R&D is the innovative activities carried out on a systematic basis with the aim of increasing scientific and technical know-how and the use of the resulting know-how in new applications (products, processes). Innovation, on the other hand, refers to a series of scientific, technological, financial and commercial activities aimed at transforming an idea into an improved, enhanced or new and saleable product or process.

The program aims to support project-based research, technology development and innovation activities submitted by Turkish institutions to the instruments under EUREKA (EUREKA Cluster, EUREKA Network, etc.). All organizations participating in the EUREKA program, based in Turkey and creating added value at company level can benefit from this program.

The aim of the program is to increase the technical competence and know-how in our country, to provide access to international technology accumulation and technology transfer, to internalize the acquired technological knowledge and experience within the organization, to be an accelerating and guiding factor in the development of original technologies and to contribute to the participation of organizations in international markets.

1509 - Uluslararası Sanayi Ar-Ge Projeleri Destekleme Programı kapsamında projeler için bütçe üst limitleri tek ortaklı projelerde 25 M TL, ortaklı projelerde 80 M TL (Her ortak en fazla 25 M TL bütçe limiti ile başvuru yapabilir) şeklindedir. 

Bu program kapsamında destek almaya hak kazanan projelere uygulanacak destek oranı, firmaların desteklenen proje sayısına göre aşağıdaki şekilde kademelendirilerek belirlenecektir.

Firmanın desteklenen ilk 5 projesi için:

• KOBİ destek oranı %75, Büyük Ölçekli Firma destek oranı %60*

Firmanın desteklenen 6’ncı projesi ve sonraki projeleri için: 

• KOBİ destek oranı %60, Büyük Ölçekli Firma destek oranı %40*

* Firmaların 1 Ocak 2020 tarihinden itibaren sözleşmesi imzalanmış projeleri ilk 5 proje kapsamındadır. İlk 5 proje desteği içerisinde 1509 programından destek almış yürütücü ve ortak kuruluş statüsündeki kuruluşlar sayılacaktır.

Program kapsamında desteklenen gider kalemleri aşağıda belirtilmiştir.

1. Personel giderleri,
2. Seyahat giderleri,
3. Alet, teçhizat, yazılım ve yayın alım giderleri,
4. Malzeme ve sarf giderleri,
5. Yurt içi ve yurt dışı danışmanlık hizmeti ve diğer hizmet alım giderleri,
6. Ar-Ge kurum ve kuruluşlarına yaptırılan Ar-Ge hizmet giderleri.

Programa başvuruda bulunacak projelerin destek süresinde ve proje bütçelerinde uluslararası çağrı duyurularında aksi belirtilmediği sürece herhangi bir kısıtlama bulunmamaktadır.

Bu program kapsamında başvuracak projeler için 1509 Programı Uygulama Esasları geçerlidir. Bunun yanı sıra, proje başvurularında öncelikle ilgili uluslararası programın web sayfasındaki açıklamalar incelenerek, programın gerektirdiği başvuru kuralları ve prosedürleri izlenmelidir.

Within the 1509 – International Industrial R&D Projects Grant Program, the maximum project budget is TRY 25 million for single-partner projects and TRY 80 million for collaborative projects. In collaborative projects, each partner may apply with a maximum budget of TRY 25 million.

The funding rates to be applied to projects approved for this programme are determined according to the number of projects previously funded for the applicant company, as follows:

For the company's first five funded projects:

• SMEs: up to 75% funding

• Large enterprises: up to 60% funding*

For the company's sixth and subsequent funded projects:

• SMEs: up to 60% funding

• Large enterprises: up to 40% funding*

* Projects for which the grant agreement has been signed on or after 1 January 2020 are taken into account when determining the first five funded projects. Both coordinator and partner roles in projects supported under the 1509 Programme are counted toward this total.

Supported costs in this programme are listed below.

a) Personnel costs,

b) Travel costs,

c) Tools, equipment, software and technical documents costs,

d) Materials and consumable costs,

e) Consultancy or other service costs,

f) R&D service costs.

Unless otherwise stated in the international call, there is no limitation on the project duration and project budget.

TÜBİTAK International Industrial R&D Projects Grant Programme (1509) Implementation Principles are valid for the projects that will apply to this programme. In addition, in project applications, firstly, the explanations on the web page of the relevant international programme should be examined and the application rules and procedures of international programme should be followed.

1509 süreci aşağıdaki aşamalardan oluşmaktadır:

Çağrılı uluslararası programlara sunulacak projenin ilgili çağrının değerlendirme takvimine uygun şekilde TÜBİTAK’a sunulması beklenir.

Uluslararası çağrılı projelerde ulusal başvurunun uygun bulunduğunu belirtir belgenin ya da yazının ve uluslararası başvuru formunun AGY103 ekler bölümüne eklenmesi gerekmektedir.

Proje ekibinde başvuru tarihi itibariyle proje konusu ile ilgili lisans mezunu en az bir kişinin bulunması gerekmektedir.

The projects to be submitted to international calls should be submitted to TÜBİTAK in accordance with the evaluation calendar of the relevant call.

The document indicating that the national application is eligible and the international application form must be attached to the AGY103 appendices section.

At the project application date, there must be at least one person with a bachelor’s degree related to the project subject in the project team.

1509 Uluslararası Sanayi Ar-Ge Destek Programına Türkiye’de yerleşik sermaye şirketleri başvuru yapabilmektedir.

All companies established in Turkey can apply to the programme.

Başvurular sürekli açıktır ve yılın her günü eteydeb.tubitak.gov.tr adresinden çevrimiçi (online) olarak yapılabilir. Ancak, çağrılı uluslararası programlara sunulacak projenin ilgili çağrının değerlendirme takvimine uygun şekilde TÜBİTAK’a sunulması beklenir.

1509 Uluslararası Sanayi Ar-Ge Destek Programına proje başvuruları sadece elektronik ortamda http://eteydeb.tubitak.gov.tr adresindeki çevrimiçi (online) uygulama (Proje Değerlendirme ve İzleme Sistemi -PRODİS) üzerinden yapılmaktadır.

Proje önerileri aşağıda belirtilen üç boyuta göre değerlendirilmektedir:

I. Boyut: Endüstriyel Ar-Ge İçeriği, Teknoloji Düzeyi, Yenilikçi Yönü

II. Boyut: Proje Planının ve Kuruluş Altyapısının Proje İçin Uygunluğu

III. Boyut: Proje Çıktılarının Ekonomik Yarara ve Ulusal Kazanıma Dönüşebilirliği

Project proposals are evaluated according to the following three dimensions:

I.   Dimension: Industrial R&D Content, Technology Level, Innovative Aspect
II.  Dimension: Eligibility of Project Plan and Enterprise Infrastructure for the Project
III. Dimension: The Turnover of the Project Outputs to Economic Benefit and National Benefit

Projeler, uluslararası programın değerlendirme kurallarına da uyularak, konularında uzman hakemler tarafından firma ziyaretleri yapılarak değerlendirildikten sonra TÜBİTAK'a rapor edilir. Değerlendirme raporları esas alınarak, projeler ilgili teknoloji grubu yürütme komitesi tarafından değerlendirilerek nihai karar verilir.

Projeyi değerlendiren hakemler; programın Uygulama Esasları ve kendileriyle yapılan sözleşme çerçevesinde, PRODİS’te yer alan proje önerisini ve uluslararası proje başvurusunu inceler ve firmayı ziyaret ederek hazırladıkları değerlendirme raporunu Başkanlığımıza iletir. Sözü edilen sözleşme kapsamında hakemler proje önerisine ilişkin bilgileri üçüncü kişilerle paylaşmaz.

Hakemlerin firma ziyareti sırasında, firmanın proje hakkında sunum yapması; proje yürütücüsü, personeli ve varsa teknik danışmanlarının ziyaret esnasında bulunması beklenir. Hakemler gerek duydukları ek bilgileri/açıklamaları kuruluştan talep edebilirler.
