The 1701-R&D Project Evaluation and Monitoring Call is opening.
TEYDEB offers many support programs to help our country's private sector organizations achieve international competitiveness in research and technology development, technology management, and innovation. Unlike existing support programs, in 2024, the 1701-R&D Project Evaluation and Monitoring Call will be opened, aimed at evaluating and monitoring the R&D content, innovative aspects, project work and cost planning, and the economic and national benefits of the outputs of innovative and high-R&D projects of SMEs and large-scale capital enterprises established in Turkey without financial support.
With this call, companies that successfully complete their projects in line with their goals without receiving financial support from TÜBİTAK will have the opportunity to apply for and benefit from other existing incentives in our country. Additionally, organizations will be able to carry out projects with their own resources, plan project costs accurately, and thus improve their financial performance.
The 1701-R&D Project Evaluation and Monitoring Call was opened on September 2, 2024. Applications can be submitted until October 31, 2024 (23:59)
Application Conditions:
- SMEs and large-scale capital enterprises established in Turkey can apply regardless of their sector.
- Joint applications are allowed.
- The budget of the projects to be applied for must be at least 5,000,000 TL, with no upper limit on the project budget.
- An application fee determined by our Presidency will be charged per project for applications made through PRODİS.
- Companies applying within the scope of the call are expected to present the project budget and detailed expenditure items in the project proposal form, even if they do not receive financial support or advance payment from TÜBİTAK.
- Organization-based pre-registration will be carried out. However, organizations that have previously received organization-based pre-registration approval will not need to re-register.
- After completing the pre-registration processes, the project proposal will be sent to TÜBİTAK via PRODİS with an e-signature.
Note: The application fee for the first call in 2024 is 53.000 TL per project. The receipt proving that the application fee has been paid must be included in the project application attachments. (For details and explanations, see the call announcement.)
Project Evaluation Systematic:
Projects are evaluated within the framework of Part 5, Section 1 (Evaluation and Decision with Referee) of the Innovation Support Program Implementation Principles Directive. Project proposals are evaluated according to the following three dimensions:
- Dimension: Industrial R&D Content, Technology Level, Innovative Aspect,
- Dimension: Suitability of Project Plan and Organizational Infrastructure for the Project,
- Dimension: Economic Benefit and National Gain Convertibility of Project Outputs.
This call announcement is made within the framework of the Innovation Support Program Implementation Principles Directive. For issues not specified in the call, the provisions of the Innovation Support Program Implementation Principles Directive and other relevant TÜBİTAK legislation will apply.
SMEs and large-scale capital enterprises established in Turkey can apply regardless of their sector. An organization can submit a maximum of 2 project proposals to the call. There is no upper limit on the number of joint applications. If an organization has both individual and joint applications, the upper limit on the number of applications will only apply to individual applications. The budget of the projects to be applied for must be at least 5.000.000 TL, with no upper limit on the project budget.
Applications are made according to the dates specified in the call announcement.

Within the scope of the 1701 Call, no financial support will be provided, and only evaluation and monitoring will be conducted for the projects. No payments will be made for expenditure items or advance payments.

Organizations cannot apply to other support programs conducted by TEYDEB with the project proposal submitted within the scope of this call.
Even if organizations do not receive financial support from TÜBİTAK, they must prepare technical and financial expenditure forms approved by an auditor for the project activities monitored under the 1701 program. Two periods are defined within the calendar year. The first period covers January 1 - June 30, and the second period covers July 1 - December 31. The work carried out in the project, the progress according to the projected goals, and the project expenses are submitted to TÜBİTAK within two months following the end of the period with AGY300 reports. The periodic developments and expenses submitted with AGY300 through the PRODİS application are evaluated by the project observer. The observer prepares AGY400, which includes their opinions and suggestions on project development, expenditure suitability, project gains, and similar topics, based on the period report, expenditure forms, AGY100, notes sent by TÜBİTAK, and on-site visits to the organization. In the final period of the project, along with AGY300, the AGY350 project result report, which shows the added value and national gains brought to the organization by the project outputs, is submitted. Additionally, in the final period of the project support, a Commercialization Plan, including the work and explanations carried out until the completion of the project or planned to be done after the project is completed, is submitted.
Projects that have completed their evaluation and started the monitoring process will be monitored throughout the project duration. If requested by the organization with a petition, a certificate of completion can be provided for successfully completed projects. Projects that progress unsuccessfully can be terminated according to the provisions of the relevant call's Implementation Principles Directive.
