Application can be withdrawn at any stage. For withdrawal, a petition must be sent to program’s official email address (cocirculation3@tubitak.gov.tr) stating the application year and period. BİDEB will update the application after receipt of the petition.

Avrupa Komisyonu’nun MSCA COFUND 2023 çağrısı kapsamında desteklenen CoCirculation3 projesi ile yürütülen 2236-A Uluslararası Deneyimli Araştırmacı Dolaşımı Destek Programı, Türkiye’nin araştırma ve yenilik ekosistemini küresel yeteneklerle buluşturmayı hedeflemektedir.

Program kapsamında desteklenecek araştırmacıların, 24 ay boyunca Türkiye’deki akademik veya akademi dışı bir kurumda bir danışman eşliğinde araştırmalarını yürütmeleri beklenmektedir. Program, ayrıca isteğe bağlı olarak akademi dışı bir kuruluşta en fazla 12 ay ek dönem imkânı da sunmaktadır.

TÜBİTAK, Bireysel Genç Girişim “BİGG” programı ile genç ve yenilikçi girişimci adaylarının hayallerini gerçekleştirmeye devam ediyor. 2012 yılında başlatılan Program kapsamında bugüne kadar 2494 girişimci, şirketlerini kurarak iş fikirlerini hayata geçirmiştir. 

BiGG Yatırım 2025 yılı 1. Çağrısına 2031 girişimci, iş fikri başvurusu yapmıştır. 149 Uygulayıcı Kuruluş, 1344 girişimci adayına programın 1. Aşaması kapsamında eğitim, mentorluk, kuluçka, işbirliği ağlarının kullanımı ve müşteri doğrulama desteklerini içerecek şekilde hızlandırıcı hizmeti sağladı. Hızlandırıcı program sonrasında olgunlaşan 462 iş planı TÜBİTAK tarafından değerlendirilmiştir. Akademisyenler, sektör temsilcileri ve yatırımcılardan oluşturulan değerlendirmeler sonucu 100 girişimciye 2025 yılı 1. Çağrısı kapsamında Mükemmeliyet Mührü verilmesi uygun bulunmuştur. Daha önce eş yatırım kapsamında Mükemmeliyet Mührü verilen 1 girişimcimiz ile birlikte toplamda 101 girişimcimize Mükemmeliyet Mührü verilmiş oldu. Birleşmiş Milletler Sınai Kalkınma Teşkilatı (UNIDO) iş birliğinde TÜBİTAK tarafından yürütülen Küresel Temiz Teknolojiler Girişimcilik Programı (Global Cleantech Innovation Programme-GCIP) kapsamında temiz teknolojiler alanında faaliyet gösteren, mükemmeliyet mührü almaya hak kazanan ve ek yatırım alma talebinde bulunan iş planları arasından, TÜBİTAK değerlendirmeleri sonucunda seçilen 3 iş planı 600.000 TL GCIP ek yatırımı ile birlikte toplam %5 hisse karşılığında 1.500.000 TL yatırım almaya hak kazanmıştır. 2012-2025 Yılları Arasında 2595 Teknogirişim Firması BiGG Desteği Almaya Hak Kazandı

BiGG Yatırım 2025 yılı 1. Çağrısı ile Mükemmeliyet Mührü almaya hak kazanan girişimcilerle birlikte toplamda 2595 girişim firması Programdan yararlanarak kurulmuş olacak.

Panel ve TÜBİTAK BİGG Fonu değerlendirmeleri sonucunda Mükemmeliyet Mührü almaya hak kazanan 100 girişimci şirketlerini kurarak BiGG Fonu ile sözleşme imzalayacak ve teknoloji odaklı iş planlarını gerçekleştirmek için çalışmalarına başlayacaktır. Türkiye Odalar ve Borsalar Birliği tarafından sağlanan avantajlardan yararlanmak için girişimcilerin şirket kurma işlemlerini TÜBİTAK'ın bu hususta yapacağı bilgilendirme sonrasında başlatması gerekmektedir. 

Girişimcilerin, projelerinin desteklenme durumuna ilişkin bilgiye erişebilmek için https://eteydeb.tubitak.gov.tr/ adresi üzerinden 'Girişimci' rolüyle sisteme giriş yaparak proje durum kodunu kontrol etmeleri gerekmektedir.

Bilim ve teknoloji ekosistemimizin ortak gücüyle geliştirilen ve Türkiye’nin uydu teknolojilerinde dönüm noktası olan TÜRKSAT 6A, 9 Temmuz 2024’te uzaya fırlatıldı. Yörüngeye yerleşmesinin ardından test süreçlerini başarıyla tamamlayan uydu, 17 Şubat 2025’te ilk yayınını gerçekleştirdi. 

Tüm fonksiyonları normal şekilde çalışan uydu, 21 Nisan 2025'te, Cumhurbaşkanı Recep Tayyip Erdoğan'ın katılımıyla gerçekleştirilen törenle hizmete alındı. 

Milli İş Birliğiyle Geliştirildi

42 derece doğu yörüngesinde görev yapan TÜRKSAT 6A, TÜBİTAK UZAY’ın proje yöneticiliğinde; TUSAŞ, ASELSAN ve CTech firmalarının iş birliğiyle geliştirildi. Yüksek yerlilik oranıyla üretilen bu haberleşme uydusu sayesinde Türkiye, bu alanda yerli imkanlarla uydu geliştirebilen 11 ülke arasına girerek küresel arenadaki konumunu güçlendirdi.

Görev Kontrolde Yerli Yazılım

Uydunun fırlatılmasından itibaren yörüngeye yerleşmesi, testlerin tamamlanması ve devreye alınması süreçleri, TÜBİTAK UZAY tarafından geliştirilen %100 yerli görev kontrol yazılımı TStar-GO platformu üzerinden başarıyla yürütüldü.

Uydu sistemlerinin yönetimi, yörünge manevraları ve görev planlamaları gibi tüm operasyonel aşamalar yine bu platform aracılığıyla gerçekleştiriliyor.

Dışa Bağımlılığı Azaltan Stratejik Kazanım

TÜRKSAT 6A projesi, yüksek yerlilik oranı ve mühendislik kapasitesiyle Türkiye’yi haberleşme uydusu üretebilen sayılı ülkeler arasına taşıdı. Uydu, televizyon yayıncılığı ve acil durum haberleşmesi başta olmak üzere geniş bir coğrafyada hizmet sunuyor. Türkiye’nin yanı sıra Avrupa, Orta Doğu, Kuzey Afrika, Güney Asya ve çevre bölgeleri kapsayan uydu, en az 16 yıl boyunca görev yapacak.

Proje sürecinde TÜBİTAK, sahip olduğu bilimsel birikim ve mühendislik altyapısıyla kritik rol üstlendi. Yüksek teknolojiye dayalı birçok ekipmanın geliştirilmesinden montaj ve test süreçlerine kadar pek çok aşamada yer alan TÜBİTAK, bu stratejik projeyle uzay teknolojileri alanındaki yetkinliğini bir kez daha ortaya koydu.

Yerli mühendislik kabiliyeti ve yüksek teknolojiyle geliştirilen TÜRKSAT 6A, Türkiye’nin uydu haberleşmesi alanındaki dışa bağımlılığını azaltıyor ve bu alandaki teknolojilerin millileştirilmesi açısından da büyük bir kazanım sağlıyor. Proje, aynı zamanda Türkiye’nin uzay ekosistemindeki insan kaynağını ve mühendislik altyapısını daha da güçlendiriyor.

Uzaydaki birinci yılını başarıyla geride bırakan TÜRKSAT 6A, Türkiye’nin haberleşme ve uzay teknolojilerindeki gücünü temsil etmeyi sürdürüyor.

In line with Türkiye’s vision of being among the leading countries in the world with its original scientific studies on polar sciences, the Turkish scientific expeditions to the polar regions (Arctic and Antarctica) are annually organised under the auspices of the Presidency of the Republic of Türkiye and the coordination of TÜBİTAK MAM Polar Research Institute (PRI). The expeditions aim original, sustainable, and high-quality scientific research of Turkish scientists in Polar Regions, cooperation with scientists from other countries, while becoming one of the reputable countries having a voice in Polar Regions.

Dünya'da kutup bilimleri konusunda yaptığı özgün bilimsel çalışmalar ile öncü ülkeler arasında yer alma vizyonumuz doğrultusunda T.C. Cumhurbaşkanlığı himayelerinde, TÜBİTAK MAM Kutup Araştırmaları Enstitüsü (KARE) koordinasyonunda her yıl düzenli olarak kutup bölgelerine (Arktik ve Antarktika) ulusal bilim seferleri düzenlenmektedir. Seferler ile, kutup bilimleri konusunda bilim insanlarımızın; özgün, sürdürülebilir ve kaliteli bilimsel çalışmalar yapması, diğer ülkelerin bilim insanları ile iş birliğinin sağlanması ve ülkemizin kutup bölgelerinde söz sahibi saygın ülkeler arasına girmesi amaçlanmaktadır.

Bu amaçlara uygun şekilde; "Kutuplar" ile ilgili bilimsel çalışmaların destekleneceği 2026 Yılı KUTUP-1001 ve KUTUP Yabancı Araştırma Üssü Katılım Proje çağrıları, TÜBİTAK-MAM KARE ile ARDEB tarafından belirlenen koşullar çerçevesinde açılmıştır.

As a result of the final evaluations conducted by 40 academics from various universities across in Türkiye, a total of 12 projects has received awards in the 2204-C High School Students Polar Research Project Competition and a total of 18 projects has received awards in the 2204-D High School Students Climate Change Research Project Competition, with 1 First Prize, 1 Second Prize, and 1 Third Prize in each competition category.

The project owners who have received awards will be invited to the final exhibition and award ceremony to be held as part of TEKNOFEST 2025 in Istanbul between 17–21 September 2025.

The second call of the Eurostars-3 for the year 2025 (cut-off 8) has been launched on 04 July 2025. Within this call, joint international R&D projects aimed at developing market-oriented innovative products, processes and services will be funded with the participation of at least one Turkish and one foreign organization from any Eurostars member country. Unilateral project applications are not accepted. An innovative SME is expected to take part in the project consortiums as the coordinator. 

Eurostars-3 is a partnership created under the Horizon Europe/ European Innovation Ecosystems Program as the European Partnership on Innovative SMEs with the cooperation of the Eureka Secretariat and 37 member countries. Within the scope of the program to be carried out between 2021-2027, it is aimed to support innovative SMEs to increase their R&D, innovation capacity and productivity, and to help them reach into global value chains and new markets.

In Eurostars-3 calls, bottom-up, international R&D projects with a civilian purpose, are funded led by innovative SMEs, regardless of any technology field or sector. Please visit Eurostars website for details, guidelines and submission. 

Stock corporations and researchers based in Türkiye can submit joint  proposals to Eurostars-3 2025/2 call. If there is more than one partner from Türkiye in the same international project, the partners are required to apply with a single joint project together. Higher education institutions, public research centers and institutes, training and research hospitals, research infrastructures within the scope of Law No. 6550 can participate jointly under the leadership of stock corporations. Eligible national consortiums will be funded according to the rules of the national funding programme coded “1709-EUREKA-EUROSTARS 2025/2” and "Eurostars-3 Program National Call Announcement".

Before the national application, the call text should be carefully examined, if the application rules are not followed properly, the application may be returned without being evaluated.

In addition, applications to the Eurostars Coordinatorship Support Programme 2025 National Call (code: “EUROSTARS-KOORD-DEST-2025”) will be submitted under the “Eurostars Coordinatorship Support Programme 2025 National Call” scheme. Please visit TÜBİTAK website for details.

National pre-registration and national pre-submission must be done to TÜBİTAK on the specified dates via TÜBİTAK PRODIS. In addition, after the international evaluation process, the accepted Turkish teams have to make a national application to TÜBİTAK.

Important Considerations for the Call:

The Greek Cypriot Administration of Southern Cyprus, Israel and one of the NFBs in Italy (Ministry of Enterprises and Made in Italy (MIMIT)) do not foresee public funding for organisations from their country applying to the 9th call of Eurostars-3. Organizations from these countries are welcome to apply but will have to fully self-finance their part of the project.       

Note: There is funding available for Italian organizations through the NFB MUR.

The Belmont Forum Resilience CRA call aims to support sustainability-oriented, interdisciplinary, and solution-driven research projects that address vulnerability and resilience management in socio-environmental systems in disaster-prone regions.

Türkiye’yi temsilen 5. Avrupa Kızlar Bilgisayar Olimpiyatı’na katılan milli takımımız, bilişim alanındaki yetenekleriyle ülkemize gurur yaşatarak madalyalarla ülkemize geri döndü.

Bu yıl, 14-20 Temmuz 2025 tarihleri arasında Almanya’nın Bonn şehrinde 5’incisi düzenlenen 60 ülkeden 227 öğrencinin yarıştığı Avrupa Kızlar Bilgisayar Olimpiyatı’nda ülkemizi temsil eden öğrencilerimiz, 3 Gümüş ve 1 Bronz olmak üzere toplamda 4 madalya elde etti.

TÜBİTAK bünyesinde yürütülen 2202 Bilim Olimpiyatları Programı kapsamında yetiştirilen öğrencilerimizden;

Azra Gönül GÜRSOY, Aslıhan BUĞA ve Nehir KARATOPCU Gümüş Madalya,

 Elif Başak KELEŞ Bronz Madalya kazandı.

A. Principal investigators (PI), Researchers (excluding researchers outside Türkiye) and Consultants:

Principal investigators;

• should have PhD degree / specialty in medicine, dentistry, pharmacy, veterinary medicine/proficiency in art and should be permanent/full-time staff (except for postdoctoral researchers not working in any institution/organization) of the institution (higher education institutions, public institutions or private institutions) where the project will be carried out,
• should apply within 7 years following the date of; doctorate degree / specialty in medicine, dentistry, pharmacy, veterinary medicine / proficiency in art, (The date of doctorate degree for the person who will apply as a principal investigator in 2025 cannot be earlier than 01.01.2018. Within the mentioned time period, in case of a woman researcher goes on maternity leave; if the relevant maternity document or identity certificate of child is sent to deik@tubitak.gov.tr by e-mail in the attachment of a relevant petition, 1 year is added to this time period for each birth.)
• should have an academic title of associate professor and below,
• should not receive CAREER fund from TÜBİTAK previously,

Researchers or consultants in project team (*);

· should have four years of university undergraduate education at least. 

Researchers or consultants in project team (excluding retirees and post-doctoral researchers not working in any institution/organization) should be permanent staff of the contributory institution/organization (university, public institution, private institution) where they are working.

Principal investigator, researchers and consultants (except for researchers/consultants outside Türkiye) should reside in Turkey. Non-Turkish citizens can be principal investigator/researcher/consultant in a project if they are working in an institution located in Türkiye.

Person who has academic title of professor cannot take part in projects as researcher.

A person who has a contribution less than 10% of the project workload cannot be researcher in projects but can be consultant. A consultant (*) is allowed if the project requires special expertise on a specific subject. The number of consultants in a project is limited to the number of specific subjects in the project. The role of consultant in the project should be explained in detail in the project proposal.

Retirees who do not work in any organization can take part in the project team as PI, researcher or consultant and post-doctoral researchers can take part in the project team as PI or researcher, provided that they do not receive Project Incentive Bonus (PTI). (In accordance with paragraph 2 in Article 16 of The Law on the Establishment of The Scientific and Technological Research Council of Turkey, only those who are permanent staff of public institutions or organizations can be paid PTI.) In order for the retirees and post-doctoral researchers to become PI, it is necessary them to get approval on that they can take part in the project from the senior authority of the institution / organization where the project will be carried out.

People working in TÜBİTAK Headquarters / Institutes cannot take part as PI / researchers / consultants in the projects proposed under this program.

TÜBİTAK ARDEB Governing Board and Advisory Board members can be PI or researcher, but they cannot be consultant (**) if they are still working in those positions during the application.

B. Researchers outside Türkiye

The requirements for researchers outside Türkiye to take part in a project are listed below:

• The researchers outside Türkiye who will take part in a project must be qualified to carry out and lead/guide a part of the project, where the competence of researchers in our country is limited, with the project team in the institutions of our country.
• The researchers outside Türkiye can take part in a project provided that their legal obligations belong to the organization where the project is carried out. The travel expenses of the researchers outside Türkiye are covered from the project's travel budget, and 50% of the full-time monthly gross fees they receive abroad in the same period of time, for the time they take part in the project, are covered as service cost from the project. If 50% of the full-time monthly gross wage that the researcher outside Türkiye receives abroad is less than the “2221 - Fellowships for Visiting Scientists and Scientists on Sabbatical Leave” coordinated by the Directorate for Science Fellowships and Grant Programmes (BİDEB), the highest monthly fee provided under that program is used. 
• Researchers outside Türkiye can take part in more than one project supported by TÜBİTAK, but they can get fee only from one project.

C. Scholar

Undergraduate, graduate students (except for special students and prep students) and “Research Assistants” studying in higher education institutions in Türkiye and post-doc researchers can take part as scholar in projects.

Undergraduate scholar should not work in any institution. If the student fails the class, scholarship is stopped. At most, 4 undergrad scholars can take part in one project.

The requirements to be a post-doc researcher scholar;

• Scholar should have a PhD but not work in any institution/organization,
• Scholar should not have an academic title of associate professor or higher,
• There should not be over 7 years between the date of getting PhD and the date when the person will be assigned in the project (petition date). (In case our female researcher takes leave due to childbirth within the specified period; If the birth certificate or the identity document of the children is sent to deik@tubitak.gov.tr ​​by e-mail in the attachment of the petition, one year will be added to this period for each birth)

Who cannot be Principal Investigator?

The highest level managers of the public institutions/organizations, deputies and assistants of them (Rector, Vice Rector, Chief Physician, Deputy Chief Physician, Hospital Director, Minister, Deputy Minister, General Manager, Deputy General Manager, Provincial Director of National Education, etc.) cannot act as PI if they are still working in those positions during the application, but they can be researchers in 3 (***) projects at most.

(**) TUBITAK ARDEB Governing Board and Advisory Board members can take part as consultants in projects submitted to calls opened within the scope of European Union Framework Programs (projects where joint evaluation is carried out by international independent reviewers).
