TÜBİTAK Bilim İnsanı Destek Programları Başkanlığı (BİDEB) ve Türkiye Bilimler Akademisi (TÜBA) iş birliğiyle yürütülen 2216C – TÜBA-TÜBİTAK Özbekistan Aziz Sancar Araştırma Burs Programı, araştırmalarını Türkiye'de yürütmeyi hedefleyen doktora öğrencileri ile doktora sonrası araştırmacılar için 1 Temmuz 2026 tarihi itibarıyla başvuruya açılmıştır.

Başvurular 14 Ağustos 2026 saat 17:30'a kadar TYBS üzerinden alınacaktır.

Bu programın amacı; Türkiye Bilimler Akademisi (TÜBA) Başkanlığı ve Türkiye Bilimsel ve Teknolojik Araştırma Kurumu (TÜBİTAK) arasında 27.12.2022 tarihinde imzalanan protokole istinaden Türkiye ve Özbekistan arasında doktora sırası ve doktora sonrası bilimsel ve teknolojik işbirliğinin teşvik edilmesidir.

2216C – TÜBA-TÜBİTAK Uzbekistan Aziz Sancar Research Fellowship Programme is now open to call.

The 2216C – TÜBA-TÜBİTAK Uzbekistan Aziz Sancar Research Fellowship Programme, conducted in cooperation between the TÜBİTAK Department of Science Fellowships and Grant Programmes (BİDEB) and the Turkish Academy of Sciences (TÜBA), has been opened for applications as of 1 July 2026 for doctoral students and postdoctoral researchers who aim to conduct their research in Türkiye.

Applications will be received through the TYBS until 14 August 2026, 17:30

The purpose of the programme, which was prepared pursuant to the protocol signed between TÜBİTAK and TÜBA on 27.12.2022, is to promote of scientific and technological cooperation during and after doctoral studies between Türkiye and Uzbekistan. This call announcement covers the procedures and obligations related to the applicants and/or international young researchers supported by the programme.

Program kapsamında genç araştırmacılara aşağıdaki destekler sağlanmaktadır;

•  Türkiye’deki yaşam giderlerinin karşılanmasına yönelik aylık burs, 
•  Türkiye’ye geliş ve Türkiye’den ayrılışa ilişkin seyahat giderleri desteği, 
•  Türkiye’deki Akademik Danışmana yıllık ödeme, 
•  Laboratuvar altyapısının kullanımına yönelik Ev Sahibi Kurum katkısı.

Burs Miktarı ve Süresi
•    Doktora öğrencileri için: Aylık 32.500Türk Lirası burs.
•    Doktora sonrası araştırmacılar için: Aylık 43.500 Türk Lirası burs. 

Doktora öğrencileri için destek süresi en az 6 ay, en fazla 12 aydır. 
Doktora sonrası araştırmacılar için destek süresi en az 12 ay, en fazla 36 aydır
 

Within the scope of the programme, researchers are provided with the following support;
•    Monthly Fellowship (stipend) to cover living costs in Türkiye;
•    Travel costs for arrival to and departure from Türkiye.
•    Annual payment to Academic Advisor in Türkiye.
•    Host Institution Contribution for Laboratory Infrastructure Use.

Amount and Duration of the Support
•    For doctoral students: A monthly stipend of 32.500 Turkish Liras
•    For postdoctoral researchers: A monthly stipend of 43.500 Turkish Liras 
For doctoral researchers: the duration of the support is a minimum of 6 months and a maximum of 12 months.
For postdoctoral researchers: the duration of the support is a minimum of 12 months and a maximum of 36 months.
 

•    Programa başvuru yapacak araştırmacıların ve danışman(lar)ının Araştırmacı Bilgi Sistemi’ndeki (ARBIS) bilgileri çevrimiçi başvurudan önce güncel olmalıdır.
•    Başvurular, çağrı duyurusunda ilan edilen tarihler içerisinde TYBS adresi üzerinden çevrimiçi olarak yapılır.
•    Çevrim içi başvuru sistemine gerekli tüm belgelerin yüklendiğinden emin olunuz. Başvuru sistemi, başvuru dönemi boyunca açık olacaktır. Başvurunuzu onaylamadan önce bilgilerinizi güncelleyebilir ve yeni belgeler yükleyebilirsiniz. 
•    Başvuru aşamasında belgelerin yalnızca çevrim içi başvuru sistemine yüklenmesi yeterlidir. Belgelerin ayrıca e-posta veya posta yoluyla TÜBİTAK-BİDEB’e gönderilmesine gerek yoktur. 
•    Çevrim içi başvuru sistemine yüklenecek belgelerin İngilizce olması gerekmektedir. Diğer dillerde hazırlanan belgelere, onaylı İngilizce tercümelerinin eklenmesi zorunludur. 
•    Bir belgenin elektronik imzalı olmaması durumunda, belgenin kurumun antetli kâğıdında hazırlanmış, kurumun okunaklı mührünü ve yetkili kişinin imzasını taşıyor olması gerekmektedir. Bu durumda, belge üzerinde yer alan TÜBA ve TÜBİTAK logoları kaldırılmalıdır. 
•    TÜBA ve TÜBİTAK-BİDEB tarafından belirlenen formatta hazırlanan başvuru belgelerinin, çevrim içi başvuru süresi içerisinde çevrim içi başvuru sistemine yüklenmesi zorunludur. 
•    Başvuru belgesi şablonları program web sayfasında mevcuttur. Başvuru belgelerinin eksiksiz ve talep edilen formatta hazırlanmasına dikkat ediniz. Eksik veya format açısından uygun olmayan belgeler nedeniyle başvurular ön değerlendirme aşamasında değerlendirme dışı bırakılacaktır. 
•    Bu program kapsamında araştırmacıların araştırmalarını yürütecekleri kurum ile Türkiye’deki akademik danışmanın belirlenmesine ilişkin yetki, TÜBA–TÜBİTAK Özbekistan Aziz Sancar Burs Programı Seçim Komitesine aittir. Başvuru sahiplerinin, başvuru öncesinde kabul mektubu temin etmek amacıyla Türkiye’deki üniversiteler ve/veya akademik personel ile iletişime geçmemeleri gerekmektedir. Ev sahibi kurum ve akademik danışman, yalnızca TÜBA–TÜBİTAK Özbekistan Aziz Sancar Burs Programı Seçim Komitesi tarafından belirlenmekte ve görevlendirilmektedir. 
•    Başvuru süresi içerisinde başvurular çevrim içi sistem üzerinden geri çekilebilir. Başvuru süresinin sona ermesinden sonra ise değerlendirme aşamasındaki başvurunun geri çekilebilmesi için, başvuru yılı ve dönemini belirten imzalı bir dilekçenin BİDEB’e gönderilmesi gerekmektedir. Dilekçenin TÜBİTAK-BİDEB’e ulaşmasını takiben gerekli güncelleme yapılacaktır.
 

•    To be able to submit the online application form to TÜBİTAK, the candidate must first create a profile on the platform in the TÜBİTAK Researcher Information System (ARBIS).
•    Applications are submitted online via the TÜBİTAK online application system through TYBS within the dates indicated in the call announcement.
•    Please make sure that you upload all required documents in the online application system. The application system will be open during the application period. You can make changes in your information and upload new documents before confirming your application.
•    During the application stage, it is sufficient to upload the documents into the application system, and they are not required to be delivered to TÜBİTAK-BİDEB by email or post.
•    Documents to be uploaded to the application system must be in English. Documents prepared in other languages must be accompanied by their certified English translations.
•    If a document is not electronically signed, it must still be prepared on the institution's letterhead paper and bear the institution’s readable seal, along with the signature of the authorized person. For this, the TÜBA and TÜBİTAK logos must be removed from the document.
•    It is mandatory to upload the application documents prepared in the format determined by TÜBA and TÜBİTAK-BİDEB to the online application system during the online application period.
•    Application document templates are available for download. Please ensure that all application documents are complete and in the requested format; any omissions or formatting inconsistencies will result in your application being eliminated during the preliminary evaluation.
•    Pertaining to this programme, the authority to determine the institution where the researchers will conduct their research and the academic advisor in Türkiye belongs to the TÜBA- TÜBİTAK Uzbekistan Aziz Sancar Fellowship Programme Selection Committee. Applicants must not contact universities and/or academic staff in Türkiye to obtain any letter of acceptance prior to application, as the host institution and academic advisor are determined and assigned solely by the TÜBA–TÜBİTAK Uzbekistan Aziz Sancar Fellowship Programme Selection Committee.
•    Within the application period, the application can be withdrawn from the online system. After the application period is over, a signed petition stating the application year and period for withdrawal process in the evaluation stage should be sent to BİDEB. An update will be made after the petition reaches TÜBİTAK-BİDEB.
 

•    Özbekistan vatandaşı olmak ve daimi olarak Özbekistan’da ikamet etmek (çifte vatandaşlar ile herhangi bir nedenle Türk vatandaşlığını kaybetmiş kişiler başvuru yapamaz). 
•    Özbekistan dışında, Türkiye dahil herhangi bir ülke için geçici veya daimi vize/oturma iznine sahip olmamak. 
•    Başvuru tarihlerinde Türkiye’de ikamet etmiyor olmak. 
•    Özbekistan kamu kurumlarından, Özbekistan üniversitelerinden veya Özbekistan Bilimler Akademisinden alınmış bir referans mektubuna sahip olmak. 
•    Bu program ile 2216 – Uluslararası Araştırmacılar İçin Araştırma Burs Programı kapsamında daha önce desteklenmemiş olmak. 

Doktora öğrencileri için;
•    Başvuru son tarihi itibarıyla, çağrı metninde belirtilen alanlarda (bkz. Başvuru Yapabilecek Alanları) Özbekistan’daki bir yükseköğretim kurumunda doktora programına kayıtlı olmak ve doktora yeterlik sınavını başarıyla geçmiş veya doktora araştırmasının ileri bir aşamasında bulunmak. 
•    Başvuru yılının 31 Aralık tarihi itibarıyla 35 yaşını doldurmamış olmak. 

Doktora sonrası araştırmacılar için;
•    Çağrı metninde belirtilen alanlarda (bkz. Başvuru Yapabilecek Alanları) doktora derecesine sahip olmak. 
•    Başvuru yılının 31 Aralık tarihi itibarıyla 45 yaşını doldurmamış olmak.

Başvuru Yapabilecek Alanlar: 
a.    Temel Bilimler (Biyoloji, Fizik, Kimya, Matematik, Moleküler Biyoloji ve Genetik)
b.    Mühendislik Bilimleri
c.    Astronomi, Yer ve Uzay Bilimleri,
d.    Bilgi Teknolojileri,
e.    Tarımsal Bilimler (Tarım, Gıda, Hayvancılık, Veterinerlik),
f.    Sosyal Bilimler (Uluslararası İlişkiler, Siyasi Tarih, Eğitim Bilimleri, Ali Şir Nevai alanındaki araştırmaları*). 
* Destek kararı aşamasında Ali Şir Nevai alanında çalışan araştırmacılara öncelik verilebilir.
 

•    Being a citizen of Uzbekistan permanently residing in Uzbekistan (the dual citizens, the individuals who have been stripped of Turkish citizenship for any reason, are not eligible for the application);
•    Must not hold any visa for temporary or permanent residency in Türkiye or any other country other than Uzbekistan;
•    Not currently residing in Türkiye;
•    Having a reference letter from the Uzbek Government public institutions, Uzbekistan Universities, or the Uzbekistan Academy of Sciences;
•    Not previously supported under this programme and any 2216 – Research Fellowship Programme for International Researchers;

For doctoral researchers;
•    By the deadline date of the application, having registered for a doctoral programme in the fields specified in the call text (see “Eligible Fields” section) in a higher education institution in Uzbekistan and having successfully passed the PhD qualifying exam or being in an advanced stage of PhD research;
•    Being 35 years old or younger on 31 December of the application year.

For post-doctoral researchers;
•    Holding a PhD degree certificate in the fields specified in the call text (see “Eligible Fields” section);
•    Being 45 years old or younger on 31 December of the application year.

Eligible fields: 
a.    Basic Sciences (Biology, Physics, Chemistry, Mathematics, Molecular Biology and Genetics),
b.    Engineering Sciences,
c.    Astronomy, Earth, and Space Sciences,
d.    Information Technologies,
e.    Agricultural Sciences (Agriculture, Food, Animal Science, and Veterinary),
f.    Social Sciences (International Relations, Political History, Educational Sciences, Research on Ali Shir Navai*).
*Priority may be given to researchers working in the field of Ali Shir Nevai at the support decision stage.
 

Method of Application
•    To be able to submit the online application form to TÜBİTAK-BİDEB, the researcher must first create a profile on the platform in the TÜBİTAK Researcher Information System (ARBIS), and the researcher’s information must be up-to-date before applying online. Please note that the information given in the ARBİS system will be retrieved and reflected in the application system as a resume form.
•    Applications must be submitted online via the TÜBİTAK online application system through TYBS within the dates indicated in the call announcement.
•    Documents to be uploaded to the application system must be in English. Documents prepared in other languages must be accompanied by their certified English translations.
•    During the application stage, it is sufficient to upload the documents into the application system, and they are not required to be delivered to TÜBİTAK-BİDEB by email or post.
•    Within the application period, the application can be withdrawn from the online system. After the application period is over, a signed petition stating the application year and period for withdrawal process in the evaluation stage should be sent to BİDEB. An update will be made after the petition reaches TÜBİTAK-BİDEB

Application Documents 
It is mandatory to upload the application documents prepared in the format determined by TÜBA and TÜBİTAK-BİDEB to the online application system during the online application period. Application document templates are available for download. Please ensure that all application documents are complete and in the requested format; any omissions or formatting inconsistencies will result in your application being eliminated during the preliminary evaluation.
•    Scanned copy of the identity and visa sections of the passport;
•    The Research Proposal Form prepared in the format determined by TÜBA and TÜBİTAK-BİDEB;
•    A reference letter taken from Uzbek Government public institutions, Uzbekistan Universities, or Uzbekistan Academy of Sciences;
•    Additional documents specific to doctoral researchers: the official Registration & No Objection Certificate indicating that the candidate is registered as a PhD student abroad and that he/she is successful in the PhD proficiency exam/being an advanced stage of his/her PhD research is taken in the last three months before the application date.
•    Additional documents specific to postdoctoral researchers: the official/notarized copy of the PhD diploma. If the diploma of the applicant is not ready, a temporary graduation certificate or an official letter confirming the applicant’s graduation will be provided.
 

A maximum of 8 researchers will be supported per year. The applications are evaluated in two phases.

Preliminary Assessment 
Application documents are checked during a preliminary assessment. Applications that do not meet the requirements, lack any requested documents, contain inappropriate documentation in the required format, are not submitted within the application period, or are submitted by fax or e-mail will be returned without being subjected to scientific evaluation.

Scientific Evaluation 
•    Evaluation is based solely on documents uploaded to the application system. For this reason, the documentation for each requirement must be uploaded to the system in a clear, well-defined context. Documents that only contain links to web pages will not be considered.
•    Scientific panels are formed by TÜBİTAK-BİDEB with the panelist suggestions provided by TÜBA. The applications to be supported are finalized through a joint decision of the Presidents of TÜBA and TÜBİTAK, provided that the approval and enforcement processes within both institutions have been completed. The selection committee may interview the names on the final and waiting list to measure their language competence in English or Turkish.
 

A scientific evaluation is carried out by expert panelists/consultants based on the evaluation criteria.*
