With this mechanism, private sector firms, especially those that contain an R&D and product design centre, will form a network with other firms that take place in the value chain of the targeted technology-based product together with end-users, technology development zones and universities. As a whole, the network will have the opportunity to take centre stage in the innovation system for co-creating high value-added products and technologies for the market.
The networks will be established in two phases:
In the first phase, the support grant will be directed to establishing models of cooperation and networks based on a “product/ commercialization roadmap” that includes a business model.
In the second phase, the support grant will be provided to implementing the R&D and innovation activities that take place in the product/ commercialization roadmap based on the strategic milestones that have been put forth by the actors who are involved in the network for co-creating high value-added products. The targeted Technology Readiness Level should be between TRL 5 or 6 and 9, thereby targeting technological innovation that is closer to the market.
Briefly, the aim of SAYEM is as follows;
- High technology product/product groups that will be developed through the road map will be identified.
- The product road map will be created after the management model and the risk analysis are done.
- The content of the projects and their location in the road map will be planned.
- The sustainability of the growing consortium will be planned
- Intellectual property rights will be determined

A specialized R&D and Innovation Platform led by the private sector, in collaboration with universities and the government can appply.
Project proposals are submitted to TÜBİTAK via the PRODİS application on the internet address https://eteydeb.tubitak.gov.tr.
The project proposals are evaluated by external evaluators.
Two periods are defined in the calendar year. The first period covers the date ranges from 1 January to 30 June, and the second period from 1 July to 31 December. The work done in the project, the progress of the project according to the projected target and the project expenses are submitted to TUBITAK with the Term Reports. The Term Report is submitted by the end of the second month following the end of the period. If the project has completed periods as of the contract date, the reports for the said periods are submitted to TUBITAK at the latest by the end of the second month following the contract date.
After the end of the project support period, a process can be run for a maximum of 60 months in order to monitor the commercialization of the project outputs and the duration can be changed by TÜBİTAK. This process is a process in which the success of commercialization will be followed in the long term and has been defined as three periods. The first commercialization period means the end of the first year after the project support end date, the second commercialization period means the end of the third year after the project support end date, the third commercialization period means the end of the fifth year after the project support end date.
