1701-Ar-Ge Proje Değerlendirme ve İzleme Çağrısı açılıyor.

Ülkemiz özel sektör kuruluşlarının, araştırma-teknoloji geliştirme, teknoloji yönetimi ve yenilikçilikte uluslararası düzeyde rekabetçi bir yapıya ulaşmalarına katkı sağlamak için TEYDEB tarafından birçok destek programı bulunmaktadır. Mevcut destek programlarından farklı olarak 2024 yılında Türkiye’de yerleşik KOBİ'ler ve büyük ölçekli sermaye kuruluşlarının yenilikçi ve Ar-Ge niteliği yüksek projelerinin mali destek verilmeden Ar-Ge içeriği, yenilikçi yönü, proje iş ve maliyet planlaması ile proje çıktılarının ekonomik yarara ve ulusal kazanca dönüşebilirliğinin değerlendirilmesi ve izlemesinin yapılmasını amaçlayan 1701-Ar-Ge Proje Değerlendirme ve İzleme Çağrısı açılacaktır.

Bu çağrı ile birlikte, TÜBİTAK’tan mali destek almadan projelerini hedefleri doğrultusunda başarıyla tamamlayan firmalar, ülkemizdeki mevcut diğer teşviklere başvurma ve bu teşviklerden yararlanma fırsatı elde edebilecektir. Ayrıca, kuruluşların kendi öz kaynaklarıyla proje yürütebilmesi, proje maliyetlerini doğru şekilde planlayarak finansal performansının arttırılmasına imkan sağlanacaktır. 

1701-Ar-Ge Proje Değerlendirme ve İzleme Çağrısı 2-Eylül-2024’te açılmıştır.  Başvurular 31 Ekim 2024 (23:59) tarihine kadar yapılabilecektir.

Program kapsamında çağrıda belirtilen nitelikleri taşıyan; hızlandırma programı çağrılarına yapılan başvuru tarihi itibariyle üniversitelerin herhangi bir ön lisans, lisans, yüksek lisans veya doktora programına kayıtlı öğrenci veya herhangi bir ön lisans, lisans, yüksek lisans veya doktora programından mezun kişiler, PRODİS üzerinden hızlandırma programlarına başvuru yapabilir. 

Daha önce Sanayi ve Teknoloji Bakanlığı Teknogirişim Sermayesi Desteği ya da TÜBİTAK 1512 veya 1812 Programları 2. Aşaması kapsamında destek alan veya hızlandırma programına kabul edildiği tarih itibarı ile sermaye şirketi veya gerçek kişi işletmesi herhangi bir işletmenin ortaklık yapısında yer alan kişiler başvuru yapamaz. Halka açık şirketlerdeki pay sahiplikleri ile kitle fonlaması platformları üzerinden edinilen paylar bu kuralın dışındadır.

3. Aşama kapsamında, 2025 – 1 BİGG+ Tohum Yatırım Çağrısına, 1812 kodlu Yatırım Tabanlı Girişimcilik Destek Programı’nın tohum öncesi yatırım aşamasında tohum öncesi yatırım almış ve projesini tamamlamış veya 1512 kodlu Girişimcilik Destek Programı kapsamında sağlanan destekle yürüttüğü projesini tamamlamış, ilgili tohum yatırım çağrısında belirtilen tarihten sonra kurulmuş olan Türkiye’de yerleşik sermaye şirketleri başvurabilir.

Birleşmiş Milletler Sınai Kalkınma Teşkilatı’nın (UNIDO) Küresel Çevre Fonu tarafından desteklenen Küresel Temiz Teknolojiler Girişimcilik Programı (GCIP), iklim değişikliğiyle mücadele, adil enerji dönüşümü ve düşük karbonlu sürdürülebilir kalkınma için sürdürülebilir çözümler sunacak gelecek nesil temiz teknoloji yenilikçilerini desteklemektedir.

1707 GCIP Ortaklı Sipariş Ar-Ge Programı ise Müşteri Kuruluşun gereksinimlerini karşılamak üzere tasarlanan çözüm önerilerinin, GCIP Türkiye Hızlandırıcı programı kapsamında kabul edilen KOBİ'ler tarafından Ar-Ge faaliyetlerine dönüştürülerek ticarileşebilir çıktılara ulaşılmasını hedeflemektedir. TÜBİTAK, Müşteri Kuruluş ve UNIDO, bu önemli süreçte eş finansman yoluyla KOBİ'lerin gereksinim odaklı Ar-Ge faaliyetleri gerçekleştirmelerini sağlayacaktır.

KOBİ’ler müşterisi hazır yenilikçi ürün ve süreçler gerçekleştirecek, sanayi kuruluşları arasında finansman riskinin paylaşılmasına ve fikri sinai haklar üzerinde anlaşılmasına zemin hazırlanacak, proje yönetiminde görece daha deneyimli olan kuruluşların deneyimlerini KOBİ’lere aktarmasına imkân tanınacaktır.

Proje başvuruları TEYDEB Proje Değerlendirme İzleme Sistemi (PRODİS) üzerinden 01 Eylül 2025 – 21 Kasım 2025 (saat 23:59) tarih aralığında alınacaktır.

2530–Moldova Ulusal Araştırma ve Geliştirme Ajansı (NARD) ile İkili İşbirliği Destek Programı 2025 yılı çağrısı değerlendirme süreci sonuçlandı. TÜBİTAK ve NARD tarafından desteklenmesine karar verilen toplam 4 projenin yürütücüleri aşağıda listelenmektedir.

• Sonucu açıklanan başvuruların durumu e-bideb.tubitak.gov.tr adresinden kontrol edilmelidir.

• Ödemeler etkinlik tamamlandıktan sonra izleme belgelerinin sisteme yüklenmesi ve ilgili belgelerin uygun bulunmasından sonra, etkinlik yürütücüsünün kendi adına açılmış banka hesabına aktarılarak yapılmaktadır.

• Etkinliğin başlamasına 3 aydan daha az bir süre kala ön ödeme talep edilmesi halinde (ön ödeme talebi ile birlikte taahhütnamenin sisteme yüklenmesi gerekir) kararlaştırılan desteğin yürütücü koordinasyon ücreti dışında kalan miktarının en fazla % 80’i etkinlik yürütücüsünün kendi adına açılmış banka hesabına ön ödeme şeklinde aktarılır.

b. Yurt içi/yurt dışı davetli konuşmacıların yol giderleri, organizasyon giderleri (Bildiri-özet kitabı, CD yazım-basımı, afiş, duyuru, broşür, etkinlik programı, yaka kartı, katılım belgesi, not çoğaltma (fotokopi), bloknot, kalem, USB bellek, teknik araç-gereç kiralama, salon kiralama, ikram gideri, reklam-tanıtım giderleri vb.) için destek sağlanır.

Ar-Ge, bilimsel ve teknik bilgi birikimini artırmak amacıyla, sistematik bir temelde yürütülen yenilikçi faaliyetler ve oluşan bilgi birikiminin yeni uygulamalarda (ürün, süreç) kullanımıdır. Yenilik ise, bir fikri, geliştirilmiş, iyileştirilmiş ya da yeni ve satılabilir bir ürüne veya sürece dönüştürmeye yönelik bir dizi bilimsel, teknolojik, mali ve ticari faaliyeti ifade eder.

1507 KOBİ Ar-Ge Başlangıç Destek Programı ile Küçük ve Orta Büyüklükteki İşletmeler (KOBİ) ölçeğindeki kuruluşların teknoloji ve yenilik kapasitelerinin geliştirilerek daha rekabetçi olmaları, sistematik proje yapabilmeleri, katma değeri yüksek ürün geliştirebilmeleri, kurumsal araştırma teknoloji geliştirme kültürüne sahip olmaları, ulusal ve uluslararası destek programlarında daha etkin yer almaları hedeflenmektedir.

1507 KOBİ Ar-Ge Destek Programı çağrılı olarak yürütülmektedir.

Sağlanan destek, hibe şeklindedir (geri ödemesizdir).

Çağrı duyurusunda aksi belirtilmediği sürece projeler için konu sınırlaması yoktur. Tüm sektörlerden ve tüm teknoloji alanlarındaki Ar-Ge projeleri için başvuru yapılabilir.

Proje destek süresi çağrı duyurusunda belirtilir ve Programın Uygulama Esasları gereği 18 ayı aşamaz.  İkisi ortaklı olmak kaydıyla firmanın ilk 5 projesinin TÜBİTAK tarafından desteklenmesi amaçlanmıştır. Çağrı kapsamında sunulacak proje sayısı sınırı vb. diğer özel koşullar çağrı duyurularında belirtilir.

This school aims to provide the necessary theoretical foundations and experimental background for students aspiring to pursue postgraduate studies in fusion technologies, as well as for those already actively working in this field who are committed to significantly contribute to global energy solutions. The fall school will cover fundamental theoretical and experimental courses on a range of topics, including nuclear reaction theory at low energies, direct reaction theory, resonance and compound structure contributions, detector applications for fusion reactions, simulation studies, artificial intelligence applications, astrophysical nuclear reactions, plasma physics, and material-dependent fusion technology advancements worldwide. These courses will be given by leading instructors from various universities, both domestic and international. TÜBİTAK tarafından düzenlenen 2204-C Lise Öğrencileri Kutup Araştırma Projeleri Yarışması ve 2204-D Lise Öğrencileri İklim Değişikliği Araştırma Projeleri Yarışması’nın final aşaması proje değerlendirmeleri, 4-5 Temmuz 2024 tarihleri arasında çevrim içi olarak tamamlanmıştır.

Ülkemizin çeşitli üniversitelerinde görev yapan 40 akademisyen tarafından yapılan final aşaması proje değerlendirmeleri sonucunda her bir yarışma alanında 1 Birincilik, 1 İkincilik ve 1 Üçüncülük olmak üzere 2204-C Lise Öğrencileri Kutup Araştırma Projeleri Yarışması’nda toplam 12, 2204-D Lise Öğrencileri İklim Değişikliği Araştırma Projeleri Yarışması’nda toplam 18 proje ödül almıştır. 

Ödül alan proje sahipleri, 2-6 Ekim 2024 tarihleri arasında Adana’da düzenlenecek TEKNOFEST 2024 kapsamında final sergisine ve ödül törenine davet edilecektir. Bu konu ile ilgili bilgilendirmeler ilerleyen günlerde ilgililere e-posta yoluyla iletilecektir.

TÜBİTAK tarafından Türkiye’deki yürütücülüğü yapılan Avrupa Moleküler Biyoloji Organizasyonu (European Molecular Biology Organisation – EMBO) tarafından, yaşam bilimleri alanında çalışan araştırmacıların uluslararası iş birliği projelerine EMBO İleri Araştırma Desteği (Advanced Collaboration Grants) Programı kapsamında destek sağlanmaktadır. Proje önerilerinin EMBC üye ve asosiye üyeleri ile iş birliği ortağı olan ülkelerdeki laboratuvarla ortaklık halinde hazırlanması gerekmektedir. 

Program kapsamında çalışma ziyaretleri için seyahat ve yaşam giderleri karşılanmaktadır. Proje yürütücülerinin yurt dışı çalışma ziyaretleri en fazla üçer farklı seyahat şeklinde bir haftadan altı aya kadar, projelerde yer alacak birer araştırmacının çalışma ziyaretleri ise yalnızca birer seyahat şeklinde üç aya kadar desteklenebilmektedir. *Talep edilen araştırma desteği, başvuru sırasında sistem üzerinde gerekçelendirilecek ve tutar belirtilecektir. Bütçe için herhangi bir form talep edilmemektedir. Saha çalışması dışında kalan seyahat bütçesi, destek üst limitinin %30’unu geçemez.

Through the launching of Driving Urban Transitions to a Sustainable Future Partnership (DUT) 2024 Call under Horizon Europe Programme; international research and/or innovation projects that address urban challenges will be funded to help cities for transition to a more sustainable economy and functionality. Project proposals may contain a variety of activities, from strategic urban research to applied urban research or the implementation of urban innovations and are open to interdisciplinary studies.

Multipartner international consortiums may submit  proposals for DUT 2024 Call through a two-stage application process. After being evaluated by an international expert panel, the projects declared eligible for support will be financed (if they also comply with national requirements) by the national funding agencies of the countries participating in the partnership. The first stage (pre-proposal) of international project applications closes on 14 November 2024 (13:00 CET). Project Evaluation Form (AGY203) is submitted to TÜBİTAK by the referees after the company visit. During the preparation of this form, the evaluation rules of the international program are also considered.  Based on the AGY203 reports, the final decision about projects is taken by the group executive committees.

The referees assigned to evaluate the project perform their evaluations in accordance with the Practice Principles of this program and the contract made with them. By reviewing the project proposal document and international project application submitted by the companies and visiting the company on site, they submit the AGY203 report to TÜBİTAK. Because of the contract, the referees don’t share information regarding project proposals with third parties.

During the visits of the referees, the company is expected to make a presentation on the subject, and also, the project manager, the staff and the technical consultants, if any, are expected to be present during the visit. Referees can request the explanations they need from the company before preparing the AGY203 report.

The technology subject to transfer is a phantom for ultrasonic imaging to be used in the calibration of ultrasonography devices used in healthcare institutions. With this developed reference test material, verification of devices in healthcare institutions and/or doctor's offices can be done quickly and on-site.

The results of the 1501 Industrial R&D Projects Grant Programme 2025-1 Call, which aims to encourage Small and Medium-sized Enterprises (SMEs) to carry out R&D qualified innovation activities and to increase localisation in the required technology areas by improving their R&D capacities, are announced.

We congratulate our organizations whose projects were supported and we would like to remind the organizations whose projects were rejected that they can revise their applications and apply for the 1501 2025-2 Call.

Companies can access the latest status of their project proposals from the project information page at eteydeb.tubitak.gov.tr

Supported projects are evaluated only electronically via the online application (Project Evaluation and Monitoring System -PRODİS) at http://eteydeb.tubitak.gov.tr.

The auditors, assigned to monitor and to evaluate the project, review the monitoring report submitted by the firm and guide within the framework of the project proposal also support details/documents. They visit the company on site (In some conditions, technical auditor(s) may have the meeting with the company via video conference instaed of visiting the company) and submit the report to our Agency in accordance with the guide in the electronic environment on PRODIS.

During the company visits (In some conditions, technical auditor(s) may have the meeting with the company via video conference instaed of visiting the company), project teams of the companies ( the project manager, staff etc..and also technical consultants) can make a presentation to the auditors. The auditors can request the necessary explanations from the organization.

Applications for the 1701-R&D Project Evaluation and Monitoring Call, which aims to evaluate and monitor the R&D content, innovative aspects, project business and cost planning, as well as the potential for economic and national benefits of projects by SMEs and large-scale capital organizations based in Türkiye, have started as of September 2, 2024. This call evaluates high R&D quality and innovative projects without providing financial support.

In the 2022 application cycle, 1 female researcher was awarded a grant and in the 2023 application cycle, 2 male researchers were awarded. In the 2024 application cycle 2 female researchers have been selected to conduct their postdoctoral research in Prof. Dr. Aziz SANCAR's laboratory.

Within the scope of the Performance-Based Scholarships Program for PhD and Post-Doc Scholars, it is provided a performance-based scholarship for doctoral students and post-doctoral researchers who take part in TÜBİTAK-supported projects as a scholar. The aim is to encourage scholars to do research, to ensure project belonging, to increase their performance and motivation, and to strengthen the research ecosystem.

There are two scholarship periods covering February-July and August-January. Applications are received in August for the February-July scholarship period and in February for the August-January scholarship period. PhD and Post-Doc scholars in TÜBİTAK-supported projects can apply the programme every six months and can receive a monthly grant according to total performance score. Scholarship payments are made collectively for six-month periods. The monthly scholarship amount varies according to the performance score.

The scientific evaluation process has been completed for the applications submitted within the scope of the 2025 application period of the "2209-B Industry Oriented Research Projects Support Program for Undergraduate Students", which is conducted by the TÜBİTAK Science Fellowships and Grant Programme Directorate (BİDEB) with the aim of providing associate degree and undergraduate students with experience in research and project management, and the applications that have received conditional acceptance have been determined.

The following steps must be carried out for the eligibility for support to be finalized:

• Academic advisors must approve the Bibliography Commitment clauses regarding the use of GenAI (Generative Artificial Intelligence) tools through the BİDEB Application and Monitoring System (e-bideb.tubitak.gov.tr) between 13.05.2026 – 04.06.2026.

• Within the scope of the 2209-B Industry Oriented Research Projects Support Program for Undergraduate Students, following the completion of the aforementioned GenAI (Generative Artificial Intelligence) approval process, the signed and stamped industry approval letter — prepared in the format determined by TÜBİTAK and obtained from the industrial organization where the requested industry advisor is employed and where the project will also be carried out — together with the ethics committee approval document or the ethics committee exemption document (in the event of such a request, a separate e-mail regarding the matter will be sent to the student project leader), must be uploaded to the BİDEB Application and Monitoring System by the project leader between 08.06.2026 – 08.08.2026.

Industrial Enterprise refers to capital companies that are resident in Türkiye and that either (i) have an R&D center or a design center within the scope of Law No. 5746 on Supporting Research, Development and Design Activities, or (ii) operate within technology parks established under Law No. 4691 on Technology Development Zones, or (iii) conduct activities within Organized Industrial Zones under Law No. 4562, or (iv) are private sector organizations that have successfully completed at least one project supported by TÜBİTAK.

The objective of the call is to assist them in building consortia with international partners and enhance their project ideas. Within the scope of the call, SMEs intending to apply as project coordinators will be eligible for project writing and presentation training or professional project preparation support.

Applications to the Eurostars Coordinator Support Programme 2026/1 National Call (code: “EUROSTARS-KOORD-DEST-2026-1”) will be submitted under the “Eurostars Coordinator Support Programme 2026/1 National Call” scheme.

SMEs that want to benefit from the support within the scope of the call must submit their applications with organization-based pre-registration for Coordinator Support Program Applications on the specified dates. 

Important Points:

• Only SMEs established in Türkiye are eligible to apply to the Eurostars Coordinator Support Program.

• Coordinator candidates may benefit from the project writing and presentation training support only once. If they have already received this support, they cannot benefit the same support again.

• Project writing and presentation training support is only available to coordinator candidates and members of their respective project team members.

• Applicants cannot request both project writing/presentation training support and professional project preparation support for the same project.

• Project preparation support can only be used once for a project with the same subject and scope.
