Within the scope of Order R&D calls, R&D projects that can quickly turn into products and have high commercialization potential will be supported.
Supporting R&D projects in partnership with Customer Organization, where SMEs, which constitute the majority of industrial organizations in our country, will develop innovative products/processes that are potential customers; it will both increase cooperation and enable more effective use of public resources allocated for R&D supports. This process will also contribute to the sustainable development of our country.
With the 1707 Order R&D call, it is aimed to transform the solution proposals that meet the customer needs into commercial outputs by SMEs through R&D and to contribute to the export of these outputs. In addition, it will contribute to the development of foreign cooperation of domestic companies. In this way, it is expected that organizations will have positive effects on the import/export balance of our country by increasing their market shares abroad for a certain product/process.
With the 1707 Order R&D-b call, it is aimed to transform the solution proposals that meet the customer's needs into commercializable outputs through R&D by the entrepreneurial SMEs that have received BIGG support. Within the scope of the 1707 Order R&D-b call, it was possible to make prepayments to the supplier organization that received BIGG or Techno-enterprise Capital Support. 10% overhead support will be given to the supplier organization that has received BIGG or Techno-enterprise Capital Support. Conducting R&D studies by the Supplier Organization for the projects to be submitted to the call; The project output will be expected to be commercialized by placing the product on the market by the Customer Organization and/or Supplier Organization. The Customer Organization will provide co-financing support to the Supplier Organization's R&D costs.
It is expected from the call that cooperation between industrial organizations will increase and R&D outputs will turn into commercial products more quickly. It is also thought that the call will encourage the emergence of spin-off companies within the Customer Organization. It is anticipated that the call will increase the effectiveness of the national innovation system in terms of directly contributing to the processes of sharing, disseminating and productizing information.
There is a condition that a Customer Organization and at least one Supplier Organization jointly apply to the call and the Supplier Organization must be SME scale. Application and support processes will be carried out between TÜBİTAK and the Customer Organization. R&D projects with high commercialization potential can be supported from all sectors and all technology fields. Project proposals need to cover the work to be done by the Supplier Organization and market research and economic feasibility review are of utmost importance. The Supplier Organization is expected to develop the product (or process) by conducting R&D studies, and the Customer Organization is expected to monitor that the project is carried out as intended.

The project budget will be a maximum of 7,500,000 TL. The project duration is a maximum of 24 months.
In Order-Based R&D calls, the expenses of project personnel from the Customer Organization who carry out activities such as management, quality, testing, and validation, as well as field verification of the product (this support will not exceed 18 man-months of labor), and intercity travel expenses are supported.
For projects within the scope of the Order R&D call; The Customer Organization will pay 40% of the periodical project expenses to the Supplier Organization, and TÜBİTAK will give 40% of the "accepted expenditure amount" to the Supplier Organization as a grant after evaluating the expenses. TÜBİTAK support will be 50% for projects within the scope of Order R&D-b calls.

There is no subject or sector limitation in this call. R&D projects with high commercialization potential can be supported from all sectors and all technology fields. Market research and technical feasibility analysis should also be presented in the project proposals. An R&D project covering the works to be carried out by the Supplier Organization will be submitted to the call. The Supplier Organization will develop the product (or process) by conducting R&D studies. The Client Organization will monitor that the project is being carried out as intended.
Customer Organization refers to the capital companies established in Turkey, regardless of their sector and scale, that need a solution based on R&D and that have signed a cooperation agreement with the Supplier Organization in order to meet this need. Supplier Organization refers to the SME-scale capital company or companies located in Turkey that make a cooperation agreement with the Customer Organization and take part in R&D studies within the scope of the project. A Customer Organization and at least one Supplier Organization jointly apply to the Call. During the application and support stages, the addressee institution becomes the Customer Organization. According to the Corporate Tax Law No. 5520 and the provisions of the relevant legislation, organizations that are within the scope of related persons are not included in the same project as Customer Organization and Supplier Organization.
Two periods are defined in the calendar year. The first period covers the date ranges from 1 January to 30 June, and the second period from 1 July to 31 December. The work done in the project, the progress of the project according to the projected target and the project expenses of the Supplier Organization are submitted to TUBITAK with the Term Reports. The Term Report is submitted by the end of the second month following the end of the period. If the project has completed periods as of the contract date, the reports for the said periods are submitted to TUBITAK at the latest by the end of the second month following the contract date.
After the end of the project support period, a process can be run for a maximum of 60 months in order to monitor the commercialization of the project outputs and the duration can be changed by TÜBİTAK. This process is a process in which the success of commercialization will be followed in the long term and has been defined as three periods. The first commercialization period means the end of the first year after the project support end date, the second commercialization period means the end of the third year after the project support end date, the third commercialization period means the end of the fifth year after the project support end date.
