Horizon Europe MarLEN (Maritime Low Emission Network) First Call is Open for Application

The MarLEN Project, supported by the Horizon Europe Program, is an initiative aiming to achieve zero emissions in the European maritime sector between 2025 and 2029 seeks to reduce emissions from sea vessels by promoting research and innovation efforts, thereby contributing to Europe's overall zero-emission strategy.

The MarLEN (Maritime Low Emission Network) project, which funded under the Horizon Europe Program and will last between 2025-2029, and will support R&D and innovation projects that aim to reach zero emissions in the European maritime sector, aims to reduce emissions caused by maritime vehicles, conduct gap analysis within the scope of maritime research areas, ensure unity in prioritization and evaluation of countries, and contribute to Europe's zero emission strategy. The international consortium that will submit a project must consist of at least 2 different institutions from 2 different countries. In joint project proposals to be prepared within the scope of the call, it is mandatory to comply with the international call application conditions.

The call will be conducted with a single-stage international and then national application process.

In addition to the international application, a national application is mandatory. The project application of the international consortium must be made electronically by the international project coordinator via https://marlen.ptj.de/call1 by 30 September 2025 (17:00 CET).

In addition to this international application, the Turkish institutions/organizations involved in the project must also make a national application to TÜBİTAK by 7 October 2025 (17:30 UTC+3) via uidb-pbs.tubitak.gov.tr ​​and complete the electronic signature by 10 October 2025 (17:30 UTC+3). The call will be included on PBS under the title “Multiple Cooperation Support Programs” as “MaRLEN 2025”. During the national application phase, the “National Application Form” and the “Budget and Justification Form” must be uploaded to PBS. Other required documents are specified in the “MaRLEN 2025 Call National Application Rules” document. Applications submitted to TÜBİTAK will be primarily examined by TÜBİTAK according to national eligibility criteria. Project proposals that do not meet the national application rules of the project partner countries and the application conditions specified in the call text will be returned. Project proposals that meet these conditions will be evaluated by TÜBİTAK.

Projects to be supported will be determined based on the results of the referee evaluation at the MaRLEN Call Steering Committee meeting where all funders are represented. Projects with a negative evaluation result cannot benefit from national support within the scope of the relevant call.

In the MaRLEN 2025 call, Turkish researchers will be supported within the scope of the TÜBİTAK - 1071 Support Program for Increasing the Capacity to Benefit from International Research Funds and Participation in International R&D Collaborations. It is recommended to review the MaRLEN 2025 Call National Application Rules document, which includes detailed national application rules, before applying.
