
As one of Eureka’s key funding instruments, the Eureka Network Projects framework has launched the “Circular Value Creation” call on 12 June 2025, with the participation of 17 countries, including Türkiye. In line with Eureka’s objectives, the call will support projects that aim to develop market-oriented products, processes, and services with high commercialization potential.
Objective of the Call
This call aims to accelerate the transition from a linear economic model to a circular economy by supporting projects that develop:
Innovative business models,
Circular value chain strategies,
Human-cantered transformation approaches,
Data- and technology-driven solutions.
The objective is to go beyond recycling and implement solutions that systematize sustainability across the entire lifecycle of products — from design and production to use and re-use.
Call Specific Requirements
The project must deliver tangible benefits to all relevant stakeholders.
The technological collaboration established between participants from different countries must provide clear added value, such as enhanced knowledge sharing, increased commercial potential, or access to R&D infrastructure.
The product or process to be developed must be innovative and have the potential to create meaningful impact at the economic, technological, or societal level.
The project duration must not exceed 36 months.
Prior to the project’s start, a signed consortium agreement must be submitted by all partners. This agreement should clearly outline issues such as intellectual property rights and the ownership and use of know-how.
Applicants from Türkiye to the 1719 – Eureka Circular Value Creation Call may include capital companies, higher education institutions, public research centers and institutes, training and research hospitals, and research infrastructures defined under Law No. 6550.
Applications from these institutions will only be accepted if submitted in partnership with at least one capital company. Under this call, the capital company must act as the Project Coordinator (Main Applicant).
Project applications will be conducted within the framework of the national call rules titled 1719 – Eureka Circular Value Creation and Eureka Network Circular Value Creation 2025 National Call Announcement.
Before submitting a national application, the call text must be carefully reviewed. Failure to comply with the application rules may result in the application being rejected without evaluation.

Application Process
Applications will be conducted in two stages: international and national.
Stage 1 / International Application: All partners must complete the Eureka project application form online, available on the call website: https://eureka.smartsimple.ie/s_Login.jsp
Stage 2 / National Application: Participants from Türkiye must submit their national applications to TÜBİTAK under the 1719–Eureka Circular Value Creation national call, along with the international application form, by 12 November 2025: https://eteydeb.tubitak.gov.tr/prodis.htm
