The first call of 2025 for 2209-A Research Projects Support Programme for Undergraduate Students has been opened for applications. Applications can be submitted through tybs.tubitak.gov.tr until 19 November 2025 at 17.30

The results of the MSCA-COFUND-2023 call, under the Horizon Europe Marie Skłodowska-Curie Actions, have been announced. According to the results, TÜBİTAK’s application titled Co-Funded Brain Circulation 3 (CoCirculation3) for the “Postdoctoral Fellowships” panel has been selected as the highest-budgeted project by the European Commission under this call.

In this highly competitive call, the European Commission decided to fund a total of 27 projects, including 12 Doctoral and 15 Postdoctoral Fellowships. Besides Türkiye, projects from Spain, France, Ireland, Finland, Denmark, Czechia, Germany, Hungary, the Netherlands, Poland, Slovenia, and Sweden were also supported. TÜBİTAK secured a budget of €9.5 million from the European Commission under this call. With this budget, TÜBİTAK aims to attract and fund 100 postdoctoral researchers from abroad.

CoCirculation3 project intends to offer researchers higher salaries and higher research support than those provided in previous CoCirculation and CoCirculation2 projects. This journey, which began in 2011 with the CoCirculation initiative in collaboration with the European Commission, continued in 2017 with CoCirculation2 and now progresses with CoCirculation3 (2023).

We are pleased to announce that, like the previous CoCirculation and CoCirculation2 projects written and submitted by the EU Framework Programs National Coordination Office, CoCirculation3 will also be implemented as part of TÜBİTAK BİDEB 2236 Program.

Objectives of the Project

According to the Grant Agreement signed between the European Commission and TÜBİTAK, the CoCirculation3 Project will start on 1 June 2025. The project will launch 3 calls to attract 100 highly qualified postdoctoral researchers from abroad to Türkiye.

There will be no restrictions on research fields, allowing researchers from all disciplines to apply. However, proposals must align with the themes of the ‘Green Deal’.

Under CoCirculation3, researchers with doctoral degrees are expected to conduct their research projects at an academic or non-academic (industry etc.) institution in Türkiye for 24 months under the guidance of a supervisor. Applicants, regardless of nationality, must prove that they have not resided in Türkiye for more than 12 months within the last three years as of the relevant call deadline.

Call Schedule

The opening and closing dates of the calls have been determined and can now be shared with the eligible postdoctoral researchers from abroad:

Call 1: Opens on 1 September 2025, and closes in December 2025 (33 researchers to be funded).

Call 2: Opens on 3 August 2026, and closes in November 2026 (33 researchers to be funded).

Call 3: Opens on 1 July 2027, and closes in October 2027 (34 researchers to be funded).

Academic and non-academic institutions in Türkiye will have the opportunity to host one or more researchers, providing them with a research environment. During the three call periods under the TÜBİTAK BİDEB 2236 Program, 33 researchers will be supported in the first year (2025), another 33 researchers in the second year (2026), and another 34 researchers in the third year (2027). Researchers are expected to find a suitable host institution and submit their applications in line with the proposal format shared by TÜBİTAK when the calls are announced.

Host institutions may also start searching for suitable researchers, for example, by posting vacancies on international networking platforms like EURAXESS.

Unique Features of the Project

The distinguished features of the CoCirculation3 project compared to its predecessors, CoCirculation and CoCirculation2, are as follows:

• All funded researchers will be supported for 24 months.

• CoCirc3 is open to applications from all scientific areas (adding a 'Green Deal' aspect to the projects will be expected). 

• Researchers can apply under either the “Standard” or the “Society & Enterprise” panel, with the latter offering a dedicated evaluation process for those proposing to work in non-academic organizations (like in industry sector). 

• Enhanced participation of non-academic sector is foreseen with the brand new allowance defined as ‘Entrepreneurship Allowance’ to enhance the entrepreneurial initiatives of the PostDoc Fellows and creating an eco-system for Industry-Academia Partnerships.

• Outstanding approach is foreseen by enhancing the career development of PostDoc fellows through CoCirc3 Mentor-Mentee Mechanism and creating a community in Turkish Research Area through Alumni Network. 

• Short-term secondments at different institutions, including those providing letters of support, will be encouraged to enhance academia-industry collaboration.

• Researchers will be able to extend their stay in non-academic institutions (Non-Academic Placements) for up to one year after completing their 24-month projects, with additional funding provided by TÜBİTAK BİDEB.

Public institutions that need solutions based on R&D and undertake the implementation of the project results are included in the program as "Customer Institution". Project preparation and project execution, skills, experience and infrastructure; The public R&D unit, university and/or private institution where the project is carried out are included in the program as the "Project Executive Organization".

The projects to be supported can be of three different qualities according to their outputs:

• Prototype/System/Pilot Facility Project: Projects with the potential of commercialization as well as meeting the needs of the customer institution, whose output is a prototype, system or pilot facility, where the needs of the customer institution are met by reproducing the prototype, using the system directly or by reproducing, or converting the pilot facility into a large facility.
• Model/Method/Process Project: Projects whose output is a model, method or process, where the needs of the customer institution are met by the direct use of these outputs, and the commercialization potential is not a priority.
• Technology Knowledge Project: Projects aimed at gaining technological knowledge, where the output cannot be used directly on an industrial scale, for the purpose of gaining the competence to produce products that do not have a technological potential for domestic production.

The Customer Institution submits the Project Results Implementation Plan (PSUP), which it undertakes to use the outputs of the projects supported under the 1007 Program, to TÜBİTAK. According to this plan, TÜBİTAK monitors the transfer of the project results to the application by the customer institution. In technology knowledge projects, Technology Acquisition Roadmap (TKYH) is prepared by the project coordinator organizations instead of PSUP, and the technology development process is followed in line with this roadmap.

PROJECT DURATION

The maximum support period for a project in 1007 program is 48 months.

CALL BUDGET

Budget upper limits are determined during the call process and vary according to the subject and scope of the call.

PROJECT BUDGET

Personnel (executive, researcher, consultant, scholar), machinery-equipment, consumables, service procurement and travel expenses are supported by 100%. Machinery-equipment demands of private institutions that can also be used for mass production are supported by a maximum of 40%. In addition, 10% of the institution's share and the Continuity of Knowledge and Acquisitions Budget are given, not to exceed 20% of the project budget.

The Belmont Forum Resilience CRA call aims to support sustainability-oriented, interdisciplinary, and solution-driven research projects that address vulnerability and resilience management in socio-environmental systems in disaster-prone regions.

Under this call, research proposals are expected to address at least two of the following three thematic areas:

• Theme 1: Better Assess Risks of Increasing Complexity with Global Change

• Theme 2: Pay Specific Attention to Exacerbated Vulnerabilities in Highly Exposed Territories

• Theme 3: Develop Innovative Solutions for Disaster Risk Reduction

TÜBİTAK President, Prof. Dr. Orhan Aydın, attended the G20 Research and Innovation Meeting (RIMM) held at the CSIR International Conference Centre in Pretoria, South Africa, on 23 September 2025.

The G20 Research and Innovation Working Group (RIWG), coordinated nationally by TÜBİTAK, continues its work to strengthen cooperation in science, technology and innovation policies among G20 countries, identify common priorities and contribute to sustainable development. Activities within this framework were concluded with the meeting hosted by the South African Presidency.

In his speech, Prof. Dr. Aydın highlighted the critical role of science and technology in combating global issues such as climate change, loss of biodiversity, disaster preparedness and public health. Emphasising the importance of open innovation and open science in achieving sustainable development goals, Aydın stated that Türkiye strongly supports G20 initiatives aimed at reducing disaster risks, increasing water resilience and protecting biodiversity.

Prof. Dr. Aydın stated that women and girls playing a more active role in science and technology is among Türkiye's priority policies, emphasising that inclusivity is indispensable in achieving development goals.

The Tshwane Declaration, adopted at the end of the meeting, set out the vision of ‘Science, Technology and Innovation for Solidarity, Equality and Sustainability’. The Declaration focused on three priority areas: Open Innovation for Sustainable Development, Biodiversity Knowledge for Sustainable Development, and Diversity, Equality, Inclusion and Accessibility in Science, Technology and Innovation. Furthermore, within the scope of the Tshwane Package, which is part of the declaration, concrete outcomes such as the G20 Open Innovation Platform were adopted.

Numerous bilateral meetings were also held during the meeting. These meetings were important in terms of Türkiye's evaluation of international cooperation opportunities and increasing its effectiveness in the field of science diplomacy.

TÜBİTAK Research Institute of Fundamental Sciences (TBAE) continues to take significant steps toward producing high-quality knowledge across a wide range of fields in basic science and interdisciplinary research areas, organizing scientific activities at an international level, and strengthening Türkiye’s scientific competitiveness. In this context, the Wireless Communications and Beyond 5G Winter School (TBAE WCB-5G) will be organized on 2–6 February 2026 in Gebze, Türkiye.  

The winter school will focus on future radio access technologies. Starting with the background on 4G Long-Term Evolution (LTE) and its evolution (LTE-advanced and LTE-advanced PRO), 5G new Radio and Beyond 5G will be discussed in detail. Even though focus of the course will be on Radio Access Technologies (RAT), the basics of the core network architectures their comparison and wireless communications will also be covered. The school will also feature special talks highlighting the latest research developments in these fields.

Participation in the in-person program is limited. Priority will be given to master’s/PhD students and postdoctoral researchers working in relevant fields. All selected in-person participants will be provided free accommodation and domestic transportation support (bus/train).

9. Ulusal Antarktika Bilim Seferi kapsamında yola çıkan Türk ekibi, 60 saat süren uzun yolculuğun ardından Antarktika King George Adası'na vardı. Cumhurbaşkanlığı himayelerinde, Sanayi ve Teknoloji Bakanlığı uhdesinde, TÜBİTAK MAM Kutup Araştırmaları Enstitüsü koordinasyonunda gerçekleşen 9. Ulusal Antarktika Bilim Seferi'ne katılan ekip, İstanbul'dan ayrıldıktan sonra Brezilya ve Şili üzerinden 103 enlem geçerek zorlu bir yolculuk yaptı. 

Sanayi ve Teknoloji Bakanı Mehmet Fatih Kacır'ın katılımıyla İstanbul Havalimanı'nda düzenlenen törenle Beyaz Kıta'ya uğurlanan 20 kişilik ekip, 2,5 gün süren yolculuğun ardından Antarktika King George Adası'na vardı. Ada yakınlarında bulunan Şili bayraklı Betanzos isimli gemiye gelen bilim ekibi, toplu fotoğraf çektirdi. Yaklaşık 14 bin kilometre yol katederek adaya ulaşan bilim ekibi, buradan gemiyle önce Dismal Adası'na, daha sonra ise Türk bilimsel araştırma kampının bulunduğu Horseshoe Adası'na varmayı planlıyor. 

Ekip, "bilim ve barış kıtası" olarak adlandırılan Antarktika'da yaşam bilimleri, sosyal bilimler, fiziki bilimler ve yer bilimleri gibi alanlarda 19 ayrı proje icra edecek. 

"Türkiye'nin burada ayak izinin bulunması çok önemli" 

Türk bilim heyetini, Şili'nin Santiago kentindeki Arturo Merino Benitez Uluslararası Havalimanı'nda, Türkiye'nin Santiago Büyükelçisi Ahmet İhsan Kızıltan ve Büyükelçilik personeli karşıladı. Büyükelçi Kızıltan, burada yaptığı açıklamada, Antarktika Bilim Seferi ekibini karşılamaktan dolayı duydukları memnuniyeti dile getirerek, "Antarktika her bakımdan büyük potansiyel arz eden bir kıta. Hem bilimsel hem de doğal kaynaklar açısından Türkiye'nin burada ayak izinin bulunması çok önemli. Yıllar içinde bu seferler sayesinde Türkiye'nin bilimsel kapasitesini gösterme imkanımız bulunuyor." dedi. Şili makamlarının bu çabalarını her zaman desteklediğini kaydeden ve bu nedenle onlara teşekkür eden Kızıltan, "Türkiye ile Şili arasındaki işbirliğinin ticari, ekonomik ve siyasi birçok boyutu var. Ancak bu bilimsel boyut ayrı bir özellik katıyor. Gelecekte de bu seferlerin devam etmesini, başka vesilelerle de bilimsel işbirliğimizin gelişmesini istiyoruz." diye konuştu.

"Kıtaya inmeden tüm eşyalarımızı dezenfekte ediyoruz" 

9. Ulusal Antarktika Bilim Seferi Koordinatörü Prof. Dr. Burcu Özsoy da Antarktika'nın flora ve faunasının korunması ve kıtaya ait olmayan türlerin taşınmasını önlemek amacıyla birçok kural uygulandığını belirterek, "Bu kurallar kapsamında da tedbir alan sefer ekibi, uçaktan inerken botlarını özel solüsyonlarla dezenfekte ederek kıtaya ayak bastı." dedi. 9. Ulusal Antarktika Bilim Seferi Lider Yardımcısı Dr. Atilla Yılmaz ise uzun seyahatler ve aktarmalar sonucunda Antarktika King George Adası'na indiklerini kaydederek, bir önceki duraklarında valizlerini ve eşyalarını dezenfekte ettiklerini, bu sayede kıtaya herhangi bir yabancı canlı türü taşınmasının önüne geçmeyi amaçladıklarını söyledi.

2509 – Fransa Dışişleri Bakanlığı ile İkili İşbirliği Destek Programı (Bosphorus) 2024 yılı çağrısı değerlendirme süreci sonuçlandı. TÜBİTAK ve Fransa Dışişleri Bakanlığı tarafından desteklenmesine karar verilen toplam 8 proje aşağıda listelenmektedir.

ANSO Araştırma Programı, ANSO üyeleri, ortakları ve diğer uluslararası kuruluşlar arasında çok taraflı bilimsel işbirliğini desteklemeyi, önemli bilimsel zorluklara ve insanların geçim kaynakları ve esenliğine odaklanan bir dizi ortak projeyi hayata geçirmeyi amaçlamaktadır.

ANSO tarafından bu kapsamda 2 tip proje fonlanmaktadır:

ANSO-CAS Ortak Projeleri Programı kapsamında CAS bünyesindeki araştırma merkezleri ile diğer ANSO üyesi kuruluşlar arasında gerçekleşecek araştırma projeleri ANSO tarafından desteklenmektedir. 

2. ANSO Ortak Araştırma Projeleri: 

ANSO tarafından her yıl tüm ANSO üyelerine Araştırma Projeleri Başvuru Duyurusu iletilmektedir. Tarafımızca bu duyurular TÜBİTAK’ın tüm merkez birimleri ve enstitülerine iletilmekte olup, genellikle öncelikli alanlar odağında destek verilmektedir. 

B. 2022 ANSO Kapasite Oluşturma Destekleri

Kapasite Geliştirme, dünya çapında yetenekler için eğitim, öğretim ve değişim fırsatları sağlayarak BT yeteneğini geliştirmeyi amaçlayan ANSO'nun başlıca yaklaşımlarından biridir. ANSO Genç Yetenekler Bursu ve ANSO Eğitim Projeleri ile ANSO Mega-Bilim Tesislerinde Ziyaret Bursu başlıklı programlar tasarlanmış ve başlatılmıştır.

ANSO tarafından her yıl CAS altındaki kuruluşlardan olan USTC (University of Science and Technology of China) ve UCAS (University of Chinese Academy of Sciences)’da araştırma yapmak üzere master ve doktora seviyelerindeki araştırmacılar için bir burs programı duyurusu yapılmaktadır. 

2. ANSO Mega-Bilim Tesislerinde Ziyaret Bursu

ANSO tarafından Çin’de bulunan mega-science merkezlerinde çalışmak üzere bir burs programı açılmıştır. 

3. ANSO Eğitim Programları (http://www.anso.org.cn/programmes/capacityBuilding/) 

1707 2024-1 çağrılarına başvuru yapan 27 proje önerisinin değerlendirme süreci tamamlanmıştır. 18 projenin desteklenmesine karar verilmiş, 1 projenin değerlendirme süreçleri ise devam etmektedir. Çağrılar kapsamında kabul oranları aşağıda sunulmaktadır:

• 1707 Sipariş Ar-Ge 2024-1 kabul oranı: %70 (20 başvuru 14 kabul)

• 1707 BİGG Ortaklı Sipariş Ar-Ge 20214-1 kabul oranı %80 (5 başvuru 4 kabul)

* Kritik tespitle reddedilen ve değerlendirme süreci devam eden projeler kabul oranına dahil edilmemiştir.

Projeleri desteklenen kuruluşlarımızı tebrik eder, ret kararı verilen kuruluşlarımıza ise başvurularını revize ederek, açılacak olan 1707 Sipariş Ar-Ge 2024 yılı 3.dönem çağrılarına başvuruda bulunabileceklerini hatırlatmak isteriz.

Projelerin değerlendirme süreçlerinde görev alan Kurul üyelerimize ve hakemlerimize değerli katkılarından dolayı teşekkür ederiz.

Firmalar proje önerileri ile ilgili son duruma eteydeb.tubitak.gov.tr adresi üzerinden, proje bilgileri sayfasından erişebilirler.

Kabul edilen projeler için destek karar yazıları KEP adreslerine, ayrıca sözleşmeler ile birlikte kargo ile kuruluşunuza, reddedilen projeler için gerekçeli ret kararı kuruluşların KEP adresine gönderilecektir.

Ülkemiz özel sektör kuruluşlarının, araştırma-teknoloji geliştirme, teknoloji yönetimi ve yenilikçilikte uluslararası düzeyde rekabetçi bir yapıya ulaşmalarına katkı sağlamak için TEYDEB tarafından birçok destek programı bulunmaktadır. 

Mevcut destek programlarından farklı olarak 2024 yılında Türkiye’de yerleşik KOBİ'ler ve büyük ölçekli sermaye kuruluşlarının yenilikçi ve Ar-Ge niteliği yüksek projelerinin mali destek verilmeden Ar-Ge içeriği, yenilikçi yönü, proje iş ve maliyet planlaması ile proje çıktılarının ekonomik yarara ve ulusal kazanca dönüşebilirliğinin değerlendirilmesi ve izlemesinin yapılmasını amaçlayan 1701-Ar-Ge Proje Değerlendirme ve İzleme Çağrısı açılacaktır.

Bu çağrı ile birlikte, TÜBİTAK’tan mali destek almadan projelerini hedefleri doğrultusunda başarıyla tamamlayan firmalar, ülkemizdeki mevcut diğer teşviklere başvurma ve bu teşviklerden yararlanma fırsatı elde edebilecektir. Ayrıca, kuruluşların kendi öz kaynaklarıyla proje yürütebilmesi, proje maliyetlerini doğru şekilde planlayarak finansal performansının arttırılmasına imkan sağlanacaktır. Çağrı kapsamında kuruluşların Ar-Ge ve yenilik projeleri yapabilme yetkinliğinin sürdürülebilir olması, yüksek katma değerli teknolojik ürün geliştirme çalışmalarına yönlendirilmesi, proje çıktılarının sürdürülebilir ekonomik büyümeye katkı sağlaması beklenmektedir.

1701-Ar-Ge Proje Değerlendirme ve İzleme Çağrısının ilki 2 Eylül 2024’te açılacaktır. 

Bu  çağrı kapsamında;

• Sektörüne bakılmaksızın Türkiye’de yerleşik KOBİ'ler ve büyük ölçekli sermaye şirketleri başvuruda bulunabilecektir. 

• Ortaklı başvuru yapılabilecektir.

• Başvuru yapılacak projelerin bütçesi en az 5.000.000 TL olup  proje bütçesi üst sınırı bulunmamaktadır.

• PRODİS üzerinden yapılan başvuruda proje başına Başkanlığımızca belirlenen miktar kadar başvuru ücreti alınacaktır. 

• Çağrı kapsamına başvuru yapacak firmaların,  proje bütçesi ve projenin ayrıntılı gider kalemlerini proje öneri formunda sunması beklenmektedir.

Referans Mektubunu Sisteme Yükleme: Referans mektupları başvuru sistemine adayın başvuru sırasında belirttiği referanslar tarafından yüklenecektir. Başvuru sahibi referans verecek kişiler ile ilgili bilgileri sisteme girdikten sonra sistem tarafından referanslarına e-posta atılması işlemini tamamlayacaktır. Sistem tarafından yalnızca 1 defa e-posta gönderilebilecektir. Referans mektupları sisteme eklenmeden başvuru onaylanamamaktadır. Referans mektuplarının başvuru son tarihi mesai bitiminden önce sisteme eklenmesi başvuru sahibinin sorumluluğundadır. Referans olarak eklediğiniz kişilere e-posta gönderildikten sonra değişiklik (güncelleme) yapılamayacaktır.

Türkiye Yeşil Sanayi Projesi kapsamındaki Ar-Ge ve Yenilik desteklerinde "Yeşil Büyüme Teknoloji Yol Haritası” ve İklim Şurası Bilim ve Teknoloji Komisyonu kapsamında belirlenen konu başlıklarına odaklanan projeler desteklenecektir.

Sanayi ve Teknoloji Bakanlığı ile işbirliği içinde TÜBİTAK tarafından, ilgili tüm kamu, özel sektör ve akademiden paydaşlarla birlikte 2023 yılında “Yeşil Büyüme Teknoloji Yol Haritası” hazırlanmıştır. Yol Haritası kapsamında karbon emisyonu açısından ön plana çıkan ve pek çok sektör için kritik girdileri sağlayan demir-çelik, alüminyum, çimento, kimyasallar, plastik ve gübre olmak üzere 6 sektör kapsanmıştır.

Bu sektörlerdeki konulara ek olarak, daha geniş bir bakış açısıyla İklim Şurası Bilim ve Teknoloji Komisyonu çalışmaları kapsamında “Temiz ve Döngüsel Ekonomi”, “Temiz Erişilebilir ve Güvenli Enerji Arzı”, “Yeşil ve Sürdürülebilir Tarım”, “Sürdürülebilir Akıllı Ulaşım” alanlarında belirlenen geniş kapsamlı konulardaki projeler de desteklenecektir.

Desteklenecek tüm Ar-Ge ve yenilik konularına aşağıdaki bağlantıdan erişebilirsiniz:

Millî Eğitim Bakanlığı, Türkiye Bilimsel ve Teknolojik Araştırma Kurumu (TÜBİTAK) ve Türk İş birliği ve Koordinasyon Ajansı Başkanlığı (TİKA) iş birliğinde 2026 yılında 18’incisi düzenlenecek Uluslararası MEB Robot Yarışması’nın teması “Yeşil Vatan, Mavi Gelecek” olarak belirlenmiştir. Yarışma, 6-8 Mayıs 2026 tarihleri arasında Antalya’da yapılacaktır.

18. Uluslararası MEB Robot Yarışması; ülkemizde mesleki ve teknik eğitimdeki niteliğin artırılması, toplumda bu alanda farkındalık oluşturulması, ortaokul ve dengi okullar, ortaöğretim ile yükseköğretim öğrencilerinin eğitim süreçlerinde edindikleri bilgiyi beceriye dönüştürebilmeleri, ürün geliştirebilmeleri, bilimsel düşünebilmeleri, girişimci ve rekabetçi bireyler olarak yetiştirilmeleri, öğrencilere endüstriyel ve teknolojik gelişmelerin tanıtılması, sergilenmesi ve bu konudaki deneyimlerinin paylaşılması, öğrencilerin kendilerine güven duyabilmeleri, sosyal ilişkilerde anlayışlı ve saygılı olabilmeleri amaçlarıyla düzenlenmektedir.

Mesleki eğitimi tanıtma ve mesleki eğitime yönlendirme kapsamında bu yılki yarışmada ortaokul ve dengi okullarda eğitim gören öğrenciler belirlenen kategorilerde yarışmaya katılabilecektir.

Programa başvuracak araştırmacıların başvurunun ilk günü itibariyle yurt içinde çalışıyor olması gerekmektedir.

Başvuru tarihi itibariyle aşağıdaki çalışma deneyimlerinin herhangi birinin sağlanması gerekir.

• Alınan doktora derecesi üzerinden 7 yıl geçmemiş olan, bu dönem içerisinde 1 ila 4 yıl araştırma deneyimine sahip ve 40 yaşını* doldurmamış kariyerinin başında olan araştırmacılar.

• Özel sektörden başvuran araştırmacılardan en az 1 yılı özel sektörde olmak şartıyla lisans sonrası 4 yıl tam zamanlı araştırma deneyimi olan araştırmacılar (Tamamlanmış tezli yüksek lisans eğitimi süresinin en fazla 1 yılı, tamamlanmış doktora eğitimi süresinin en fazla 3 yılı bu kapsamda değerlendirilir.)
   

Aşağıdaki 1,2,3,4 bendlerinden en az 2’sinin sağlanması gerekmektedir:

1. Yürütücünün yayın sayısının** en az 5 olması koşuluyla tüm yayınlarının** en az %50’sinin en fazla atıf alan %25’lik dilimde/Q1’de bulunan dergilerde yer alması

2. Araştırmacının Scopus Alan Ağırlıklı Atıf Etkisi (FWCI) veya WoS Kategori Normalize Atıf Etkisi (CNCI) değerinin*** 1’den büyük olması

3. Yürütücünün tamamlanmış**** Avrupa Araştırma Konseyi (European Research Council-ERC) projesi olması veya Ufuk 2020 kapsamında araştırma ve yenilik aksiyonu ile yenilik aksiyonu (RIA/IA) projelerinde koordinatör olarak yer almış olması veya Marie Skłodowska Curie Aksiyonu kapsamında projesi olması (MSCA) (IF, RISE)

4. TÜBİTAK Teşvik Ödülü veya TWAS Teşvik Ödülü veya TÜBA GEBİP Ödülü alınmış olması

*Kadın başvuru sahiplerinde her doğum için bir yıl ilave edilir.

****Projeleri 2023 yılı sonuna kadar tamamlanacak araştırmacılar da programa başvurabileceklerdir.

2509–Fransa Dışişleri Bakanlığı ile İkili İşbirliği Destek Programı (Bosphorus) 2025 yılı çağrısı değerlendirme süreci sonuçlandı. TÜBİTAK ve Fransa Dışişleri Bakanlığı tarafından desteklenmesine karar verilen toplam 8 proje aşağıda listelenmektedir.

Destek üst limiti, Proje Teşvik İkramiyesi (PTİ) hariç 425.000 TL (KDV dâhil)’dir.

Proje için gerekli makine-teçhizat, sarf giderleri, konaklama, iaşe veya taşıt kiralama hizmetleri, seyahat giderleri, etüt-bilirkişi ekspertiz giderleri (eğitmen, rehber, sağlık personeli vb.), bilimsel toplantı katılım ücreti ve organizasyon giderleri maliyet kalemleri arasında yer alır.

Etüt-bilirkişi ekspertiz giderleri (eğitmen, rehber, sağlık personeli başına) ile ilgili olarak; görev alan kişiye proje bazında yapılacak ödemeler için belirlenen üst sınırlar (TL):

Projede görev alan kişilerin (proje ekibi ve katılımcıların), iaşe ücreti üst sınırı bir kişi için KDV dâhil en fazla 900 TL/gün (500 TL/öğün), konaklama bedeli ise belgelenmesi karşılığında 1.800 TL/gün’dür.

Katılımcılardan alınacak katkı payı 400 TL’yi geçemez. Alınacak katkı paylarının bütçeye gelir kaydedilmek üzere, projenin yürütüldüğü kurum/kuruluşun banka hesabına yatırılır.

Proje yürütücüsüne, proje konusuyla ilgili olmak üzere yurt içi/yurt dışı toplantılarda tebliğ vb. sunmak amacıyla Bilim ve Toplum Başkanlığı Destek Programları Müdürlüğü’nden onay alınması halinde proje başına yalnızca bir kişiye en fazla 2.100 TL ödenek verilebilir. Bu ödenek kişinin konaklama, bilimsel toplantılara katılım, iaşe ve ulaşım giderlerini kapsar. Sunumlarda TÜBİTAK desteğinin belirtilmesi beklenir.

2515 - COST Action Members R&D Support Program aims at funding the R&D projects of Management Committee and/or Working Group Members of Türkiye in ongoing COST Actions.  The R&D projects need to be compatible with the Action topic.

Applications can only be made by individuals who serve as Management Committee/Working Group members in Actions.

The results of the 1832 Green Transformation in Industry 2024-3 Call, which was opened within the scope of the World Bank Turkey Green Industry Project and aims to support the green transformation of our country's industry, have been announced.

We congratulate our organizations whose projects were supported and would like to remind that rejected projects can be revised and applied to the new calls of the 1832 program.

Companies can access the latest status of their project proposals from the project information page at eteydeb.tubitak.gov.tr

Within the scope of this programme, the support rate is 60% for large-scale companies and 75% small and medium-sized enterprises.

Supported costs in this programme are listed below.

a) Personnel costs,

b) Travel costs,

c) Tools, equipment, software and technical documents costs,

d) Materials and consumable costs,

e) Consultancy or other service costs,

f) R&D service costs.

Unless otherwise stated in the international call, there is no limitation on the project duration and project budget.

TÜBİTAK International Industrial R&D Projects Grant Programme (1509) Implementation Principles are valid for the projects that will apply to this programme. In addition, in project applications, firstly, the explanations on the web page of the relevant international programme should be examined and the application rules and procedures of international programme should be followed.

Points to be Considered Before Application

The project application must be made via the Project Application System (PBS) and with e-signature.

ARBIS Registration

Principal investigators (PI), researchers and consultants (including foreign researchers and consultants) must be registered in the TUBITAK Researcher Information System (ARBIS) and their records must be up-to-date.

Electronic signature

Since the application must be made with e-signature, PIs, researchers and consultants (except for foreign researchers and consultants) in the project team, right holders outside the project team and all executive/participating institution/organization officials must have qualified electronic certificates.

Residence Requirement

PIs and researchers (excluding researchers from abroad) must reside within the borders of the Republic of Turkey. (A foreign national can take part in the project as an executive/researcher, provided that he/she works in an institution/organization within the borders of the Republic of Turkey.

Institution of PI

The researchers who work for non-governmental organizations (foundations, associations, etc.), unions, chambers and commodity exchanges and their economic enterprises; cooperatives, sole proprietorships and ordinary partnerships cannot apply.

Requirements and Limits to Take Part in Projects

If the limits for taking part in projects are exceeded, they cannot be assigned as PI, researcher or consultant.

A person cannot apply for another project as a coordinator within the scope of Innovative Solutions Research Projects Support Program in Social and Human Sciences before the evaluation process of the project proposal in which he or she is a coordinator is completed. .

Rector, Vice-Rector, Chief Physician, Deputy Chief Physician, Hospital Manager, Minister, Deputy Minister, General Manager, Deputy General Manager, Provincial Director of National Education cannot act as principal investigator if their duties continue at the time of application, they can work as researchers in a maximum of 3 projects.

Application Form and Attachments

The forms, which are to be uploaded to Project Application System (PBS) (Application form and its attachments that are “Annex-1 References”, and Annex-2 Budget and Justification), should be downloaded from the website of the program, and all items in the up-to-date forms should be filled completely in Turkish (except for the English abstract and the international publications given in references).

The application form should contain sufficient information to evaluate the project scientifically, and should not exceed 22 pages excluding "Annex-1 References" and "Annex-2 Budget and Justification".

The list of references presented should be associated with the text, and all the works cited in the project proposal should be included in the bibliography.

The figures in the "General Budget Table" in the "Annex-2 Budget and Justification" section should be compatible with the amounts in the detailed budget tables.

*It is possible for foreign nationals to fill in the Application Form and its annexes in English; however, the language to be used in the Application Form and the Progress and Results Reports expected to be prepared during the monitoring process must be the same.

TUBITAK Headquarters/Institutes

If there is a PI/researcher/consultant from TUBITAK Centers/Institutes in the project team; obtaining permission from the President of TUBITAK for the said persons, entering the date/number information of the signed "Presidential Approval Letter" into the relevant field in the electronic application system during the application, and sending the said letter to the Research Support Programs Directorate Support Programs Monitoring and Coordination Directorate via the Electronic Document Management System (EBYS). must be shipped.

Points to be Considered During Application

Application Approval and Completion of E-Signature Process

The application steps in the Project Application System (PBS) must be completed fully. It is necessary to make sure that the files uploaded to the system are opened and are the correct documents. Likewise, the authority of the establishment must be defined in accordance with the following rules. In addition, it is necessary to make sure that the electronic application has been approved and that the electronic signature process has been completed.

Universities and affiliated Hospitals/Institutes etc. Rector or Vice Rector authorized by him in institutions,

In Hospitals with Affiliation Agreements with Universities; Hospital Manager, Chief Physician or Deputy Chief Physician authorized by him, regardless of the location of the staff,

In municipalities, the Mayor, the Secretary General or the Deputy Secretary General authorized by him;

General Manager or Deputy General Manager authorized by other institutions.

Impacts of Project

In the "Project Information" step of the Project Application System, for the question "Which target and policy among the 11th Development Plan objectives and policies do the results to be obtained from your proposed project studies have the potential to serve?" selection of at least one and the application form "6.2. When filling out the section titled "Information Regarding the Impacts Forecasted to be Obtained from the Project", the possible impacts of the project should be explained in detail, specific to the selection made here.

Project Proposal Modification Form

If an application was made to the Innovative Solutions Research Projects in Social Sciences and Human Sciences support program with the same/similar project proposal and the project was not found appropriate as a result of the panel evaluation,

In the Project Application System, the question "Has an application been made to our Institution before with this project proposal" should be answered as "Yes". In line with the answer given, the fields to be opened must be filled in, taking into account all the changes and corrections specified in the panel report. The “Project Proposal Change Notification Form” is automatically created by the system in line with the information entered.

Cooperation Form

Within the scope of the Innovative Solutions in Social and Human Sciences Research Projects Support Programme, it is encouraged to establish an effective cooperation with the end users, who are the target group that will benefit from the project results, throughout the project. If an application is to be made in cooperation with the end user, the form must be filled in with the relevant Public/Private Organization/Archive Provider/Municipal/NGO and uploaded to the relevant field in the "Additional Files" step of the Project Application System (PBS), signed by the relevant institutions. required. Collaborative projects that are deemed appropriate after the evaluation will be given additional points and will be supported with priority. There is no need to fill out this form for projects without cooperation.

Completed Projects (Appendix-3)

Projects completed by the project team with the support of TÜBİTAK, university or other institutions/organizations and projects that they are currently carrying out or have applied for support must be entered into the Project Application System in full. The "Annex-3 Project Team's Other Projects" document is automatically created by the system in line with the information entered.

Waiver Form

In case the projects that were previously submitted to our Institution but rejected/returned are submitted again with the same/similar content, the persons who were named as beneficiaries in the first submitted project but not mentioned in the newly submitted project proposal should be added to the system in the relevant application step. The "Waiver Form" is automatically created by the system in line with the information entered. The document in question is opened for the electronic signature of the persons concerned during the electronic signature process if the persons leaving the project team are in the country at the time of application, and if they are abroad, they are expected to approve the document via the link to be sent to them.

Resumes

Resumes of principal investigators, researchers and consultants (including foreign researchers and consultants) are automatically created by the system in line with ARBIS information. A separate area is created in the system so that foreign researchers and consultants can upload their preferably detailed CVs.

Foreign Researcher Information Form

If there is a foreign researcher in the project team, the information requested in the electronic application system (the reason for being included in the project and the contribution it will make to the project, the time it will take place in the project, the monthly gross salary abroad, the cost of travel to and from) must be filled in completely. The "Foreign Researcher Information Form" is automatically created by the system in line with the information entered.

Foreign Researcher Participation Letter

If there is a foreign researcher in the project team, the "Foreign Researcher Participation Letter" is automatically created by the system and opened to the approval of the foreign researcher via the link to be sent via e-mail. In order for the application to be evaluated, the document in question must be approved by the foreign researcher.

Project Application Permission Form for University Lecturers Working in Companies Operating under the Law on Technology Development Zones No. 4691

If university lecturers working within companies operating within the scope of the Technology Development Zones Law No. 4691 make an application through the company they work for, the permission form to be submitted is automatically created by the system in line with the information entered in the relevant application step, and is opened to the electronic signature of the relevant persons( i.e., company and university establishment officials) during the electronic signature process.

With the same/similar project proposal, an application has been made to the Innovative Solutions Research Projects Support Program in Social and Human Sciences, and if the project is not supported as a result of the panel evaluation, the "Project Proposal Change Notification Form" must be filled in, and the system will automatically submit it in line with the information entered in the Electronic Application System.

In case the projects that were previously submitted to our Institution but rejected/returned are presented again with the same/similar content, the "Waiver Form" has not been submitted for the persons who were named as beneficiaries in the first submitted project but whose name is not mentioned in the newly submitted project proposal,

The textual expressions in the project proposal have a great deal of similarity with the expressions in the projects previously submitted to our Institution (including projects in effect/concluded or in the status of proposal),

If the people in the project team have projects with the same/similar content submitted to TÜBİTAK or a different institution/organization, in effect/concluded or in the case of a proposal, "Annex-3 Other Projects of the Project Team", which is automatically created by the system in line with the information entered in the Electronic Application System. the document is not completed,

The subject headings in the application form do not contain sufficient information to evaluate the project scientifically,

The majority of the references presented are not associated with the project text, the majority of the studies cited in the project proposal are not included in the bibliography,

If required within the scope of the project, the following documents should be submitted completely and in the desired format until the specified date after the support decision.

Intellectual Property Rights Protocol

Arrangement of an Intellectual Property Rights Ownership Protocol between the people in the project team and the institution/organization where the project will be carried out, in order to determine the real/legal person(s) who will have the right on this intellectual product in case an intellectual product emerges during or as a result of the project. The wet-ink signatures of the persons concerned must be present in the said Protocol.

Ethics Committee Approval, Legal and Private Permits

Since it is obligatory to submit the said documents by the determined deadline, applications to the relevant authorities should not be delayed and care should be taken to ensure that the documents comply with the required criteria. SME (Small and Medium Business) Declaration

In case the managers and partners of the capital companies and SME businesses that have not reached the conditions of being a Small and Medium-Sized Enterprise (SME) are involved in the project, an SME Declaration must be submitted.

Proforma invoice

Proforma invoices for the requested machinery-equipment and service procurement expenses must be submitted. (Proforma invoice is not required for consumables.)

Please note that if an appeal is made to the TÜBİTAK Communication Center (TÜBİMER), no application can be made to any support program with the same project proposal before the TÜBİMER process is completed

The European Molecular Biology Organization (EMBO) provides various scholarship and support programmes for scientists working in the field of life sciences. These programmes, which are financed by the European Molecular Biology Conference (EMBC) Member States and EMBC/EMBO global partners, provide grant, accommodation and networking support to the researchers.

Scientific Exchange Grants provide funding to researchers working in the field of life sciences to conduct research visits to laboratories in countries that are EMBC members or EMBC/EMBO global partners.

Eligibility:

• Being an active researcher at any stage in their career with at least 1 year of graduate research experience at the time of application;

• Not applying for an exchange between two laboratories within the same country;

• Not applying to work in a laboratory that the applicant has previously worked or visited;

• Not applying to attend courses, workshops or symposia;

• Returning to their own laboratory upon the completion of the scientific exchange and staying there for at least 6 months.

Benefits:

• Grant is awarded for visits of 1 week up to 3 months.

• Grantees can stay longer than 3 months (with a maximum of 6 months) during their visits, but the EMBO grant must be used for the first 3 months of the visit.

• Grant contributes towards travel costs and subsistence of the fellow but not of any dependents with the subsistence rate depending on the country being visited.

• No fund can be provided for additional expenses other than these items.

• Applications must be made directly to EMBO through the application system.

• Applications are accepted throughout the year. At minimum, applications must be submitted 30 days before the start date of the research visit. However, it is recommended to apply 3 months before the proposed starting date.
