worthy of support, then one of the referees is assigned to follow up the project with on-site visits in six-month increments, with all expenses audited by an independent auditor. The project monitoring referee gives a report to TUBITAK, and the latter reviews the project and the expenses and pays the amount of expenses multiplied by the programme’s grant ratio.

Activities under the second phase of the Global Cleantech Innovation Programme (GCIP), implemented by TÜBİTAK in collaboration with UNIDO, will continue in 2025. Key national stakeholders of the programme include the Ministry of Industry and Technology, the Ministry of Family and Social Services, the Ministry of Environment, Urbanization and Climate Change, the Ministry of Energy and Natural Resources, and the Ministry of Agriculture and Forestry.

In the second phase of the project, in addition to transforming cleantech solutions into innovative ventures through the accelerator and competition, the programme aims to support cleantech entrepreneurs in preparing for national and global markets through components such as technology validation and investment readiness.

Applications for the GCIP Türkiye 2025 Accelerator will be accepted between 16 April 2025 and 28 May 2025. The application deadline is 23:59 (UTC +3) on 28 May 2025.

Awards by TÜBİTAK in scope of the GCIP Türkiye 2025 Accelerator

At the end of the GCIP Türkiye 2025 Accelerator, winning teams will be awarded by TÜBİTAK. Awards that will be presented by TÜBİTAK, are below:

  • First Prize: 600.000 TRY

  • Second Prize: 450.000 TRY

  • Third Prize: 300.000 TRY

Additionally, the top 10 finalist teams of GCIP Türkiye 2025 Accelerator will benefit from extra scoring advantages within TÜBİTAK TEYDEB funding programmes.

Dedicated Support for Women Entrepreneurs from the Ministry of Family and Social Services within GCIP Türkiye 2025

The GCIP Türkiye 2025 Accelerator Programme aims to enhance the success of women entrepreneurs in cleantech through tailored accelerator activities.

In collaboration with the Ministry of Family and Social Services, the following categories of support will be provided to women entrepreneurs:

  • Support for Pioneering Woman Entrepreneur in Social Impact: 275.000 TRY

  • Most Innovative Woman Entrepreneur Support: 275.000 TRY

  • Best Progressing Woman Entrepreneur Support: 275.000 TRY

  • Young Woman Entrepreneur Support: 275.000 TRY

To further support the commercialization, investment readiness, and internationalization of products developed by women entrepreneurs in the cleantech domain, a "Cleantech Investment Readiness and Internationalization Module for Women Entrepreneurs" will be carried out.

Among the teams selected for the GCIP Accelerators, those with at least one female founder or a female senior executive will be eligible for this module.

Within the scope of the module, experts will assess the investment readiness of participating ventures through a multidimensional evaluation. Specialized mentors will be assigned based on specific needs, and the module will include masterclasses and investor meetings.

Call for the Inclusive Green Transition 2025 Accelerator under the Project "Supporting the Inclusion of Migrants in Türkiye’s Transition to a Green Economy"

Alongside with the GCIP Türkiye 2025 Accelerator Call, the “Inclusive Green Transition 2025 Accelerator Call” will also be launched within the scope of the project “Supporting the Inclusion of Migrants in Türkiye’s Transition to a Green Economy”, jointly implemented by TÜBİTAK and UNIDO and funded by the Multi-Partner Trust Fund (MPTF). This new accelerator was inspired by the GCIP Türkiye model and will accept applications during the same application period.

The Inclusive Green Transition Accelerator Call is open to technology-based innovative solutions that contribute to the creation of environmentally friendly, sustainable, and climate-neutral societies.

Teams selected through the evaluation panels under both GCIP Türkiye 2025 and the Inclusive Green Transition Accelerator Calls will have the opportunity to enhance their innovative cleantech business ideas through training and mentorship offered during the GCIP Türkiye 2025 National Academy in July 2025.

Between July and November 2025, selected teams will participate in online training sessions delivered by The Network for Global Innovation (NGIN), GCIP’s global partner responsible for accelerator content. Teams will also work on deliverables throughout the training, guided by general and thematic mentors assigned to each team.

Awards by TÜBİTAK in scope of the Inclusive Green Transition 2025 Accelerator

Raw Materials Partnership for the Green and Digital Transition is a Co-funded Partnership supported under Digital, Industry and Space Cluster of the Horizon Europe Programme. Through this partnership, it is aimed to build an international multi-stakeholder research and innovation ecosystem on raw materials; implement an ambitious research and innovation programme that addresses the entire raw-materials value chain; contribute to circular and sustainable approaches as well as the development and implementation of raw-materials-related policies.

Under the 2026 Call, the first transnational call launched under the RAMP Partnership, research and innovation projects across the raw materials value chain will be funded. RAMP expects proposals which focus on improving access to raw materials while promoting circular economy practices, achieving sustainability, and minimising social and environmental costs. They should add value, innovate and contribute to industrial development. 

Joint Call 2026 is structured around six topics. Applicants must choose one main topic that best reflects the project’s main objective and expected impact. Inter- and transdisciplinary approaches are strongly encouraged across all topics.

  1. Ensuring a resilient supply of raw materials from primary sources 

  2. Targeting secondary sources to enhance access to raw materials 

  3. Efficient and effective use of raw materials in design and production 

  4. Overcoming technological barriers to circularity 

  5. Putting circular economy ambitions into action 

  6. Innovative approaches for analysing raw materials value chains

The call will be conducted through a two-stage international and two-stage national application process.

Project proposals to be submitted from our country call will be supported within the scope of TÜBİTAK 1071-International Collaboration Projects Support Programme.

Project Duration and Maximum Project Budget Limits:

The project duration can be a maximum of 36 months.

The funding requested from TÜBİTAK within the scope of a project, excluding overhead and the Project Incentive Premium (PIP), cannot not exceed:

  • €180,000 per project; 

  • Per applicant organization: 

  • €100,000 for higher education institutions, training and research hospitals, and public institutions and organizations

  • €180,000 for private organizations.

The 1501 Industrial R&D Projects Support Programme, which aims to encourage Small and Medium-Sized Enterprises (SMEs) to engage in R&D-related innovation activities, enhance their R&D capacities, and increase localization in critical technology areas, has announced the results of the 2024-1 Call.

A total of 803 project applications were submitted for the 2024-1 call of the 1501 Programme. It has been decided to support 344 of these projects. You can access the list of supported projects, rejected projects, and those still under evaluation via the links below.

We congratulate the organizations whose projects have been supported and remind those whose projects were rejected that they can revise their applications and apply for the 1501 2024-2 call by 30 September 2024, at 23:59 (UTC+3).

Firms can access the latest status of their project proposals through the project information page on the eteydeb.tubitak.gov.tr website.

For accepted projects the support letters, the contract, and its annexes; for rejected projects, the detailed rejection explanations will be sent to the firms' KEP (Registered Electronic Mail) addresses. The printed project contract will not be sent to the firms. Instead, the firms will print one copy of the project contract attached to the support letter, sign it, and send it to TÜBİTAK via post/courier.

A joint call titled "Digitalization and Robotics for a more Sustainable Agriculture" was opened within the scope of CONCERT Japan, an independent platform aiming to develop scientific and technological cooperation between Europe and Japan. The joint call which has been jointly published by the funding organizations from Japan, Türkiye, Poland, Slovakia, Czechia, Estonia, Hungary, Spain, Germany, Italy, France and Bulgaria.

The goal of the call is to facilitate multinational, collaborative research projects that will address critical translational and clinical questions using interdisciplinary approaches to improve the knowledge about the neuroscience of pain, bearing the potential to improve the lives of the people affected.

Chronic pain is associated with structural and functional changes in different brain regions and is linked to altered neurotransmitter levels. Such changes can also be accompanied by emotional, cognitive and behavioural impairment. People affected by chronic pain have an increased risk of mental disorders such as depression and anxiety and vice versa. The occurrence of those comorbidities hinders effective pain management and therapy. Thus, significant progress in the field of pain research can only be achieved through coordinated collaboration between different disciplines, including e.g. clinical neurology and psychiatry, psychology, cognitive neuroscience, neurobiology, physiology, genetics, or pharmacology, among others.

Research proposals should cover at least one of the following areas:

a) Fundamental research on neuroscientific aspects of the pathogenesis, aetiology, prevention, progression, and treatment of chronic pain.

b) Clinical research to develop new strategies for prevention, diagnosis, patient stratification, therapy, and rehabilitation procedures for chronic pain syndromes.

The following research areas are excluded from this call:

• Neurodegenerative disorders that are addressed by the EU Joint Programme – Neurodegenerative Disease Research (JPND).

Only international projects will be financed. Each consortium that will submit a proposal must consist of research groups from at least three different countries funded by the organizations specified in the international call text. The number of research groups in a consortium is limited to five. A maximum of two research groups can be from the same country. The number of partners in consortiums can be increased to six, including partners from countries (Croatia, Hungary, Latvia, Lithuania, Romania, Slovakia, Taiwan and Türkiye) that are underrepresented up to date in the ERA-NET NEURON funding scheme. Researchers from non-funding countries can also take part in projects, if they provide their own funding sources and demonstrate their additional contribution to the consortium, not exceeding the number of research groups mentioned above.

A two-stage international evaluation will be made for the call by the ERA-NET NEURON Joint Call Secretariat. Candidates who are successful as a result of the international external reviewer evaluation from the pre-proposal proposals received in the first stage will be invited for full proposals in the second stage. Applications for preliminary proposals has been opened on 07 January 2025 and the deadline is 06 March 2025 (14:00:00 CET). Preliminary proposals and full proposals can be prepared jointly by partners, but applications should only be submitted by coordinators using the international ERA-NET NEURON electronic application system. Additionally, researchers applying from Türkiye must submit a national application. Applicants can submit and must sign electronically their applications by selecting "NEURON JTC2025 1. Aşama" from the "Çoklu İşbirliği Destek Programları (1.Aşama)" section at https://uidb-pbs.tubitak.gov.tr/ until 13 March 2025 (23:59 Türkiye time zone).

In the JTC 2025 call, researchers working in Türkiye will be supported within the scope of TÜBİTAK 1071 Support Programme for Increasing Capacity to Benefit from International Research Funds and Participation in International R&D Cooperation.

Yöntem

İş planı ilerleme raporları (AGY312) ; İş Planı/Proje (AGY112), sözleşme, destek karar yazısı ve varsa rehber raporu doğrultusunda TEYDEB proje teknik uzmanı tarafından ön değerlendirmeye alınır. Ön değerlendirme sonrasında mali değerlendirme yapılır.

AGY312’nin mali değerlendirmesi kapsamında TÜBİTAK bünyesindeki mali değerlendirme uzmanı tarafından AGY500 incelenir. AGY500, rapor dispozisyonuna uygun bulunursa, proje teknik uzmanının ön değerlendirmesi dikkate alınarak iş planının ilgili dönem harcamalarına ilişkin “Harcama ve Gider Belgeleri Kabul Formu” mali değerlendirme uzmanı tarafından düzenlenir.

İzleyici değerlendirmesi, izleyicinin kuruluşu yerinde yapacağı ziyaret sonrasında hazırlayacağı AGY412 ile alınır.

Mali değerlendirme sonucunda Harcama ve Gider Belgeleri Kabul Formu düzenlenmiş ve talep edilen AGY412 raporu gönderilmiş ise AGY312 üzerinde proje teknik uzmanı son değerlendirmesini yapar, genel gider tutarını da ekleyerek desteklemeye esas harcama tutarını belirler. Gerekli görülen durumlarda Grup Yürütme Kurulu görüşü alınır.

Kuruluşa aktarılan sermaye desteği ve tüm AGY312’lerin değerlendirilmesi sonunda hesaplanan destek tutarı toplamı dikkate alınarak mahsuplaşma işlemleri gerçekleştirilir. Aşama 2 destek süreci sonlandırılır.

Önemli Hususlar

Bir yürütücü bu programa aynı anda birden fazla proje önerisi ile başvuru yapamaz.

Bu programa yapılacak başvurular TÜBİTAK destek programlarından faydalanan yürütücü/araştırmacılara uygulanan projelerde görev alma kotasına dahil edilmez.

Son başvuru tarihi itibariyle 2244 Sanayi Doktora Programı ve 2247-B Avrupa Araştırma Konseyi (ERC) Projeleri Güçlendirme Desteği hariç BİDEB Araştırma Burs veya Desteklerinden yararlanmakta olanlar bu programa başvuru yapamaz.

Yürütücünün tekrar bu destekten faydalanabilmesi için bir Avrupa Araştırma Konseyi (European Research Council-ERC) projesini başarı ile tamamlaması beklenmektedir.

Başvuru öncesinde Araştırmacı Bilgi Sistemi (ARBİS) kaydı mutlaka güncellenmelidir.

Daha önce programa başvuru yapmış ve aynı proje önerisi ile yeniden başvuru yapacak araştırmacılar, projelerinde yaptıkları düzenlemeleri de başvuru sırasında belirtmelidir.

Desteğe hak kazanan araştırmacılar çalışmalarını yurt içinde yürüteceklerdir.

Verilecek burs desteği ile en az 2 nitelikli araştırmacı yetiştirilmesi gerekmektedir.

Bilim ve teknoloji farkındalığını uygulamalı etkinliklerle ülkemizin dört bir yanına taşıyoruz.

Bilimsel konu, kavram ve süreçleri hedef kitlenin gözlem ve uygulamalarla deneyimlemesine imkân veren ve bu yıl eklenen “İklim Değişikliği, Doğal Afetler ve Afet Yönetimi, Yapay Zekâ ve Uygulamaları, Havacılık ve Uzay” tematik çağrı alanlarından da başvuru yapılabilen 4004 Doğa Eğitimi ve Bilim Okulları Destekleme Programı kapsamında 125 proje destek almaya hak kazandı. Öğretmenlere ve akademisyenlere; kendi branşlarına ve genel olarak öğretmenlik mesleğine özgü yenilikçi yaklaşım, strateji, yöntem ve tekniklerin etkileşimli olarak kazandırılmasını amaçlayan 4005 Yenilikçi Eğitim Uygulamaları Destekleme Programı kapsamında 45 proje destek almaya hak kazandı.
