Başvurular iki aşamada değerlendirilir.

1. Ön inceleme

Ön inceleme aşamasında programın başvuru koşulları doğrultusunda başvuru belgeleri kontrol edilmektedir. Başvuru koşullarından herhangi birini sağlamayan, belgeleri tam olmayan başvurular inceleme sonucunda iade edilir. Elden, faks veya elektronik posta ile gönderilen belgeler değerlendirmeye tabi tutulmaz.

2. Bilimsel değerlendirme

Bilimsel değerlendirme, konusunda uzman panelist veya dış danışmanlar tarafından, aşağıdaki kriterler esas alınarak yapılmaktadır.

   • Yürütücü ve eğitici kadronun yetkinliği
   • Hedef kitlenin uygunluğu ve niteliği
   • Öğretim yöntem(ler)i ve programın niteliği
   • Yaygın etki

Değerlendirme yalnızca sisteme yüklenen belgeler üzerinden yapılmaktadır. Bu nedenle her bir koşula ilişkin belge, açık ve belirlenen içerikte olacak şekilde başvuru formları aracılığıyla sisteme yüklenmelidir. Değerlendirme sonuçları ve destek taban puanları* GYK tarafından görüşülerek Başkanlığa sunulur. Desteklenecek başvurular ve destek miktarları Başkanlık onayı ile kesinleşir. TÜBİTAK tarafından düzenlenen bilimsel eğitim etkinlikleri GYK önerisi ve Başkanlık onayı ile doğrudan desteklenir.

* Temel Bilimler alanındaki etkinlikler için destek taban puanları ayrı belirlenebilir.

* Afet ve acil durumlarla (deprem, yangın, sel, su taşkını vb.) ilgili konularda düzenlenecek etkinlikler için destek taban puanı ayrı belirlenebilir.

* Tablo 1’de belirtilen 12. Kalkınma Planında yer alan kritik teknoloji alanları ve öncelikli Ar-Ge yenilik konularında düzenlenecek etkinlikler için destek taban puanı ayrı belirlenebilir.

To enhance collaboration between Türkiye and Spain and support joint R&D projects of companies in both countries under the EUREKA Programme, the Türkiye -Spain Joint Project Call was opened on 10 February 2025. This call supports R&D projects across all thematic and application areas under the EUREKA Programme. Project applications can be submitted by 24 April 2025.

In line with the objectives of the EUREKA Program, projects that develop market-oriented products, processes, and services with high commercialization potential will be supported under the 1509 - TÜBİTAK International Industrial R&D Projects program. A capital company from Türkiye can apply directly, as long as they partner with at least one company from Spain. While universities and research institutes are not eligible to apply, they can still take part in projects as self-funded collaborators or subcontractors. The support rate will be 75% of the project budget for SMEs and 60% for large enterprises. There are no budget, subject, or duration limitations for this call.

Application Process:

Applications will be conducted in two stages: international and national.

1. Stage 1: All partners must complete the EUREKA project application form online at the call webpage (https://eureka.smartsimple.ie/s_Login.jsp). Each application will be evaluated by the national EUREKA offices of the countries involved.

2. Stage 2: Turkish participants are also required to apply to the 1509 - TÜBİTAK International Industrial R&D Projects program via the international application form and the following link: https://eteydeb.tubitak.gov.tr/prodis.htm

Call Schedule:

• International Call Opening Date: 10 February 2025

• International Call Closing Date: 24 April 2025

• National Project Application Deadline: 19 June 2025, 23:59
  National applications will be submitted online through the call timelines provided in the call announcements at https://eteydeb.tubitak.gov.tr.

Building on their remarkable track record in the ITEA Cluster, Turkish companies are expected to make a strong impact once again this year with their innovative ideas.

"ITEA Project Outline (PO) Preparation Days", one of the most important events of the EUREKA ITEA Cluster which focuses on software innovation, will take place in Lisbon/Portugal between 16-18 September 2025.

At this event, more than 300 potential project partners, companies, and Public Authorities from Europe and beyond will come together. Participants will have the opportunity to:

• Discuss and work on project ideas in physical workgroup sessions,

• Present their project ideas during poster sessions,

• Practice to learn how to be successful in ITEA,

• Establish new partnerships.

The participation fee for the ITEA PO Days 2025 is €200 (excluding VAT). This fee includes:

• Access to the exhibition titled "Highlights of ITEA Impacts" to be held on 16 September,

• Participation in all sessions and workshops.
