Küresel İnovasyon Ailesi olarak kendini konumlandıran ve üye kuruluşları arasında fikir, bilgi ve deneyim alışverişini kolaylaştırmak ve teknolojik uygulamaların bölgesel ve uluslararası düzeyde koordinasyonunu sağlamayı amaçlayan Dünya Endüstriyel ve Teknolojik Araştırma Kuruluşları Birliği (WAITRO)’nin 2024 yılı Zirvesi 13-15 Kasım 2024 tarihlerinde Çin’in Nanjing kentinde düzenlenecek.

WAITRO Başkanı Prof. Dr. Hasan Mandal’ın da açılış konuşmacısı olarak yer aldığı “İnovasyon’dan Etki’ye” ana temalı Zirve'ye Araştırma ve Teknoloji Kuruluşları, üniversiteler, özel sektör temsilcileri, çok taraflı kuruluşlar, KOBİ'ler, kamu kurumları ve STK'lardan temsilciler katılım sağlayarak fonlayıcı kurum ve kuruluşlarla bağlantı kurabilecek. Aynı zamanda, katılımcılar WAITRO Sürdürülebilir Kalkınma Çalışma Grupları'nın üyesi olma, panel oturumları ve çalıştaylara katılarak, diğer araştırmacılar ve girişimcilerle de bir araya gelerek iş birliği geliştirme imkanına sahip olabilecek.

Zirve’de TÜBİTAK’ın da koordinasyonu ile Dijital ve Yeşil Dönüşüm, Afete Dayanıklı Şehirler ve Su ve Sanitasyon çalıştaylarının gerçekleştirilmesi planlanıyor. Ayrıca, kuluçka merkezleri, hızlandırıcılar ve girişimcilik oturumları da yer alacak.

1812 Yatırım Tabanlı Girişimcilik Destek Programında (BiGG Yatırım) girişimcilerin iş fikirlerini sunduğu, ilk değerlendirmelerin gerçekleştirildiği ve hızlandırma programının yürütüldüğü 1. Aşaması Uygulayıcı Kuruluşlar tarafından yürütülmektedir. Bu çerçevede 2026-2028 dönemi için 1. aşama faaliyetlerini yürütecek Uygulayıcı Kuruluşları belirlemek üzere 1601 - Yenilik ve Girişimcilik Alanlarında Kapasite Artırılmasına Yönelik Destek Programı kapsamında yeni bir çağrıya çıkılmıştır.

Bu çağrı ile belirlenecek Hızlandırma Programında yer alacak Uygulayıcı Kuruluşlardan, BiGG Yatırım Programı kapsamında açılacak tüm çağrılar için girişimcilere yönelik hızlandırma programı açması, girişimcilerin iş fikri başvurularını alması ve değerlendirmesi, başarılı bir girişime dönüşme potansiyeli olan iş fikirleri için hızlandırma programı sağlaması beklenmektedir.

Uygulayıcı kuruluşların yürüteceği hızlandırma programlarının çerçevesi, BiGG Yatırım Hızlandırma Programı Aşaması (Aşama 1) Uygulayıcı Kuruluş Kılavuzu ile belirlenmiştir. Bu çağrı sonucunda Uygulayıcı Kuruluşların, Kılavuzda belirtilen çerçevede girişimcilerin iş fikirlerini nitelikli iş planlarına dönüştürecekleri özgün, etkili ve uygulanabilir mekanizmalar ile hızlandırma programları yürütmeleri hedeflenmektedir.

Başvurular 17.10.2025’e kadar PRODİS üzerinden alınacaktır. Kuruluşların 10.10.2025 tarihine kadar PRODİS üzerinden proje bazlı ön kayıt işlemlerini gerçekleştirerek ön kayıt belgelerini TÜBİTAK’a ulaştırmaları gerekmektedir.

Önemli Hususlar:

• Program kapsamında yalnızca yol, konaklama ve etkinlik katılım ücreti için destek sağlanmaktadır. Bu kalemler dışındaki harcamalar (şehir içi ulaşım giderleri, vize masrafları, yurt dışı çıkış harcı, yemek masrafları vb.) karşılanmamaktadır.

• Başvuru geri çekme işlemi her aşamada yapılabilir. Başvuruyu geri çekmek için (https://e-bideb.tubitak.gov.tr/giris.htm) giriş yaptıktan sonra "Kişisel" üst modülünden "Başvuruya İlişkin İşlemler" e tıklayarak başvuru geri çekme dilekçesini (başvuru numarası, yılı ve dönemini belirten imzalı bir dilekçe) sisteme yükleyerek ilgili başvuruyu geri çekebilirsiniz.

• Başvuru sonuçlarına BİDEB Başvuru ve İzleme Sistemi’ne giriş yapılarak ulaşılabilir.

• Program kapsamında avans/ön ödeme yapılmamakta olup destek ödemesi kişinin dönüşü sonrasında gerekli belgeleri sunması üzerine geri ödeme şeklinde gerçekleştirilir.

• Ödeme belgeleri ile elektronik fatura/biletler başvuru sahibinin adına olması veya faturada isminin yer alması ve tüm detayları (isim-soy isim, tarih, tutar, ödeme detayı vb.) içermesi koşuluyla kabul edilmektedir. Uçak ve otel harcamalarına ilişkin rezervasyon aşamasını gösteren belgeler kabul edilmez. Faturada birden fazla kişinin isminin geçmesi durumunda toplam fatura tutarı kişi sayısına bölünerek ödeme yapılır.

As part of the Eureka Network Projects — one of Eureka’s key support mechanisms — the 'Disaster Resilience' call was launched on 10  June  2025, with the participation of eight countries, including Türkiye  (Austria, Belgium-Flanders, Brazil, Spain, Lithuania, Chile, and Ukraine). In line with Eureka’s objectives, the call will support projects aimed at developing market-oriented products, processes, and services with high commercialization potential.

Purpose of the Call
The aim of this call is to support international, collaborative research, development, and technology projects that contribute to society’s preparedness for, effective response to, and recovery from both human-induced (e.g. destruction caused by conflict and war, urban fires, industrial accidents) and natural disasters (e.g. avalanches, floods, droughts, earthquakes, storms, wildfires, volcanic activity).

Call Spesific Requirements

• Projects must target at least one type of disaster and include at least one clear and concrete application related to that disaster.

• Each project must aim to develop a product, process, or service with commercialization potential. The implementation of project outcomes (e.g., market launch) should take place no later than 24 months after project completion.

• Projects may involve the development of entirely new technological innovations or the adaptation, redesign, or repurposing of existing technologies for different applications.

• While the Technology Readiness Level (TRL) may vary at the project’s start, no project is expected to begin below TRL 4.

Companies with legal entity status (capital companies), higher education institutions, public research centers and institutes, training and research hospitals, and research infrastructures defined under Law No. 6550 in Türkiye are eligible to apply for the call. Applications from these institutions will only be accepted if submitted in partnership with at least one capital company.

Entities eligible to apply for the 1719 – Eureka Disaster Resilience Call from Türkiye  include capital companies, higher education institutions, public research centers and institutes, training and research hospitals, and research infrastructures defined under Law No. 6550.
Applications from these institutions will only be accepted in partnership with at least one capital company.

Within the scope of the call, the capital company must serve as the Project Coordinator (Main Applicant).

Application Process

Applications will be carried out in two stages: international and national.

1. Stage1 – International Application: All project partners are required to complete the Eureka Project Application Form online, available on the call's official website.

2. Stage 2 – National Application (for participants from Türkiye):In addition to the international application, participants from Türkiye  must submit a national application to TÜBİTAK under the 1719 – Eureka Disaster Resilience national call by 12 December 2025, along with the international application form.

The European Molecular Biology Organization (EMBO) provides various scholarship and support programmes for scientists working in the field of life sciences. These programmes, which are financed by the European Molecular Biology Conference (EMBC) Member States and EMBO / EMBC global partners, provide grant, accommodation and networking support to the researchers.

The EMBO Strategic Installation Grant Board under the leadership of Turkey initiated European Molecular Biology Organization Installation Grants in 2006. The grant aims to support talented young scientists in some developing European Molecular Biology Conference member countries in the field of life sciences such as Turkey, Croatia, Czech Republic, Estonia, Lithuania, Montenegro, Poland and Portugal to establish their research laboratories and continue their scientific studies as group leaders. 159 young researchers benefited from this grant between 2007 and 2025, and 43 of them established their laboratories in Turkey. Important Information:

• EMBO Installation Grantees receive an annual grant of 50,000 euros for three to five years. 35,000 euros of the annual payments will be provided by TÜBİTAK for grantees supported in Turkey and 15,000 euros will be provided by EMBC for the first three years. The final two years are fully covered by TÜBİTAK.

• Grantees can apply for additional small grants of up to 10,000 euros per year from EMBO.

• Grantees can benefit from the extensive networking opportunities and practical support of the EMBO Young Investigator Programme.

• Applicants must be negotiating a full-time group leader position at an institute/university in countries eligible for EMBO Installation Grant by the date of application or have established a laboratory in one of these countries in the last two years.

• Research areas must be compatible with the EMBO study areas.

• Applicants should have received their PhD less than nine years prior to the year of application.

• In the four years prior to their application, applicants should have spent at least two consecutive years outside the country in which they are planning to establish their laboratory.

• Applicants must be able to attend an online interview on October 29th, 2025.

• Applications must be made directly to EMBO through the application system.

As part of the World Bank-supported Turkey Green Industry Project, coordinated by the Ministry of Industry and Technology, TÜBİTAK-TEYDEB supports private sector product or process development activities for green transformation. The 2026 first call for the 1832-coded Green Transformation in Industry Program, part of the 1801-coded Reimbursable and Grant Support Program for Industrial R&D Projects, has been launched.

This call will support R&D activities in the TRL 3-9 range for companies' green transformation efforts. Projects are expected to primarily focus on technology validation studies aimed at commercialization, such as developing a new prototype for technologies that have progressed beyond the conceptual stage, further development or improvement work on an existing R&D prototype, or testing to validate or approve the prototype. Scaling up the developed technology or prototype is mandatory. Studies initiated before TRL 3 are considered basic research, while studies initiated at TRL 8, where a significant portion of the R&D process has already been completed, are excluded from this call.

Applications are open to both SMEs and large-scale organizations, and joint applications are also possible. Capital companies will receive interest-free repayable support, with a maximum repayment rate of 50%. The support rate is 70% for large-scale companies, 80% for SMEs, and 90% for SMEs in earthquake zones. Repayment of the support will begin one year after the project ends. For the full amount (100%) of the repayable support requested from TÜBİTAK, a Bank Reference Letter must be submitted during the application phase and a Guarantee Letter during the contract phase.

This call includes several significant changes that differentiate it from previous calls:

* The limitation of a maximum of 2 World Bank-supported projects per organization has been removed, and an organization-based budget tracking system has been implemented. Organizations can receive support for more than 2 projects, provided they do not exceed the program-specific upper limits determined according to their scale. Organizations that have previously received support under the program will be able to see their remaining limits under the 1832 program during the new project application process via PRODİS.

* The Green Transformation R&D and Innovation topics defining the scope of the call have been expanded. Submitted projects are expected to fall under one of the following topics:

o Climate Change, Environment and Biodiversity

o Clean and Circular Economy

o Clean, Accessible and Secure Energy Supply

o Green and Sustainable Agriculture

o Sustainable Smart Transportation

* The requirement that submitted projects must be a continuation of a previous R&D study has been removed. Organizations can submit a new project application without associating it with any previous project.

* The scope of R&D studies, previously THS 5-9, has been expanded to THS 3-9. With this, the THS completion level is expected to be at least THS 7. Scaling up is mandatory.

* The additional 20% grant support given to successfully completed projects has been abolished.

We would like to remind applicant organizations that they must have at least one staff member with a bachelor's degree in a field related to the project topic in order to apply to this call.

Applications to the call can be submitted electronically through the TEYDEB Project Evaluation and Monitoring System–PRODİS.

The following points should be taken into consideration during the application:

• The Principal Investigator (PI), researchers and consultants should register in the TUBITAK - Researcher Information System (ARBIS) Database and their records should be up-to-date,
• The PI, researchers and consultants should reside in the territory of Republic of Türkiye (Non-Turkish citizens can be PI/researcher/consultant in a project if they are working in an institution located in Türkiye.),
• "Limits for Taking Part in Projects" for PI and researchers should not be exceeded,
• Not to apply to another program with the same project proposal before the evaluation procedure is concluded (In case of multiple applications, the first application is taken into consideration, the other project application is returned without being evaluated),
• To fill all the titles in the application form completely and with sufficient information to evaluate the project scientifically,
• To use the most up-to date format of the application form which is available on the Online Application System, and to prepare the application in Turkish(*) (excluding abstract in English and international publications given as reference)
• The application form not exceed 6 pages except Annex-1 References and Annex-2 Budget and Justification,
• In case the same/similar project proposal has been submitted to 1002-B Emergency Support Module previously and rejected as a result of scientific evaluation, to fill in the "Project Proposal Modification Form" created automatically by the system in line with the information entered into the Electronic Application System considering all the comments/corrections given in scientific evaluation report.
• The statements in proposal text should not be substantially similar to the statements in the projects previously submitted to our Institution (including the projects ongoing and concluded),
• The members of the project team should not have ongoing, concluded or recently proposed projects submitted to TÜBİTAK or to a different institution/organization with the same/similar content of the proposal,
• The proposal should not include field work in abroad,
• The amount of fund requested from TÜBİTAK should not exceed the budget upper limits determined for the “1002-B Emergency Support Module” (The amount of fund requested in "General Budget Table” in the “Annex-2 Budget and Justification” should not differ from the amounts requested during the online application.),
• The plan for field study carried out within the scope of the project should be submitted,
• To complete the steps in the Online Application System completely, making sure that the files uploaded to the system are openable and correct,
• The e-signature process must be completed within 15 days (The project team - the PI, the researcher(s), the consultant(s) - the rights holders other than the project team and all the executive/participant institutions/organizations must have qualified electronic certificates),
• As an authorized officer for e-signature; the signature of the Rector or authorized Vice Rector in universities and hospitals /institutes affiliated to universities, Hospital Director, Chief Physician or authorized Deputy Chief Physician in hospitals, the General Manager or Deputy General Manager / President or Deputy President for other institutions is required,
• The project complies with the research project criteria, should not be a routine study for the assessment of current situation or data collection,
• The project should not be aimed at building infrastructure,
• The list of references attached should be associated with the text, and all the studies referred in the project proposal should be included in the list of References,
• To determine whether the project requires an Ethics Committee Approval and Legal / Private Permit. If required, in case the project is decided to be supported, the documents should be submitted fully within the time given and in desired format. If the documents cannot be obtained within the given time, the project will not be implemented. Thus, the application to the relevant organizations to get these documents should not be delayed. (Ethics Committee Approval Information, Legal/Private Permits Information),
• If an application was made to the 1002-B Emergency Support Module with the same project proposal, and if the project did not found appropriate to be supported 2 times within the scope of this Module as a result of the scientific evaluation;  not to apply for the 1002-B Emergency Support Module  3rd time with the same project proposal,
• The persons working in TÜBİTAK Headquarters/ Institutes shall not be included in the project team as PI / researcher/consultant.

(*) It is possible for foreign nationals to fill in the Application Form and its annexes in English; however, the language to be used in the Application Form and the Final Reports to be prepared during the monitoring process must be the same.

Örneğin ‘Schrödinger Lecture’, Londra Emperyal Koleji-Araştırma Üniversitesi (Birleşik Krallık) tarafından her yıl düzenleniyor veya ‘ICTP-Abdus Salam Lectures’, Uluslararası Teorik Fizik Merkezi (İtalya) tarafından her yıl düzenleniyor.

Dünyadaki bu değerli örneklere paralel olarak 2022 yılından itibaren TBAE bünyesinde Nobel Ödüllü Türk bilim insanı, değerli Hocamız Profesör Aziz Sancar’ın Onuruna ‘Aziz Sancar Lecture’ etkinliği düzenlenecektir. Bu etkinlik, yeni bilimsel keşiflerin heyecanını toplumun geniş kesimleriyle paylaşmak ve bilim camiasında vizyoner bir bakış açısının oluşmasına önemli katkılar sağlamak amacıyla, her yıl bir seçkin bilim insanı tarafından yapılan bir konuşma şeklinde gerçekleştirilecektir.

Aziz Sancar Hocamız, bir hücrenin moleküler düzeyde nasıl yaşadığını uzun yıllar merak etmiş ve sonuç olarak morötesi ışınlardan zarar gören DNA için hücrede var olan temel bir onarım mekanizmasını keşfederek layık görüldüğü Nobel Ödülü ile ana vatanı Türkiye’yi ve bütün Türk Dünyası’nı onurlandırmıştır.

2022 Aziz Sancar Lecture etkinliği Amerikalı bilim insanı, virolog ve doktor; 2020 Nobel Fizyoloji veya Tıp Ödülü sahibi Harvey James Alter’in konuşmasıyla gerçekleştirilecektir.

Söz konusu etkinlik 27 Eylül 2022 tarihinde, saat 18:30 – 20:00 (GMT +3) arasında çevrimiçi olarak gerçekleştirilecektir.

2540–Slovakya Bilimler Akademisi (SAS) ile İkili İşbirliği Destek Programı 2025 yılı çağrısı değerlendirme süreci sonuçlandı. TÜBİTAK ve SAS tarafından desteklenmesine karar verilen toplam 3 proje aşağıda listelenmektedir.

EU-LAC Interest Group Joint Calls are supported by the national funding organisations of the participating countries, and these organizations provide funding exclusively to partners from their respective countries.

A. Principal Investigators (PI), Researchers (excluding researchers outside Türkiye) and Consultants:

Principal investigators;

• They must have a degree of doctorate / proficiency in art / specialty in medicine. In projects which are carried out in public or higher education institutions, the principal investigator (excluding retirees and postdoctoral researchers not working in any institution/organization) must be permanent/full-time staff of the institution in question.

In projects to be carried out in a private institution, the principal investigator must work in that institution for at least six months as of the date of the proposal of the project. The researchers who work for non-governmental organizations (foundations, associations, etc.), unions, chambers and commodity exchanges and their economic enterprises; cooperatives, sole proprietorships and ordinary partnerships cannot apply.

Researchers and consultants in project team:

• They must have 4 year undergraduate degree at least and must be permanent/full-time staff (excluding retirees and postdoctoral researchers not working in any institution/organization) of contributory institution/organization where they are working

Principal investigator, researchers and consultants (except for researchers/consultants outside Türkiye) should reside in Turkey. Non-Turkish citizens can be principal investigator/researcher/consultant in a project if they are working in an institution located in Türkiye.

A person who has a contribution less than 10% of the project workload cannot be researcher in projects but can be consultant.

A consultant (*) is allowed if the project requires special expertise on a specific subject. The number of consultants in a project is limited to the number of specific subjects in the project. The role of consultant in the project should be explained in detail in the project proposal.

Retirees who do not work in any organization can take part in the project team as principal investigator, researcher or consultant and postdoctoral researchers can take part as principal investigator or researcher provided that they do not receive Project Incentive Bonus (PTI). (In accordance with paragraph 2 in Article 16 of The Law on the Establishment of The Scientific and Technological Research Council of Turkey, only those who are permanent staff of public institutions or organizations can be paid PTI.) In order for the retirees and postdoctoral researchers to become principal investigator, it is necessary them to get approval on that they can take part in the project from the senior authority of the institution / organization where the project will be carried out.

TÜBİTAK ARDEB Governing Board and Advisory Board members can be PI or researcher, but they cannot be consultant (**) if they are still working in those positions during the application.

B. Researchers outside Türkiye

The requirements for researchers outside Türkiye to take part in a project are listed below:

• The researchers outside Türkiye who will take part in a project must be qualified to carry out and lead/guide a part of the project, where the competence of researchers in our country is limited, with the project team in the institutions of our country.
• The researchers outside Türkiye can take part in a project provided that their legal obligations belong to the organization where the project is carried out. The travel expenses of the researchers outside Türkiye are covered from the project's travel budget, and 50% of the full-time monthly gross fees they receive abroad in the same period of time, for the time they take part in the project, are covered as service cost from the project. If 50% of the full-time monthly gross wage that the researcher outside Türkiye receives abroad is less than the “2221 - Fellowships for Visiting Scientists and Scientists on Sabbatical Leave” coordinated by the Directorate for Science Fellowships and Grant Programmes (BİDEB), the highest monthly fee provided under that program is used. 
• Researchers outside Türkiye can take part in more than one project supported by TÜBİTAK, but they can get fee only from one project.

C. Scholar

Undergraduate, graduate students (except for special students and prep students) and “Research Assistants” studying in higher education institutions in Türkiye (in the TRNC for projects submitted from TRNC) and post-doc researchers can take part as scholar in projects.

Undergraduate scholar should not work in any institution. If the student fails the class, scholarship is stopped. At most, 4 undergrad scholars can take part in one project.

The requirements to be a post-doc researcher scholar;

• Scholar should have a PhD but not work in any institution/organization,
• Scholar should not have an academic title of associate professor or higher,
• There should not be over 7 years between the date of getting PhD and the date when the person will be assigned in the project (petition date). (In case our female researcher takes leave due to childbirth within the specified period; If the birth certificate or the identity document of the children is sent to deik@tubitak.gov.tr ​​by e-mail in the attachment of the petition, one year will be added to this period for each birth)

Who cannot be Principal Investigator?

The highest level managers of the public institutions/organizations, deputies and assistants of them (Rector, Vice Rector, Chief Physician, Deputy Chief Physician, Hospital Director, Minister, Deputy Minister, General Manager, Deputy General Manager, Provincial Director of National Education, etc.) cannot act as PI if they are still working in those positions during the application, but they can be researchers in 3 (***) projects at most.

BİLGİ GÜVENLİĞİ POLİTİKASI

TS EN ISO 27001 Bilgi Güvenliği Yönetim Sisteminin ana teması,

BİLİŞİM TEKNOLOJİLERİNİN GELİŞTİRİLMESİ, BİLİŞİM ALTYAPILARININ OLUŞTURULMASI ve İDAME ETTİRİLMESİ FAALİYETLERİNE İLİŞKİN HER TÜRLÜ İŞ VE İŞLEMLER kapsamında üçüncü şahıslara ait bilgiler ve proje verileri içerisinde bilgi güvenliği yönetiminin sağlandığının gösterilmesi, risk yönetiminin güvence altına alınması, bilgi güvenliği yönetimi süreç performansının ölçülmesi ve bilgi güvenliği ile ilgili konularda üçüncü taraflarla olan ilişkilerin düzenlenmesinin sağlanmasıdır.

Bu doğrultuda BGYS Politikamızın amacı;

• İçeriden veya dışarıdan, bilerek ya da bilmeyerek meydana gelebilecek her türlü tehdide karşı TÜBİTAK'ın bilgi varlıklarının korunması, bilgiye erişilebilirliğin iş süreçleriyle gerektiği şekilde sağlanması, yasal mevzuat gereksinimlerinin karşılanması,

• Yürütülen tüm faaliyetlerde Bilgi Güvenliği Yönetim Sisteminin üç temel öğesinin sürekliliğinin sağlanması,

  1. Gizlilik: Önem taşıyan bilgilere yetkisiz erişimlerin önlenmesi,

  2. Bütünlük: Bilginin doğruluk ve bütünlüğünün sağlandığının gösterilmesi,

  3. Erişilebilirlik: Yetkisi olanların gerektiği hallerde bilgiye ulaşılabilirliğinin gösterilmesi, 

• Sadece elektronik ortamda tutulan verilerin değil; yazılı, basılı, sözlü ve benzeri ortamlarda bulunan tüm verilerin güvenliğinin sağlanması, 

• İş sürekliliğinin sağlanması,

• Bilgi Güvenliği konusunda periyodik olarak değerlendirmeler yaparak mevcut risklerin tespit edilmesi ve değerlendirmeler sonucunda, aksiyon planlarının gözden geçirilerek takibinin yapılması,

• Bilgi İşlem Daire Başkanlığı personelinin bilgi güvenliği farkındalığıyla sorumluluk alanlarına düşen görevlerin yerine getirilmesi, yayınlanan politika, prosedür, talimat ve duyurulara azami derecede özen gösterilmesi,

• Bilgi Güvenliği olay yönetiminin etkili şekilde yapılmasının sağlanması, 

• Bilgi Güvenliği Politikamızda yer alan amaçları destekleyen çalışmaların, her yıl oluşturulan Bilgi Güvenliği Amaç ve Hedeflerinde yer almasının ve bu çalışmaların ilerleme durumlarının, yıl içinde takip edilmesinin ve raporlanmasının sağlanması,

• Bilgi Güvenliği Yönetim Sisteminin sürekli iyileştirilmesinin sağlanması ve sürekli iyileştirmeye yönelik çalışmaların yönetim tarafından gözden geçirilmesinin sağlanması.

İŞ SÜREKLİLİĞİ POLİTİKASI

İSYS’nin amacı, Kurumumuzun kesintiler sırasında çalışmaya devam edilme genel yeteneğini yönetmeye yönelik kontroller ve yetenekler için hazırlık yapmak, bunları sağlamak ve sürdürmektir.

Bu doğrultuda, ISO 22301 İş Sürekliliği Yönetim Sistemi (İSYS) kapsamında:

• Kurumumuzu etkileyebilecek olası tehditler (doğal afetler, siber saldırılar, altyapı arızaları, insan hatası vb.) önceden değerlendirilmekte,
• Kritik süreçler belirlenmekte, kesinti durumlarında hızlı ve etkili bir şekilde yanıt verebilecek planlar oluşturulmakta ve güncellenmekte,
• Acil durum ve afet senaryolarına karşı müdahale, toparlanma ve yeniden başlatma kabiliyetleri geliştirilmekte,
• Yasal ve düzenleyici gereklilikler ile ilgili tarafların beklentilerinin karşılanmasına özen gösterilmekte,
• Personelin farkındalığının arttırılması amacıyla düzenli eğitimler, tatbikatlar ve gözden geçirmeler gerçekleştirilmekte,
• İş sürekliliği hedefleri belirlenerek performans izlenmekte, sistem sürekli iyileştirilmektedir.

42001 YAPAY ZEKÂ YÖNETİM SİSTEMİ POLİTİKASI

Bu politika, TS EN ISO 42001 Yapay Zeka Yönetim Sistemi Politikası standardı çerçevesinde, TÜBİTAK Başkanlık Bilgi İşlem Daire Başkanlığı bünyesinde bilişim teknolojilerinin geliştirilmesi, bilişim altyapılarının kurulması ve idamesi ile ilgili tüm faaliyetlerinde kullanılan Yapay Zekâ (YZ) sistemlerinin güvenli, etik, şeffaf ve güvenilir biçimde yönetilmesini amaçlamaktadır.

Politika kapsamında;

• YZ sistemleriyle işlenen veya analiz edilen üçüncü taraflara ait veriler ve proje bilgileri korunmakta, bilgi güvenliği sağlanmakta,
• Yapay zekâya özgü riskler tanımlanmakta, değerlendirilmekte ve yönetilmekte,
• YZ sistemlerinin performansı ve güvenliği izlenmekte ve ölçülmekte,
• Bilgi güvenliği ile ilgili olarak üçüncü taraflarla olan ilişkiler, etik ve hukuki ilkeler doğrultusunda düzenlenmektedir.

Bu kapsamda, Yapay Zekâ Yönetim Sistemi’nin kurulması, sürdürülmesi ve sürekli iyileştirilmesi hedeflenmektedir.

Yapay Zekâ Politikamızın Temel İlkeleri:

• YZ sistemlerinin insan haklarına saygılı, adil, şeffaf ve hesap verebilir biçimde geliştirilmesi ve kullanılması,

• YZ sistemlerinde kullanılan verilerin; gizlilik, bütünlük, erişilebilirlik ve tarafsızlık ilkeleriyle toplanması ve işlenmesi,

• YZ projelerinde risk ve etki değerlendirmeleri yapılarak toplumsal, etik ve çevresel etkilerin gözetilmesi,

• Geliştirilen veya kullanılan YZ sistemlerinin performansı, güvenlik ve etik uygunluğunun düzenli olarak izlenmesi ve değerlendirilmesi,

• YZ sistemlerinin kararlarının açıklanabilir, anlaşılabilir ve gerekirse itiraz edilebilir nitelikte olması,

• Tüm çalışanlara YZ ile ilgili eğitim, farkındalık ve etik rehberlik sağlanması,

• YZ ile ilgili tüm süreçlerde, uluslararası standartlara, yürürlükteki mevzuatlara ve Kurum içi politika ve prosedürlere uyum sağlanması.

2568 - Bilateral Cooperation Support Programme with Chinese Academy of Sciences (CAS) 2024 call scientific review process has been concluded. Information on the 4 projects that were decided to be supported by TÜBİTAK and CAS shared below. 

Applications for the 2024/1 term of "2209-B Industry Oriented Research Project Support Program for Undergraduate Students " have been evaluated by experts, and the projects eligible for support have been determined. 

In the 2024/1 term, 1.154 projects were entitled to receive support from a total of 1.945 approved applications.

The call for the 2204-A High School Students Research Project Competition and the 2204-B Secondary School Students Research Project Competition, which are organized to encourage secondary school and high school students to conduct studies in basic, social and applied science fields, to guide their studies and to contribute to the development of their current scientific studies, has been published.

Within the scope of the calls, Project Guides containing detailed information on how a project should be prepared are also presented to the information of secondary school and high school students who are considering applying to the competitions.

The 56th of the 2204-A High School Students Research Project Competition and the 19th of the 2204-B Secondary School Students Research Project Competition are being organized this year.

A scientific evaluation is carried out by expert panelists/consultants based on the evaluation criteria.*

1. Excellence
   The Quality and credibility of the research/innovation project; level of novelty, inter/multidisciplinary aspects.
   The Quality and appropriateness of the training and of the two-way transfer of knowledge between the researcher and the host.
   The scientific competence of the academic advisor(s) in Türkiye and the integration of the researcher with the institution/organization in which the research will be conducted.

2. Implementation
   Consistent and effective methodology and work plan: Work packages, Success Criteria.
   Compliance of project management structure and monitoring processes including risk management.
   Appropriateness of the infrastructure of the institution/organization to which the research will be conducted.

3. Impact
   Widespread impact of project outputs.
   Quality of delivery of project activities to different target groups.
   Effects on career development of young researcher.

Evaluation is based solely on documents uploaded to the application system. For this reason, the documentation for each requirement must be uploaded to the system in clear and determined context. Documents which only contain links of web pages will not be considered.

*Within the scope of the scientific evaluation process, all application files are shared with TÜBA in order to match reference letters sent by public authorities of Uzbekistan and make the pre-appointment of the institution in which the research will be carried out and academic advisor in Türkiye. Subsequently, Scientific panels are formed by BİDEB with the panelist suggestions taken from TÜBA. The applications to be supported are the support amount are finalized by the joint decision of the presidents of TÜBA and TÜBİTAK, provide that the enforcement and approval processes in TÜBA and TÜBİTAK are completed.
