TÜBİTAK actively participates in the activities of a various European research programs such as COST (European Cooperation in the field of Scientific and Technical Research), EMBC (European Molecular Biology Conference), EUREKA; regional organizations such as PRIMA (Partnership for Research and Innovation in the Mediterranean Area), Belmont Forum,  and international organizations like BM, NATO and OECD. Participation of Turkish scientists to the events organized by these organizations are supported or monitored by TÜBİTAK.

Below you may find detailed information about multilateral platforms and programs participated by TÜBİTAK. 

Process
  • Project proposals are evaluated by experts and committees, and projects that are found suitable are supported.
  • A contract is signed between the company and TÜBİTAK for the supported projects.
  • The company carries out the project and submits the period report containing the project expenses and project activities to TÜBİTAK in every six months.
  • During the monitoring phase, TÜBİTAK assigns technical auditor(s), monitors the progress of the projects and makes the support payment.
  • Project Final Report is additionally submitted in the last period of the project.
  • Commercialization Processes of the completed project are monitored.

Important Considerations

Before a project proposal application is made to TÜBİTAK, a cooperation agreement is signed between the customer and the executive institution, which includes the minimum conditions determined by TÜBİTAK.

Türkiye's largest science and technology festival, TEKNOFEST 2025, was held at Istanbul Atatürk Airport between 17 and 21 September. 

Our President, Mr Recep Tayyip Erdoğan, said, "This year, 565,000 teams and 1.2 million competitors from 81 provinces and 96 countries participated in 64 different competitions at TEKNOFEST Istanbul. The Turkish defence industry's achievements are now being discussed all over the world. The gains we have made despite all the embargoes are by no means coincidental. We have only just begun to write the epic of our defence industry. We will have more proud announcements in the coming period.‘ President Erdoğan stated that young people are laying the foundations for a great and powerful Türkiye with their magnificent works, adding, ’The young pioneers of our national technology initiative continue to be a source of pride for our nation. Seeing young friends like you, with open minds and horizons, who are curious and enthusiastic, dazzling both with their personalities and the products they develop, makes us look to the future with even greater confidence."

Selçuk Bayraktar, Chairman of the TEKNOFEST Board of Directors and the Board of Trustees of the Türkiye Technology Team Foundation, stated, “TEKNOFEST is not just a festival; TEKNOFEST is the strongest protest against the learned helplessness that has persisted for centuries. It is about preparing today for tomorrow's competitions, not today's. It is the cry of a generation that not only consumes technology but also designs it, declaring, “We are here too”. It is our passion to fly under our own sky with our own wings." 

TÜBİTAK Completes TEKNOFEST 2025 with Record Participation

As one of the festival's largest participants, TÜBİTAK welcomed visitors in 12 themed tents covering an area of approximately 9,000 m².

TÜBİTAK stood out at the festival, which attracted intense interest from science and technology enthusiasts, with innovative projects, popular science publications, space and defence technologies, interactive workshops, exhibitions and science shows.

As TÜBİTAK, bringing visitors of all ages together with the excitement of science, we achieved our most comprehensive participation in TEKNOFEST history this year. With a wide range of activities spanning from space to biotechnology, chip design to artificial intelligence, TÜBİTAK became one of the most prominent attractions at the festival. We take pride in being one of the institutions that welcomed the most visitors at TEKNOFEST, with hundreds of thousands of attendees.

TÜBİTAK's tents and event areas were visited by our Minister of Industry and Technology, Mehmet Fatih Kacır; the President of Tatarstan, part of the Russian Federation, Rüstem Minnihanov; the Slovenian Minister of Higher Education, Science and Innovation, Igor Papic; the Indonesian Minister of Industry, Agus Gumiwang Kartasasmita; the United Nations Development Programme (UNDP) Resident Representative in Türkiye Monica Merino Domínguez, TEKNOFEST Board Chairman Selçuk Bayraktar, and Baykar General Manager Haluk Bayraktar. TÜBİTAK President Prof. Dr. Orhan Aydın accompanied these dignitaries. Our President Aydın met with both competitors and science and technology enthusiasts of all ages throughout TEKNOFEST, chatting with them individually.

At the TÜBİTAK stand, some of the defence industry's flagship projects are on display, including SOM-M, GÖKSUR, SİPER, KUZGUN KY, KUZGUN TJ, KUZGUN SS, GÖKDOĞAN, BOZDOĞAN, GÖKHAN, GÖKÇE, as well as TÜRKSAT 6A and İMECE Satellite Models, the Moon Research Programme Spacecraft Model, the Rubidium-Based Atomic Clock, the Original Engine Model, and the Eskişehir5000 Train Model are on display for visitors to see.

An AI-based chat application introducing the areas of activity of the TÜBİTAK Support Programmes Presidencies also met visitors for the first time at the festival.

TÜBİTAK also hosted young people in six different competition tents as part of TEKNOFEST.

  • Biotechnology Innovation Competition: 77 teams / 287 competitors

  • Blockchain Competition: 28 teams / 113 competitors

  • International Children's Science Competition: 81 teams / 371 competitors

  • Chip Design Competition, co-organised with YONGATEK: 15 teams / 60 participants

  • Artificial Intelligence in Aviation Competition, co-organised with ASELSAN: 33 teams / 99 participants brought together science and technology enthusiasts.

TEKNOFEST Champions Tent

In the TEKNOFEST Champions tent, one of the festival's most special areas, teams that had won awards in previous years under the leadership of TÜBİTAK showcased their success stories. Champion teams from various fields, ranging from autonomous vehicles to quantum technologies, polar research to electric vehicles, met with visitors and inspired young people.

2242 - University Student Research Project Competitions: 27 teams / 74 competitors

2204-C High School Students Polar Research Projects Competition: 12 teams / 46 participants

2204-D High School Students Climate Change Research Projects Competition: 18 teams / 43 participants had the opportunity to share their experiences by participating in TEKNOFEST.

Science Centres and Beyond the Horizon Space Awareness Exhibition Tent

Set up in a vast 2,100 m² area, the TÜBİTAK Science Centres and Beyond the Horizon Exhibition Tent stood out as one of the most visited sections of TEKNOFEST 2025. 

Here, 30 different activities were held in astronomy, natural sciences, mathematics, design and technology workshops. Dinosaur exhibitions, optical illusions, robot shows and virtual reality applications offered hundreds of thousands of visitors of all ages, from children to adults, the opportunity to experience science.

The ‘Beyond the Horizon’ space exhibition, which conveyed the historical journey of Türkiye's space studies, was a particularly noteworthy point, displaying astronaut suits and experimental materials. Astronaut signing ceremonies also attracted great interest from visitors. 

TÜBİTAK Store Meets Visitors for the First Time

The TÜBİTAK Store, specially prepared with an area of 150 m² at TEKNOFEST 2025, made history this year. TÜBİTAK-branded products, offered for sale for the first time, met visitors with their unique designs that bring science into everyday life. The store, which featured science books, popular magazines, science-themed stationery and accessories, and defence industry models, became one of the festival's most notable stops with its rich content appealing to participants of all ages. Thousands of people shopped at the store throughout TEKNOFEST.

Popular Science Publications

TÜBİTAK Popular Science Publications also met with festival visitors throughout TEKNOFEST 2025. A 20% discount was applied to all science books, and 4,000 copies of TÜBİTAK's popular science magazine were distributed free of charge during the event. This gave visitors the opportunity to explore the fun and educational world of science more closely. Approximately 12,000 publications were purchased by science and technology enthusiasts throughout TEKNOFEST.

TÜBİTAK Science High School Tent

Within the scope of TEKNOFEST, the TÜBİTAK Science High School opened a tent where students and teachers introduced the school to visitors and organised various scientific activities. The tent featured experiments in physics, chemistry and biology, an exhibition of robots developed by the school's robotics teams, and award-winning Kahoot quizzes. Aiming to offer visitors an interactive experience, special gifts bearing the Science High School logo were given to those who placed in the competitions. Visitors had the opportunity to examine sample preparations under a microscope; they also asked questions about the underwater robot, drone, and line-following autonomous vehicle developed by the students. Our stand also provided visitors with information on admission requirements, the school's facilities, academic and social opportunities offered to students, science competitions, and project processes. Our stand, which attracted significant interest, welcomed tens of thousands of visitors.

TÜBİTAK BiGG Tent

The BiGG Tent, set up in an 800-square-metre area, showcased TÜBİTAK's contribution to the entrepreneurship ecosystem. Thirty companies established with TÜBİTAK BiGG support exhibited their products and prototypes. In the tent, where entrepreneurial stories and success stories were shared, visitors also learned about the support mechanisms TÜBİTAK offers to entrepreneurs. Thanks to the BiGG Programme, hundreds of start-ups have grown by attracting millions of dollars in investment to date, and Türkiye has become one of Europe's leading centres for technology-based entrepreneurship.

Marmara Teknokent Tent

Marmara Teknokent took its place at this year's TEKNOFEST with its Incubation Centre, Technology Transfer Office and various entrepreneurial companies. In the tent, visitors were informed about the services, collaboration opportunities and support programmes offered by the technopark, while seven innovative companies also presented their products and solutions to participants. Solutions developed in various fields, ranging from virtual reality combat simulations to laser marking devices, artificial intelligence-based security software to next-generation gaming technologies, were showcased throughout the event.

TÜBİTAK continues to fulfill the dreams of young and innovative entrepreneur candidates come true through the Individual Young Entrepreneur "BiGG" program. Since its initiation in 2012, a total of 2,494 entrepreneurs have established their companies and brought their business ideas to life through the program. 

In the 2025 1st Call of BiGG, 2,031 entrepreneurs submitted their business ideas. 149 Implementing Organizations provided accelerator services, including training, mentoring, incubation, collaboration network utilization, and customer validation support in the 1st stage of the program to 1,344 entrepreneur candidates. After the accelerator program, 462 matured business plans have been evaluated by TÜBİTAK. As a result of assessments by academics, industry professionals, and investors, 100 entrepreneurs were deemed eligible for the Seal of Excellence in the 2025 1st Call. With the addition of 1 entrepreneur who previously received the Seal of Excellence under co-investment, a total of 101 entrepreneurs have been awarded the Seal of Excellence.

Within the scope of the Global Cleantech Innovation Programme (GCIP) carried out by TÜBİTAK in collaboration with the United Nations Industrial Development Organization (UNIDO), 3 business plans selected from among the business plans in the field of clean technologies that were awarded the Seal of Excellence and requested additional investment, have been awarded an investment of 1,500,000 TL in total in exchange for a 5% share, including 600,000 TL GCIP additional investment, as a result of TÜBİTAK evaluations. 

Between 2012 and 2025, a total of 2,595 Tech Startups have qualified for BiGG Support.

Along with the entrepreneurs who have earned the Seal of Excellence in the BiGG 2025 1st Call, a total of 2,595 startup companies will be established by benefiting from the program.

As a result of the panel and TÜBİTAK BİGG Fund evaluations, 100 entrepreneurs who have been awarded the Seal of Excellence will establish their companies, sign contracts with the BİGG Fund, and start working to implement their technology-focused business plans.

Company establishment processes must be carried out following the TÜBİTAK notification to benefit from the advantages provided by the Union of Chambers and Commodity Exchanges of Türkiye.

Entrepreneurs are kindly requested to log into the system at https://eteydeb.tubitak.gov.tr/  using the 'Girişimci' role and check the project status code in order to access information regarding the support status of their projects.

Within the scope of the TÜBİTAK 1071 Program and under the cooperation protocol between TÜBİTAK and the Chinese Academy of Sciences (CAS) joint research projects on “Energy” and “Information and Communication Technologies” to be carried out between the scientists of the two countries will be supported. Call sub-thematic areas are stated in the call text. 

Scientists in Türkiye who wish to propose a joint research project must agree with the scientists working in China as project partners. Unilateral project applications will not be accepted.

The Fourth Calls in 2024 for 2224-A Grant Program for Participation in Scientific Meetings Abroad and 2224-B Grant Program for Participation in Scientific Meetings within the Country run by TÜBİTAK Science Fellowships and Grant Programmes Directorate (BİDEB) is now open. Applications will be received through the TÜBİTAK BİDEB Application and Monitoring System until 25 October 2024 at 17:30 (UTC+3)

In the scope of the TÜBİTAK 1071 Program, in line with the cooperation between TÜBİTAK and the Shota Rustaveli National Science Foundation of Georgia (SRNSFG), joint research and development (R&D) projects to be conducted between Turkish and Georgian scientists will be supported. 

  1. The thematic areas covered by the call are as follows: 
  • Health (Vaccine Technologies and Biotechnological Drug Studies);
  • Environment (Climate Change, Environment and Biodiversity, Purification Technologies);
  • Food and Agriculture (Green and Sustainable Agriculture);
  • Information and Communication Technologies (Internet of Things, Modelling and Simulation);
  • Machinery and Manufacturing (Factory Automation Systems);
  • Maritime Research (Biodiversity of Black Sea, Biodiversity and Ecosystem Sustainability of the Black Sea).

Project applications to TÜBİTAK must be made through the electronic application system.

Application Deadline: 18 February 2025

E-Signature Deadline: 4 March 2025

Application Forms

In Phase 1 of the Program, business idea applications are submitted to the Implementing Organizations designated under the 1601 Program call. The organizations selected to carry out Phase 1 activities will launch their own calls for acceleration programs via the Project Evaluation and Monitoring System (PRODİS) available at http://eteydeb.tubitak.gov.tr. Entrepreneurs will be able to apply to these acceleration programs through PRODİS.

Entrepreneurs who successfully complete the acceleration programs and become eligible to apply for Phase 2 may submit their business plans to TÜBİTAK via PRODİS. The business plan prepared by the entrepreneur under Phase 2 must be approved by the implementing organization in terms of format and content before being submitted to TÜBİTAK.

It may be beneficial to prepare draft versions of the Phase 2 and Phase 3 business plan application documents in advance of submission.

Yükümlülükler
  1. Desteklenen öğrenci ve mentor, mentorluk sürecinin başlamasını takip eden aydan itibaren her iki ayda en az bir defa yüz yüze veya çevrim içi (video konferans yöntemiyle) görüşme yapmakla yükümlüdürler.
  2. Desteklenen öğrenci ve mentoru yapacakları görüşmelerde etik davranış ilkelerine uygun davranış göstermekle yükümlüdür.
  3. Taraflardan birinden kaynaklı görüşme yapılamaması durumunda öğrenci ve mentor birbirlerine bilgi vermelidirler.
  4. Mücbir bir sebep dışında iki defa üst üste öğrenciden/mentordan kaynaklı görüşme yapılamaması durumunda GYK tarafından mentorluk desteğinin durdurulmasına, sonlandırılmasına veya mentor değişikliği yapılmasına karar verilebilir.
  5. Desteklenen öğrenci, ad-soyadında, iletişim bilgilerinde ve öğrenciliği ile ilgili durumlarda (kayıt dondurma, kayıt sildirme, üniversite ve/veya bölüm değiştirme, yurt dışına gitme, mezun olma vb.) meydana gelen değişiklikleri 15 gün içinde TÜBİTAK’a yazılı olarak bildirmekle yükümlüdür.
  6. Yükümlülüklere uyulmaması halinde bu çağrı duyurusu ve taahhütname hükümleri uyarınca işlem yapılır.
  7. TÜBİTAK BİDEB tarafından bildirimler genellikle elektronik yolla yapılmaktadır. Bu nedenle tebligata elverişli bir elektronik adres verilmesi ve bilgilerin güncel tutulması gerekir.
Önemli Hususlar

NES (Nitelikli Elektronik Sertifika) almak üzere Bilgi Teknolojileri ve İletişim Kurumu tarafından yetkilendirilmiş Elektronik Sertifika Hizmet Sağlayıcıları'na zamanında başvuru yapılması önem arz etmekte olup bu sürecin yürütülmesi tamamen proje yürütücülerinin sorumluluğundadır. Başvurular bireysel olabildiği gibi kurumsal da yapılabilmektedir. Buna istisna olarak Başbakanlık Genelgesi gereği Kamu Sertifikasyon Merkezi'ne yapılacak olan NES başvuruları yalnızca kamu kurumları tarafından kurumsal olarak yapılabilmektedir.

Ulusal Başvuruda PBS’ye Yüklenmesi Gerekli Belgeler:

"Proje Başvuru Formu" ve "Bütçe ve Gerekçesi" formlarının başvuru esnasında sistemden inidirilip doldurulduktan sonra sisteme yüklenmesi gerekmektedir. 

 

ÖNEMLİ NOT: Başvuru son gününde yaşanan yoğunluk sebebiyle başvurunun son gün ve son saate bırakılmaması önerilmektedir. Çağrı başvuruya kapandıktan sonra tekrar açılmayacaktır. 

Müşteri kuruluşların ihtiyaçları doğrultusunda yapay zekâ teknolojilerinin ürün ya da çözümlere dönüştürülmesine katkı sağlamayı ve Türkiye Yapay Zekâ Ekosistemini harekete geçirmeyi amaçlayan Yapay Zekâ Ekosistem Çağrısı, 2022 yılından bu yana her yıl düzenli olarak açılmaktadır.

Bu destek modeli ile yapay zekâ çözümlerine ihtiyaç duyan müşteri kuruluşların, teknoloji sağlayıcı olarak en az bir şirket, bu konuda tecrübeli en az bir üniversite araştırma laboratuvarı/merkezi ya da kamu araştırma merkezi/enstitüsü ve TÜBİTAK Yapay Zekâ Enstitüsü ile konsorsiyumlar oluşturarak çözümler üretmeleri hedeflenmiştir. Konsorsiyum kurulmadan yapılan başvurular değerlendirmeye alınmamaktadır.

Firmalar proje önerilerini çevrimiçi olarak eteydeb.tubitak.gov.tr adresi üzerinde sunmaktadırlar.

Bu program kapsamında beş öncelikli alan desteklenmektedir. Bu öncelikli alanlar 

(1) Akıllı Üretim Sistemleri, 

(2) Akıllı Tarım, Gıda ve Hayvancılık, 

(3) Finans Teknolojileri, 

(4) İklim Değişikliği ve Sürdürülebilirlik 

(5) Akıllı Eğitim Teknolojileri 

olarak belirlenmiştir.

Yapay Zeka Ekosistem Çağrılarında son 3 yılda 41 proje 215.530.447 TL ile desteklenmiştir.

İzleme ve Sonuçlandırma

Projeler, altışar aylık dönemler halinde izleyici(ler) tarafından izlenerek desteklenir. Projenin son döneminde,  proje sonuç raporu ve ticarileşme planı sunulur.

Projelerde, 3’er aylık periyotlarda Dönem raporlarının teknik bileşeni (AGY300 raporu) kuruluşlarca hazırlanarak takip eden ay sonuna kadar Yapay Zeka Enstitüsüne iletilir. Yapay Zekâ Enstitüsü 2 hafta içinde kendi değerlendirmesini ekleyerek TÜBİTAK TEYDEB Başkanlığına raporları iletir. Dönem raporu ile çakıştığı periyotlarda sadece dönem raporunun kendisi Yapay Zekâ Enstitüsü ile paylaşılır ve Yapay Zekâ Enstitüsü kendi görüşlerini TEYDEB Başkanlığına iletir.

Proje destek süresi bittikten sonra proje çıktılarının ticarileşme durumunun takibi amacıyla en fazla 60 ay olacak ve süresi TÜBİTAK tarafından değiştirilebilecek şekilde bir süreç işletilebilecektir. Bu süreç Ticarileşme başarısının uzun vadeli takip edileceği bir süreç olup üç dönem şeklinde tanımlanmıştır. Birinci ticarileşme dönemi proje destek bitiş tarihinden sonraki birinci yılın sonunu, ikinci ticarileşme dönemi proje destek bitiş tarihinden sonraki üçüncü yılın sonunu, üçüncü ticarileşme dönemi proje destek bitiş tarihinden sonraki beşinci yılın sonunu ifade eder.

Küçük ve Orta Büyüklükteki İşletmeler (KOBİ) ölçeğindeki kuruluşların proje esaslı araştırma teknoloji geliştirme ve yenilikçilik faaliyetlerinin desteklenmesi, Ar-Ge nitelikli yenilik faaliyetleri yapmaya özendirilmesi, Ar-Ge ve yenilikçilik kültürünün yerleşmesine ve yaygınlaşmasına katkıda bulunulması, ulusal/uluslararası pazarda rekabet güçlerinin artırılması, ortak ya da tek başına sistematik Ar-Ge ve yenilik projeleri yapabilme yetkinliği kazanmasını amaçlayan 1507 KOBİ Ar-Ge Başlangıç Destek Programı 2025-1 Çağrısının sonuçları açıklanmıştır.

Projeleri desteklenen kuruluşlarımızı tebrik eder, ret kararı verilen kuruluşlarımıza ise başvurularını revize ederek, 1507 Programının 2025-2 çağrısına başvuruda bulunabileceklerini hatırlatmak isteriz.

Türkiye Yeşil Sanayi Projesi için Bireysel Danışmanlık Hizmetleri Alımı Duyurusu

Dünya Bankası tarafından finanse edilen "Türkiye Yeşil Sanayi Projesi" kapsamında aşağıda yer alan iş tanımlarında belirtilen vasıflara uygun bireysel danışmanların, başvurulan pozisyona dair pozisyon adı ve pozisyon referans numarasına yer verilen, ilan metninde belirtilen formata uygun olarak hazırlanmış İngilizce ve Türkçe özgeçmişlerini kariyer.tgip@tubitak.gov.tr e-posta adresine son başvuru tarihi olan 25 Ağustos 2024 günü saat 17.00’a kadar iletmeleri beklenmektedir. Belirtilen tarih ve saatten sonra iletilen başvurular değerlendirmeye alınmayacaktır.

İzleme ve Sonuçlandırma
  1. Destek süresi 6 ay ve daha kısa olarak belirlenen bursiyerlerden gelişme raporu talep edilmez, Destek süresi 6 ay üzeri olarak belirlenen  bursiyerler ise 6. ayın sonunda gelişme raporunu ebideb sistemine yüklemelidir. 

  2. Gelişme raporu, 6. ayı izleyen en geç 10 gün içinde TÜBİTAK BİDEB’e gönderilmelidir. Gelişme raporunun gecikmesi halinde burs ödemesi yapılmaz ve bursiyere 1 aylık ek süre verilebilir. Verilen süre içerisinde gelişme raporunu sunan ve gelişme raporu izleyici tarafından kabul edilen bursiyerlerin burs ödemeleri kaldığı yerden devam eder.

  3. Bu çağrı duyurusu kapsamında tüm bursiyeler sonuç raporu sunmakla yükümlüdür. Bu kapsamda sonuç raporu bursiyer tarafından burs bitiş tarihini izleyen 1 ay içerisinde ebideb sistemine yüklenmesi gerekmektedir.

Gelişme ve sonuç raporları BİDEB Başvuru ve İzleme Sistemine (ebideb.tubitak.gov.tr) yüklenmelidir. Raporların posta ya da email ile gönderilmesine gerek yoktur.
