This program aims to contribute to the commercialization of knowledge and technology, which are generated within the university/public research centres and institutes in line with the industry needs, to the private sector companies which are based in Turkey and committed to the exploitation of research results. In this program, the private sector companies are "customers" and research organizations are "implementers" in the RDI projects.
Projects should involve a technology provider (University, Research Infrastructures, Public Research Centers, and Institutes) and a client (large firm or SME).

Researchers from different universities can take part in the same project team.
Project Incentive Bonus will be paid to the researchers in the project team after the technical evaluation of the 6-month periods.
Project budget may consist of the following items:
- Personnel costs
- Contract staff
- Scholarship
- Travel costs
- Instrument/Equipment/Software/Broadcasting costs
- Service costs
- Material costs
Before a project proposal application is made to TÜBİTAK, a cooperation agreement is signed between the customer and the executive institution, which includes the minimum conditions determined by TÜBİTAK.
- Project proposals are submitted to TÜBİTAK via the PRODİS application on the internet address https://eteydeb.tubitak.gov.tr.
- Project applications can be submitted to the Program at any time.
Project applications to the support program can only be made electronically via the online application Project Evaluation and Monitoring System (PRODİS) at http://eteydeb.tubitak.gov.tr. Project applications must be made in accordance with the information and explanations in the address in question.
Project Application and Documents
The project application is made online via the PRODIS system.
Project proposals are evaluated according to the following three dimensions:
I. Criterion: Industrial R&D Content, Technology Level, Innovative Aspect
II. Criterion: Eligibility of Project Plan and Enterprise Infrastructure for the Project
III. Crietrion: The Turnover of Project Outputs to Economic Benefit and National Benefit
Project applications to the support program are only evaluated electronically through the online application Project Evaluation and Monitoring System (PRODİS) at http://eteydeb.tubitak.gov.tr.
The panelists assigned to evaluate the project examine the project proposal document submitted by the companies within the framework of the Implementation Principles of this program and the contract made with them in accordance with the evaluation report and guide, and submit their report to our Presidency by preparing their report in electronic environment on PRODIS.
- The project proposals are evaluated by expert panels.
- A contract is signed between TÜBİTAK and applicants for projects deemed eligible for support.
Projects are monitored and supported by the monitoring expert(s) in six-month periods determined according to the reporting calendar specified in the support decision letter. In the last period of the project, the project final report is submitted by the organization.
Supported projects are evaluated only electronically via the online application (Project Evaluation and Monitoring System -PRODİS) at http://eteydeb.tubitak.gov.tr.
The monitoring experts, assigned to monitor and to evaluate the project, review the monitoring report submitted by the firm and guide within the framework of the project proposal also support details/documents. They visit the company on site and submit the report to our Agency in accordance with the guide in the electronic environment on PRODIS.
