TÜBİTAK Incentive Award: It is given to scientists residing in Türkiye who have proven through their studies that they have the qualifications to make significant contributions to science at the international level in the future. The candidate should be under the age of 40 on the first day of the year when the award is given. Application and Evaluation Process

Candidates for the Incentive Award can apply personally or be nominated. Individual applications cannot be made for the Science, Special and Service Awards, a nomination is required.

The following institutions or individuals can nominate to TÜBİTAK Science, Special, Service and Incentive Awards 

  • Those who have received TÜBİTAK Science, Special, Service Award or TÜBİTAK-TWAS Science Award in the past

  • Council of Higher Education

  • Türkiye Academy Of Sciences

  • Senates or Boards of Directors of Universities

  • The highest decision-making bodies of public and private sector institutions and organizations operating in scientific and technological fields

  • TÜBİTAK R&D and R&D Facility Units Boards of Directors and TÜBİTAK Research Groups Executive Committees (in their fields of activity). 

Applications for TÜBİTAK Science, Special, Service and Incentive Awards are made through the Awards Application System, which can be accessed at https://oduller.tubitak.gov.tr The candidate who will apply for the award and the nominating person or the highest official of the institution/organization must have a current registration in ARBİS, otherwise they must complete a "New User Registration". 

The requested documents must be completely uploaded to the Application System. 

After the application phase is completed, the "Acceptance Commitment and Declaration Form" must be signed with an e-signature by the candidate and the person nominating the candidate or the highest authorized manager of the nominating institution/organization. Candidates who are abroad and cannot use e-signature during the application can sign the printout of the application form and send the scanned version of the relevant form first by e-mail and then by mail or courier to our contact address below. 

The nominator must add the type of award which has previously received from TÜBİTAK and the year of receiving the award to the relevant tab in the application system. If the nominator is the university senate/board of directors, the rector's signature must be present in the application system. If the vice rector has been given power of attorney regarding the work and transactions related to TÜBİTAK Award applications, or if the vice rector is deputizing the rector at the time the application is made, the relevant power of attorney document must be uploaded to the system.

Only one of the Science, Special, Service and Incentive Award categories can be applied in the same period.

Applications can be made maximum 3 times for each type of award: Science, Special, Service and Incentive Awards. Applications made before 2010 are not included in this number.

Candidates born in 1984 or before cannot apply for the Incentive Award.

For female applicants, one year is added to the age limit of 40 for each birth.

Those who applied for the TÜBA-The Young Scientists Award Programme (GEBİP) and the International TÜBA Academy Prizes in 2025 cannot apply for the TÜBİTAK Science, Special, Service and Incentive Awards in 2025. If it is determined that a candidate has applied to these awards, their application will be deemed invalid.

For Science, Special and Incentive Awards; Candidates are expected to explain their reasons for deserving the award in a maximum of 750 words and to support this explanation with publications to which primary contributions have been made. A copy of the 5 publications specified in the "Publications Selected Within the Framework of Reason" heading should be uploaded to the "Additional Files". The candidate's contributions to these 5 publications and the candidate’s contribution to these publications should be explained in a maximum of 250 words. If the candidate has contributed to more than one subject, all but the most significant contribution should be separated by subject. A copy of each of the maximum 15 publications under the heading "Other Scientific Publications within the Framework of Justification" should be uploaded to the "Additional Files" and a description text not exceeding 500 words should be added.

Publications that constitute a primary contribution to a candidate's application (The 5 Publications Selected Within the Framework of the Reason) cannot be used in another candidate's application for the same type of award. TÜBİTAK has the right to investigate the statement for publications declared to have made primary contributions. Although it is declared that the candidate has made a primary contribution to the relevant publication, if it is determined that the candidate has not made a primary contribution to any of these publications, the application will not be evaluated. In addition, “The 5 Publications Selected Within the Framework of the Reason” must be independent of the candidate's doctorate study.

For the Service Award; applications must include the reasons why candidates deserve the award and the relevant document supporting these reasons, if any. In the justification; It should be explained in a maximum of 750 words within the scope of the following subjects;

  • To train scientists

  • To work for the institutionalization of the branch of science in which the candidate belongs to

  • How the candidate has provided superior service to the development of science and technology in Türkiye, 

  • Establishing or significantly contributing to the establishment of scientific institutions and organizations.

If the person to be nominated is not alive, the application form must be downloaded, filled out and sent to the address below, along with other documents, if any. For the Service Award Application Form, you can e-mail to oduller@tubitak.gov.tr.

TÜBİTAK Science, Special and Service Awards are given in the fields of Basic Sciences, Engineering Sciences, Health Sciences, Social and Human Sciences. The Incentive Award is given in the fields of Basic Sciences, Engineering Sciences, Health Sciences, Social and Human Sciences, Polar Studies. 

The number of Science Awards cannot exceed eight, the number of Special Awards cannot exceed four, the number of Service Awards cannot exceed four, and the number of Incentive Awards cannot exceed twenty.

Plaques and certificates are given according to the type of Science, Special, Service and Incentive awards. For the Science and Special Awards, the equivalent of 10 full gold coins and for the Incentive Award, the equivalent of 5 full gold coins are deposited into bank accounts in Turkish Lira.

All evaluations and opinions formed during the award evaluation process, as well as the names of the referees/advisors whose evaluations were consulted and the opinions given by them, are confidential and are outside the scope of the right to information in accordance with the first paragraph of Article 26 of Law No. 4982.

Applications will be accepted until 02/06/2025, at 17.00 (UTC+3).

The winners of the Science, Special, Service and Incentive Awards are announced in the same year and the awards are given to their winners at a ceremony.

ÖNEMLİ DUYURU (11.10.2023): TÜBİTAK logosunun kullanımı hususunda mevzuat değişikliği yapılmıştır.

TÜBİTAK Bilim İnsanı Destek Programları Başkanlığı (BİDEB) tarafından TÜBİTAK logosunun kullanımı hususunda mevzuat değişikliği yapılmıştır. Her türlü duyuru ve yayında TÜBİTAK desteğinin belirtilmesi ve TÜBİTAK logosunun kullanılması zorunludur (Tabi olduğu mevzuat gereği logonun kullanılamayacağı tez, makale vb. durumlar hariç). TÜBİTAK logosu, TÜBİTAK internet sayfasında yer alan şekil ve standartlara uygun olarak kullanılmalıdır. Bu nedenle, bundan sonra gerçekleştirilecek bilimsel etkinliklerde TÜBİTAK desteğinin belirtilmesi ve TÜBİTAK logosunun kullanılması zorunludur.   • Desteğin başlatılabilmesi için, destek kararı verilen projelerin yürütücüleri, sanayi danışmanının çalıştığı ve aynı zamanda projenin gerçekleştirileceği sanayi kuruluşundan* alınacak TÜBİTAK tarafından belirlenen formatta hazırlanmış, imzalı ve kaşeli sanayi onay yazısını kendilerine e-posta ile bildirilecek süre içerisinde BİDEB Başvuru ve İzleme Sistemine (e-bideb.tubitak.gov.tr) yüklemelidir. 

* Sanayi Kuruluşu; 5746 sayılı Araştırma, Geliştirme ve Tasarım Faaliyetlerinin Desteklenmesi Hakkında Kanun kapsamında Ar-Ge merkezi veya tasarım merkezine sahip veya 4691 sayılı Teknoloji Geliştirme Bölgeleri Kanunu kapsamındaki teknoparklar bünyesinde Türkiye’de yerleşik sermaye şirketleri veya 4562 sayılı Organize Sanayi Bölgeleri Kanunu kapsamında faaliyet gösteren sanayi kuruluşlarını veya TÜBİTAK tarafından desteklenen en az bir proje sonuçlandırmış özel sektör kuruluşlarını ifade eder.

  • Bilimsel değerlendirme aşamasında çalışmanın etik kurul onayına tabi olduğunun belirlenmesi halinde, Etik Kurul Onay Belgesi veya Etik Kurul Muafiyet Belgesi’nin, e-posta ile bildirilecek süre içerisinde BİDEB Başvuru ve İzleme Sistemine (e-bideb.tubitak.gov.tr) yüklenmesi zorunludur. Aksi halde projenin yürürlüğe alınması mümkün olmayacaktır.

  • Bilimsel değerlendirme aşamasında destek taban puanı üzerinde bulunan projeler için destek kararı verilir. Söz konusu projeler için ulusal bilim ve teknoloji stratejileri ile uyumluluk, etik ilkeler ve benzerlik kontrolünün yanı sıra, gerekli görülmesi halinde etik kurul onay/etik kurul muafiyet belgelerinin tamamlanması işlemlerinin ardından proje yürürlüğe alınır ve proje desteği yürütücünün banka hesabına yatırılır.

İzleme ve Sonuçlandırma

  • Proje kapsamında yapılan harcamalar fatura ile belgelendirilmelidir. Demirbaş malzeme alınması durumunda proje tamamlandıktan sonra üniversite envanterine kaydı yaptırılmalı ve kayıt belgesi alınmalıdır. Faturalar proje yürütücüsü ya da proje ortakları adına kesilmelidir. Üzerinde isim bulunmayan fiş dökümleri (akaryakıt fişleri hariç) geçersiz harcama sayılır ve iadesi talep edilir. Belgelendirilmeyen ya da kullanılmayan destek tutarı program web sitesinde belirtilen TÜBİTAK banka hesabına iade edilmelidir. Harcamaların ilgili mevzuata uygun olarak gerçekleştirilmesinden proje yürütücüsü ve akademik danışman müteselsilen sorumludur.

  • Proje yürürlüğe alındıktan sonra akademik/sanayi danışmanı değişikliği yapılmak istenmesi durumunda, aktif görevdeki danışmandan ve yeni danışmandan değişikliğin uygun olduğuna ilişkin alınacak yazılı onaylar ile BİDEB Başvuru ve İzleme Sistemi’nden talep yapılır. Talepler GYK tarafından değerlendirilir.

  • Proje yürürlüğe alındıktan sonra proje ortaklarında değişiklik yapılmak istenmesi durumunda, proje ekibinden ayrılmak isteyen öğrenci ve ekibe yeni katılacak öğrenciden değişikliğin uygun olduğuna ilişkin alınacak yazılı onaylar ile BİDEB Başvuru ve İzleme Sistemi’nden talep yapılır. Talepler GYK tarafından değerlendirilir. Proje yürürlüğe alındıktan sonra proje ortağı sayısı değiştirilemez.

  • Proje bitiş tarihine 3 aydan az süre kaldığı takdirde proje ortağı ve/veya akademik danışman/sanayi danışmanı değişiklik talepleri kabul edilmez.

  • Program kapsamında gerçekleştirilen araştırma sonucunda üretilen çıktıların (makale, bildiri, kitap, kitap bölümü vb.) TÜBİTAK’a bildirilmesi zorunludur. Çıktı bilgilerinin BİDEB Başvuru ve İzleme Sistemi’ne yüklenmesi gerekmektedir.  Program kapsamında yapılan her türlü duyuru, yayın ve bilimsel etkinliklerde TÜBİTAK desteğinin belirtilmesi ve TÜBİTAK logosunun kullanılması zorunludur (Tabi olduğu mevzuat gereği logonun kullanılamayacağı tez, makale vb. durumlar hariç). TÜBİTAK logosu, TÜBİTAK internet sayfasında yer alan şekil ve standartlara uygun olarak kullanılmalıdır. TÜBİTAK adına hareket edildiği ve/veya TÜBİTAK ile iş birliği içerisinde yürütüldüğü izlenimini verecek herhangi bir açıklamada bulunamaz.

  • Projenin bilimsel ve teknik tüm gelişmelerini içeren sonuç raporu ve BİDEB Başvuru ve İzleme Sistemi’nde yer alan harcama tablosu proje süresi içerisinde;

    • Proje yürütücüsü tarafından TÜBİTAK’ça hazırlanmış olan formata uygun olarak BİDEB Başvuru ve İzleme Sistemine yüklenir.

    • Akademik danışman tarafından kontrol edilerek nihai onay verilir.

  • Demirbaş grubuna giren bir ürün alınmış ise akademik danışman tarafından kontrol edilen üniversiteden alınacak envanter kayıt belgesinin TÜBİTAK tarafından talep edilmesi halinde ibrazı zorunludur.

  • Harcama bilgileri ekranına girişi yapılan ve akademik danışman tarafından kontrol edilen faturaların TÜBİTAK tarafından talep edilmesi halinde ibrazı zorunludur.

  • BİDEB Başvuru ve İzleme Sistemi’ne yüklenen sonuç raporlarının ve sistem tarafından üretilen sonuç raporu formunun posta yoluyla ya da e-posta ile BİDEB’e ulaştırılmasına gerek yoktur.

  • Sonuç raporları, ilgili dönem sonuç raporu yükleme son tarihinden sonra toplu halde BİDEB’in görevlendirdiği izleyiciler tarafından değerlendirilir. İzleyici tarafından uygun bulunmayan sonuç raporlarının verilen süre içerisinde düzeltilmesi talep edilir.

  • Sonuç raporunun destek bitiş tarihine kadar BİDEB Başvuru ve İzleme Sistemi’ne yüklenmemesi durumunda gerekçeli dilekçe ile en fazla 6 ay ek süre istenebilir. Gerekçenin GYK tarafından uygun bulunması halinde raporun tamamlanması için ek süre verilebilir.

  • Proje süresi içerisinde sonuç raporları BİDEB’e sunulmayan veya revize raporu kabul edilmeyen projeler kusur durumuna göre yürürlükten kaldırılır veya iptal edilir. Sonuç raporunun BİDEB Başvuru ve İzleme Sistemi’ne yüklenmesi, proje yürütücüsü ve akademik danışmanın sorumluluğundadır.

Yükümlülükler

  • Başvuru, izleme ve sonuçlandırma süreçlerinde yerine getirilmesi gereken yükümlülüklerden proje yürütücüsü ve akademik danışman müteselsilen sorumludur.

  • Proje yürütücüsü (varsa proje ortakları) ve akademik danışmanı, araştırmanın yürütülmesi sırasında TÜBİTAK Araştırma ve Yayın Etiği Kurulu (AYEK) Yönetmeliği’nde belirtilen hükümler ve diğer evrensel etik kurallara uymak zorundadır. Yukarıda belirtilen kurallara aykırı davranılması halinde ilgililer hakkında AYEK Yönetmeliği hükümleri uyarınca işlem yapılabilir.

  • TÜBİTAK BİDEB tarafından bildirimler elektronik yolla yapılmaktadır. Bu nedenle başvuru sırasında ARBİS hesabında tanımlanan iletişim bilgilerinin tebligata elverişli olması ve iletişim bilgilerinin her zaman güncel tutulması önemlidir.

  • Proje yürütücüsü, proje önerisinin ve projeye özel bütün bilgilerin hazırlanma ve sunulma sürecinde ve devamında üretken yapay zekâ (ÜYZ) araçlarının kullanımına ilişkin olarak “TÜBİTAK Destek Süreçlerinde Üretken Yapay Zekânın (ÜYZ) Sorumlu ve Güvenilir Kullanımı Rehberi”nde yer alan tüm ilke, kural ve yükümlülüklere tam ve eksiksiz biçimde uygun hareket etmekle yükümlüdür. Bu süreçte ÜYZ kullanımına ilişkin verilen ve verilecek olan bütün bilgilerin eksiksiz ve gerçeğe uygun sunulması sorumluluğunu üstlenir.

  • Akademik danışman, proje metinlerinde ve eklerinde yer alan ve ÜYZ araçları ile üretilen metin, görsel, analiz, öneri ve benzeri tüm içeriklerin doğruluğunu, özgünlüğünü, güncelliği ve bilimsel güvenilirliğini kontrol etme, gerekli düzeltmeleri ve düzenlemeleri yapma ve nihai sorumluluğu üstlenmekle ve “TÜBİTAK Destek Süreçlerinde Üretken Yapay Zekânın (ÜYZ) Sorumlu ve Güvenilir Kullanımı Rehberi”nde yer alan tüm kural, ilke ve yükümlülüklere uygun hareket etmekle yükümlüdür.
