When and how can I apply?

All applicants must register in the Researcher Information System (ARBIS), designed and developed by TÜBİTAK from the following link ARBIS before submitting their application electronically via TÜBİTAK fellowship application portal, which can be reached at TYBS ​​within the dates announced in the call announcement.

What is the application deadline?

Please see “application dates” module on the programme website. The time limit for the deadlines is 17:30, Istanbul Time, unless otherwise stated.

Are master students eligible for this program?

No, they are not eligible.

Are Turkish citizens with dual citizenship eligible for this program?

No, they are not eligible.

What should I do when I encounter a problem in the ARBIS system during the application?

You should send an e-mail to arbis@tubitak.gov.trad by adding the screenshot of the page you are having trouble with.

Can I apply by submitting the required documents without an online application?

No. The applications for the program can be made only online during the determined application process. Documents sent by post during the application period are not accepted.

Who is the highest official of a university or research institution in Türkiye from which the invitation letter can be obtained?

In the case of public and foundation universities, the rector or the authorized vice-chancellor; the director of the public research centers in Türkiye.

Which are the research infrastructures that are qualified under the Law No. 6550?

Research infrastructures that are qualified under the Law No. 6550:

  • Izmir Biomedicine and Genome Center (IBG)

  • METU MEMS Center

  • Sabancı University Nanotechnology Research and Application Center (SUNUM)

Can a project proposal submitted to the 1002-A Short-Term Support Module and returned without scientific evaluation/not supported as a result of scientific evaluation, be submitted to the 1002-B Emergency Support Module?

Yes, you can apply with the same Project (except for the Special Rejection-Özel Ret projects) by revising the Project in line with return letter/evaluation report.

1002–A Hızlı Destek Modülüne sunulan ve bilimsel değerlendirmeye alınmadan iade edilen/bilimsel değerlendirme sonucu desteklenmeyen bir proje önerisi 1002-B Acil Destek Modülüne sunulabilir mi?

Evet, İade yazısında/bilimsel değerlendirme raporunda belirtilen revizyonları yaparak aynı proje önerisi ile yeniden başvuru yapabilirsiniz.

TÜBİTAK ve TGBD ortak hedefler doğrultusunda akademisyen bilgi ve birikimlerin paylaşılması, ayrıca kurumların hedef kitleye yönelik sunduğu destek ve imkanların karşılıklı fayda çoğaltmak üzere yaygınlaştırılması amacıyla iş birliğine gitti. TÜBİTAK Başkanlık binası yönetim kurulu salonunda gerçekleşen toplantıda söz konusu protokole TÜBİTAK adına Başkan Prof. Dr. Hasan Mandal, TGBD adına da Başkan Dr. İbrahim Yavuz imza attı. 

TÜBİTAK Başkanı Prof. Dr. Hasan Mandal TÜBİTAK’ın Teknoparklarla yakın ilişki içinde olduğunu belirterek çatı kuruluş ile resmi bir iş birliğine gitmekten duyduğu memnuniyeti ifade etti. 

Prof. Dr. Mandal, akademik girişimcilerin büyümesi ve üniversite -sanayi iş birliğinin geliştirilmesi noktalarında istenen seviyelere ulaşılması için TÜBİTAK ve ekosistemdeki TGBD gibi aktörlerin birlikte iş yapması gerektiğini vurguladı.

Teknoparklar ile uygulayıcı kuruluş modelinin çalıştığına dikkat çeken Mandal, Üniversite bazlı üretilen bilginin teknoparklarda ticarileşmesi konusunun öneminin de altını çizdi ve bu iş birliği ile daha fazla gelişme kaydetmeyi amaçladıklarını belirtti. 

TGBD Başkanı Dr. İbrahim Yavuz da TÜBİTAK ile kurumsal iş birliğinin artarak devam etmesi konusundaki temennisini belirtti. Fikri sanayi mülkiyet hakları pazarı kurulması önerisini paylaşan Yavuz, ihtiyaç alanlarının belirlenmesinin önemine işaret ederek bu noktada köprü görevinde olacaklarını ifade etti. Patent alımlarına yönelik görüşmelerin yapıldığı toplantıda ihtiyaca yönelik patent alımı önerisi de masaya yatırıldı. 

Protokol neyi hedefliyor?

Protokole göre ulusal teknolojilerin geliştirilmesi, ulusal ekonomiye katkı ,TTO, kuluçka ve  ön kuluçka imkanlarının artırılması, ulusal melek yatırımcı havuzunun ve fonlarının geliştirilmesi konularında iş birliği yapılacak. 

Hedef kitleye yönelik firma, girişimci, akademisyen bilgi ve birikimleri paylaşılacak ve  ulusal teknoloji transferi proje geliştirme proje destekleri ile ilgili imkanlar artırılacak. Protokol ortak hedef kitlenin ulusal hedefler ve teknoloji transferi konusunda bilgilendirilmesini farkındalığının artırılmasını ve bu alandaki çalışmalarda işbirliğinin yaygınlaştırılmasını amaçlıyor.

Kurumların hedef kitleye yönelik sunmuş olduğu destek ve imkanlar karşılıklı fayda çoğaltmak üzere yaygınlaştırılacak. Bu bağlamda TGBD çatı kuruluş olarak bölge bünyesindeki tüm TGB sen işbirliği içinde bu faaliyetleri dahil olmasını sağlayacak. 

10 yıl sürecek protokol kapsamında taraflar ortak etkinlikler eğitimler ve seminerler de düzenleyecek.

TÜBİTAK - TGBD İş Birliği

In 2024, awards will be given in four categories as TÜBİTAK Science, Special, Service and Incentive Awards by The Scientific And Technological Research Council of Türkiye.

TÜBİTAK Science Award: It is awarded to living scientists who have made significant contributions to science at the international level with their studies in Türkiye.

TÜBİTAK Special Award: As an equivalent of the Science Award, it is given to living scientists who are citizens of the Republic of Türkiye and have contributed to science at the international level with their studies abroad.

TÜBİTAK Service Award: It is awarded to people who have made outstanding services to the development of science and technology in Türkiye. Deceased scientists may also be nominated for the Service Award.

TÜBİTAK Incentive Award: It is given to scientists residing in Türkiye who have proven through their studies that they have the qualifications to make significant contributions to science at the international level in the future. The candidate should be under the age of 40 on the first day of the year when the award is given. Application and Evaluation Process

Candidates for the Incentive Award can apply personally or be nominated. Individual applications cannot be made for the Science, Special and Service Awards, a nomination is required.

The following institutions or individuals can nominate to TÜBİTAK Science, Special, Service and Incentive Awards 

  • Those who have received TÜBİTAK Science, Special, Service Award or TÜBİTAK-TWAS Science Award in the past

  • Council of Higher Education

  • Türkiye Academy Of Sciences

  • Senates or Boards of Directors of Universities

  • The highest decision-making bodies of public and private sector institutions and organizations operating in scientific and technological fields

  • TÜBİTAK R&D and R&D Facility Units Boards of Directors and TÜBİTAK Research Groups Executive Committees (in their fields of activity). 

 

Applications for TÜBİTAK Science, Special, Service and Incentive Awards are made through the Awards Application System, which can be accessed at https://oduller.tubitak.gov.tr The candidate who will apply for the award and the nominating person or the highest official of the institution/organization must have a current registration in ARBİS, otherwise they must complete a "New User Registration". 

 

The requested documents must be completely uploaded to the Application System. 

 

After the application phase is completed, the "Acceptance Commitment and Declaration Form" must be signed with an e-signature by the candidate and the person nominating the candidate or the highest authorized manager of the nominating institution/organization.Candidates who are abroad and cannot use e-signature during the application can sign the printout of the application form and send the scanned version of the relevant form first by e-mail and then by mail or courier to our contact address below. 

 

The nominator must add the type of award which has previously received from TÜBİTAK and the year of receiving the award to the relevant tab in the application system. If the nominator is the university senate/board of directors, the rector's signature must be present in the application system. If the vice rector has been given power of attorney regarding the work and transactions related to TÜBİTAK Award applications, or if the vice rector is deputizing the rector at the time the application is made, the relevant power of attorney document must be uploaded to the system.

 

Only one of the Science, Special, Service and Incentive Award categories can be applied in the same period.

 

Applications can be made maximum 3 times for each type of award: Science, Special, Service and Incentive Awards. Applications made before 2010 are not included in this number.

 

Candidates born in 1983 or before cannot apply for the Incentive Award.

 

Scientists who won the TÜBA-GEBİP Award in 2021, 2022 and 2023 can apply for the 2024 TÜBİTAK Incentive Award even if they are over 40 years old.

 

For female applicants, one year is added to the age limit of 40 for each birth.

 

Those who applied for the TÜBA GEBİP - Outstanding Young Scientist Awards (GEBİP) and the TÜBA International Academy Awards in 2024 cannot apply for the TÜBİTAK Science, Special, Service and Incentive Awards in 2024.

 

For Science, Special and Incentive Awards; Candidates are expected to explain their reasons for deserving the award in a maximum of 750 words and to support this explanation with publications to which primary contributions have been made. A copy of the 5 publications specified in the "Publications Selected Within the Framework of Reason" heading should be uploaded to the "Additional Files". The candidate's contributions to these 5 publications and the candidate’s contribution to these publications should be explained in a maximum of 250 words. If the candidate has contributed to more than one subject, all but the most significant contribution should be separated by subject. A copy of each of the maximum 15 publications under the heading "Other Scientific Publications within the Framework of Justification" should be uploaded to the "Additional Files" and a description text not exceeding 500 words should be added.

 

Publications that constitute a primary contribution to a candidate's application (The 5 Publications Selected Within the Framework of the Reason) cannot be used in another candidate's application for the same type of award. TÜBİTAK has the right to investigate the statement for publications declared to have made primary contributions. Although it is declared that the candidate has made a primary contribution to the relevant publication, if it is determined that the candidate has not made a primary contribution to any of these publications, the application will not be evaluated. In addition, “The 5 Publications Selected Within the Framework of the Reason” must be independent of the candidate's doctorate study.

 

For the Service Award; applications must include the reasons why candidates deserve the award and the relevant document supporting these reasons, if any. In the justification, It should be explained in a maximum of 750 words within the scope of the following subjects;

 

  • To train scientists

  • To work for the institutionalization of the branch of science in which the candidate belongs to

  • How the candidate has provided superior service to the development of science and technology in Türkiye, 

  • Establishing or significantly contributing to the establishment of scientific institutions and organizations.

TÜBİTAK Science, Special and Service Awards are given in the fields of Basic Sciences, Engineering Sciences, Health Sciences, Social and Human Sciences. The Incentive Award is given in the fields of Basic Sciences, Engineering Sciences, Health Sciences, Social and Human Sciences, Polar Studies. 

The number of Science Awards cannot exceed eight, the number of Special Awards cannot exceed four, the number of Service Awards cannot exceed four, and the number of Incentive Awards cannot exceed twenty.

Plaques and certificates are given according to the type of the awards. Science, Special and Incentive Awards include in-kind, or cash awards determined by the TÜBİTAK Board of Directors each year. To be used in their domestic research, Science and Incentive Award winners are also given research support in an amount determined by the Board of Directors each year (1,650,000TL for 2024).

All evaluations and opinions formed during the award evaluation process, as well as the names of the referees/advisors whose evaluations were consulted and the opinions given by them, are confidential and are outside the scope of the right to information in accordance with the first paragraph of Article 26 of Law No. 4982.

Applications will be accepted until 31/05/2024, at 17.00 (UTC+3).

The winners of the Science, Special, Service and Incentive Awards are announced in the same year and the awards are given to their winners at a ceremony.

Activities continue in 2024 under the 2nd Phase of the Global Cleantech Innovation Programme (GCIP), which is carried out in cooperation with UNIDO, with TÜBİTAK as the executive organization. Other stakeholders of the program include the Ministry of Industry and Technology, the Ministry of Energy and Natural Resources, the Ministry of Environment, Urbanization and Climate Change, the Ministry of Agriculture and Forestry, and the Ministry of Family and Social Services. In the second phase of the project, in addition to transforming clean technology solutions into innovative entrepreneurs through accelerators and competitions, it is aimed to prepare clean technology entrepreneurs for the national and global markets with technology verification and investment readiness components.

Within the scope of the program, GCIP Türkiye 2024 Accelerator, applications will be received between 1 April 2024 and 27 May 2024. Selected candidates will be invited to the GCIP Türkiye 2024 National Academy, which will be held in July 2024 and will have the opportunity to develop innovative business ideas in the field of clean technologies by receiving training and mentoring services between August and November 2024.

Special Support for Women Entrepreneurs from the Ministry of Family and Social Services in GCIP 2024 Türkiye Accelerator!

In the GCIP Türkiye 2024 Accelerator Program, it is aimed to increase the success of our women entrepreneurs in the field of clean technology with specialized accelerator activities for women entrepreneurs operating in the field of clean technologies. 

In the 2024 GCIP Türkiye Accelerator, the Investment Readiness and Globalization Module for Women Entrepreneurs in the field of clean technology has been added to increase the commercial performance of the products developed by our women entrepreneurs operating in the field of clean technologies within the scope of their initiatives, to make them ready for investment and to open to the global market. Teams graduating from the GCIP Accelerator, with at least one-woman founder or at least one senior executive being woman, may be included in this module.

Under the Investment Readiness and Globalization Module for Women Entrepreneurs in Clean Technologies, the investment readiness levels of ventures will be assessed by experts through multidimensional evaluation. Expert mentors will be assigned to address the specific needs of teams in areas open to development and specialized workshops and investor meetings will be held. In cooperation with the Ministry of Family and Social Services and TÜBİTAK, support will be provided to women entrepreneurs in the following categories:

Support for Pioneering Woman Entrepreneurs in Social Impact: 250.000 TL 

Most Innovative Woman Entrepreneur Support: 250.000 TL

Best Progressing Woman Entrepreneur Support: 250.000 TL

 Young Woman Entrepreneur Support: 250.000 TL 

All activities within the scope of the Investment Readiness and Globalization Module for Women Entrepreneurs in the field of clean technologies will be carried out simultaneously with the GCIP 2024 Türkiye Accelerator.

At the end of GCIP Türkiye 2024 Accelerator, the business ideas of winning teams in the field of clean technologies will be supported with various awards, indicated below:

First Prize: 500.000 TL

 Second Prize: 350.000 TL

 Third Prize: 250.000 TL

The 10 most successful teams that make it to the finals within the scope of the accelerator will be able to benefit from TÜBİTAK TEYDEB supports with various advantages.
