1. Desteklenen öğrenci ve mentor, mentorluk sürecinin başlamasını takip eden aydan itibaren her iki ayda en az bir defa yüz yüze veya çevrim içi (video konferans yöntemiyle) görüşme yapmakla yükümlüdürler.
2. Desteklenen öğrenci ve mentoru yapacakları görüşmelerde etik davranış ilkelerine uygun davranış göstermekle yükümlüdür.
3. Taraflardan birinden kaynaklı görüşme yapılamaması durumunda öğrenci ve mentor birbirlerine bilgi vermelidirler.
4. Mücbir bir sebep dışında iki defa üst üste öğrenciden/mentordan kaynaklı görüşme yapılamaması durumunda GYK tarafından mentorluk desteğinin durdurulmasına, sonlandırılmasına veya mentor değişikliği yapılmasına karar verilebilir.
5. Desteklenen öğrenci, ad-soyadında, iletişim bilgilerinde ve öğrenciliği ile ilgili durumlarda (kayıt dondurma, kayıt sildirme, üniversite ve/veya bölüm değiştirme, yurt dışına gitme, mezun olma vb.) meydana gelen değişiklikleri 15 gün içinde TÜBİTAK’a yazılı olarak bildirmekle yükümlüdür.
6. Yükümlülüklere uyulmaması halinde bu çağrı duyurusu ve taahhütname hükümleri uyarınca işlem yapılır.
7. TÜBİTAK BİDEB tarafından bildirimler genellikle elektronik yolla yapılmaktadır. Bu nedenle tebligata elverişli bir elektronik adres verilmesi ve bilgilerin güncel tutulması gerekir.

1. “2205 Lisans Burs Programı” bursiyerlerinin mentorluk desteği, destek iptal edilmediği/geri çekilmediği sürece bursiyerlikleri boyunca devam eder. Mentorluk desteğinin devamlılığı için genel ağırlıklı not ortalaması başarı kriteri aranmaz.
2. “2202 Bilim Olimpiyatları Programı” kapsamında en son yapılan Birinci Aşama Sınavı’nda başarılı olanlar için bu desteğin iptali talep edilmediği sürece, bir sonraki Birinci Aşama Sınavı’na kadar mentorluk desteği devam eder. Öğrencinin mentorluk desteğinden yararlanabilmesi için programa her yıl yeniden başvuru yapması gerekir.
3. “2249 Bilim ve Teknoloji Okulları Programı” kapsamında desteklenen öğrencilerin mentorluk desteği, bu desteğin iptali talep edilmediği sürece 1. sınıftan başlayıp TÜBİTAK Fen Lisesi öğrenimleri boyunca devam eder.

DUYURU (29.07.2022): TÜBİTAK Bilim İnsanı Destek Programları Başkanlığı (BİDEB) tarafından yürütülen 2205-Lisans Burs Programı kapsamında ödenen burs miktarları 1 Ağustos 2022 tarihinden itibaren geçerli olmak üzere güncellenmiştir.

DUYURU (17.06.2022): BİDEB 2205-Lisans Burs Programı 2022 yılı 1. dönem başvuru sonuçları BİDEB Başvuru ve İzleme Sistemi (e-bideb) üzerinden açıklanmıştır. Başvuru sahipleri, başvuru durumları ile ilgili sonucu, BİDEB Başvuru ve İzleme Sisteminden (ebideb.tubitak.gov.tr) kullanıcı girişi yaparak “Başvurularım” alanından görebilirler.

Applications are made as online at TYBS. After the applicant's final approval of his application through the system, project application information and attachments are sent in read-only form to the academic consultant's e-mail address retrieved from the system for "consultant approval". At this stage, the academic consultant undertakes through the system that the information entered by the applicant into the system is correct, that he/she accepts the consultancy, that the scientific and technological field in which the applied project will be evaluated is correct, that the department's facilities are sufficient, and that they will comply with the obligations of the programme.

If the academic consultant approves the project through the system at this stage, the application is completed successfully.

If the academic consultant does not approve the project through the system at this stage and sends it back to the student, the system allows the student to make edits and send it back to the academic consultant for approval. The application cannot be completed without the approval of the applicant and the academic consultant.

It is the responsibility of the project manager to follow up these processes.

Applications that are not approved by the applicant and the academic consultant by the application deadline will not be evaluated. Documents sent to BIDEB by mail will not be processed and will be destroyed.

Başvurular internet üzerinden https://tybs.tubitak.gov.tr adresine yapılır. Başvuru sahibinin sistem üzerinden başvurusuna dair son onayı sonrası, proje başvuru bilgileri ve ekleri salt okunur şekilde, akademik danışmanın sistemden çekilen e-posta adresine “danışman onayına” gönderilir. Akademik danışman bu aşamada başvuru sahibinin sisteme girdiği bilgilerin doğru olduğunu, danışmanlığı kabul ettiğini, başvuru yapılan projenin değerlendirileceği bilimsel ve teknolojik alanın doğru olduğunu, bölüm olanaklarının yeterli olduğunu ve programın yükümlülüklerine uyacaklarını yine sistem üzerinden taahhüt eder.

• Akademik danışmanın bu aşamada projeyi sistem üzerinden onaylaması halinde, başvuru başarılı bir şekilde tamamlanır. 

• Akademik danışmanın bu aşamada projeyi sistem üzerinden onaylamayıp öğrenciye geri göndermesi halinde sistem öğrencinin düzenleme yapıp, tekrar akademik danışmana onaya göndermesine imkan verir. Başvuru sahibi ve akademik danışmanın onayı olmadan başvuru tamamlanamaz.

• Bu süreçlerin takibi proje yürütücüsünün sorumluluğundadır.

Son başvuru tarihine kadar başvuru sahibi ve akademik danışman tarafından onaylanmayan başvurular değerlendirmeye alınmaz. BİDEB'e posta ile gönderilen belgeler işleme alınmayacak ve imha edilecektir.

1. Başvuruların bitmesinin akabinde değerlendirme süreci başlatılır. Başvuruların değerlendirilmesi proje yürütücüsü tarafından talep edilen nitelikler ve başvuruda sunulan belgeler/formlar dikkate alınarak yapılır. 
2. Değerlendirme sonuçları GYK tarafından görüşülerek Başkanlık Makamına sunulur. Desteklenecek başvurular Başkanlık onayı ile kesinleşir.

1. Destek süresi 6 ay ve daha kısa olarak belirlenen bursiyerlerden gelişme raporu talep edilmez, Destek süresi 6 ay üzeri olarak belirlenen  bursiyerler ise 6. ayın sonunda gelişme raporunu ebideb sistemine yüklemelidir. 
2. Gelişme raporu, 6. ayı izleyen en geç 10 gün içinde TÜBİTAK BİDEB’e gönderilmelidir. Gelişme raporunun gecikmesi halinde burs ödemesi yapılmaz ve bursiyere 1 aylık ek süre verilebilir. Verilen süre içerisinde gelişme raporunu sunan ve gelişme raporu izleyici tarafından kabul edilen bursiyerlerin burs ödemeleri kaldığı yerden devam eder.
3. Bu çağrı duyurusu kapsamında tüm bursiyeler sonuç raporu sunmakla yükümlüdür. Bu kapsamda sonuç raporu bursiyer tarafından burs bitiş tarihini izleyen 1 ay içerisinde ebideb sistemine yüklenmesi gerekmektedir.

Sonuç raporları BİDEB Başvuru ve İzleme Sistemine (ebideb.tubitak.gov.tr) yüklenmelidir. Raporların posta ya da email ile gönderilmesine gerek yoktur.

• İlgili mevzuatlarda ve bu çağrı duyurusunda belirtilmeyen özel durumlarda, GYK kararları uygulanır.
• Kamu kurum ve kuruluşları tarafından desteklenen projelerde görevli bursiyerlerle ilgili 5510 sayılı Sosyal Sigortalar ve Genel Sağlık Sigortası Kanunu’nda belirtilen yükümlülükler,  projenin yürütüleceği kurum/kuruluş tarafından yerine getirilir.

Tech-InvesTR Venture Capital Support Program was established in order to enable venture capital funds to invest in R&D intensive early-stage companies to meet the financial needs of these companies. In order to ensure sustainable functioning of the program, a Cooperation Agreement was signed between TÜBİTAK and the Ministry of Treasury and Finance. With Tech-InvesTR Program, it is aimed at;

• Supporting early stage technology based venture firms through funding them the venture capital they need,
• Creating a high value-added production environment through the commercialization of R&D and innovation products of early stage technology-based enterprises
• Contributing to the creation of venture capital ecosystem through encouraging the establishment of new funds to provide venture capital for early stage technology based firms,
• Enriching financial supports suitable for each stage of the life cycle of companies in order to ensure the stability of the ecosystem.
• Increasing the number of investors in the venture capital ecosystem,
• Creating a sustainable venture capital ecosystem in order to support early stage technology-based initiatives,
• Providing experience and resources in venture capital in Technology Transfer Offices (TTOs), Technology Development Zones (TDZs) and qualified Research Infrastructures (RIs).

A Cooperation Agreement was signed with the Ministry of Treasury and Finance in order to ensure the sustainable operation of the program. The Ministry of Treasury and Finance as well as Technology Transfer Offices (TTO), Technology Development Zones (TDZ), Research Infrastructures (RI) and other third party private investors will be partners to the venture capital funds to be established within the Tech-InvesTR Venture Capital Funding Program. These funds will be managed by the independent fund managers. 50% of the contributions of TTO/TDZ/RIs for VC funds for investments made in early stage technology based Turkey resident companies will be supported by TÜBİTAK in the form of grants. In addition, organizations will be provided with general expense support up to 10% of their contribution. In addition, if requested, a pre-payment will be made to TTOs, TDZs and RIs up to 20% of the total amount committed by them in order to meet their cash requirement.

To ensure the sustainability of the venture capital ecosystem, TÜBİTAK’s grants depend on capital and experience accumulation conditions in TTOs, TDZs and RIs. Through capital accumulation condition, after the fund’s exit from the investments, TÜBİTAK’s share will be used again in the funding of early stage technology-based initiatives by TTO, TDZ, RIs. Within the context of the experience accumulation condition: it is aimed to transfer venture capital management teams’ experience to TTOs, TDZs and RIs. Thus, commercialization perspective is expected to be improve in these institutions with experience and capital.

Within the scope of Tech-InvesTR call; the evaluation processes carried out by TÜBİTAK and the Ministry of Treasury and Finance have been completed, and the Ministry of Treasury and Finance has announced its decision regarding the 5 funds that it deems appropriate to initiate the protocol processes to make commitments. Within this scope, fund participation protocols have been signed between Ministry of Treasury and Finance and Collective Spark, Diffusion Capital Partners (DCP), 500 Startups Istanbul Fund II Venture Capital Fund and Boğaziçi Ventures Venture Capital Investment Fund and these 4 funds have been established. The Ministry of Treasury and Finance also has informed TÜBİTAK that it will sign the protocol with Arz Real Estate and Venture Capital Portfolio Management Company. Moreover, project agreements have been signed between TDZs and TTOs participating in the established Tech-InvesTR funds and TÜBİTAK. In this regard, project agreements have been signed between TÜBİTAK and "METU Technopolis Management Inc.", which is an investor in the Collective Spark fund, " METU Technopolis Management Inc." and " Ege Technopark TDA Manager Inc." which are investors in the Diffusion Capital Partners (DCP) fund, "Tedutech Technology Transfer Consultancy Education and Trade Inc. ", which is an investor in 500 Startups Istanbul Fund II Venture Capital Fund, Ankara University Technopolis Executive Inc. and Çukurova TDA Manager Inc. which are investors in Gedik Portfolio Management Inc. Boğaziçi Ventures Venture Capital Investment Fund.
