İzleme Formları

Çalışma Süresince ve Tamamlandıktan Sonra İletilecek Belgeler

Konuk/akademik izinli bilim insanının çalışmaya başlamasından sonra ve/veya çalışmasını tamamladıktan sonra aşağıdaki belgelerin BİDEB Başvuru ve İzleme Sistemi’ne yüklenmesi gerekmektedir.

1 ay üzeri başvurular için:

Destek alan konuk bilim insanları, araştırmaları ile ilgili olarak, araştırma başlangıç tarihinden itibaren desteklendikleri süreye bağlı olarak TÜBİTAK BİDEB tarafından belirtilen tarihlerde gelişme ve sonuç raporlarını göndermekle yükümlüdür. Destek süresinin 6 aydan fazla olması durumunda, 6. ayın sonunda gelişme raporu, destek süresinin bitiminden sonra da en geç 2 ay içinde sonuç raporu ve diğer belgeleri BİDEB Başvuru ve İzleme Sistemi’ne yüklemesi gerekmektedir.

Kabul edilebilir bir mazeret bildirmeksizin taahhütnamede belirtilen tarihlerde sürelerde gelişme raporu sunulmayan, yapılan inceleme sonucunda öngörülen amaç ve çalışma programına uygun biçimde yürütülmediği tespit edilen veya sağlık, savaş, doğal afet gibi mücbir sebepler ya da GYK’nın uygun göreceği nedenlerle geçici olarak yürütülmesi imkânsız hâle gelen çalışmalar, davet eden bilim insanının gerekçeli başvurusu üzerine GYK kararıyla durdurulur. Durdurma süresi boyunca destek ödemesi yapılmaz.

Davet eden bilim insanının başvurusu ile yapılan inceleme sonucu, durdurma gerekçelerinin ortadan kalkması halinde; GYK kararı ile çalışma yeniden başlatılır ve durdurma süresi çalışma süresine ilave edilir.

Durdurma gerekçelerinin TÜBİTAK BİDEB tarafından belirlenen süre içerisinde ortadan kalkmaması ve çalışmanın yürütülmesinin olanaksız hale gelmesi halinde, gerekçeye bağlı olarak yürürlükten kaldırma veya iptal işlemleri başlatılır.

Durdurma sonrasında, sağlık, savaş, doğal afet gibi mücbir sebepler ya da GYK’nın uygun göreceği nedenlerle yürütülmeleri olanaksız hale gelen projeler GYK önerisi ve Başkanlık kararı ile yürürlükten kaldırılır.

Program kapsamında gerçekleştirilen araştırma sonucunda üretilen çıktıların (makale, bildiri, kitap, kitap bölümü vb.) TÜBİTAK BİDEB’e bildirilmesi zorunludur. Çıktı bilgilerinin BİDEB Başvuru ve İzleme Sistemi’ne yüklenmesi gerekmektedir. Program kapsamında yapılan her türlü duyuru, yayın ve bilimsel etkinliklerde TÜBİTAK desteğinin belirtilmesi ve TÜBİTAK logosunun kullanılması zorunludur. (Tabi olduğu mevzuat gereği logonun kullanılamayacağı tez, makale vb. durumlar hariç). TÜBİTAK logosu, TÜBİTAK internet sayfasında yer alan şekil ve standartlara uygun olarak kullanılmalıdır. TÜBİTAK adına hareket edildiği ve/veya TÜBİTAK ile iş birliği içerisinde yürütüldüğü izlenimini verecek herhangi bir açıklamada bulunamaz.

3 ay ve üzeri desteklerde istenilen gelişme ve sonuç raporları alanında uzman izleyiciler tarafından değerlendirilir. Değerlendirme sonucu yeterli bulunmayan raporların 2 ay içerisinde düzeltilmesi talep edilir. Gerekli düzeltmeleri verilen süre içerisinde göndermeyen veya revize raporu kabul edilmeyen başvuruların kusur durumuna göre GYK önerisi ve Başkanlık onayı ile yürürlükten kaldırılabilir veya iptal edilebilir.

Monitoring Forms

After the visiting/sabbatical scientist has started and/or completed their research, the following documents must be uploaded to the BİDEB Application and Monitoring System by the Host Scientist.

For applications lasting 0–1 month:

  • Report of the Visiting Scientist,

  • Evaluation Report,

  • If the payment to the visiting scientist was made through the host scientist: a signed declaration confirming that the monthly payment was delivered to the visiting scientist.

For applications exceeding one month:

  • Report of the Visiting Scientist,

  • Progress Report (support duration exceeds 6 months),

  • Final Report,

  • If the payment to the visiting/sabbatical scientist was made through the host scientist: a signed declaration confirming that the monthly payment was delivered to the visiting scientist.

Host scientists are required to submit progress and final reports related to their research in accordance with the timelines specified by TÜBİTAK, based on the duration of their support starting from the research commencement date. If the support duration exceeds 6 months, a progress report must be submitted at the end of the 6th month, and the final report along with other required documents must be uploaded to BİDEB Application and Monitoring System by the host scientist within 2 month following the end of the support period.

Projects for which progress reports are not submitted by the deadlines specified in the commitment letter without a valid excuse, projects determined—upon review—not to be conducted in line with their stated objectives and work plan, or projects rendered temporarily unfeasible due to force majeure conditions, may be suspended by decision of the GYK upon the justified request of the host scientist. No support payments will be made during the suspension period.

If, following a review initiated by the application of the host scientist, the reasons for the suspension are found to be no longer valid, the research activity may be resumed by decision of the GYK, and the suspension period shall be added to the total duration of the project.

If the reasons for suspension are not resolved within the timeframe specified by TÜBİTAK and the continuation of the research is deemed unfeasible, termination or cancellation procedures will be initiated based on the underlying justification. 

Following suspension, projects that have become unfeasible due to force majeure circumstances shall be terminated based on the recommendation of the GYK and the decision of the Presidency.

It is mandatory to report the outputs produced as a result of the research conducted within the scope of the program (such as articles, conference papers, books, book chapters, etc.) to TÜBİTAK BİDEB. The output information must be uploaded to the BİDEB Application and Monitoring System. In all announcements, publications, and scientific activities carried out within the scope of the program, it is mandatory to acknowledge TÜBİTAK’s support and to use the TÜBİTAK logo (except in cases such as theses, articles, etc., where the use of the logo is not permitted due to applicable legislation). The TÜBİTAK logo must be used in accordance with the formats and standards published on the TÜBİTAK website. No statements may be made that give the impression of acting on behalf of TÜBİTAK and/or that the activity is conducted in cooperation with TÜBİTAK.

For support periods of 3 months or longer, the required progress and final reports are evaluated by expert reviewers appointed by TÜBİTAK BİDEB. If a report is deemed insufficient as a result of the evaluation, the scientist will be requested to revise and resubmit it within 2 months. Applications for which the necessary revisions are not submitted within the given timeframe, or whose revised reports are not accepted, may be terminated or cancelled based on the severity of the deficiency, upon the recommendation of the GYK and approval of the Presidency.

Yükümlülükler

  • Program kapsamında, desteklenen konuk ya da akademik izinli bilim insanı ve davet eden araştırmacı aşağıda belirlenen yükümlülüklere uymak zorundadır.

  • Konuk/akademik izinli bilim insanı ve davet eden araştırmacı, program mevzuatına uymak, başvuru safhasından itibaren gerçek dışı ve yanıltıcı bilgi vermemek ve araştırmasını/çalışmasını zamanında bitirmekle yükümlüdür.

  • Konuk/akademik izinli bilim insanı, desteği TÜBİTAK tarafından onaylanan üniversitede/araştırma kurumunda ve bilimsel alanda kullanmak zorundadır.

  • Konuk/akademik izinli bilim insanının destek süresi bitmeden Türkiye’den veya programdan ayrılmak istemesi durumunda davet eden bilim insanının bu durumu, ayrılmadan en az 15 gün önce bildirmesi gerekmektedir.

  • Bu programın yükümlülüklerine aykırı hareket edilmesi halinde, destek yürürlükten kaldırılır veya iptal edilir.

  • Konuk/akademik izinli bilim insanının kısa veya uzun süre görevinden ayrılışı ve ayrılış süresi, davet eden bilim insanı tarafından bildirilir.

  • Davet eden bilim insanının kurum değiştirmesi halinde; çalışmanın yeni kurumda yürütülebileceğine dair hem eski hem de yeni kurum yetkilisinden alınan yazı TÜBİTAK BİDEB’e iletilir. Bu husustaki talep, GYK kararı ile kesinleşir.

  • TÜBİTAK BİDEB tarafından bildirimler genellikle elektronik yolla yapılmaktadır. Bu nedenle tebligata elverişli bir elektronik adres verilmesi ve bilgilerin güncel tutulması gerekir.

  • Davet eden ve konuk/akademik izinli bilim insanı önerilen çalışmanın yürütülmesi esnasında evrensel nitelikli bilimsel araştırma ve bilimsel yayın kurallarına uymak zorundadır. Çalışmanın gerektirmesi halinde Etik Kurul Onay Belgesi ile gerekli yasal ve özel izinlerin alınması zorunludur.  Yukarıda belirtilen kurallara aykırı davranılması halinde, ilgililer hakkında TÜBİTAK Araştırma ve Yayın Etiği Kurulu Yönetmeliği hükümleri uyarınca işlem yapılır.

  • Konuk/akademik izinli bilim insanı ve davet eden bilim insanı; proje gelişme ve sonuç raporlarının hazırlanma ve sunulma sürecinde ve devamında Üretken Yapay Zekâ (ÜYZ) araçlarının kullanımına ilişkin olarak “TÜBİTAK Destek Süreçlerinde Üretken Yapay Zekânın (ÜYZ) Sorumlu ve Güvenilir Kullanımı Rehberi”nde yer alan tüm ilke, kural ve yükümlülüklere tam ve eksiksiz biçimde uygun hareket etmekle yükümlüdür. İlgililer, bu süreçte ÜYZ kullanımına ilişkin verilen ve verilecek olan bütün bilgilerin doğru, eksiksiz ve gerçeğe uygun olduğunu; aksi halde bu konudaki ihlallerin doğurabileceği tüm hukuki ve idari sonuçları ve ilgili mercilerce yapılacak denetim, inceleme ve yaptırımları kabul etmiş sayılırlar.

  • Bu programın taahhütname ve çağrı duyurusunda yer alan yükümlülüklerine aykırı hareket edilmesi halinde, fiilin niteliğine göre destek yürürlükten kaldırılır veya iptal edilir. 

  • Desteğin iptal edilmesi halinde; davet eden bilim insanı, ilgili kişi adına aylık/günlük yaşam gideri katkısı, ücret, burs, yol gideri, sağlık sigortası desteği ve benzeri adlar altında yapılmış bulunan her türlü ödeme ile bunlara ek olarak program kapsamında veya dışında, her ne sebeple olursa olsun ilgili kişi adına yapılmış tüm harcamaları, ilgili mevzuat ve taahhütname hükümleri uyarınca geri ödemekle yükümlüdür.

  • TÜBİTAK, alacaklarının davet eden tarafından yerine getirilmesini konuk/akademik izinli bilim insanının taahhütname ve Letter of Commitment kapsamındaki borçlarının ifası kapsamında kabul eder. TÜBİTAK, davet eden ile konuk/akademik izinli bilim insanı arasındaki iç ilişkinin tarafı değildir.

Obligations

Under the scope of the programme, the supported visiting or sabbatical scientist and the host scientist are required to comply with the obligations outlined below.

The visiting/sabbatical scientist and/or the host scientist are obliged to comply with the programme regulations, refrain from providing false or misleading information at any stage of the application process, and complete the research/project within the designated timeframe.

If the visiting/sabbatical scientist wishes to leave Türkiye or withdraw from the programme before the end of the support period, the host scientist must notify BİDEB of this situation at least 15 days prior to the departure.

In case of non-compliance with the obligations of this programme, the support shall be terminated or cancelled.

Any short-term or long-term absence of the visiting/sabbatical scientist from their duties, along with the duration of such absence, must be reported to BİDEB by the host scientist.

In the event that the inviting scientist changes institutions, a letter obtained from the authorized representatives of both the former and the new institutions stating that the study may be conducted at the new institution must be submitted to TÜBİTAK BİDEB. The request regarding this matter shall be finalized upon the decision of the GYK.

Notifications from TÜBİTAK BİDEB are generally made via electronic means. Therefore, a valid email address suitable for official notifications must be provided, and the contact information must be kept up to date.

Individuals who have signed the Letter of Commitment are required to comply with universally accepted rules of scientific research and publication during the execution of the proposed work. If the nature of the research requires it, an Ethics Committee Approval and all necessary legal and special permissions must be obtained. In cases of non-compliance with the above-mentioned rules, actions will be taken against the responsible parties in accordance with the provisions of the TÜBİTAK Regulation of the Research and Publication Ethics Committee.

The visiting and the host scientists are obliged to fully and completely comply with all principles, rules, and obligations set forth in the “Guide on the Responsible and Trustworthy Use of Generative Artificial Intelligence in Support Processes” regarding the use of Generative Artificial Intelligence (GAI) tools during the preparation and submission of progress and final reports and thereafter. The relevant parties shall be deemed to have acknowledged and accepted that all information provided and to be provided regarding the use of GAI during this process is accurate, complete, and truthful; otherwise, they shall accept all legal and administrative consequences that may arise from violations in this regard, and that I accept in advance the audits, examinations, and sanctions to be carried out by the relevant authorities.

A joint call titled "AI-Powered Robotics for Real World Applications" was opened within the scope of CONCERT Japan, an independent platform aiming to develop scientific and technological cooperation between Europe and Japan. The joint call which has been jointly published by the funding organizations from Japan, Türkiye, Bulgaria, Czechia, Estonia, France, Germany, Hungary, Italy, Poland, Slovakia, and Spain. Application deadline: 22 July 2026 (10:00, CET).

Proposals that will be submitted to the call must meet the following criteria:

• Project applications should include international cooperation and be presented in the field of "AI-Powered Robotics for Real World Applications" with interdisciplinary approaches,

• Each project consortium submitting an application should consist of at least three eligible beneficiaries (project partners), one from Japan and two from two different European countries participating in the Joint Call,

• Applications must be made in English, with all necessary information and forms, on the website by 22 July 2026 (10.00, CET) (The project coordinator will make a single international application on behalf of the project consortium),

• In addition to the international application, partners applying from Türkiye must submit a national pre-application to TÜBİTAK via the application system until 23 July 2026 (23.59, UTC+3).

Avrupa ve Japonya arasında bilimsel ve teknolojik iş birliğini geliştirmeyi amaçlayan bağımsız bir platform olan CONCERT Japan kapsamında bu yıl Japonya, Türkiye, Bulgaristan, Çekya, Estonya, Fransa, Almanya, Macaristan, İtalya, Polonya, Slovakya ve İspanya'dan fonlayıcı kuruluşların katılımıyla "Gerçek Dünya Uygulamaları için Yapay Zekâ Destekli Robotik (AI-Powered Robotics for Real World Applications)" başlıklı ortak iş birliği çağrısı açılmıştır. Son başvuru tarihi 22 Temmuz 2026’dır (10:00, CET).

Çağrıya sunulacak projelerin aşağıdaki kriterleri sağlaması gerekmektedir:

  • Proje başvurularının uluslararası iş birliği içermesi ve interdisipliner yaklaşımlar ile "Gerçek Dünya Uygulamaları için Yapay Zekâ Destekli Robotik (AI-Powered Robotics for Real World Applications)" alanında sunulması,

  • Başvuruda bulunacak her proje konsorsiyumunun biri Japonya'dan ve ikisi çağrıya katılan iki farklı Avrupa ülkesinden olmak üzere en az üç uygun proje ortağından oluşması,

Çağrı Dokümanları

TÜBİTAK 1071 Programı kapsamında, taraflarca imzalanan “Bilim, Teknoloji ve Yenilik Alanlarında İş Birliği Protokolü” çerçevesinde, TÜBİTAK ile Libya Bilimsel Araştırma Kurumu (LASR) iş birliğinde ortak araştırma ve geliştirme projeleri desteklenecektir.

Çağrı kapsamında aşağıdaki alanlarda başvuru gerçekleştirilebilecektir:

• Temiz, Erişilebilir ve Güvenli Enerji Kaynakları: fotovoltaik hücreler ve paneller, fotovoltaik sistemler, yüksek verimli yoğunlaştırılmış güneş enerjisi sistemleri, rüzgâr enerjisi sistemleri, entegre biyoyakıt rafinerileri, otonom enerji yönetimi

• Bilgi ve İletişim Teknolojileri: yapay zekâ, büyük veri, bulut bilişim

• Çevre Bilimi: arıtma teknolojileri, su arıtımı ve tuzdan arındırma

• Sağlık ve Biyoteknoloji: tıbbi biyoteknoloji ve genetik bilimler, yenilikçi tedaviler ve hastalıkların önlenmesi, sağlık bilişimi ve veritabanları

• Gıda ve Tarım: gıda güvenliği için tarımsal iyileştirme, tarımda toprak ve suyun korunması, akıllı tarım teknolojileri, gıda güvenliği

Ortak araştırma projesi sunmak isteyen Türkiye'deki proje ekiplerinin, projeyi birlikte yürütecekleri Libya’daki proje ekipleriyle proje ortağı olarak anlaşmaları gerekmektedir. Tek taraflı proje başvuruları kabul edilmemektedir.

Within the framework of the "Protocol on Cooperation in Science, Technology and Innovation" signed by the parties and under the TÜBİTAK 1071 Programme, joint research and development projects will be supported in cooperation between TÜBİTAK and the Libyan Scientific Research Institute (LASR). 

Applications can be submitted in the following areas within the scope of this call:

• Clean, Accessible and Secure Energy Sources: photovoltaic cells and panels, photovoltaic systems, high-efficiency concentrated solar energy, wind energy systems, integrated biofuel refineries, autonomous energy management

• Information and Communication Technologies: artificial intelligence, big data, cloud computing

• Environmental Science: treatment technologies, water purification and desalination

• Health and Biotechnology: medical biotechnology and genetic sciences, innovative treatments and disease prevention, health informatics and databases

• Food and Agriculture: agricultural improvement for food security, soil and water conservation in agriculture, smart farming technologies, food security

Researchers in Türkiye who want to submit a joint research project should agree with researchers working in Libya, where they will carry out the project together as project partners. Unilateral project applications are not accepted.
