•3 Program National Call Announcement (1709-EUREKA-EUROSTARS 2025/1)

Within the scope of the call, international R&D projects aiming to develop innovative products, processes and services for the market, carried out with a partner from at least one Turkey and Eurostars member country, will be supported. The aim of this program, which will be carried out between 2021-2027, is to support innovative SMEs to increase their innovation capacity and productivity, thus helping them to access global value chains and new markets.

In the projects submitted to this call, higher education institutions, public research centers and institutes, training and research hospitals, research infrastructures within the scope of law no. 6550 can be partners of capital companies.

In this call, the maximum project budget can be up to the call budget. The budget of institutions other than capital companies can be at most 50% of the total project budget.

The maximum project duration is 36 months.

Scope of Support

The support rate applied within the scope of the call is 60% for large-scale companies, 75% for SMEs and 100% for public administrations within the scope of the general budget, administrations with special budgets and foundation universities, training and research hospitals, public research centers and institutes.

Process

There are two stages in national applications. In the first stage, the pre-project application will be done via PRODİS after the organization-based pre-registration process is completed. At this stage, the national preliminary eligibility examination (technical and financial compliance) of the pre-project application will be carried out. Applications that are determined eligible in this examination will be evaluated internationally. Projects that are approved in the international evaluation and receive an invitation letter send their second stage national applications to TÜBİTAK via PRODİS

Important Issues

To submit a project application; it is obligatory to have at least one project personnel with at least a bachelor’s degree related to the project subject in each capital company. For universities or training and research hospitals, it is obligatory to have at least one project personnel with a doctorate/specialty in medicine degree related to the project subject.

Higher education institutions, public research centers and institutes, training and research hospitals, research infrastructures within the scope of law no. 6550 cannot apply to the call alone without the partnership of capital companies. In the projects submitted within the scope of this call, the Executive Organization must be a capital company.

If there is more than one organization from Turkey in the same international project, the partners must apply for a single national project together.

The contributions of the partners in the project must be in line with their contributions in the international project.

c) Public research centers and institutes,

d) Training and research hospitals,

e) Research infrastructures within the scope of law no. 6550.

Higher education institutions, public research centers and institutes, training and research hospitals, research infrastructures within the scope of law no. 6550 cannot apply to the call alone without the partnership of capital companies. In the projects submitted within the scope of this call, the Executive Organization must be a capital company.

Method

According to the international agreement made for the Eurostars program, projects that are determined to be eligible in the international evaluation carried out by the Eurostars Secretariat are not taken into the national referee evaluation again. In order to determine the scope of support for the project, the Executive Organization makes a presentation about the project to the Group Executive Committee and the scope of support is determined by the committee. 

Method

Supported projects are evaluated only electronically via the online application (Project Evaluation and Monitoring System -PRODİS) at http://eteydeb.tubitak.gov.tr

For supported projects, the R&D Assistance Request Form is filled in PRODİS and submitted to TÜBİTAK in six-month periods. The observers who are assigned to monitor the project, prepare the Periodic Monitoring Report by reviewing the AGY303 Report and visiting the company on site. And then, they submitted their report to TÜBİTAK in the electronic environment on PRODİS. Project expenditures are supported within the framework of observers’ opinion and support decision letter.

In the last period of the project, the Project Result Report is submitted by the company.

During the visits of the observers, the company is expected to make a presentation on the subject, and also, the project manager, the staff and the technical consultants, if any, are expected to be present during the visit. Observers can request the explanations they need from the company before preparing the report.
