TÜBİTAK provides great support for entrepreneurs to bring their business ideas to life with BİGG Program.

The 1512 Entrepreneurship Support Program aims to support the activities from the idea stage to the market so that entrepreneurs can transform their technology and innovation-oriented business ideas into enterprises with high added value and high potential to create qualified employment. This way, it is aimed to encourage qualified entrepreneurship and to create start-up companies that have international competitive power, can develop innovative, high-tech products and services.

Within the scope of the program, entrepreneurship training is provided to entrepreneurs and technical, commercial and administrative support is provided to entrepreneurs with industry-experienced guides.

As it is explained below, this program consists of three stages, for the transformation of innovative business ideas into commercial products/processes/services. The entrepreneur can complete each stage and continue to the next stage if receiving TUBİTAK’s approval.

a) Stage 1; It is the stage where the entrepreneurs present their business ideas to the implementing organizations, the implementing organizations evaluate these business ideas and provide the entrepreneurs with the accelerator service for the business ideas that would become a successful business plan. At this stage, Implementing Organizations providing entrepreneurs with mentorship, network, training, etc. Implementing Organizations providing support, carry out the technical and commercial verification of the idea in the process of turning the business idea into a business plan. Stage 1 is completed on the deadline of the business plan specified in the entrepreneurship project support call.

In the 1st Phase process to be carried out through 147 Implementing Organizations, applications for business ideas from all over Turkey and from every field of technology, regardless of technology field, will be collected and evaluated by Implementing Organizations, and entrepreneur candidates who will apply for Stage 2 will be determined. Entrepreneur candidates who have a technology-based, innovative, commercializable business idea and meet the criteria in the definition of "entrepreneur" in the Implementation Principles of the Program must apply to the Implementing Organizations listed below.

b) Stage 2; This is the stage that starts with the evaluation of business plans within the framework of these Implementation Principles. For business plans approved as a result of the evaluation, the entrepreneur is asked to establish a company in accordance with the definition of establishment within a defined time period. After signing a contract between TÜBİTAK and the organization, entrepreneurship project support is provided to the organization as a grant without any guarantee. The conceptual design, technical and economic feasibility, technological development (commercial prototype, demo, simulation, software algorithm, etc.) activities to be carried out by the organization within the framework of the business plan with the support of the entrepreneurship project and the transformation of the outputs obtained as a result of these activities into commercial value are included in Stage 2. TEYDEB can provide business guide support during Stage 2 upon the request of the organization.

c) Stage 3; It is the stage that aims to improve the outputs of the organization in the previous stage in terms of performance and functionality through R&D studies and to increase their commercialization potential. Stage 3 begins with the organization's application to the TÜBİTAK SME R&D Startup Support Program by preparing a project proposal, and the evaluation of the technologically validated project within the framework of criteria specific to this program. At this stage, activities such as detailed design, improvement of the commercial prototype in terms of function and performance, trials and field tests are carried out. Companies established with support within the scope of the 2nd Stage of the TÜBİTAK 1512 Programme, or companies established by public administrations within the scope of the Law on Supporting Research, Development and Design Activities No. 5746 by receiving Techno-enterprise Capital Support can apply to TÜBİTAK SME R&D Start Support Program within the scope of Stage 3 in 24 months after the end of support. In the processes of supporting, monitoring and finalizing the projects within the scope of Stage 3, the provisions of the Implementation Principles of the TÜBİTAK SME R&D Initial Support Program are applied.

Stage 3 applications can be made through the online application (Project Evaluation and Monitoring System -PRODİS) at http://eteydeb.tubitak.gov.tr independent of the 1507 Program calls. It is not necessary to wait for the Stage 3 application 1507 Program calls.

Destek Süresi

a) Aşama 1’de uygulayıcı kuruluşa, TÜBİTAK Yenilik ve Girişimcilik Alanlarında Kapasite Artırılmasına Yönelik Destek Programı kapsamında sağlanacak destek ile yürütülecek faaliyetlerin destek süresi uygulayıcı kuruluş belirleme çağrısında belirtilir.

b) Aşama 2 kapsamında  iş planlarına ilişkin proje faaliyetlerinin destek süresi ek süreler de dahil olmak üzere en fazla onsekiz (18) aydır.

c) Aşama 3 kapsamında desteklenecek projeler için TÜBİTAK KOBİ Ar-Ge Başlangıç Destek Programı’na ilişkin Uygulama Esaslarında belirtilen destek süreleri geçerlidir.

Destek Miktarı

Aşama 1 için TÜBİTAK Yenilik ve Girişimcilik Alanlarında Kapasite Artırılmasına Yönelik Destek Programı hükümleri geçerli olup uygulayıcı kuruluşlara sağlanacak destek tutarı ve içeriği uygulayıcı kuruluş belirleme çağrısında belirtilir.

Aşama 2 için; girişimcilik proje desteği en fazla dokuz yüz bin (900.000) TL’dir. Desteğin veriliş şekli açılan çağrılarda belirtilmiştir.

Aşama 3 için; TÜBİTAK KOBİ Ar-Ge Başlangıç Destek Programı hükümleri geçerlidir.

Desteklenen Gider Kalemleri

a) Personel giderleri,

b) Seyahat giderleri,

c) Alet, teçhizat, yazılım ve yayın alım giderleri,

d) Malzeme ve sarf giderleri,

e) Yurtiçi ve yurtdışı hizmet alım giderleri,

Desteklenmeyen Giderler

Girişimcilik proje desteğinin proje desteği bileşeni kapsamında aşağıda belirtilen giderler destek kapsamı dışındadır:

a) katma değer vergisi,

b) Yüksek öğretim kurumlarında görevli öğretim elemanları hariç, kuruluş ortaklarının kuruluş/firma dışında 5510 sayılı Sosyal Sigortalar ve Genel Sağlık Sigortası Kanunu 4 üncü maddesi birinci fıkrasının (a) veya (c) bendine tabi olması durumunda, söz konusu kuruluş ortaklarının projedeki çalışmalarına karşılığı olan personel giderleri, 

c) her türlü kar, fırsat maliyeti, sermaye kullanım maliyeti,

d) amortismanlar, depozitolar, avans ödemeleri, sözleşme masrafları,

e) dağıtım, pazarlama ve reklâm giderleri,

 f) patent, faydalı model, endüstriyel tasarım, coğrafi işaret ve marka tescil giderleri,

g) huzur hakkı, murahhas azaya ödenen üyelik ücretleri, brüt ücretin yanında teşvik, motivasyon, vb. prim giderleri,

h) personele nakdi ya da ayni olarak verilen yemek,  servis ulaşım giderleri ve sosyal yardımlar,

i) 5510 sayılı Sosyal Sigortalar ve Genel Sağlık Sigortası Kanunu 4 üncü maddesi birinci fıkrasının (b) bendi kapsamında kuruluş ortaklarına ait sigorta primleri,

j) şehir içi nakliye giderleri (gümrüklerden ve limanlardan yapılan nakliye hariç), kargo ve posta giderleri,    

k) seyahatlerde araç kiralama ve seyahatlerde kullanılan yakıt giderleri,

l) teknolojik doğrulama faaliyetleri ile ilintili olmayan üretime yönelik altyapı yatırımı ağırlıklı giderler,

m) vergi mevzuatında kabul edilmeyen giderler,

n) inşaat ve tesisat giderleri,

o) CE (test giderleri hariç) ve kalite belgelendirme giderleri.

p) AGY112, AGY312 doküman hazırlama veya hazırlatma giderleri, muhasebe, sekreterlik vb. idari giderleri,

r) fotokopi makinesi, projeksiyon cihazı gibi büro makineleri, büro mefruşatı ve kırtasiye malzemeleri,

s) ısıtma, aydınlatma ve üretimde sarf edilen enerji masrafları, su giderleri,

t) telefon, faks, haberleşme, internet kullanım maliyetleri,

u) ofis, depo, stand kira giderleri,

v) konaklama giderleri.

Aşama 3 kapsamında desteklenmeyen giderler için TÜBİTAK KOBİ Ar-Ge Başlangıç Destek Programı’na ilişkin Uygulama Esasları geçerlidir.

Bilim Kurulu’nun 07/03/2015 tarihli kararı ile yürürlüğe giren “TÜBİTAK Teknogirişim Sermaye Desteği Programı Uygulama Esasları” 26/01/2021 tarihi ile yürürlükten kaldırılmıştır.

Program kapsamında teknoloji ve yenilik odaklı girişim faaliyetinde bulunmaya aday, çağrıda belirtilen nitelikleri taşıyan, ön başvuru tarihi itibariyle üniversitelerin herhangi bir ön lisans, lisans, yüksek lisans veya doktora programına kayıtlı öğrenci ya da bu programlardan mezun kişiler başvuru yapabilir.

Students who are candidates for technology and innovation-oriented entrepreneurship activities within the scope of the program, who have the qualifications specified in the call, who are enrolled in any associate, undergraduate, graduate or doctoral program of the universities as of the pre-application date, or who graduated from these programs can apply.

Programın 1. Aşamasına başvurular 1601 Programı çağrısı ile belirlenen Uygulayıcı Kuruluşlar tarafından kabul edilecektir. 2. Aşama başvuruları ise 1. Aşamada başarılı bulunan girişimci tarafından PRODİS uygulaması üzerinden alınacaktır. Aşağıdaki 2. Aşama iş planı başvuru dokümanlarının başvuru öncesinde taslak olarak hazırlanması faydalı olabilir.

Applications for Phase 1 of the Program will be accepted by the Implementing Organizations determined by the 1601 Program call. 2nd stage applications will be made by the entrepreneur who is successful in the 1st stage through the PRODİS application. It may be helpful to prepare the following Stage 2 business plan application documents as a draft before the application.

Girişimci, uygulayıcı kuruluşun desteği ile hazırladığı 2. Aşama başvurusu olan iş planını Girişimcilik Destek Programı çağrısı takvimine uygun olarak http://eteydeb.tubitak.gov.tr adresindeki Proje Değerlendirme ve İzleme Sistemi (PRODİS) uygulaması üzerinden (güvenli elektronik imza kullanılarak veya kullanılmadan) yapar. Başvuru süreci ile ilgili bilgiler PRODİS uygulamasının yukarıda verilen internet adresinde yer almaktadır.

Programın başvuru, değerlendirme, izleme ve sonuçlandırma süreçlerine ilişkin detaylı bilgi için “Girişimcilik Destek Programı Çağrı Duyurusu” ve “1512 Girişimcilik Destek Programı Uygulama Esasları” incelenmelidir.

Aşama 2’ye sunulan iş planları panel yöntemiyle değerlendirilir. Panelist aşağıdaki üç boyutun kriterlerini dikkate alarak iş planını değerlendirir:              

 a) İş planının teknoloji düzeyi ve yenilikçi yönü,

 b) İş planının uygunluğu ve yapılabilirliği,

 c) İş planının ticarileşme potansiyeli.

• Aşama 1 kapsamında girişimcilerin sundukları iş fikirleri 1601 Programı çağrısıyla desteklenen uygulayıcı kuruluşlar tarafından TÜBİTAK’ın uygun gördüğü yöntemlerle değerlendirilir.
• Aşama 2’ye sunulan iş planları panel yöntemiyle değerlendirilir. İş planları TÜBİTAK tarafından belirlenen panellerde en az 3 panelistin katılımı ile değerlendirilir. Panelistler dışında TÜBİTAK tarafından her panel için bir moderatör belirlenir. Panelde iş planı hakkında tüm panelistlerin “Kriterler” bölümünde belirtilen üç boyutun kriterleri dikkate alınarak değerlendirmeleri alınıp tartışmalar tamamlandıktan sonra iş planına ilişkin panel görüşü oluşturulur.
• Aşama 3 başvuru dokümanı TÜBİTAK KOBİ Ar-Ge Başlangıç Destek Programı’na ilişkin Uygulama Esasları kapsamında değerlendirilir.

Programa yapılan ikinci aşama başvurular, paneller ile değerlendirilecektir.
