İlk kez 2022 yılında düzenlenen Hyperloop Geliştirme Yarışması; ön lisans, lisans, yüksek lisans ve doktora öğrencileri arasında manyetik levitasyon (askılama) teknolojileri alanında farkındalık oluşturmayı, vakuma yakın tüplerde aerodinamik direnç ve sürtünme etkisinin azaltıldığı yenilikçi ulaşım sistemlerinin geliştirilmesini teşvik etmeyi amaçlamaktadır. TEKNOFEST Teknoloji Yarışmaları kapsamında düzenlenen yarışma, katılımcılara yeni nesil ulaşım teknolojileri konusunda teorik ve uygulamalı bilgi birikimi kazandırmayı hedeflemektedir.

Yarışma kapsamında takımlar; kapsül ve alt sistem geliştirme, teknoloji gösterimi ve mühendislik temelli problem çözümüne odaklanan farklı kategoriler altında projelerini sunabilmektedir. Bu kategori yapısı, disiplinlerarası takım çalışmasını desteklerken hyperloop teknolojilerinin pratik uygulamalarla geliştirilmesine ve bu alanda yetkin insan kaynağı oluşumuna katkı sağlamaktadır.

Yarışmaya; Türkiye’de ve yurt dışında öğrenim gören ön lisans, lisans, yüksek lisans ve doktora öğrencileri takım hâlinde başvurabilmektedir.

The purpose of the programme is to advance international cooperation of Türkiye in science and technology by providing financial support to international researchers from The World Association of Industrial and Technological Research Organizations (WAITRO) member countries who have received their PhD or are still registered to a doctoral programme abroad to conduct a research in Türkiye within the framework of sustainable development goals. This call announcement covers the procedures and obligations related to the applicants and/or international young researchers supported by the programme.

Programın amacı, Dünya Endüstriyel ve Teknolojik Araştırma Kuruluşları Birliği (WAITRO) üyesi ülkelerden doktora derecesini almış veya halen doktora programına kayıtlı olan uluslararası araştırmacıların sürdürülebilir kalkınma hedefleri çerçevesinde Türkiye'de bir araştırma yürütmeleri amacıyla araştırmacılara maddi destek sağlayarak, Türkiye'nin bilim ve teknoloji alanında uluslararası işbirliklerini geliştirmektir.

Within the scope of the programme, the young researchers are provided with the following support;

• Monthly fellowship (stipend) to cover living costs in Türkiye;

• Air ticket (Tickets to reach Türkiye at the beginning of the fellowship and the return journey on completion of the fellowship)

• Private health insurance.

Amount and Duration of the Support

• For doctoral students: A monthly stipend of 32.500 Turkish Liras

The duration of the support is minimum 6 months and maximum 24 months.

• For postdoctoral researchers: A monthly stipend of 43.500 Turkish Liras

The duration of the support is minimum 6 months and maximum 12 months.

Program kapsamında genç araştırmacılara aşağıdaki destekler sağlanmaktadır;

• Türkiye’deki yaşam masraflarını karşılamak için aylık burs;

• Yol masrafı (Burs başlangıcında Türkiye’ye ulaşım ve burs bitiminde ülkesine dönüş için uçak bileti);

• Özel sağlık sigortası.
   

Burs Miktarı ve Süresi

• Doktora öğrencileri için: Aylık 32.500 Türk Lirası burs.

Destek süresi en az 6 ve en fazla 24 aydır.

• Doktora sonrası araştırmacılar için: Aylık 43.500 Türk Lirası burs.

Destek süresi en az 6 ay en fazla 12 aydır.

• To be able to submit the online application form to TÜBİTAK, the candidate must first create a profile on the platform in the TÜBİTAK Researcher Information System (ARBIS).

• Applications are submitted online via the TÜBİTAK online application system through TYBS within the dates indicated in the call announcement.

• Please make sure that you upload all required documents in the online application system. The application system will be open during the application period. You can make changes in your information and upload new documents before confirming your application.

• Documents to be uploaded to the application system must be in English.

• Documents without signature are not accepted.

• Acceptance Letter must be taken from the highest authority of the host institution. The highest authority of the host institution the director of TÜBİTAK Research Centers and Institutes in which the research will be conducted.

• All application documents must be prepared according to the template of TÜBİTAK. Documents in different formats will not be accepted. For the templates, please see the “application forms”.

• Support payments of the fellow will be initiated based on the starting date of the research. The start date of the research must be the first day of the month in which the research will start.

• Fellowship payments are paid within the first 10 days of the following month to TRY bank accounts on the names of fellows based on the information given in the letter of commitment by the fellow.

• There is no retroactive payment to the fellows who choose to arrive to Türkiye by their own means before the date on the acceptance letter.

• Programa başvuru yapacak araştırmacıların ve danışman(lar)ının Araştırmacı Bilgi Sistemi’ndeki (ARBIS) bilgileri çevrimiçi başvurudan önce güncel olmalıdır.

• Başvurular, çağrı duyurusunda ilan edilen tarihler içerisinde TYBS adresi üzerinden çevrimiçi olarak yapılır.

• Başvuru belgelerinin eksiksiz olarak çevrimiçi başvuru sistemine yüklenmesi gerekmektedir. Başvuru süresince başvuru sistemi açık kalacaktır.

• Bu süre içerisinde, başvurunuzu onaylamadan önce bilgilerinizde değişiklik yapabilir ve yeni evrak yükleyebilirsiniz.

• Başvuru aşamasında belgelerin sisteme yüklenmesi yeterlidir, posta yoluyla BİDEB’e ulaştırılması gerekmez.

• Başvuru sistemine yüklenecek belgelerin İngilizce olması gerekmektedir. Diğer dillerde hazırlanmış belgelerin onaylı İngilizce tercümeleri yüklenmelidir.

• İmzasız belgeler kabul edilmemektedir.

• Başvuru dönemi içerisinde geri çekme işlemi sistem üzerinden onay kaldırılarak yapılabilir. Başvuru dönemi bittikten sonra değerlendirme aşamasında geri çekme işlemi için başvuru yılı ve dönemini belirten imzalı bir dilekçenin BİDEB adresine gönderilmesi gerekmektedir.

• Dilekçenin BİDEB’ e ulaşmasını takiben güncelleme işlemi yapılmaktadır.

A. Principal investigator (PI)

Principal investigator (excluding retirees and post-doctoral researchers not working in any institution/organization);

• In the case of University/ Training and Research Hospital staff, he/she should be permanent staff of the organization proposing the Project, have a degree of doctorate / specialty in medicine, dentistry, pharmacy, veterinary medicine /proficiency in art.
• In the case of working at the Research Institute, he/she should be permanent staff of the institution proposing the Project, have a minimum four-year undergraduate degree from university.
• In the case of a doctorate student / specialty in medicine, dentistry, pharmacy, veterinary medicine student / proficiency in art student, he/she should have obtained his doctorate qualification and apply for doctoral thesis accepted by the relevant Institute.

For doctorate students / specialty in medicine, dentistry, pharmacy, veterinary medicine students / proficiency in art students, it is not necessary to be a permanent staff in the institution / organization where the project will be carried out (the higher education institution where one is a student). In case of doctorate students / specialization students in medicine, dentistry, pharmacy, veterinary medicine /proficiency in arts students are the PI, the project proposal shall be submitted with justification of meeting the needs that arise during the execution of the doctoral theses

Members of the Group Executive Board and Advisory Board working in ARDEB can take part as a PI or researcher while their duties continue during the application, but not as a consultant (*).

One can take part as a PI for a maximum of five times in total within the scope of the 1002-A Short-Term Support Module and the 1002-B Emergency Support Module throughout her/his career. It is not possible for people who have been assigned as a PI in five or more 1002-A and 1002-B projects, for which a support decision has been made and/or in case of a proposal, to apply to Module 1002-A or 1002-B as PI.

B. Researcher / Consultant

The researchers or consultants whom will take part in a project team;

Must have a minimum four-year undergraduate degree and be a permanent/full-time staff of the participating organization/institution under which they’re working (excluding retirees and post-doctoral researchers not working in any institution/organization)

The PI, researchers and consultants should reside in the territory of Republic of Türkiye.

Retirees who do not work in any organization can take part in the project team as PI, researcher, or consultant and post-doctoral researchers who do not work in any organization can take part as a PI or researcher. In order for the retirees and post-doctoral researchers to become PI, an approval on that they can take part in the project is necessary from the senior authority of the institution / organization where the project will be carried out.

Thesis advisors of doctorate students /specialty in medicine, dentistry, pharmacy, veterinary medicine students / proficiency in art students who apply for a project as PI cannot take part in the project team as a researcher but can be consultant.

It is not possible for the ones being abroad to take part in the project team as a foreign researcher and a foreign consultant.

People working in TÜBİTAK Headquarters / Institutes cannot take part as PIs / researchers / consultants in the projects proposed under this Module.

Individuals with a contribution rate of less than 10% in the project cannot work as researchers, but they can be consultant. In order for a project consultant (**) to take part, the project must have specific expertise or subjects and this issue should be justified in the project proposal. The number of consultants to take part in a project is limited to the number of subjects that require special expertise in that project.

C. Scholar

Undergraduate and graduate students (except for special students and prep students) and “Research Assistants” studying in higher education institutions in Türkiye and post-doctoral researchers can take part as scholar in projects.

Undergraduate scholars should not work in any institution/organization. If the student fails the class, the scholarship is terminated. A maximum of 4 (four) undergraduate scholarship students can take part in a project at the same time.

The requirements to be a post-doc researcher scholar;

• Scholar should have a PhD but not work in any institution/organization,
• Scholar should not have an academic title of associate professor or higher,
• The period between the date of obtaining the doctorate/ specialty in medicine, dentistry, pharmacy, veterinary medicine/ proficiency in arts degree and the date when the person will be assigned within the scope of the project (request date) should not be more than 7 years (In case that female researchers have taken maternity leave within the specified period;  one year will be added to this period for each birth given that the birth certificate or the identity document of the children is sent to deik@tubitak.gov.tr by e-mail attached to the request letter)

WHO CANNOT BE PRINCIPAL INVESTIGATOR?

The highest level managers of the public institutions/organizations, deputies and assistants of them (Rector, Vice Rector, Chief Physician, Deputy Chief Physician, Hospital Director, Minister, Deputy Minister, General Manager, Deputy General Manager, Provincial Director of National Education, etc.) cannot act as PI if they are still working in those positions during the application, but they can be researchers in 3 (***) projects at most.

Limits for taking part in projects (Table)

Short-Term R&D Funding Program projects are excluded from the limit of being able to take part in projects, however;

Within the scope of the 1002-A Short-Term Support Module and the 1002-B Emergency Support Module one can take part simultaneously at maximum,

• In two projects as PI or
• In four projects as Researcher or
• In one project as PI and in two projects as a researcher.

(*) TÜBİTAK Governing Board and Advisory Board members can take part in projects applied to the calls under EU Framework Programs (calls where joint evaluation is carried out by international independent reviewers) as consultant.

(**)  Consultant: researcher or expert whose knowledge is used for a secondary subject of project, requiring special expertise.

(***) International projects, 1000, 1002-A and 1002-B projects are not included in the specified quota.

• Be permanent residents and nationals of a WAITRO member countries other than the host country (the dual citizens, the individuals who renounced Turkish citizenship for any reason are not eligible for the application),

• Must not hold any visa for temporary or permanent residency in Türkiye;

• Having a valid passport;

• Having an English proficiency certificate;*

• Having a research plan within the framework of sustainable development goals;

• Having an official acceptance from TÜBİTAK Research Centers and Institutes in Türkiye;**

• Not previously supported under any of 2216 Research Fellowship Programmes.

• For doctoral researchers;

• By the deadline date of the application, having registered to a doctoral programme in a higher education institution in one of WAITRO member countries other than the host country. S/he must have successfully passed the PhD qualifying exam or be in an advanced stage of their PhD research. Applicants must certify this criterion with an official Registration & No Objection Certificate taken in the last three months before the application date;

• Being 35 years old or younger on 31 December of the application year.

• For post-doctoral researchers;

• Holding a PhD degree certificate;

• Being employed in one of WAITRO member countries other than the host country and hold a research assignment there. Applicants must certify a supporting statement from the head/director of the applicant’s current employer on official headed paper to prove that you are employed there and will be given leave, if granted the award;

• Being 45 years old or younger on 31 December of the application year.

• WAITRO üyesi ülkelerden birinde daimi ikamet etmek ve vatandaşı olmak (çifte vatandaşlık sahibi olanlar, T.C. vatandaşlığından herhangi bir nedenle ayrılmış olanlar başvuramaz),

• Türkiye’de geçici veya kalıcı ikamet için herhangi bir vizeye sahip olmamak,

• Geçerli bir pasaporta sahip olmak,

• İngilizce yeterlilik belgesine sahip olmak*,

• Sürdürülebilir kalkınma hedefleri kapsamında bir araştırma planına sahip olmak,

• TÜBİTAK Araştırma Merkez ve Enstitülerinden birinden resmi davet almış olmak**,

• Daha önce 2216 Araştırma Bursu Programlarından herhangi biri kapsamında desteklenmemiş olmak.

Doktora Sırası Araştırmacılar İçin:

• Son başvuru tarihi itibariyle WAITRO üyesi ülkelerden birinde yükseköğrenim kurumların birinde doktora programına kayıtlı olup, doktora yeterlilik sınavını geçmiş/tez aşamasında olmak,

• Başvuru yılının 31 Aralık itibariyle 35 yaşını doldurmamış olmak,

Doktora Sonrası Araştırmacılar İçin

• Doktor derecesine sahip olmak,

• Ev sahibi ülke dışındaki WAITRO üyesi ülkelerden birinde çalışıyor olmak ve orada araştırma görevi yapmak.

• Başvuru yılının 31 Aralık itibariyle 45 yaşını doldurmamış olmak.

Günümüzün hızla gelişen teknolojik ortamında, havacılık sektörü, yenilikçi teknolojilerin yaygınlaşması ve büyük ölçekli değişimlerle karşı karşıyadır. Otonom uçan araçlar, hava taksileri ve diğer inovatif çözümler, havacılığın geleceğini şekillendiren en önemli unsurlar arasında yer almaktadır. Bu teknolojik dönüşüm, ulaşımın verimliliğini artırırken güvenlik standartlarını ve çevresel farkındalık seviyelerini de yeniden tanımlamaktadır. Bu bağlamda, TEKNOFEST Teknoloji Yarışmaları kapsamında düzenlenen Havacılıkta Yapay Zeka Yarışması, havacılık sektöründe karşılaşılan problemlere yaratıcı ve yenilikçi çözümler sunmayı hedeflemektedir.

Yarışma, hava araçlarının çevresel farkındalık seviyelerini artırmak ve operasyonel güvenliklerini güçlendirmek amacıyla yapay zeka tabanlı algoritmaların geliştirilmesine olanak tanıyan bir platform sağlamaktadır. Yarışma kapsamında, hava araçlarının sensör ve kamera verilerini işleyerek çevresel farkındalık kabiliyetini geliştiren algoritmalar oluşturulması teşvik edilmektedir. 

Yarışmaya, Türkiye’de ve yurt dışında öğrenim gören lise, ön lisans, lisans, yüksek lisans ve doktora öğrencileri (açık öğretim dahil) ile mezunları, en az 2 ve en fazla 5 kişiden oluşan takımlar hâlinde başvurabilmektedir.

Robotaksi-Binek Otonom Araç Yarışması; otonom sürüş teknolojilerinin gerçekçi şehir içi senaryolar üzerinden geliştirilmesini ve test edilmesini hedeflemektedir. TEKNOFEST Teknoloji Yarışmaları kapsamında düzenlenen yarışma, katılımcıların algılama, karar verme ve kontrol süreçlerini bütüncül bir yaklaşımla ele alarak güvenli, kurallara uygun ve etkin otonom sürüş çözümleri üretmelerini teşvik etmektedir.

Yarışma sürecinde takımlar; yazılım, donanım ve algoritma geliştirme alanlarında uygulama odaklı deneyim kazanmakta, otonom araçların trafik ortamında güvenli biçimde hareket edebilmesine yönelik yenilikçi çözümler geliştirmektedir. Bu yönüyle yarışma, otonom araç teknolojileri alanında nitelikli insan kaynağının yetişmesine katkı sağlamayı amaçlamaktadır.

Yarışmaya Türkiye ve yurt dışında öğrenim gören lise, ön lisans, lisans, yüksek lisans ve doktora öğrencileri ile mezunlar takım hâlinde başvurabilmektedir.

Millî Eğitim Bakanlığı, Türkiye Bilimsel ve Teknolojik Araştırma Kurumu (TÜBİTAK) ve Türk İş birliği ve Koordinasyon Ajansı Başkanlığı (TİKA) iş birliğinde 2026 yılında 18’incisi düzenlenecek Uluslararası MEB Robot Yarışması’nın teması “Yeşil Vatan, Mavi Gelecek” olarak belirlenmiştir. Yarışma, 6-8 Mayıs 2026 tarihleri arasında Antalya’da yapılacaktır.

Uluslararası Elektrikli Araç Yarışları; takımların belirlenen teknik gereklilikler doğrultusunda elektrikli araçlarını tasarlamaları, geliştirmeleri ve yarış pistinde performanslarını ortaya koymaları, aynı zamanda ülkemizde ve uluslararası düzeyde elektrikli araç teknolojilerinin gelişimine katkı sağlayacak nitelikli insan kaynağının yetiştirilmesine destek olunması amacıyla TEKNOFEST Teknoloji Yarışmaları kapsamında düzenlenmektedir.

TÜBİTAK tarafından 2005 yılından bu yana, TEKNOFEST kapsamında ise 2019 yılından itibaren düzenlenmekte olan Uluslararası Elektrikli Araç Yarışları; lise, ön lisans ve lisans düzeyinde öğrenim gören öğrencilerin elektrikli araç teknolojileri alanında mühendislik, tasarım, sistem entegrasyonu ve sürüş performansı konularında bilgi ve deneyim kazanmalarını amaçlamaktadır.

Yarışlar; katılımcıların yalnızca teorik bilgi düzeylerini değil aynı zamanda bu bilgileri uygulamaya dönüştürebilme, gerçekçi mühendislik problemlerine çözüm üretebilme, güvenli ve çalışabilir sistemler tasarlayabilme yetkinliklerini geliştirmeyi de hedeflemektedir. Bu kapsamda, takımlar araçlarının teknik altyapısını, mekanik ve elektriksel bütünlüğünü, kontrol ve sürüş kabiliyetlerini yarışma sürecinde sergileme imkânı bulmaktadır.

Uluslararası Elektrikli Araç Yarışları, Elektromobil ve Hidromobil olmak üzere iki kategori altında yürütülmektedir. Takımlar başvuru sırasında yalnızca bir kategori seçebilmekte olup başvuru tamamlandıktan sonra kategori değişikliği yapılamamaktadır.

Elektromobil kategorisine Türkiye ve yurt dışında öğrenim gören ön lisans ve lisans öğrencileri ile Türkiye, Azerbaycan ve Kuzey Kıbrıs Türk Cumhuriyeti’nde öğrenim gören lise ve dengi okul öğrencileri en az 5, en fazla 25 kişiden oluşan takımlar hâlinde başvurabilmektedir.

Hidromobil kategorisine ise Türkiye ve yurt dışında öğrenim gören ön lisans ve lisans öğrencileri en az 5, en fazla 25 kişiden oluşan takımlar hâlinde başvurabilmektedir.

Blokzincir Yarışması; blokzincir teknolojilerinin geliştirilmesini teşvik etmek, bu teknolojiler aracılığıyla gerçek dünya problemlerine yenilikçi ve uygulanabilir çözümler üretilmesini desteklemek ve alanda nitelikli insan kaynağının yetişmesine katkı sağlamak amacıyla TEKNOFEST Teknoloji Yarışmaları kapsamında düzenlenmektedir.

Yarışmaya, Türkiye’de ve yurt dışında öğrenim gören ön lisans, lisans, yüksek lisans ve doktora öğrencileri ile mezuniyetinin üzerinden en fazla üç yıl geçmiş mezunlar, en az 2 ve en fazla 5 kişiden oluşan takımlar hâlinde başvurabilmektedir. Projelerin; blokzincir tabanlı dijital çözümler üretmesi, dijital kimlik, finans, veri güvenliği ve Web3 gibi alanlara odaklanması beklenmektedir.
