Application Conditions:

• The applicant must be studying for an undergraduate degree*,

• The project is carried out under the guidance of an academic consultant**

• Not being involved in more than one application in the same period and/or in a 2209-A or 2209-B project whose support continues in previous periods,

• No support must have been received from TUBITAK before for the same project.
  Students can apply to the programme individually or as a team. In case of application as a team, one of the students is responsible to TUBİTAK as the Project Manager. A maximum of 3 project partners other than the project manager can take part in a Project team.

* Open education and preparatory class students cannot apply.

Documents Required During Application

• Research proposal prepared in the format determined by TUBİTAK

Başvurular, https://tybs.tubitak.gov.tr adresi üzerinden çevrimiçi olarak yapılır. Elektronik başvuru sistemine yüklenen dosyaların açıldığının ve doğruluğunun başvuru sahibi tarafından kontrol edilmesi gerekmektedir. Son başvuru günü mesai bitiminde (17.30) sistem başvuruya kapatılır. Çevrimiçi başvuru haricinde, BİDEB’e e-posta/posta ile veya başvuruların kapanmasından sonra gönderilen belgeler değerlendirmeye alınmaz ve imha edilir.

Applications are made online at TYBS. The applicant must check that the files uploaded to the electronic application system have been opened and are correct. The system will be closed for applications at the end of the working day (17.30) on the application deadline. Except for online application, documents sent to BIDEB by e-mail/mail or after the applications are closed will not be evaluated and will be destroyed.

Retraction of the application can be done at any stage of application process. Retraction can be made by removing approval through the system during the application period. After the application period is over, a signed petition stating the application year and period must be sent to BIDEB address for retraction during the evaluation phase. After the petition reaches BIDEB, the update process is carried out.

Ön İnceleme

Ön inceleme aşamasında başvuru belgeleri kontrol edilmektedir. Başvuru koşullarından herhangi birini sağlamayan, belgeleri eksik olan veya istenen formatta olmayan başvurular, son başvuru tarihine kadar sisteme girilen bilgileri onaylamayan, faks veya elektronik posta ile yapılan başvurular bilimsel değerlendirmeye tabi tutulmadan ön incelemede elenerek iade edilir.

Bilimsel Değerlendirme

Ön incelemeden geçen başvurular, alanında uzman danışma kurulu üyeleri ya da panelist/danışmanlar tarafından, aşağıdaki kriterler esas alınarak yapılmaktadır.

• Araştırma önerisinin özgün değeri

• Amaç ve hedefleri,

• Yöntem,

• İş paketleri, başarı ölçütleri ve risk yönetimi,

• Yaygın etki.

Değerlendirme yalnızca sisteme yüklenen belgeler üzerinden yapılmaktadır. Bu nedenle her bir koşula ilişkin belge, açık ve belirlenen içerikte olacak şekilde başvuru formları aracılığıyla sisteme yüklenmelidir, yalnızca web sayfası linki içeren belgeler dikkate alınmayacaktır.

Değerlendirme taban puanları sosyal ve beşeri bilimler, temel bilimler, teknik bilimler, sağlık bilimleri ve tarımsal bilimler alanındaki projeler için ayrı belirlenebilir.

Değerlendirme sonuçları GYK tarafından görüşülerek Başkanlığa sunulur. Desteklenecek başvurular ve destek miktarları Başkanlık onayı ile kesinleşir.

Applications are evaluated in two stages.

Preliminary evaluation

Application documents are checked during the preliminary evaluation phase.

Scientific Evaluation

The applications that pass the preliminary evaluation are scientificly evaluated by the advisory board members or panelists / consultants who are experts in the field, based on the following criteria.

• Original value of the research proposal

• Goals and objectives,

• Method,

• Work packages, success criteria and risk management,

• Widespread effect.
   

The evaluation is made only on the documents uploaded to the system. For this reason, the document regarding each condition must be uploaded to the system through the application forms in a clear and determined content, only documents containing a web page link will not be taken into consideration.

Evaluation base scores can be determined separately for projects in the BASIC SCIENCES field.

The evaluation results are discussed by the GYK and presented to the Presidency. The applications to be supported and the amount of support are finalized with the approval of the Presidency.

• Proje kapsamında yapılan harcamalar fatura ile belgelendirilmelidir ve demirbaş malzeme alınması durumunda üniversite demirbaşına kaydı yapılmalıdır. Faturalar yürütücü öğrenci ya da proje ortakları adına kesilmelidir. Üzerinde yürütücü bilgileri bulunmayan fiş niteliğindeki beyanlar kabul edilmeyecektir (yalnızca akaryakıt harcamalarında fiş beyanı kabul edilecektir). Belgelendirilmeyen destek tutarı program web sitesinde belirtilen TÜBİTAK hesaplarına yatırılmalıdır.

• Destek sahipleri, desteklenme sonuçlarının açıklanmasını takip eden 12 ay içerisinde, harcama belgeleri, varsa demirbaş kayıt fişi ve iade dekontu eklenen sonuç raporlarını (yürütücü öğrenci ve danışmanının imzaları ile birlikte) e-BİDEB sistemine yüklemelidir. İzleme sistemine yüklenen raporların posta yoluyla BİDEB’e ulaştırılmasına gerek yoktur. Sonuç raporları BİDEB’in görevlendirdiği izleyiciler tarafından değerlendirilir.

• Sonuç raporunun destek bitiş tarihini izleyen bir ay içinde e-BİDEB sistemine yüklenmemesi durumunda gerekçeli dilekçe ile ek süre istenebilir. Gerekçenin GYK tarafından uygun bulunması halinde raporun tamamlanması için ek süre verilebilir. İzleyici hakem tarafından uygun bulunmayan sonuç raporlarının iki ay içinde düzeltilmesi talep edilir.

• Sonuç raporlarını iki aylık süre içerisinde BİDEB’e sunmayan veya revize raporu kabul edilmeyen destek sahibinin desteği, kusur durumuna göre yürürlükten kaldırılır veya iptal edilir.

• Desteklenen yürütücü (ve varsa proje ortakları) ve akademik danışmanı, araştırmanın başvuru ve yürütülmesi sırasında evrensel nitelikli bilimsel araştırma ve bilimsel yayın kurallarına uymak zorundadır. Yukarıda belirtilen kurallara aykırı davranılması halinde ilgililer hakkında AYEK yönetmeliği hükümleri uyarınca işlem yapılabilir.

• Değerlendirme sonuçlarının açıklandığının TÜBİTAK web sayfasında duyurulmasını takip eden en çok 12 ay içinde proje yürütücüleri sonuç raporunu sisteme yüklemelidir.

The supported candidate (project partners, if any) and their academic advisor must comply with the universal scientific research and scientific publication rules during the execution of the research. In case of violation of the above-mentioned rules, action is taken against those concerned in accordance with the provisions of the AYEK (Ethics committee) regulation.

Project coordinators must upload the final report to the system within 13 months at most after the announcement of the evaluation results on the TÜBİTAK website, and in any case before completing their undergraduate education.

İlgili mevzuatlarda ve çağrı duyurusunda belirtilmeyen özel durumlarda, GYK kararları uygulanır.

• Expenditures made within the scope of the project must be documented with an invoice, and in case of purchasing fixed materials, they must be recorded in the university inventory. Invoices must be issued on behalf of the project manager or project partners. Declarations in the form of receipts without executive information will not be accepted (only receipt declarations will be accepted for fuel expenses). The undocumented support amount must be deposited into the TUBITAK accounts specified on the programme website.

• Within 12 months following the announcement of the support results, project managers have to upload the result reports (together with the signatures of the project manager and their consultant) to the e-BİDEB system, with expense documents, inventory registration slip, if any, and return receipt attached. Reports uploaded to the monitoring system do not need to be delivered to BIDEB by mail. The final reports are evaluated by the audiences appointed by BIDEB.

• If the final report is not uploaded to the e-BIDEB system within one month following the support end date, additional time may be requested with a reasoned petition. If the justification is deemed appropriate by Group Executive Board, additional time may be given to complete the report. Result reports deemed inappropriate by the audience are requested to be corrected within two months.

• The support of the project manager who does not submit the final reports to BIDEB within a two-month period or whose revised report is not accepted will be terminated or canceled depending on the fault.

As one of Eureka’s key funding instruments, the Eureka Network Projects framework has launched the “Circular Value Creation” call on 12 June 2025, with the participation of 17 countries, including Türkiye. In line with Eureka’s objectives, the call will support projects that aim to develop market-oriented products, processes, and services with high commercialization potential.

Objective of the Call

This call aims to accelerate the transition from a linear economic model to a circular economy by supporting projects that develop:

• Innovative business models,

• Circular value chain strategies,

• Human-cantered transformation approaches,

• Data- and technology-driven solutions.

The objective is to go beyond recycling and implement solutions that systematize sustainability across the entire lifecycle of products — from design and production to use and re-use.

Call Specific Requirements

• The project must deliver tangible benefits to all relevant stakeholders.

• The technological collaboration established between participants from different countries must provide clear added value, such as enhanced knowledge sharing, increased commercial potential, or access to R&D infrastructure.

• The product or process to be developed must be innovative and have the potential to create meaningful impact at the economic, technological, or societal level.

• The project duration must not exceed 36 months.

• Prior to the project’s start, a signed consortium agreement must be submitted by all partners. This agreement should clearly outline issues such as intellectual property rights and the ownership and use of know-how.

Applicants from Türkiye to the 1719 – Eureka Circular Value Creation Call may include capital companies, higher education institutions, public research centers and institutes, training and research hospitals, and research infrastructures defined under Law No. 6550.

Applications from these institutions will only be accepted if submitted in partnership with at least one capital company. Under this call, the capital company must act as the Project Coordinator (Main Applicant).

Project applications will be conducted within the framework of the national call rules titled 1719 – Eureka Circular Value Creation and Eureka Network Circular Value Creation 2025 National Call Announcement.

Before submitting a national application, the call text must be carefully reviewed. Failure to comply with the application rules may result in the application being rejected without evaluation.

Applicants from our country eligible for the 1719–Eureka Circular Value Creation Call include capital companies, higher education institutions, public research centres and institutes, training and research hospitals, and research infrastructures covered under Law No. 6550.
Applications from these institutions will only be accepted if submitted in partnership with at least one capital company. Within the scope of the call, the capital company must serve as the Project Coordinator (Main Applicant).
