Projects to be supported within the scope of PRIMA Program are divided into 2 Sections.
Project proposals submitted under Section 1 will be supported by PRIMA-allocated funding from the Horizon Europe Programme. Project proposals submitted within the scope of Section 2, will be supported by the funds that the national funding agencies have committed to PRIMA, without the contribution of the EU. In the framework of the Section 2, in addition to the joint application to the PRIMA Program, research teams in project consortia are required to apply to their national funding agencies. Since the application is returned without being evaluated in case of non-compliance with the application rules, the national application rules should be examined in detail before the application.

The QuantERA III Consortium has opened the QuantERA Call 2025, a new call for international research projects in Quantum Technologies. Through this Call, the QuantERA Consortium seeks to boost cross-border collaboration and accelerate breakthrough research and cutting-edge engineering in quantum technologies.
The submitted proposals are expected to be aligned with one of the two QuantERA Call 2025 topics:
- Quantum Phenomena and Resources (QPR)
- Applied Quantum Science (AQS)
Funded projects in both topics are expected to address one or more of the following areas:
• Quantum communication,
• Quantum simulation,
• Quantum computation,
• Quantum sensing and metrology,
• General quantum science.
The project consortia must be composed of at least 3 partners eligible to receive funding from three or more different countries participating in the Call. Detailed information on the call topics, call rules, project requirements, and other expected qualifications of the projects can be found on the international call page.
In the QuantERA Project Call for 2025, Turkish researchers will be supported within the scope of the TÜBİTAK 1071 - Support Programme for Increasing Capacity to Benefit From International Research Funds and Participation in International R&D Cooperation.
It is strongly recommended to carefully review the national application rules listed below prior to submission. If the application rules are not followed, the application will be returned without being evaluated.

Liability of Reporting
The fellow and the academic advisor(s) in Türkiye must comply with universal scientific research and scientific publishing rules during the conduct of the research. In the case of a necessity, it is obligatory to obtain the Ethics Committee Approval document and the legal permission from the relevant institutions for the research to be done. In case of a violation of the above-mentioned rules, legal actions shall be carried out in accordance with the provisions of AYEK and ENDEK regulations.
Fellows are obligated to submit one progress and one final report within the specified dates based on the starting date and the duration of their fellowship. These reports must be signed by the fellow and the academic advisor(s) in Türkiye. Progress reports should be sent in the 6th month following the start date of the research and final reports should be sent within 1 month following the ending date of the research. These reports are evaluated by experts in the research field.
Reports disapproved as a result of the evaluation are required to be revised within the given period. Fellowship payments will be stopped if the progress reports are delayed. Fellowship of those who do not submit progress reports within 2 months from the date of suspension or their requested reports after revision are not found sufficient, may be deducted with the GYK decision.
TUBITAK support should be indicated in publications made within the scope of the program (if any) and they must be sent to BİDEB together with progress and final reports.
In the case of a wish the change of the university or research institute in Türkiye, it is requires to apply to BİDEB with a reasoned request for the change, signed by the fellow and the academic advisor(s) in Türkiye. In case the GYK approves the request for the change, replacement is finalized. Thereupon, it needed to take an acceptance letter from the new university or research institute in which the research will be carried out.

No payment is made after the termination of the research.
The fellow has to pursue his/her research studies full-time in the university or research institute in Türkiye during the fellowship period. The fellow is obliged to inform TUBITAK about any short or long-term departures and the duration at least 10 days prior to the departure date. If the fellow leaves Türkiye for more than 15 days during the fellowship period, he/she has to obtain TÜBİTAK’s approval before the departure. Otherwise, the payment is suspended during the period of absence. The fellow has the right to use annual leave not more than 15 days. Departures shorter than 15 days shall not interrupt the payment. The aim of 2248 - Mentorship Program is to support the career development of students who are successful in the Science Olympiads supported by TUBITAK Science Fellowships and Grant Programs Directorate, TUBITAK Science High School students and undergraduate scholars, through methods such as increasing their motivation, guidance, sharing experience, feedback and performance evaluation, and provide mentoring support to contribute to reach their goals.

Regulations and Principles
Tech-InvesTR Venture Capital Support Program was established in order to enable venture capital funds to invest in R&D intensive early-stage companies to meet the financial needs of these companies. In order to ensure sustainable functioning of the program, a Cooperation Agreement was signed between TÜBİTAK and the Ministry of Treasury and Finance. With Tech-InvesTR Program, it is aimed at;
A Cooperation Agreement was signed with the Ministry of Treasury and Finance in order to ensure the sustainable operation of the program. The Ministry of Treasury and Finance as well as Technology Transfer Offices (TTO), Technology Development Zones (TDZ), Research Infrastructures (RI) and other third party private investors will be partners to the venture capital funds to be established within the Tech-InvesTR Venture Capital Funding Program. These funds will be managed by the independent fund managers. 50% of the contributions of TTO/TDZ/RIs for VC funds for investments made in early stage technology based Turkey resident companies will be supported by TÜBİTAK in the form of grants. In addition, organizations will be provided with general expense support up to 10% of their contribution. In addition, if requested, a pre-payment will be made to TTOs, TDZs and RIs up to 20% of the total amount committed by them in order to meet their cash requirement.
To ensure the sustainability of the venture capital ecosystem, TÜBİTAK’s grants depend on capital and experience accumulation conditions in TTOs, TDZs and RIs. Through capital accumulation condition, after the fund’s exit from the investments, TÜBİTAK’s share will be used again in the funding of early stage technology-based initiatives by TTO, TDZ, RIs. Within the context of the experience accumulation condition: it is aimed to transfer venture capital management teams’ experience to TTOs, TDZs and RIs. Thus, commercialization perspective is expected to be improve in these institutions with experience and capital.
Within the scope of Tech-InvesTR call; the evaluation processes carried out by TÜBİTAK and the Ministry of Treasury and Finance have been completed, and the Ministry of Treasury and Finance has announced its decision regarding the 5 funds that it deems appropriate to initiate the protocol processes to make commitments. Within this scope, fund participation protocols have been signed between Ministry of Treasury and Finance and Collective Spark, Diffusion Capital Partners (DCP), 500 Startups Istanbul Fund II Venture Capital Fund and Boğaziçi Ventures Venture Capital Investment Fund and these 4 funds have been established. The Ministry of Treasury and Finance also has informed TÜBİTAK that it will sign the protocol with Arz Real Estate and Venture Capital Portfolio Management Company. Moreover, project agreements have been signed between TDZs and TTOs participating in the established Tech-InvesTR funds and TÜBİTAK. In this regard, project agreements have been signed between TÜBİTAK and "METU Technopolis Management Inc.", which is an investor in the Collective Spark fund, " METU Technopolis Management Inc." and " Ege Technopark TDA Manager Inc." which are investors in the Diffusion Capital Partners (DCP) fund, "Tedutech Technology Transfer Consultancy Education and Trade Inc. ", which is an investor in 500 Startups Istanbul Fund II Venture Capital Fund, Ankara University Technopolis Executive Inc. and Çukurova TDA Manager Inc. which are investors in Gedik Portfolio Management Inc. Boğaziçi Ventures Venture Capital Investment Fund.

The official Registration & No Objection Certificate indicating that the candidate is registered as a PhD student abroad and that he/she is successful in PhD proficiency exam/being an advanced stage of their PhD research is taken in the last three months before the application date.
Additional documents specific to postdoctoral researchers
The official/notarized copy of PhD diploma. If the diploma of the applicant is not ready, a temporary graduation certificate or an official letter on the applicant’s graduation.
*The selection committee may interview the names on the final and waiting list to measure their language competence in English or Turkish.

The TTOs, TDZs and RIs supported within the scope of the program submit their term reports (technical and financial periodical reports) to the TÜBİTAK. Technical reports are reviewed by the observer delegation and the financial reports are certified by Sworn-in Certified Public Accountant and reviewed by financial unit.
After evaluating the term reports, the accepted expenditure amounts related to the expenses to be supported by TÜBİTAK are determined. Payments are made to TTOs, TDZs and RIs after taking into account the prepayment amounts.
TÜBİTAK tarafından Türkiye’deki yürütücülüğü yapılan Avrupa Moleküler Biyoloji Organizasyonu (European Molecular Biology Organisation – EMBO), yaşam bilimleri alanında çalışan bilim insanlarına yönelik çeşitli burs ve destek programları yürütmektedir. Türkiye’nin de üyesi olduğu Avrupa Moleküler Biyoloji Konferansı (European Molecular Biology Conference – EMBC) tarafından finanse edilen bu programlar araştırmacılara hibe, dolaşım ve bilimsel ağ oluşturma desteği sağlamaktadır.
Bu desteklerden biri olan Bilimsel Değişim Hibeleri (Scientific Exchange Grants) ile EMBO tarafından yaşam bilimleri alanında çalışan araştırmacılara EMBC üye veya işbirliği ortağı olan ülkelerdeki laboratuvarlarda araştırma ziyaretleri yapmaları için hibe sağlanmaktadır.
Kimler Başvurabilir:
Aşağıdaki koşulları sağlayan araştırmacılar bu programa başvurabilirler:
Kariyerinin herhangi bir aşamasında aktif araştırmacı olmak ve başvuru sırasında en az 1 yıl lisansüstü araştırma deneyimine sahip olmak;
Aynı ülke içindeki iki laboratuvar arasında değişim yapmak için başvuru yapmamak;
Daha önce çalışılan veya ziyaret edilen bir laboratuvar için başvuru yapmamak;
Kurslara, çalıştaylara veya sempozyumlara katılmak için başvuru yapmamak;
Bilimsel değişimin tamamlanmasının ardından kendi laboratuvarına dönmek ve orada en az 6 ay bulunmak.

Destek Kapsamı:
Destek süresi en az 1 hafta en fazla 3 aydır.
Araştırmacılar ziyaretlerinde 3 aydan daha fazla kalabilirler (maksimum 6 ay) ancak EMBO hibesi ilk 3 ay için kullanılmalıdır.
EMBO tarafından araştırmacıların seyahat ve yaşam giderlerine katkıda bulunmak üzere ülkelere göre değişen tutarlarda hibe sağlanır.
Bu kalemler dışında ek giderler için hibe sağlanamaz.

Başvurular başvuru sistemi üzerinden doğrudan EMBO’ya yapılmaktadır.
Başvurular yıl boyu devam etmektedir. Başvuru en geç planlanan ziyaret tarihinden 1 ay önce yapılmalıdır ama başvurunun planlanan ziyaretten 3 ay önce yapılması tavsiye edilmektedir.

Rehber: Proje kapsamında kendisinden hizmet alınan, eğitim süresince katılımcılara eşlik eden, etkinliğin bilimsel içeriğinden sorumlu olmayıp, etkinliklerin hazırlık ve uygulamalarında görev alan (eğitim düzeyi olarak en fazla doktora eğitimine devam eden) yardımcı kişiyi,
Sağlık Personeli: Doktor, hemşire, sağlık memuru, acil tıp teknisyeni ve çevre sağlığı teknisyeni diplomasına sahip ilk yardım eğitimi almış olan kişiler ile diğer sağlık personeli sertifikasına sahip kişileri,
Sonuç Raporu: Proje sözleşmesinde belirtilen süre içerisinde, TÜBİTAK tarafından belirlenen formata uygun olarak proje yürütücüsü tarafından hazırlanan raporu,
Ticaret Sicil Gazetesi: Kamu kurum/kuruluşları veya belediye iştiraklerinin işlettiği bilim merkezlerinin başvurması durumunda ticaret sicilini gösterir gazeteyi,
Uzman Personel: En az lisans derecesine sahip, projenin konusu ile ilgili uzmanlığı bulunan ve bir kamu kurum/kuruluşunda, üniversitede, belediyede ya da bilim merkezinde tam zamanlı ve kadrolu çalışan kişiyi,
Yasal/Özel İzin Belgesi: Hedef kitle ya da çalışılan konu, ortam itibarıyla ilgili kurum / kuruluşlardan alınan izin belgelerini
ifade eder.
Participation in the call requires that the consortium includes at least one partner from the mentioned Western Balkan countries (Albania, Austria, Montenegro, Serbia, Slovenia). In addition to these, partners from other Eureka countries or from non-Eureka countries may also join, provided that they secure public funding or self-financing within the call deadlines.
There are no thematic restrictions or topic limitations within the scope of the call.

Application Process
Applications will proceed in two stages: international and national.
Stage 1 – International Application: Partners must complete the Eureka project application form online via the call's website.
Stage 2 – National Application: Participants from Türkiye must submit their national applications to the TÜBİTAK 1509-International Industrial R&D Projects Support Program call by 22 October 2025, along with the international application form.

İlgili belgelerde başvuru süreciyle ilgili aşağıdaki bilgilere ulaşılabilmektedir:
Ortak araştırma projesi önermek isteyen Türk bilim insanlarının, projeyi birlikte gerçekleştirecekleri Çek araştırmacılar ile proje ortağı olarak kendilerinin anlaşmaları gerekmektedir.
Çağrı kapsamında, Türkiye'deki proje ortaklarının TÜBİTAK'a, Çek proje ortaklarının ise CAS'a başvurmaları gerekmektedir. Tek taraflı başvurular kabul edilmemektedir.
Projeler bilim insanı ve bilgi değişimi yoluyla uygulanmaktadır. Bu nedenle, proje kapsamında karşılıklı talep edilen araştırmacı değişimi süre ve sayısının ayrıntılı ve gerekçeli olarak belirtilmesi gerekmektedir.
Her bir proje kapsamında yapılan bilim insanı değişimlerinde 1 yıl içerisinde 1 yönden diğer yöne yapılacak olan seyahatlerin toplam süresinin 90 günü geçmemesi gerekmektedir. Projeler kapsamında yapılacak bilim insanı değişimlerinde Gönderen taraf tüm seyahat masraflarını karşılamaktadır. Türkiye’den Çek’e gidecek araştırmacılar için verilecek gündelik 6245 Sayılı Harcırah Kanunu Hükümleri gereğince verilecektir. Uçak biletleri en ekonomik fiyat üzerinden Kurumumuz tarafından ödenir.
Altyapı oluşturmaya yönelik olan projeler desteklenmez.
Makine-teçhizat taleplerinin toplam bütçe ile dengeli olması gözetilir.
Uluslararası Araştırma projeleri destek üst limiti (Burs dahil, Proje Teşvik İkramiyesi (PTİ) ve Kurum hissesi hariç) 600.000 TL’dir.
Uluslararası projelerde görev alabilmeye ilişkin herhangi bir sınırlama bulunmamaktadır.

ÖNEMLİ NOT: Söz konusu çağrısı kapsamında TÜBİTAK’a yapılacak ulusal başvurular yalnızca elektronik imzayla yapılabilmektedir. Nitelikli elektronik sertifika kullanılarak yapılacak başvurular için, imza sürecinin belirtilen son tarihlerden önce tamamlanmış olması gerekmektedir. Nitelikli elektronik sertifika kullanılarak yapılan başvurularda proje ekibinde yer alan kişilerin ve tüm yürütücü/katılımcı kurum/kuruluş yetkililerinin Nitelikli elektronik sertifika (e-imza) sahibi olması gerekmektedir.

Program Kapsamı
Ar-Ge’ye dayalı çözüme ihtiyacı olan ve proje sonuçlarının uygulanmasını taahhüt eden kamu kurumları “Müşteri Kurum”; proje hazırlama ve proje yürütme, beceri, deneyim ve altyapısına sahip; projenin yürütüldüğü kamu Ar-Ge birimi, üniversite ve/veya özel kuruluş ise “Proje Yürütücüsü Kuruluş” olarak programda yer alırlar.
Desteklenecek projeler çıktılarına göre üç farklı nitelikte olabilir:
Müşteri Kurum, 1007 Programı kapsamında desteklenen projelerin çıktılarını kullanmayı taahhüt ettiği Proje Sonuçları Uygulama Planını (PSUP) TÜBİTAK’a sunmaktadır. TÜBİTAK proje sonuçlarının müşteri kurum tarafından uygulamaya aktarılmasını bu plana göre takip etmektedir. Teknoloji birikim projelerinde PSUP yerine proje yürütücüsü kuruluşlar tarafından Teknoloji Kazanım Yol Haritası (TKYH) düzenlenmekte ve bu yol haritası doğrultusunda teknoloji geliştirme süreci izlenmektedir.
Proje Süresi
1007 Programı kapsamında sunulan projelerin Ar-Ge süresi en fazla 48 aydır.
Çağrı Bütçesi
Bütçe üst limitleri çağrı sürecinde belirlenmekte olup çağrı konusuna ve kapsamına göre değişmektedir.
Proje Destek Bütçesi
Personel (yürütücü, araştırmacı, danışman, bursiyer), makine-teçhizat, sarf malzemesi, hizmet alımı ve seyahat giderleri %100 oranında desteklenmektedir. Özel kuruluşların seri üretim amacıyla da kullanılabilecek makine-teçhizat talepleri en fazla %40 oranında desteklenmektedir. Ayrıca, proje bütçesinin %10’u oranında kurum hissesi ve %20’sini geçmemek üzere Bilgi ve Kazanımların Sürekliliği Bütçesi verilmektedir.
