Initiation of the Fellowship

The fellow is obliged to initiate the research and fellowship within 12 months of the date of the award letter. The status of the fellows who cannot start their research due to health, natural disaster and similar force majeure and other reasons can be evaluated by GYK and the fellowship initiation period can be deferred up to 6 months at the most. A fellow who does not begin his/her research within 12 months without the decision of the GYK cannot claim any rights on the fellowship.

Required Documents to Initiate the Fellowship

  • Letter of Commitment signed by the researcher and the academic advisor(s) at the host institution in which the research will be carried out and

  • If the research requires, an Ethics Committee Approval from any relevant Ethics Committee should be submitted to BİDEB. 

After the submission of the above-mentioned documents to BİDEB, support payments of the fellow will be initiated based on the starting date of the research. The start date of the research must be the first day of the month in which the research will start.

Liabilities

General Provisions

  • Notifications are generally made electronically by TÜBİTAK BİDEB. For this reason, it is necessary to provide an electronic address suitable for notification and to keep the contact information up to date.

  • Selected candidates will be sent an official award letter signed by TÜBİTAK-BİDEB. The fellow is obliged to initiate the research and fellowship within 12 months of the date of the award letter. The status of the fellows who cannot start their research due to health, natural disaster and similar force majeure and other reasons can be evaluated by GYK and the fellowship initiation period can be deferred up to 6 months at the most. A fellow who does not begin his/her research within 12 months without the decision of the GYK cannot claim any rights on the fellowship.

  • The fellow is obliged to report all kinds of fellowship or financial support, which are received from another institution in Türkiye during the fellowship period to BİDEB within 15 days from the starting date of the support. If the fellow has some financial support received from another institution, the amount of the support within the scope of this programme might be separately determined by the GYK.

  • The fellows have to maintain their research studies full-time during the fellowship period. The fellow is obliged to inform TÜBİTAK about any short or long-term visits away from the host institution and the duration of such visits within 10 days of the occurrence causing the time away. Duration of time away for less than 15 days per year shall not interrupt the fellowship payment. For any durations longer than 15 days GYK and the Presidency may consider temporary suspension, repeal or cancelation of the fellowship. In such a scenario, any stipend paid for this period will have to be returned to BİDEB by the fellow.

  • Those who receive fellowship within the scope of this programme cannot receive project incentive bonus (PTI), fees, royalties, and similar financial support from other projects supported by TÜBİTAK at the same time.
    In the case of those who receive or are eligible to receive fellowship from other programmes of TÜBİTAK, this situation should be reported to TÜBİTAK in writing by the fellow. If otherwise determined, the fellow is obliged to pay back the entire fellowship amount to BİDEB along with the legal interest.

  • In case of non-compliance with the obligations, action is taken in accordance with the provisions of this Call Announcement and the Letter of Commitment. 

Progress and Final Reports

  • In relation to their research, the fellows should upload progress and final reports to the online monitoring system on the dates specified by TÜBİTAK. It is sufficient to upload the reports to the online monitoring system and it is not required to deliver them to BİDEB by post.

  • A progress report is not requested from the fellows whose support periods are less than 10 months, and it is sufficient for them to upload their final reports to the online monitoring system on the dates specified by TÜBİTAK. Fellows whose support period is determined as 10 months and more are required to upload progress report(s) every 6 months following the start date of their research and a final report within 2 months of the end date of their research.

  • Progress reports can be uploaded to the online monitoring system no more than 10 days after the submission dates specified by TÜBİTAK. In case of any delay of the submission of progress reports, the fellowship payments will not be paid and the fellow will be given an additional period of 2 months. The fellowship payments of the fellows who submit their progress reports within the given time period will continue where they left off. The support given to the fellows who do not submit their progress reports to BİDEB within 2 months without relying on force majeure reasons may be repealed or canceled with the decision of the Group Executive Committee (GYK) and the approval of the Presidency.

  • If the final report is not uploaded to the online monitoring system within 2 months following the research end date, the fellow can request additional time with a reasoned and signed petition. If the request is considered appropriate by the GYK, additional time may be given for the completion of the report. The fellowship support of the fellow who does not submit their final reports to BİDEB in the additional time given, can be repealed or canceled by the GYK decision and the approval of the Presidency.

  • Progress and final reports are evaluated by academic experts to be assigned by BİDEB. Reports that are not sufficient as a result of the evaluation are requested to be revised within 2 months. The support of the fellow who does not send the necessary revisions within the given time period or whose revised reports are not accepted can be repealed or canceled by the decision of the GYK and with the approval of the Presidency. 

  • TÜBİTAK support must be stated in the publications within the scope of the programme and, if available, the publication should be uploaded to the online monitoring system in addition to the progress and final reports. It is mandatory to indicate TÜBİTAK logo in all kinds of announcements and publications (except for cases that the logo cannot be used due to the applicable legislation such as theses and articles). TÜBİTAK logo must be used in accordance with the forms and standards given on the TÜBİTAK website.

Change of Host Institution, Mentor or Research Title

  • In case of a request to change the host institution or the academic advisor(s) in Türkiye, the fellow should apply to BİDEB  submitting the following documents:
    Request Form to Change of Host Institution/Academic Advisor(s). The fellow and the current, and the new academic advisor(s) in Türkiye must be signed the relevant parts of the form.
    The acceptance letter from the highest authority of the new host institution in which the research will be conducted.

If GYK decision approves the request, the transfer can proceed. Following the approval, the Letter of Commitment of the fellow will be renewed.

  • In case the fellow requests to make changes on the research title without changing the research subject to which it is entitled to support, the fellow must apply to BİDEB along with a letter of justification signed by the fellow and the academic advisor(s) in Türkiye. With the GYK approval, the research title can be changed.

Fellowship Extension, Suspension and Early Cessation

  • It is essential for the fellows to complete his/her research successfully within the fellowship period assigned by TÜBİTAK. If fellows, who are supported for less than the maximum support period wish to extend their fellowship, they should deliver the following documents to BİDEB 2 months before the end date of the fellowship period:
    Request Form for Fellowship Extension. The form must include the summary of the research carried out by the fellow during the period of support and justification for the fellowship extension. The form must be signed by both, the fellow and academic advisor(s) in Türkiye.
    A detailed research report on the studies that will be carried out within the requested period. This report should be prepared in the “Progress Report” format in the Application Forms available on the official programme website.

If the request for extension is deemed appropriate by GYK, it will be finalized with the approval of the TÜBİTAK Presidency. The extended period cannot exceed fifty percent of the initially awarded support period of the fellowship

  • In the event of a situation requiring the suspension of fellowship based on force majeure, the fellow and the academic advisor(s) in Türkiye must apply to BİDEB with a justification within 20 days from the date of the incident. Fellowship support can be suspended if GYK deems appropriate. The suspension period may be up to 12 months during the support period and no payment will be made to the fellow during this period. Upon request of the fellow and the academic advisor(s) in Türkiye regarding the resumption of the discontinued support, if deemed appropriate by the GYK, the fellowship support will recommence and the suspension period will be added to the fellowship period.

  • In the event that no request is submitted by the fellow and the academic advisor(s) in Türkiye for the resumption of support within the suspension time, the support of the fellow can be repealed or canceled by the decision of the GYK and with the approval of the Presidency.

  • If the fellow wants to leave the programme earlier than the end date of the fellowship without completing the research, the fellow and academic advisor(s) in Türkiye must apply to BİDEB with appropriate justification. In the case of abandonment of the fellowship without successful completion of the programme the following conditions will apply:
    The fellowship stipend will no longer be paid from the date of abandonment. If a payment was already made, the fellow must refund it.
    The final report that is prepared for research results and outputs obtained until the date the research was stopped must be uploaded to the online monitoring system within 2 months.
    The fellowship support will be repealed or canceled by the decision of the GYK and the approval of the Presidency.
     

  • If the fellow completes the research earlier than the end date of the fellowship, the fellow and academic advisor(s) in Türkiye must apply to BİDEB with a justification. In case of early completion of the research the following applies:
    The monthly fellowship payments will not be paid from the date of completion. If a payment was already made, the fellow must refund.
    The support of the fellow is terminated with GYK decision and with the approval of the Presidency, based on the approval of the final report as a result of the monitoring evaluation by scientific experts.

Ethical Rules

  • The fellow and the academic advisor(s) in Türkiye must comply with universal scientific research and scientific publishing rules during the conduct of the research. Where necessary, it is obligatory to obtain the Ethics Committee Approval document and the legal permission from the relevant institutions for the research to be done.

  • In case of a violation of the above-mentioned rules, legal actions shall be carried out in accordance with the provisions of TÜBİTAK Directive ın Research and Publication Ethics Committee (AYEK).

Other Provisions

  • There is no retroactive payment to the fellows who choose to arrive to Türkiye by their own means before the date on the acceptance letter.

  • Travel payments and private health insurance costs to Türkiye are covered by the fellow. After the fellowship support is started, the relevant payment documents must be delivered to BİDEB. Travel and private health insurance costs are paid to the fellow within the upper limits set by TÜBITAK.

When and how can I apply?

All applicants must register in the Researcher Information System (ARBIS), designed and developed by TÜBİTAK from the following link ARBIS before submitting their application electronically via TÜBİTAK fellowship application portal, which can be reached at TYBS ​​within the dates announced in the call announcement.

What is the application deadline?

Please see “application dates” module on the programme website. The time limit for the deadlines is 17:30, Istanbul Time, unless otherwise stated.

Are master students eligible for this program?

No, they are not eligible.

Are Turkish citizens with dual citizenship eligible for this program?

No, they are not eligible.

What should I do when I encounter a problem in the ARBIS system during the application?

Can I apply by submitting the required documents without an online application?

No. The applications for the program can be made only online during the determined application process. Documents sent by post during the application period are not accepted.

Who is the highest official of a university or research institution in Türkiye from which the invitation letter can be obtained?

In the case of public and foundation universities, the rector or the authorized vice-chancellor; the director of the public research centers in Türkiye.

BİDEB 2247-A Ulusal Lider Araştırmacılar Programı 2023 Yılı Başvuru Sonuçları Açıklandı!

2247-A Ulusal Lider Araştırmacılar Programı 2023 yılı kurumumuza yapılan başvurular ile ilgili değerlendirme süreci tamamlanmıştır. Sürece olan ilginizden dolayı teşekkür ederiz.

 


2023 yılı çağrısı için 2. aşama bilimsel değerlendirmeye alınan 95 kişiden 44’ü destek almaya hak kazanmıştır. Destek oranı %46,3’tür.

Başvuru sahipleri, başvuru durumları ile ilgili sonucu, BİDEB Başvuru ve İzleme Sisteminden (ebideb.tubitak.gov.tr) kullanıcı girişi yaparak “Başvurularım” alanından görebilirler.

Başvurulara ait resmi yazılar 5 Kasım 2024 tarihinden itibaren gönderilmeye başlanacaktır.

2023 yılı başvurularına dair bilgiler aşağıdaki gibidir:
Programa başvuruda bulunan toplam 193 araştırmacıdan 171’i birinci aşama değerlendirmesine alınmış ve 99 tanesi ikinci aşamaya geçmeye hak kazanmıştır. İkinci aşamada, başvuru yapan 95 araştırmacının tümü bilimsel değerlendirmeye alınmıştır. Toplamda 44 araştırmacı/proje desteklenmiştir. Programa başvuranların %22,8’i, ikinci aşama bilimsel değerlendirmeye alınan adayların %46,3’ü desteklenmiştir.

Desteklenecek araştırmacının, destek kararının bildirilmesinden itibaren en kısa süre içerisinde aşağıdaki belgeleri BİDEB’e göndermesi gerekmektedir:

  • Başvuru sırasında sistem tarafından otomatik olarak oluşturulan “Onaylı Başvuru Belgesi”nin ıslak imzalı hali

  • 1 adet proje önerisi (başvuru sahibi tarafından her sayfası paraflanmış olarak)

  • Başvuru sahibinin kamu araştırma merkezlerinde (Bakanlık ve diğer devlet kurumlarına bağlı araştırma enstitüleri ve merkezleri) çalışıyor olması halinde; ilgili kamu araştırma merkezinin bağlı olduğu kamu kuruluşunun en üst yetkilisinden alınacak onay yazısı,

  • Proje başlatılmadan önce etik kurul onayı, yasal/özel izin belgesi gerektirip gerektirmediği hususunun bir kez daha değerlendirilmesi önem arz etmektedir. Söz konusu onayların gerekliliği durumunda ilgili merciilere başvurularak temin edilecek belgelerin aslı veya aslı gibidir onaylı hali

Destek almaya hak kazanan araştırmacılar, projenin başlatılması için gerekli olan tüm belgelerini TÜBİTAK BİDEB’e gönderdikten sonra sözleşme işlemleri başlatılacaktır.
 

Program kapsamında burs alan doktora öğrencilerinin proje süresi sonunda henüz mezun olmamaları durumunda bursları 2211 Yurtiçi Lisansüstü Burs Programı kapsamında her iki programdan alacağı toplam bursun süresi 48 ayı geçmeyecek şekilde devam ettirilir. Bu kural, yürütülen projenin son 6 ayında projeye bursiyer olarak dahil edilenler hariç tutulacak şekilde uygulanmaktadır. Program kapsamında desteklenmekte olan araştırmacılarımıza önemle duyurulur.

 

 

10/01/2023 tarihinden itibaren geçerli olmak üzere; diğer kamu kurum/kuruluşları (MEB, YÖK, KYK, devlet üniversiteleri ve vakıf üniversiteleri vb.) tarafından verilen burslardan yararlananlar aynı anda bu programdan da tam burs ödemesi alabileceklerdir. Bursiyerlere yapılacak ödemeler hususunda program kapsamında desteklenmekte olan araştırmacılarımıza önemle duyurulur.

 

 

Program kapsamında burs alan doktora öğrencilerine, eğitim sürelerinin doktoraya kayıt tarihinden itibaren yüksek lisans sonrası doktora eğitimi için 12 yarıyılı, bütünleşik doktora eğitimi için ise 14 yarıyılı aşması durumunda burs ödemesi yapılmayacaktır. Bursiyerlere yapılacak ödemeler hususunda program kapsamında desteklenmekte olan araştırmacılarımıza önemle duyurulur.

 

2247-A Ulusal Lider Araştırmacılar Programı kapsamında bilimin ve teknolojinin her alanında ülkemiz açısından çığır açıcı nitelikte gelişmeler sağlamaya yönelik hedefler içeren, alanında önemli boşlukları giderebilme ve araştırmacılara yeni bir bakış açısı kazandırabilme fırsatı sunan, önemli bir keşif ve/veya buluş yapma potansiyeli olan projeleri gerçekleştirecek olan yurt içindeki bilim insanlarının çalışmalarının Türkiye’de sürdürülebilirliğinin sağlanmasına ve bu nitelikte sunulacak projelerine destek verilecektir.

This rule does not cover those who are included in the project as a fellow in the last 6 months of the project. ANNOUNCEMENT: Beginning from 10/01/2023; those who benefit from the scholarships given by other public institutions/organizations (MEB, YÖK, KYK, state universities and foundation universities, etc.) will be able to receive full scholarship payments from this program at the same time. Destek Kapsamı, Miktarı ve Süresi

Bu destek kapsamında bilimin ve teknolojinin her alanında ülkemiz açısından çığır açıcı nitelikte gelişmeler sağlamaya yönelik hedefler içeren, alanında önemli boşlukları giderebilme ve araştırmacılara yeni bir bakış açısı kazandırabilme fırsatı sunan, önemli bir keşif ve/veya buluş yapma potansiyeli projeleri gerçekleştirecek olan yurt içindeki bilim bilim insanlarının çalışmalarının Türkiye’de sürdürülebilirliğinin sağlanmasına ve bu nitelikte sunulacak projelerine destek verilmesi hedeflenmektedir. Projenin yürütüleceği kurum/kuruluşun başvuru tarihinde;

  • KOBİ ölçeğinde firma olması durumunda program kapsamında verilecek desteğin %25'i projenin yürütüleceği kurum/kuruluş tarafından,

  • Büyük ölçekli firma olması durumunda program kapsamında verilecek desteğin %40'ı projenin yürütüleceği kurum/kuruluş tarafından,

  • Vakıf Üniversitesi olması durumunda program kapsamında verilecek desteğin %25'i projenin yürütüleceği kurum/kuruluş tarafından,

  • Kamu Kurumu veya Devlet Üniversitesi olması durumunda program kapsamında verilecek desteğin %100'ü TÜBİTAK tarafından karşılanır.

Destek süresi 36 aydır.

The Scope of the Support, Amount and Duration

The scope of this program is to provide support for projects which having groundbreaking goals, offering the opportunity to meet significant gaps at scientific and technological areas and providing new perspective to researchers, and/or having potential of important discovery and/or inventions at every single area of science and technology; and for researchers working on these projects in Türkiye.

Within the scope of this program;

Duration of support is 36 months.

  • On the date of the application,
    In case of the institution that the project is carried out is a SME-run business, 25% of the support provided within the scope of the program must be covered by this institution/organization.

  • In case of the institution that the project is carried out is a large-scale company, 40% of the support provided within the scope of the program must be covered by this institution/organization.

  • In case of the institution that the project is carried out is a foundation university, 25% of the support provided within the scope of the program must be covered by this institution/organization.

  • In case of the institution that the project is carried out is a state agency or state university, all of the support provided within the scope of the program will be covered by TÜBİTAK.

Önemli Hususlar

Bir yürütücü bu programa aynı anda birden fazla proje önerisi ile başvuru yapamaz.

Bu programa yapılacak başvurular TÜBİTAK destek programlarından faydalanan yürütücü/araştırmacılara uygulanan projelerde görev alma kotasına dahil edilmez.

Son başvuru tarihi itibariyle 2244 Sanayi Doktora Programı ve 2247-B Avrupa Araştırma Konseyi (ERC) Projeleri Güçlendirme Desteği hariç BİDEB Araştırma Burs veya Desteklerinden yararlanmakta olanlar bu programa başvuru yapamaz.

Yürütücünün tekrar bu destekten faydalanabilmesi için bir Avrupa Araştırma Konseyi (European Research Council-ERC) projesini başarı ile tamamlaması beklenmektedir.

Başvuru öncesinde Araştırmacı Bilgi Sistemi (ARBİS) kaydı mutlaka güncellenmelidir.

Daha önce programa başvuru yapmış ve aynı proje önerisi ile yeniden başvuru yapacak araştırmacılar, projelerinde yaptıkları düzenlemeleri de başvuru sırasında belirtmelidir.

Desteğe hak kazanan araştırmacılar çalışmalarını yurt içinde yürüteceklerdir.

Verilecek burs desteği ile en az 2 nitelikli araştırmacı yetiştirilmesi gerekmektedir.

Important Notes
  • A coordinator cannot apply to this program with more than one project proposal at the same time.

  • Applications to this program are not included in the quota for projects applied to the coordinator / researchers benefiting from TUBITAK support programs.

  • As of the application deadline, those who benefit from BİDEB Research Scholarships or Supports cannot apply to this program, except for the 2244 Industry Doctorate Program and 2247-B European Research Council (ERC) Support Program.

  • The coordinator is expected to successfully complete a European Research Council (ERC) project in order to benefit from this support again.

  • The Researcher Information System (ARBİS) record must be updated before the application.

  • Researchers who have previously applied to the 2247-A program and will re-apply with the same project proposal should indicate the arrangements they made in their projects during the application.

  • Researchers who are entitled to receive support must conduct their research in Turkiye.

  • Within the scope of this program, researchers who are entitled to receive support must trained at least two qualified researchers.

Kimler Başvurabilir

Programa başvuracak araştırmacıların başvurunun ilk günü itibariyle yurt içinde çalışıyor olması gerekmektedir.

Başvuruların ilk günü itibariyle aşağıdaki çalışma deneyimlerinin herhangi birinin sağlanması gerekir (Çalışma deneyimi süresi, eğer birden fazlaysa ilk tamamlanan ihtisas alanı mezuniyetinden itibaren dikkate alınacaktır.).

  • Alınan doktora derecesi üzerinden 7 yıl geçmiş olan ve bir üniversitede en az öğretim üyesi veya kamu araştırma merkezinde ekip lideri veya bağımsız akademik araştırmalar yürüten*  araştırmacılardan en az 4 yıl süre ile araştırma deneyimine sahip olanlar

  • Özel sektörden başvuran araştırmacılardan lisans sonrası en az 3 yılı özel sektör bünyesinde çalışmak şartıyla 6 yıl tam zamanlı araştırma deneyimi olan araştırmacılar (tamamlanmış tezli yüksek lisans eğitimi süresinin en fazla 1 yılı ya da tamamlanmış doktora eğitimi süresinin en fazla 3 yılı bu kapsamda değerlendirilir).

Yukarıdaki ön şartlar için başvuru sahibinin başvuru esnasındaki beyanı dikkate alınacak olup, özgeçmiş bölümünün dikkatle ve açıklayıcı biçimde doldurulması gerekmektedir. Aykırı beyanın tespiti halinde başvurular değerlendirmeye alınmadan iade edilir ve/veya ilgili mevzuat hükümleri uygulanır.

Aşağıdaki 1,2,3,4 numaralı maddelerden en az 2’sinin sağlanması gerekmektedir:,

  1. Son 5 yıl dikkate alındığında yürütücünün, en fazla atıf alan %25’lik dilimde/Q1’de bulunan dergilerde en az 5 yayınının  yer alması 

veya 

Yürütücünün yayın sayısının** en az 10 olması koşuluyla tüm yayınlarının** en az %50’sinin en fazla atıf alan %25’lik dilimde/Q1’de bulunan dergilerde yer alması

  1. Araştırmacının Scopus Alan Ağırlıklı Atıf Etkisi (FWCI) veya WoS Kategori Normalize Atıf Etkisi (CNCI) değerinin***  ≥1 olması

  2. Yürütücünün tamamlanmış****  Avrupa Araştırma Konseyi (European Research Council-ERC) projesi olması veya Ufuk 2020 kapsamında araştırma ve yenilik aksiyonu ile yenilik aksiyonu (RIA/IA) projelerinde koordinatör olarak yer almış olması 

  3. TÜBİTAK Bilim, TÜBİTAK Özel, TÜBA Akademi ödülü alınmış olması

*Doktora  yapılan  alan  ile  ilgili  belgelendirilebilir  nitelikte  bireysel çalışma/araştırma dönemleri, kişinin araştırmacı/doktora sonrası araştırmacı olarak kendi çalışmalarını yürüttüğü dönemler, vb.

**Scopus tarafından tanımlanan uluslararası indeksli dergilerde yer alan makale ve derleme türündeki yayınlar veya WoS tarafından tanımlanan uluslararası indeksli dergilerde yer alan makale ve derleme türündeki yayınlar dikkate alınacaktır (Kaynak: Scopus-Scival CiteScore, SNIP, SJR; WoS-InCites)

****Projeleri 2023 yılı sonuna kadar tamamlanacak araştırmacılar da programa başvurabileceklerdir.

Terms of Application

Researchers who will apply to the program must be working in Türkiye as of the first day of the application.
As of the date of application, any of the following work experiences must be provided.

  • Researchers who received their doctoral degree at least 7 years ago and having at least 4 years of research experience and working as at least a faculty member at a university or a team leader in a public research center or researchers who have conducted independent academic research

  • Researchers from the private sector with 6 years of full-time research experience after their bachelor's degree, provided that they work in the private sector for at least 3 years (maximum 1 year of completed master's education with thesis or maximum 3 years of completed doctorate education is considered within this scope).

At least 2 of the following 1,2,3,4 options must be provided:

  1. Provided that the number of publications* of the executive is at least 10, at least 50% of all publications* are included in journals in the 25% / Q1 with the most citations

  2. Scopus Field Weighted Citation Impact (FWCI) or WoS Category Normalized Citation Impact (CNCI) value** of the researcher is greater than 1

  3. Having a completed *** European Research Council (ERC) project or has been a coordinator in the research and innovation action and innovation action (RIA / IA) projects within the scope of Horizon 2020

  4. Having received TUBITAK Science or TUBITAK Special or TUBA Academy award.
     

* Publications in the type of articles and reviews in internationally indexed journals defined by Scopus or articles and reviews in internationally indexed journals defined by WoS will be considered (Source: Scopus-Scival CiteScore, SNIP, SJR; WoS-InCites)
** In international indexed journals defined by Scopus, articles and reviews where the author is the first author, last author, responsible author and sole author (Scopus: SciVal) or articles and reviews in which the author is the first author, last author and responsible author in internationally indexed journals defined by WoS (WoS-Incites)
*** Researchers whose projects will be completed by the end of 2021 will also be able to apply for the program.
