Horizon Europe Programme Driving Urban Transitions to a Sustainable Future Partnership (DUT) 2026 Call is Open for Application

Under the Horizon Europe Programme, the newly launched DUT 2026 Call will provide funding support for multi-partner project proposals aiming to guide cities toward becoming climate-neutral, circular, accessible, and positive-energy hubs.

Under Horizon Europe Programme, the Driving Urban Transitions to a Sustainable Future Partnership 2026 Call (DUT 2026 Call) will fund multi-partner, international research and/or innovation projects addressing urban challenges to assist cities in transitioning to a more sustainable economy and functionality. Projects supported under the "DUT 2026 Call" will be evaluated by an international peer-review panel and subsequently funded by the national funding agencies of the participating countries. Open to interdisciplinary work, the call supports a variety of activities ranging from strategic urban research and applied urban research to the implementation of urban innovations. The international consortium submitting a proposal must consist of at least 3 distinct organizations from at least 3 different countries participating in the program. Joint project proposals prepared under this call must comply with international application rules and conditions.

The call will follow a two-stage international and two-stage national application process. The international consortium’s Stage-1 application must be submitted electronically by the international project coordinator via the application website by 17 November 2026 (13:00, CET). In addition to this international submission, institutions/organizations from Türkiye participating in the project must complete their preliminary national application to TÜBİTAK via uidb-pbs.tubitak.gov.tr by 20 November 2026 (23:59, UTC+3) and complete their e-signatures by 24 November 2026 (23:59, UTC+3). The call will be listed on uidb-pbs.tubitak.gov.tr under the heading " Çoklu İşbirliği Destek Programları (1. Aşama)" as "DUT_2026_1".

The international consortium’s Stage-2 project application must be submitted by the international project coordinator by 15 April 2027 (13:00, CEST). The results of the Stage-2 international independent peer/panel evaluation coordinated by the Call Secretariat will be accepted by TÜBİTAK as the final evaluation result. Funded projects will be determined at the Call Steering Committee meeting, where all funding agencies are represented, based on the peer evaluation results. Projects with negative stage-2 international evaluation results cannot benefit from national funding under this call. Only Turkish institutions/organizations involved in projects with positive Stage-2 international evaluation results will be required to submit their Stage-2 national applications electronically signed to TÜBİTAK via PBS. Specific stage-2 application dates for eligible institutions will be announced separately by TÜBİTAK. Turkish institutions/organizations in successful international projects will be supported by TÜBİTAK in line with national regulations.

The "International Application Form" must be uploaded to PBS for both Stage 1 and Stage 2 national submissions. The "National Application Form" and the "Budget and Justification Form" are required to be uploaded to PBS only during the Stage 2 national application.

Researchers from Türkiye participating in the DUT 2026 Call will be supported under the TÜBİTAK - 1071 Support Program for Increasing the Capacity to Benefit from International Research Funds and Participation in International R&D Collaborations.
