İlgili destek programının mevzuatında yer alması halinde, kuruluşun desteklenen projesinde dönemsel destek tutarı olarak hak etmiş olduğu alacağı üçüncü kişi veya kurum/kuruluşlara olan borçlarının tasfiyesi amacıyla kuruluşun talebi olması halinde temlik edilebilir. Temliknamenin aşağıda belirtilen örneğe ve biçime uygun olarak noter onaylı düzenlenmesi zorunludur.

HAKEM-İZLEYİCİ ÜCRETLERİ

TEYDEB tarafından yürütülen destek programlarının başvuru ve izleme süreçlerinde görev alan hakem ve izleyicilere TÜBİTAK tarafından belirlenen ücretler ödenmektedir.

More than 99% of enterprises in Turkey is small and medium-sized enterprises (SME) status. SMEs need increased productivity, growth and institutionalization in order to overcome the competitive pressure brought by economic and technological changes. Access to external information resources and development of in-house learning competencies are important factors in meeting these needs. SMEs can increase their awareness of compliance with competitive conditions with the mentoring service and solve problems they encounter in the change process more easily.

TÜBİTAK TEYDEB conducts various programs to support the R&D and innovation projects of SMEs. However, transforming the results obtained from R&D and innovation activities into economic value in a sustainable way is a multi-dimensional process. SMEs being able to commercialize the outputs obtained from these projects more quickly; it is considered that the mentoring mechanism can be an effective tool in matters such as improving their R&D and innovation capacities and developing products and processes that they can provide a competitive advantage in the market.
With the Mentor Trainer Call, a Mentor Pool was created from people with knowledge and experience in different fields. The pool created by this call can be updated and used by Interfaces when necessary.

In order to use the public resources devoted to the Research and Innovation areas more effectively and efficiently, the mentoring mechanism is developed as a reason for this call to commercialize the products and services of SMEs supported within the scope of TÜBİTAK TEYDEB Programs, to enter new markets and increase their export capacities.

The aim of this call is to increase the competitive power of domestic and international markets by introducing innovative products of SMEs that benefit from TÜBİTAK R&D and innovation supports with a qualified mentoring mechanism. SMEs receiving mentoring services are expected to

improve in the following areas:

• Increase in turnover
• Increase in current market share
• Entry into new markets
• Overseas sales or increase in current overseas sales.

In the activities to be carried out, it is recommended to focus on a specific sector and/or region, as well as to collaborate with the institutions and organizations listed below and similar ones:

• Development Agencies

• Chambers of Commerce and Industry

• Exporter Unions

• Professional and Sectoral Civil Society Organizations

• Organized Industrial Zones

• Technology Development Zone Management Companies

• Technology Transfer Offices

• Software Manufacturers Association (YASAD)

• R&D Centers Communication and Collaboration Platform (ARGEMIP)

• Ankara Chamber of Commerce (ATO)

• Istanbul Chamber of Industry (ISO)

• Turkish Industry and Business Association (TUSIAD)

• University-Industry Cooperation Centers Platform of Turkey (USIMP)

• The Women and Democracy Association (KADEM)

As of October 1^st  2022, the eligible interfaces have started their mentoring activities. 

The support, provided as a 100% grant, has a project budget limit of 2,500,000 TL (two million five hundred thousand TL), including general expenses. This budget limit is valid for the application phase. Cost increases during the support phase will be considered. The eligible expense items for support include staff expenses, service purchases and general expenses. The mentoring service provided to SMEs will be supported at a maximum of 1/8 of the valid gross minimum wage for the relevant period (based on gross hourly wage in TL).

With this mechanism, private sector firms, especially those that contain an R&D and product design centre, will form a network with other firms that take place in the value chain of the targeted technology-based product together with end-users, technology development zones and universities. As a whole, the network will have the opportunity to take centre stage in the innovation system for co-creating high value-added products and technologies for the market.

The networks will be established in two phases:

In the first phase, the support grant will be directed to establishing models of cooperation and networks based on a “product/ commercialization roadmap” that includes a business model.

In the second phase, the support grant will be provided to implementing the R&D and innovation activities that take place in the product/ commercialization roadmap based on the strategic milestones that have been put forth by the actors who are involved in the network for co-creating high value-added products. The targeted Technology Readiness Level should be between TRL 5 or 6 and 9, thereby targeting technological innovation that is closer to the market.

Briefly, the aim of SAYEM is as follows;

• High technology product/product groups that will be developed through the road map will be identified.
• The product road map will be created after the management model and the risk analysis are done.
• The content of the projects and their location in the road map will be planned.
• The sustainability of the  growing consortium will be planned
• Intellectual property rights will be determined

The scope of the call is within the framework of the Priority R&D and Innovation Topics in Compliance with the Green Deal

ÜRÜNLEŞTİRME PROGRAMI BÜTÇESİ ÜST SINIRI:

Çağrıya başvuru yapacak platformların yapacakları başvurular için ÜPG toplam bütçesi üst sınırı 100.000.000 TL (yüz milyon Türk Lirası) olacaktır.   Bütçe üst sınırına genel bütçe kapsamındaki idareler Proje Teşvik İkramiyesi ve kurum hissesi, sermaye şirketlerindeki genel gider desteği dahil değildir.

ÜRÜNLEŞTİRME PROGRAMI SÜRESİ ÜST SINIRI:

ÜPG süresi; Ürünleştirme aşaması en fazla 48 aydır. Destek süresi uzatılsa dahi bu süre aşılmaz.

DESTEKLENEN VE DESTEKLENMEYEN GİDER KALEMLERİ:

Desteklenen Giderler:

1. Sermaye şirketlerinin desteklenen gider kalemleri
   1. Personel giderleri (Ürünleştirme Yol Haritası Yönetimi Projesinde sadece yürütücü kuruluşa ait personel gideri desteklenir. Ayrıca bkz. 9.2.b)
   2. Seyahat giderleri
   3. Danışmanlık giderleri (Ayrıca bkz. SAYEM Yeşil Dönüşüm Çağrı Duyurusu Madde 10.2.a)
   4. Hizmet alımı giderleri (Ayrıca bkz. SAYEM Yeşil Dönüşüm Çağrı Duyurusu Madde 10.2.a)
      Kuruluşun ekonomik fizibilite raporu hazırlanması için hizmet alması ve raporunu da proje önerisi ekinde sunması durumunda söz konusu gider Yönetim Kurulu tarafından belirlenen tutar kadar desteklenir.
   5. Alet, teçhizat, yazılım, yayın alım giderleri
   6. Malzeme ve sarf giderleri
   7. Genel gider (üst limit 100.000 TL ve oranı proje destek tutarının en fazla %5’i)
2. Genel bütçe kapsamındaki idareler desteklenen gider kalemleri

      6550 Sayılı Kanun kapsamında yeterlik almış̧ araştırma altyapılarına,  belirtilen  üst  sınırın  %  20  fazlası  eklenerek uygulanır.

Desteklenmeyen Giderler:

Yenilik Destek Programı Uygulama Esasları Yönergesinde belirtilenleri ve aşağıdaki giderleri TÜBİTAK desteklemeyecektir:

1. Platformda yer alan kuruluşların birbirinden aldığı danışmanlık ve hizmet alımı giderleri desteklenmez. Ancak platformda yer alan genel bütçe kapsamındaki idarelerden alınacak hizmet alımı ve danışmanlık gideri bu kapsamın dışındadır.
2. Ürünleştirme Yol Haritası Yönetimi Projesinde personel gideri haricinde hiçbir gider desteklenmez.
3. Patent, faydalı model, tasarım, coğrafi işaret ve marka tescil giderleri,
4. CE (test giderleri hariç) ve kalite belgelendirme giderleri,

DESTEK ORANI:

ÜPG kapsamında desteklenen ÜYHY ve ÜP’ler dönemsel desteklemeye esas harcama tutarına uygulanacak destek oranı ile desteklenir. Programda uygulanacak destek oranı büyük ölçekli kuruluşlar için %60, KOBİ ölçeğindeki kuruluşlar için %75, genel bütçe kapsamındaki idareler için %100’dür.

DESTEK ÖDEME ŞEKLİ:

• Sermaye şirketleri

Dönemsel desteklemeye esas harcama tutarına uygulanacak destek oranı ile kuruluşların harcama yapması sonrasında ödeme yapılacaktır. Talep edilmesi durumunda Yönerge hükümlerine göre teminat karşılığı ön ödeme yapılacaktır.

• Genel bütçe kapsamındaki idareler

Teminat alınmaksızın Yönerge hükümlerine göre ön ödeme yapılacaktır.

A specialized R&D and Innovation Platform led by the private sector, in collaboration with universities and the government can appply.

ÜPG kapsamında büyük ölçekli kuruluşlar veya hedeflenen ürüne temel olacak teknolojiye ait önemli fikri mülkiyet haklarına sahip KOBİ’ler ÜPYK olabilir. Aynı zamanda ÜPYK’nın aşağıdaki niteliklerden mutlaka birini sağlaması beklenmektedir:

• Ar-Ge Merkezi Belgesi olması ve en az 2 TÜBİTAK projesi başarıyla tamamlamış olması,
• Teknopark şirketi olması ve en az 2 TÜBİTAK projesi başarıyla tamamlamış olması,
• Uluslararası ortaklı en az 1 projede görev almış olması ve en az 2 TÜBİTAK projesi başarıyla tamamlamış olması
• 3 TÜBİTAK projesi başarıyla tamamlamış olması

ÜPYK dışında en az 3 ÜPOK’dan oluşmalıdır. ÜPOK’lar içerisinde aşağıda belirtilen özelliklere sahip en az birer kurum/kuruluş bulunmalıdır. Bu özelliklere sahip ÜPOK’ların olmaması durumunda başvuru kabul edilmeyecektir. Aşağıda belirtilen özelliklerden birden fazlasına sahip olan ortakların kendi tercih ettikleri tek bir özellik dikkate alınacaktır.

• Ar-Ge Merkezi Belgesi veya Tasarım Merkezi Belgesine sahip Türkiye’de yerleşik sermaye şirketi,
• Genel bütçe kapsamındaki idareler (7. Çağrı kapsamı bölümünde tanımlanmıştır)
• KOBİ ölçeğindeki sermaye şirketi

Bu çağrı kapsamında Yönergenin “Başvuru yapabilecek kurum, kuruluş ve kişilerle ilgili sınırlamalar” başlıklı 13 üncü maddesinin birinci fıkrasında belirtilen ve aşağıdaki özelliklere sahip kurum/kuruluşların platformda yer alması olumlu değerlendirilecektir.

• Hedef ürün/ ürün grubunun potansiyel müşterisi/kullanıcısı olabilecek kuruluşlar
• TTO’lar
• TÜBİTAK Mükemmeliyet Merkezi Destek Programı (1004) Programı, SAYEM programı, 1711 Yapay Zeka Ekosistem Çağrısı, 1707 Sipariş Ar-Ge desteği alan kurum/kuruluşlar
• Teknoloji tabanlı girişimcilere yatırım yapan kuruluşlar
• TÜBİTAK 1512 BİGG desteği veya Teknogirişim desteği alan firmalar
• Yenilikçi startup/teknogirişim firmaları
• Pazar payını etkileyecek büyüklükte firma(lar)
• Yan sanayi temsil gücü olan KOBİ’ler
• Uluslararası Ar-Ge projesi yapmış/yapmakta olan sermaye şirketleri

İŞ BİRLİĞİ YAPISI:

• Çağrı’ya sadece ortaklı başvurular kabul edilecektir.
• Ürünleştirme Programı Başvurusu, Ürünleştirme Programı Yürütücü Kuruluş ve Ürünleştirme Programı Ortak Kuruluşları tarafından tek bir başvuru halinde ortak olarak sunulacaktır.
• Ürünleştirme Programı Yürütücü ve Ortak Kuruluşlar aralarında bir İş Birliği Sözleşmesi imzalayacaktır.
