The Long-Term Joint EU-AU Research and Innovation Partnership on Sustainable Energy (LEAP-SE) is a 6-year program co-funded by the European Commission under Horizon Europe. It aims at developing a long-term partnership between Europe and Africa on Research and Innovation (R&I) in sustainable energy.
The scope of the LEAP-SE 2025 Joint Call issues such as the development of energy technologies focused on the African continent, the integration of renewable energy sources and the strengthening of smart grids by utilizing digital innovations will be encouraged, as well as the development of energy solutions that respond to social needs, support economic and environmental sustainability and the creation of long-term energy scenarios for decision-makers. In this context, the projects to be supported will be financed by the national funding institutions of the countries after being evaluated by an International Review Panel.
LEAP-SE call topics will focus on 7 identified multi-annual roadmaps:
Assessment of Renewable Energy Sources and integration of RES in sustainable energy scenarios
End‐of‐life and second‐life management and environmental impact of RE components
Smart stand‐alone systems (SAS)
Smart grid (different scale) for off-grid application –
Processes and appliances for productive uses (PRODUSE)
Innovative solutions for priority domestic uses (clean cooking and cold chain)
Production and utilization of green hydrogen

Within the scope of the call, in joint project proposals prepared by selecting one of the above-mentioned topics, it is mandatory to comply with the international call application conditions. The international consortium that will submit a project must consist of at least two independent legal entities from different EU Member States or Horizon European Associated Countries such as Türkiye, and at least two independent legal entities from two different African Union member countries; at least one partner must be from countries participating in the call from both continents and eligible to receive funding ; half of the partners must come from countries participating in the call and eligible to receive funding, and at least one must be from the research sector and one must be from the private sector.
In addition to international project applications to be submitted to the call secretariat, it is also mandatory for researchers from Türkiye to take part in the projects to submit a national project application to TÜBİTAK (https://uidb-pbs.tubitak.gov.tr). Project proposals to be submitted from our country within the scope of this call will be supported within the scope of TÜBİTAK 1071 Support Program for Increasing the Capacity to Benefit from International Research Funds and Participation in International R&D Collaborations. Since the application may be returned without being evaluated in case of non-compliance with the application rules, the national application rules has been given below and must be examined in detail before applying.
