The 2026 Call for the Industry Oriented Research Project Support Programme for Undergraduate Students is now open for applications. Applications must be submitted through the TÜBİTAK Management Information System (tybs.tubitak.gov.tr) until 5:30 pm on 11 November 2026.

Industrial Enterprise refers to capital companies that are resident in Türkiye and that either (i) have an R&D center or a design center within the scope of Law No. 5746 on Supporting Research, Development and Design Activities, or (ii) operate within technology parks established under Law No. 4691 on Technology Development Zones, or (iii) conduct activities within Organized Industrial Zones under Law No. 4562, or (iv) are private sector organizations that have successfully completed at least one project supported by TÜBİTAK.

Scope of the Support
  • Support is provided for the machinery/equipment, consumable materials, travel, and service procurement expenses required for university projects prepared by associate degree and undergraduate students, which aim to address an industrial problem and/or focus on research topics related to the improvement and/or development of products, methods, or processes with potential for industrial application.
  • Expenses related to congress/conference participation, publications and patents, accommodation, and daily subsistence (food and beverages) are not eligible for coverage under the 2209 project support budget.
Amount of the Support and Terms of Payment
  • Research projects are supported for a maximum period of 12 months. Grant recipients are required to complete their projects within one year at the latest following the announcement of the funding decisions on the TÜBİTAK website.

  • The maximum amount of support is TRY 16,000.

  • The IBAN number entered during the online application must belong to the student serving as the project coordinator.

  • No travel allowances or daily subsistence payments are provided to students or advisors.

  • Accommodation expenses are not eligible for support.
Terms of Application

Application Conditions

  1. The applicant must be enrolled in an associate degree or undergraduate program*.
  2. The project must be conducted under the supervision of both an academic advisor and an industry advisor. A project may have a maximum of one academic advisor and one industry advisor.
  3. The applicant may not serve as the project leader or project partner in more than one application during the same application period, nor may they participate as a project leader or partner in a previously funded 2209-A or 2209-B project whose support period is still ongoing.
  4. The same project must not have previously received support from TÜBİTAK.
  5. Students may apply individually or as a team. In all applications, the project leader and the academic advisor are jointly responsible to TÜBİTAK. A project may include a maximum of four project partners.
  6. The academic advisor and the industry advisor must be different individuals.
  7. The project title must clearly and comprehensibly reflect the purpose and content of the research and should be formulated using appropriate scientific terminology.
  8. No institution, organization, company, commercial product, or brand may be promoted in any document submitted as part of the application, including the project title and project proposal. Furthermore, applications must not contain any discriminatory, exclusionary, or offensive expressions based on language, religion, race, sect, nationality, color, gender, political opinion, philosophical belief, national or social origin, birth, or economic status.

* Students enrolled in Open Education programs or preparatory classes may not serve as project leaders or project partners.

** The academic advisor must have an up-to-date registration in the Council of Higher Education (YÖK) system

Application Forms

The Research Proposal Form is automatically generated by the system based on the information entered into the TÜBİTAK Management Information System (TYBS). Therefore, there is no separate step for uploading a research proposal in the application interface.

The sections concerning the project content in the online application system must be completed fully and accurately, taking into account the requirements specified in the Industry Oriented Research Project Support Programme for Undergraduate Students – Application Content Information Note, and must contain sufficient information to enable a scientific evaluation of the project.

Application Method
  • Applications must be submitted online by the project leader through the TÜBİTAK Management Information System (TYBS). The project leader is responsible for verifying that all files uploaded to the electronic application system can be opened and that the information provided is accurate. The system will close to applications at the end of the working day (17:30) on the application deadline. Documents submitted to BİDEB via e-mail, post, or fax, other than through the online application system, will not be taken into consideration and will be destroyed.
  • Applicants are required to declare that the information entered into the system is accurate and that they will comply with the obligations of the program. Educational information is verified through online systems.
  • During the application process, the academic advisor's information is retrieved through online systems. The advisor's information is first verified through YÖKSİS (Higher Education Information System) and subsequently through TÜBİTAK ARBİS (Researcher Information System). Therefore, the academic advisor's information must be up to date in both systems.
  • Following the project leader's final approval of the application through the system, the application information and attachments are sent in read-only format to the academic advisor's registered e-mail address for “advisor approval.” At this stage, the academic advisor confirms that the information entered into the system by the project leader is accurate, accepts the advisory role, confirms that the scientific and technological field under which the submitted project will be evaluated is correct, verifies that the departmental resources are sufficient, and undertakes to comply with the obligations of the program.
  • If the academic advisor does not approve the project through the system (TÜBİTAK Management Information System) and instead returns it to the student at this stage, the student must make the necessary revisions and resubmit the project to the academic advisor for approval.
  • If the academic advisor approves the project within the specified period, the application information is forwarded to the institutional authority of the university where the project leader is enrolled for signature. Following the institutional authority's signature (TÜBİTAK e-Signature System), the application is considered valid.
  • The project leader and the academic advisor are responsible for monitoring and completing these processes.
  • An application may be withdrawn through the TYBS within one (1) month following the application closing date.
     
Evaluation Procedure and Evaluation Criteria

Applications are evaluated in two stages

Preliminary examination

•    During the preliminary review stage, the application information and research proposals are checked. Applications that fail to meet any of the application requirements, are not prepared in the required format, have not been finalized and approved in the system by the application deadline, or are submitted by fax or e-mail are eliminated at the preliminary review stage without being subjected to scientific evaluation.
•    Research proposals that are not prepared in accordance with the format specified by TÜBİTAK, do not comply with the minimum character limits specified in the template, or are not prepared in Turkish are eliminated at the 

Scientific Evaluation

  • Applications that pass the preliminary review are evaluated by expert advisory board members and/or panelists/external reviewers in the relevant fields based on the following criteria:
    • Scientific merit of the research proposal (35%);
    • Methodology (25%);
    • Project management (20%);
    • Industry-oriented outputs and broader impact (20%).
  • The evaluation is based solely on the documents uploaded to the system. Therefore, supporting documents for each requirement must be uploaded through the application forms in a clear and specified format and with the required content.
  • A different minimum score for funding may be established for applications addressing critical technology areas and priority R&D and innovation topics identified in the 12th Development Plan and the 2030 Industry and Technology Strategy.
  • A balanced distribution across universities and scientific disciplines may be taken into consideration in the selection of projects to be funded.
  • To facilitate the social inclusion of individuals with special needs and encourage their participation in scientific research, one (1) additional point will be added to the total evaluation score of projects in which the presence of an individual with special needs in the project team (as the project leader or a project partner) is declared during the application process using the “Disability Health Report Reference Number.”
  • The results are announced through the BİDEB Application and Monitoring System at https://e-bideb.tubitak.gov.tr.
Monitoring, Finalization, and Obligations

Initiation of Support

  • To initiate the grant, project leaders of projects approved for funding must upload to the BİDEB Application and Monitoring System (e-bideb.tubitak.gov.tr), within the period specified in the notification sent by e-mail, a signed and stamped industry approval letter prepared in the format specified by TÜBİTAK and issued by the industry organization* where the industry advisor is employed and where the project will be carried out.

* Industry organization refers to capital companies established in Türkiye that have an R&D center or design center under Law No. 5746 on Supporting Research, Development and Design Activities; companies operating within technoparks under Law No. 4691 on Technology Development Zones; industrial organizations operating under Law No. 4562 on Organized Industrial Zones; or private-sector organizations that have completed at least one project supported by TÜBİTAK.

  • If it is determined during the scientific evaluation stage that the project is subject to ethics committee approval, the Ethics Committee Approval Certificate or Ethics Committee Exemption Certificate must be uploaded to the BİDEB Application and Monitoring System (e-bideb.tubitak.gov.tr) within the period specified in the e-mail notification. Otherwise, the project cannot be initiated.

  • Projects that meet the minimum funding score determined during the scientific evaluation stage are approved for funding. Following the completion of the procedures concerning compliance with national science and technology strategies, ethical principles, and similarity checks, as well as the submission of an ethics committee approval or exemption certificate where deemed necessary, the project is initiated and the grant is transferred to the project leader's bank account. 

Monitoring and Completion:

  • All project-related expenditures must be documented with invoices. If fixed assets are purchased, they must be registered in the university's inventory upon completion of the project, and an inventory registration document must be obtained. Invoices must be issued in the name of the project leader or project partners. Receipts without a name on them, except fuel receipts, are considered ineligible expenditures and reimbursement will be requested. Any grant amount that is undocumented or unused must be returned to the TÜBİTAK bank account specified on the program website. The project leader and academic advisor are jointly and severally responsible for ensuring that expenditures are made in accordance with the applicable legislation.

  • If a change of academic and/or industry advisor is requested after the project has commenced, the request must be submitted through the BİDEB Application and Monitoring System together with written approvals from both the current advisor and the new advisor confirming that the change is appropriate.

  • If a change in project partners is requested after the project has commenced, the request must be submitted through the BİDEB Application and Monitoring System together with written approvals from the student wishing to leave the project team and the student wishing to join the team, confirming that the change is appropriate. The number of project partners may not be changed after the project has commenced.

  • Requests for changes to project partners and/or the academic advisor/industry advisor will not be accepted if less than three months remain until the project completion date.

  • The outputs generated as a result of the research conducted under the program (e.g., articles, conference papers, books, book chapters) must be reported to TÜBİTAK. Information on such outputs must be uploaded to the BİDEB Application and Monitoring System. TÜBİTAK support must be acknowledged and the TÜBİTAK logo must be used in all announcements, publications, and scientific activities carried out within the scope of the program, except in cases such as theses and articles where the use of the logo is not permitted under applicable legislation. The TÜBİTAK logo must be used in accordance with the format and standards specified on the TÜBİTAK website. No statement may be made that creates the impression that the project is being carried out on behalf of TÜBİTAK and/or in cooperation with TÜBİTAK.

  • The final report, containing all scientific and technical developments related to the project, together with the expenditure table available in the BİDEB Application and Monitoring System, must be submitted during the project period:

    • The project leader must upload the final report to the BİDEB Application and Monitoring System in the format specified by TÜBİTAK.

    • The academic advisor must review and provide final approval of the report.

  • If a product falling within the category of fixed assets has been purchased, the inventory registration document obtained from the university and reviewed by the academic advisor must be submitted upon TÜBİTAK's request.

  • Invoices entered into the expenditure information section and reviewed by the academic advisor must be submitted upon TÜBİTAK's request.

  • There is no need to send the final reports uploaded to the BİDEB Application and Monitoring System or the final report form generated by the system to BİDEB by post or e-mail.

  • Final reports are evaluated collectively by reviewers appointed by BİDEB after the deadline for uploading final reports for the relevant period. If a final report is deemed inadequate by the reviewer, revisions will be requested within the specified period.

  • If the final report is not uploaded to the BİDEB Application and Monitoring System by the grant end date, any additional period that may be granted by the Executive Board will apply to all projects funded in the relevant period.

  • Projects for which final reports are not submitted to BİDEB within the project period or for which revised reports are not accepted may be terminated or cancelled depending on the nature and extent of the non-compliance. The project leader and academic advisor are jointly responsible for uploading the final report to the BİDEB Application and Monitoring System.

Obligations

  • The project leader and academic advisor are jointly and severally responsible for fulfilling the obligations required throughout the application, monitoring, and completion processes.
  • The project leader, project partners (if any), and academic advisor must comply with the provisions of the TÜBİTAK Research and Publication Ethics Board (AYEK) Regulation and other universally recognized ethical principles throughout the conduct of the research. In the event of any violation of the aforementioned rules, action may be taken against the relevant persons in accordance with the provisions of the AYEK Regulation.
  • Notifications from TÜBİTAK BİDEB are made electronically. Therefore, it is important that the contact information registered in the ARBİS account at the time of application is suitable for official notifications and is kept up to date at all times.
  • The project leader is required to fully and completely comply with all principles, rules, and obligations set forth in the TÜBİTAK Guidelines for the Responsible and Reliable Use of Generative Artificial Intelligence (GAI) in TÜBİTAK Support Processes regarding the use of generative artificial intelligence (GAI) tools during and following the preparation and submission of the project proposal and all project-specific information. The project leader assumes responsibility for providing complete and accurate information regarding the use of GAI throughout these processes.
  • The academic advisor is responsible for verifying the accuracy, originality, currency, and scientific reliability of all text, visuals, analyses, recommendations, and other content generated using GAI tools and included in the project texts and attachments; making any necessary corrections and revisions; assuming final responsibility for such content; and complying fully with all rules, principles, and obligations set forth in the "TÜBİTAK Guidelines for the Responsible and Reliable Use of Generative Artificial Intelligence (GAI) in TÜBİTAK Support Processes.”
     
Regulation and Principles

The program is subject to the regulations listed below:
