Rehber, proje başvurularının hazırlanmasında ÜYZ’nin rolünü, kullanımın şeffaf bir şekilde beyan edilmesi zorunluluğunu ve gizli verilerin korunmasına yönelik kesin kuralları açıklıyor. Ayrıca, değerlendirme süreçlerinin gizliliğini ve tarafsızlığını korumak amacıyla değerlendiricilerimiz için geçerli olan kısıtlamaları da detaylandırıyor. Rehberin web adresi ve konuyla ilgili metinler ARBİS'e, tüm destek programlarının başvuru sayfalarına ve değerlendiricilerin formlarına, kabul ve taahhüt beyanlarına entegre edilecek.

4005 Yenilikçi Eğitim Uygulamaları Çağrısı Sonuçlandı!

4005 Programı ile öğretmenlere ve akademisyenlere; kendi branşlarına ve genel olarak öğretmenlik mesleğine özgü yenilikçi yaklaşım, strateji, yöntem ve tekniklerin etkileşimli olarak kazandırılması amaçlamaktadır.

Proje yürütücüleri, değerlendirme sonuçlarını https://bilimtoplum-pbs.tubitak.gov.tr sayfasına giriş yaparak hesapları üzerinden görüntüleyebilirler.

• Desteklenmesine karar verilen projelerin sözleşme süreçleriyle ilgili bilgiler,

• Ön incelemede iade edilen proje başvurularının iade gerekçeleri ve itiraz başvurularına ilişkin detaylı bilgiler,

• Bilimsel değerlendirme neticesinde desteklenmeyen proje başvurularının raporları ve itiraz başvurularına ilişkin detaylı bilgiler,

proje yürütücülerinin Araştırmacı Bilgi Sistemi (ARBİS)'nde yer alan e-posta adreslerine gönderilecektir.

1. Mentorluk süreci başladıktan sonra altı ayda bir olmak üzere izleme raporları mentor tarafından TÜBİTAK’a iletilir.

2. Mentorluk desteği, "Destek Süresi" başlığında belirtilen sürenin sonunda mentor tarafından izleme raporunun TÜBİTAK’a iletilmesiyle son bulur.

3. Başvuru/Destek geri çekme işlemi her aşamada yapılabilir. Geri çekme işlemi için öğrenci tarafından imzalı bir dilekçenin BİDEB’e ulaştırılması gerekir. Bu durumda GYK kararı ile destek sonlandırılır.

4. Desteklenen öğrencinin gerekçeli dilekçe ile mentor değişikliği talep etmesi halinde BİDEB tarafından bir ay içinde mentor değişikliği yapılabilir.

5. Mentorun herhangi bir nedenle mentorluğunun son bulması durumunda bir ay içinde BİDEB tarafından yeni mentor atanır.

6. "Destek Süresi" başlığı 1. ve 3. maddelerde belirtilen sürenin altı aylık rapor dönemine denk gelmesi durumunda mentorluk desteğinin sonlandırılması için rapor döneminin tamamlanması beklenir.

İlköğretim dönemi, öğrencilerin çevrelerindeki olgu ve olaylara karşı, ilk fikirlerini kazanmaya başladıkları ve bunu takiben izleyecekleri eğitim sürecinin en önemli aşamasını oluşturur.

Çocukluk yıllarının önemli bir parçası olan çocuk kitapları arasında popüler bilim kitaplarının da olması, eğlenceli bir okuma deneyimi sunmanın yanında çocukların kendi kendilerine keşifler yapmalarına da olanak sağlar. Çünkü bu kitaplar soyut olan bilgileri açıklamak için resimler ve çizimler kullanmaları sayesinde anlaşılması zor bilimsel kavramların anlaşılmasını kolaylaştırır.

TÜBİTAK Popüler Bilim Kitapları Çocuk ve Gençlik Kitaplığı, ilk ve orta öğretim dönemindeki öğrencilerin okul programlarını destekleyecek, eşi bulunmaz kaynaklar olmalarının yanı sıra bu yaş gurubunun merak ve beğeniyle okuyacağı güvenilir bilgilerle doludur. Bu kitaplar çocuk ve gençlerin dünya ve evreni öğrenmelerini, anlamalarını, teknolojik gelişme ile olaylara merak duygusu geliştirmelerini teşvik etmekte, toplum ve bilim arasındaki karşılıklı etkileşimi anlamalarını kolaylaştırarak edindikleri bilgileri yapılandırma becerisi kazandırmaktadır.

TÜBİTAK Bilim İnsanı Destek Programları Başkanlığı (BİDEB) tarafından yürütülen 2247-C Stajyer Araştırmacı Burs Programı (STAR) 2025 Yılı 2. Dönem STAR Lisans ve STAR Öğretmen çağrıları başvuru sonuçları açıklanmıştır. Başvuru sahipleri, başvuru durumları ile ilgili sonucu, BİDEB Başvuru ve İzleme Sistemi’nden kullanıcı girişi yaparak “Başvurularım” alanından görüntüleyebilirler.

2247-C Stajyer Araştırmacı Burs Programı’nda STAR Lisans çağrısı kapsamında 741 lisans öğrencisi ve STAR Öğretmen çağrısı ile 13 öğretmene destek verilecektir. 

Önemli Not: 

STAR Programında burs almaya hak kazanan adayların burslarının başlatılması için izlenmesi gereken adımlara ilişkin bilgilendirme adayların e-posta adreslerine gönderilecektir.

TÜBİTAK tarafından desteklenmesine karar verilen projeler ile yapılan ev sahibi kurum başvuruları eşleştirilir. Bazı durumlarda eşleştirme yapılmayabilir (başvuru sayılarının örtüşmemesi, proje yürütücüsü ilçe tercihlerinin uyuşmaması, yaygın etkinin yeterince sağlanamaması vb.)

Eşleştirme işlemi tamamlandıktan sonra başvuru sahiplerine ARBİS hesaplarında kayıtlı olan e-posta adresi üzerinden bildirim yapılır. Bildirim e-postasında tarafların (yürütücü ve ev sahibi kurum) iletişim bilgilerine yer verilir. Tarafların bu süre dâhilinde ‘’gereksiz, spam, junk mail’’ vb. gibi mail kutularını da kontrol etmeleri önerilir.

Yürütücü, eşleştirme yapılan ev sahibi kurum ile birlikte belirledikleri proje etkinlik tarihlerini eşleştirme sonrasında açılacak olan ikinci aşamada PBS üzerinden sisteme girer.

Proje gerçekleştirme tarihi proje dönemi takvimine uygun olarak belirlenir. Takvime uygun olmayan tarihlerin değiştirilmesi istenir. Belirtilen tarihlerde etkinlik tarihi girilmeyen veya onaylanmayan projeler, iptal edilir ve yürütücüye herhangi bir ödeme yapılmaz. Etkinlik tarih ve saatine yönelik değişiklik talepleri Bilim ve Toplum Proje Takip Sistemi (PTS) https://bilimtoplum-pts.tubitak.gov.tr üzerinden oluşturulacak ‘’Etkinlik Tarihi Değişikliği’’ talebi ile Müdürlüğe bildirilir.

There are bilateral cooperation agreements in the fields of science and technology with various countries at intergovernmental or inter-institutional levels. Under these agreements, joint research projects are supported and monitored, and financial assistance is provided for events such as joint scientific meetings, expert exchanges, and study visits.

IMPORTANT NOTE: Project applications for TÜBİTAK’s bilateral cooperation programs are now fully managed through an electronic system. Applications submitted by post will no longer be accepted. The application process should be completed via the system at uidb-pbs.tubitak.gov.tr, where open programs and detailed information on these programs can be accessed.

The call titled “Public Artificial Intelligence Ecosystem - 2024”, in which the Presidency of the Republic of Türkiye Digital Transformation Office (CBDDO) is a client institution, in order to develop artificial intelligence solutions needed by public institutions and to use and disseminate the knowledge in the field of artificial intelligence.

This call has some updates compared to the call published in 2023.

• Private sector or public R&D units must act as the Project Manager Organization (PYÖK) within the consortium, while universities must serve as the Project Implementing Organization (PYK).

• The call is planned in 3 phases:

  • In the 1st stage, applications will be received from public institutions in need.

  • In the 2nd stage; needs will be prioritized by the commission (CBDDO, KAMAG, YZE) and technical requirements documents will be prepared for 10 prioritized needs.

  • In the last stage, project applications prepared in accordance with the technical requirements documents will be received.

  • The call budget has been increased to 15,000,000 TL.

The MarLEN (Maritime Low Emission Network) project, which funded under the Horizon Europe Program and will last between 2025-2029, and will support R&D and innovation projects that aim to reach zero emissions in the European maritime sector, aims to reduce emissions caused by maritime vehicles, conduct gap analysis within the scope of maritime research areas, ensure unity in prioritization and evaluation of countries, and contribute to Europe's zero emission strategy. The international consortium that will submit a project must consist of at least 2 different institutions from 2 different countries. In joint project proposals to be prepared within the scope of the call, it is mandatory to comply with the international call application conditions.

The call will be conducted with a single-stage international and then national application process.

In addition to the international application, a national application is mandatory. The project application of the international consortium must be made electronically by the international project coordinator via https://marlen.ptj.de/call1 by 30 September 2025 (17:00 CET).

In addition to this international application, the Turkish institutions/organizations involved in the project must also make a national application to TÜBİTAK by 7 October 2025 (17:30 UTC+3) via uidb-pbs.tubitak.gov.tr ​​and complete the electronic signature by 10 October 2025 (17:30 UTC+3). The call will be included on PBS under the title “Multiple Cooperation Support Programs” as “MaRLEN 2025”. During the national application phase, the “National Application Form” and the “Budget and Justification Form” must be uploaded to PBS. Other required documents are specified in the “MaRLEN 2025 Call National Application Rules” document. Applications submitted to TÜBİTAK will be primarily examined by TÜBİTAK according to national eligibility criteria. Project proposals that do not meet the national application rules of the project partner countries and the application conditions specified in the call text will be returned. Project proposals that meet these conditions will be evaluated by TÜBİTAK.

Projects to be supported will be determined based on the results of the referee evaluation at the MaRLEN Call Steering Committee meeting where all funders are represented. Projects with a negative evaluation result cannot benefit from national support within the scope of the relevant call.

The main aim of the call titled "Restoration of ecosystem functioning, integrity, and connectivity - BiodivConnect" which was opened within the scope of Horizon Europe, European Biodiversity Partnership (BiodivERsA+) is to ensure the long-term sustainability of restoration efforts at national, regional and global scales and to support innovative research that can be integrated into natural restoration practices for interconnected and well-functioning ecosystems and habitats. 

The call will cover biodiversity restoration efforts in all ecosystems and habitats in all regions of the world. The call is divided into three, partially overlapping, main themes. 

Topic 1: Setting Restoration Targets And Measuring Success

Topic 2: Scaling And Transferability Of Nature Restoration Efforts

Topic 3: Long-Term Sustainability Of Restoration Efforts 

Joint project proposals to be prepared within the scope of the call are required to comply with the international call application conditions. The international consortium that will present the project must consist of three different partners who will receive funding from at least three different countries participating in the call. The first call of the Eurostars-3 for the year 2026 (cut-off 10) has been launched on 16 January 2026. Within this call, joint international R&D projects aimed at developing market-oriented innovative products, processes and services will be funded with the participation of at least one Turkish and one foreign organization from any Eurostars member country. Unilateral project applications are not accepted. An innovative SME is expected to take part in the project consortiums as the coordinator. 

Eurostars-3 is a partnership created under the Horizon Europe/ European Innovation Ecosystems Program as the European Partnership on Innovative SMEs with the cooperation of the Eureka Secretariat and 37 member countries. Within the scope of the program to be carried out between 2021-2027, it is aimed to support innovative SMEs to increase their R&D, innovation capacity and productivity, and to help them reach into global value chains and new markets.

In Eurostars-3 calls, bottom-up, international R&D projects with a civilian purpose, are funded led by innovative SMEs, regardless of any technology field or sector. Please visit Eurostars website for details, guidelines and submission. 

Stock corporations and researchers based in Türkiye can submit joint  proposals to Eurostars-3 2026/1 call. If there is more than one partner from Türkiye in the same international project, the partners are required to apply with a single joint project together. Higher education institutions, public research centers and institutes, training and research hospitals, research infrastructures within the scope of Law No. 6550 can participate jointly under the leadership of stock corporations. Eligible national consortiums will be funded according to the rules of the national funding programme coded “1709-EUREKA-EUROSTARS 2026/1” and "Eurostars-3 Program National Call Announcement".

Before the national application, the call text should be carefully examined, if the application rules are not followed properly, the application may be returned without being evaluated.

In addition, applications to the Eurostars Coordinatorship Support Programme 2026/1 National Call (code: “EUROSTARS-KOORD-DEST-2026/1”) will be submitted under the “Eurostars Coordinatorship Support Programme 2026/1 National Call” scheme. Please visit TÜBİTAK website for details.

National pre-registration and national pre-submission must be done to TÜBİTAK on the specified dates via TÜBİTAK PRODIS. In addition, after the international evaluation process, the accepted Turkish teams have to make a national application to TÜBİTAK.

Important Points:

The Greek Cypriot Administration of Southern Cyprus, Greece, Israel and one of the NFBs in Italy (Ministry of Enterprises and Made in Italy (MIMIT)) do not foresee public funding for organisations from their country applying to the 10th call of Eurostars-3. Organizations from these countries are welcome to apply but will have to fully self-finance their part of the project.

The CoCirculation3 Programme is funded under the Marie Skłodowska-Curie COFUND call within the European Union’s Horizon Europe research and innovation programme. The programme aims to connect Türkiye’s research and innovation ecosystem with internationally experienced researchers.

The CoCirculation3 2025 call for applications opened on September 1, 2025. Applications will be accepted until December 1, 2025.

Within the scope of the programme, selected researchers are expected to conduct their research for 24 months at an academic or non-academic host institution in Türkiye (such as industrial organizations, SMEs, and other eligible research-performing institutions) under the guidance of a supervisor. The programme also offers an optional additional period of up to 12 months at a non-academic host institution.

🔹 A total of 33 researchers will be funded in 2025.

Eligibility Criteria:

• Open to all researchers holding a doctoral degree.
• Applicants must not have resided or carried out their main activity in Türkiye for more than 12 months within the past 36 months.
• Research proposals are expected to be aligned with the European Green Deal.

Scientists pursuing associate/undergraduate/graduate/postgraduate education/research and postdoctoral research programs are supported for presenting proceedings in scientific meetings abroad to share their original studies on a subject related to their field with the world of science to improve their work with feedback and scientific discussions and to increase interaction and cooperation with expert scientists in their fields. 2224-A Grant Program for Participation in Scientific Meetings Abroad and 2224-B Grant Program for Participation in Scientific Meetings within the Country run by TÜBİTAK Science Fellowships and Grant Programmes Directorate (BİDEB). Applications for the 2025 year 4’th calls of the programmes are now open.

TÜBİTAK’ın yürütücü kuruluş olarak yer aldığı, UNIDO iş birliği ile yürütülen Küresel Temiz Teknolojiler Girişimcilik Programı’nın (Global Cleantech Innovation Programme - GCIP) 2. Fazı kapsamında faaliyetler 2024 yılında da devam etmektedir. Programın diğer paydaşları arasında Sanayi ve Teknoloji Bakanlığı, Enerji ve Tabii Kaynaklar Bakanlığı, Çevre, Şehircilik ve İklim Değişikliği Bakanlığı, Tarım ve Orman Bakanlığı, Aile ve Sosyal Hizmetler Bakanlığı yer almaktadır.  Projenin 2. fazında, hızlandırıcı ve yarışma ile temiz teknoloji çözümlerinin yenilikçi girişimcilere dönüştürülmesine ek olarak teknoloji doğrulama ve yatırıma hazırlık bileşenleri ile temiz teknoloji girişimcilerinin ulusal ve küresel pazara hazırlanmaları hedeflenmektedir.

Program kapsamında GCIP Türkiye 2024 Hızlandırıcı başvuruları 1 Nisan 2024- 15 Mayıs 2024 tarihleri arasında alınacaktır. Seçilen adaylar 2024 yılı, Temmuz ayı içerisinde düzenlenecek GCIP Türkiye 2024 Ulusal Akademisi’ne davet edilecek ve Ağustos-Kasım 2024 tarihleri arasında eğitim ve mentorluk hizmetleri alarak temiz teknolojiler alanındaki yenilikçi iş fikirlerini geliştirme fırsatı elde edeceklerdir.

GCIP 2024 Türkiye Hızlandırıcısında Aile ve Sosyal Hizmetler Bakanlığı’ndan Kadın Girişimcilere Özel Destek!

GCIP Türkiye 2024 Hızlandırıcı Programı’nda, temiz teknoloji alanında faaliyet gösteren kadın girişimcilere yönelik özelleşmiş hızlandırıcı faaliyetleri ile temiz teknoloji alanındaki kadın girişimcilerimizin başarılarını artırmak hedeflenmektedir.

2024 GCIP Türkiye Hızlandırıcısında temiz teknoloji alanında faaliyet gösteren kadın girişimcilerimizin girişimleri kapsamında geliştirdikleri ürünlerin ticari performansının artırılması, yatırıma hazır hale gelmesi ve küresel pazara açılmaları amacıyla Temiz Teknoloji Alanında Kadın Girişimciler için Yatırıma Hazırlık ve Küreselleşme modülü eklenmiştir. GCIP 2024 Hızlandırıcısına seçilen takımlar arasından seçilecek, kurucularından biri kadın veya en az bir üst düzey yöneticisi kadın olan takımlar bu modüle dahil edilebilecektir.

Temiz Teknoloji Alanında Kadın Girişimciler için Yatırıma Hazırlık ve Küreselleşme Modülü altında, çok boyutlu bir değerlendirme ile girişimlerin yatırıma hazırlık seviyeleri uzmanlar tarafından değerlendirilecek, gelişime açık konularda takımların ihtiyaçlarına özel uzman mentörler atanacak, ustalık atölye çalışmaları ve yatırımcı buluşmaları gerçekleştirilecektir. Aile ve Sosyal Hizmetler Bakanlığı ile TÜBİTAK iş birliği içerisinde kadın girişimcilerimize aşağıdaki kategorilerde destek sağlanacaktır:  

Toplumsal Etkide Öncü Kadın Girişimci Desteği: 250.000 TL

Yenilikçi Kadın Girişimci Desteği: 250.000 TL

En İyi Gelişim Gösteren Kadın Girişimci Desteği: 250.000 TL

Genç Kadın Girişimci Desteği: 250.000 TL

Temiz Teknoloji Alanında Kadın Girişimciler için Yatırıma Hazırlık ve Küreselleşme Modülü kapsamındaki tüm faaliyetler GCIP 2024 Türkiye Hızlandırıcısı ile eş zamanlı olarak yürütülecektir.

GCIP Türkiye 2024 Hızlandırıcısı sonunda dereceye giren takımların temiz teknoloji alanındaki iş fikirleri çeşitli ödüller ile desteklenecektir.

Birincilik ödülü: 500.000 TL

İkincilik ödülü: 350.000 TL

Üçüncülük ödülü: 250.000 TL

Hızlandırıcı kapsamında finale kalan en başarılı 10 Takım TÜBİTAK TEYDEB desteklerinden çeşitli avantajlar ile yararlanabilecektir.
