1707 Order R&D Program aims to transform solution proposals designed to meet the needs of Customer Organizations into commercially viable outputs by SMEs through R&D activities. TÜBİTAK and Customer Organizations facilitate SMEs' need-oriented R&D activities through co-financing during this significant process. SMEs are executing innovative products and processes tailored to their customers. Ground is being prepared for sharing financing risks among industrial organizations and understanding intellectual property rights, allowing organizations with relatively more experience in project management to transfer their experiences to SMEs. 

The program received applications for 3 calls in 2024. The evaluation process of all applications in the first and the second calls received for the Order R&D calls has been completed and listed. Admission rates are presented below:

• 1707 Order R&D: 70% (65 applications, 45 acceptances) 

• 1707 BİGG Partners Order R&D: 91% (11 projects, 10 acceptances)

The evaluation processes for 75 applications submitted under the 3rd term calls, which closed on November 30, 2024, are ongoing.

Three different call periods for SME Support for 1707 Order-based R&D Projects have been defined for the year 2025:

In Eurostars-3 calls, bottom-up, international R&D projects with a civilian purpose, are funded led by innovative SMEs, regardless of any technology field or sector. Within this call, joint international R&D projects aimed at developing market-oriented innovative products, processes and services will be funded with the participation of at least one Turkish and one foreign organization from any Eurostars member country. It is aimed to support innovative SMEs to increase their R&D, innovation capacity and productivity, and to help them reach into global value chains and new markets. In line with this goal, the results of the 1709 Eureka-Eurostars 2024-2 Call, which supports consortium stakeholders from Türkiye have been announced.

There was an increase in the number of applications in the 1709 2024-2 call compared to previous calls. 112 institutions and organizations from Türkiye applied with 66 projects. The international evaluation process of the projects has been completed. In this call, there was an increase in the number of projects shortlisted in the international 2nd stage evaluation as well. It was decided to support 4 of the 8 shortlisted projects. The other 4 projects could not be supported as a result of the consortium partners operating in countries other than Türkiye not being able to receive funds from the relevant country's funding agencies due to lack of funds.

We congratulate our organizations whose projects were included in the scope of support, and we would like to remind our organizations whose projects were rejected that they can revise their applications and apply for call 1709 2025-1.

In order to determine the budget scope of the projects that have been approved and to carry out the support and monitoring processes, second stage national applications must be made. Within the scope of the Eurostars-3 Program, our institution's national support process will be carried out within the framework of the national call rules with the code "1709-EUREKA-EUROSTARS 2024/2" and titled "Eurostars-3 Program National Call Announcement".  In this context, our official internal processes have been initiated, and second stage applications will be received online at https://eteydeb.tubitak.gov.tr/teydebanasayfa.htm as of January 25, 2025, according to the national call calendar.

The evaluation process for 70 project proposals submitted to the 1707 2024-3 calls has been completed, while evaluation for 4 projects are ongoing. Decisions have been made to support 48 projects. The acceptance rates for the calls are as follows:

  • 1707 Order-Based R&D 2024-3 and 1707 BİGG Joint Order-Based R&D 2024-3 acceptance rate: 72% 

* Projects whose evaluation process is ongoing, which have been withdrawn or rejected due to critical findings are not included in the acceptance rate.

The 37th call of the IRA-SME (International Research Activities by Small and Medium-sized Enterprises) Network aims to support international research, development and innovation projects involving small and medium-sized enterprises.

The call, which will be open until 25 March 2026, allows bilateral and multilateral cooperation with SMEs in Germany, Belgium (Flanders and Walloon Regions), Brazil, Czechia and Luxembourg. An online platform has been established for partnering within the scope of the IRA-SME 37th Call. Registration link to access the online platform is here.

In addition to industry-academia cooperation is recommended for applications from Türkiye, SME-SME cooperation projects involving at least 2 call partner countries can be supported.

Initiation of the Fellowship

Applicants must start their research within 12 months from the date they are entitled to support. Fellowship will not be started for those who have not started their work during the determined period without a valid excuse (health, family issues, force majeure, etc.) which is acceptable by the GYK and they will lose their rights to fellowship for the relevant year and term.

Failure to start research during the determined period because of a valid excuse, the starting date of the research might be extended by the GYK decision in response to the reasoned request of the applicant.

After the arrival to Türkiye and starting the proposed research in the university or research institute, the applicant must send the following documents to BIDEB to start his/her fellowship;

1. The originals or certified copies of the documents stated in the in subparagraphs (b), (c), (d), (f), (g), (h), (i), and (k) from the documents uploaded to the system during the application,

2. Letter of commitment, arranged by TUBITAK, and signed by the applicant and the academic advisor(s) in Türkiye,

3. A letter from the academic advisor(s) in Türkiye, indicating the exact starting date of the research of the applicant,

4. Bank account information of the applicant,

5. If necessary, the relevant Ethics Committee Document.

After the completion of the process, the fellowship is started.

In the case of a wish of those supported less than 12 months to extend the fellowship duration up to 12 months, it needed to apply to BİDEB with the following documents;

  • Reasoned request for the extension of the fellowship signed by the fellow and the academic advisor(s) in Türkiye and

  • Detailed research report signed by the fellow and the academic advisor(s) in Türkiye.

In case the GYK approves the request, extension is finalized with the approval of the Presidency.

Fellows are obligated to submit one progress and one final report within the specified dates based on the starting date and the duration of their fellowship. These reports must be signed by the fellow and the academic advisor(s) in Türkiye.

Applicants must certify this criterion with an official Registration & No Objection Certificate taken in the last three months before the application date;

  • Being 35 years old or younger on 31 December of the application year.

For post-doctoral researchers;

  • Holding a PhD degree certificate;

  • Being employed in one of WAITRO member countries other than the host country and hold a research assignment there. Applicants must certify a supporting statement from the head/director of the applicant’s current employer on official headed paper to prove that you are employed there and will be given leave, if granted the award;

  • Being 45 years old or younger on 31 December of the application year.

Terms of Application

Researchers who will apply to the program must be working in Türkiye as of the first day of the application.

  • As of the date of application, any of the following work experiences must be provided.

  • Early stage researchers under the age of 40*, who received their doctoral degree at most 7 years ago and having 1 to 4 years research experience after doctorate degree.

  • Researchers from the private sector with 4 years of full-time research experience after their bachelor's degree, provided that at least 1 year is in the private sector (maximum 1 year of the completed master's education with thesis and maximum 3 years of the completed doctorate education period are considered within this scope.)

At least 2 of the following options must be provided:

  • Provided that the number of publications* of the executive is at least 5, at least 50% of all publications* are included in journals in the 25% / Q1 with the most citations

  • Scopus Field Weighted Citation Impact (FWCI) or WoS Category Normalized Citation Impact (CNCI) value** of the researcher is greater than 1

  • Having a completed*** European Research Council (ERC) project or has been a coordinator in the research and innovation action and innovation action (RIA / IA) projects within the scope of Horizon 2020, or having a project within the scope of the Marie Skłodowska Curie Action (MSCA ) (IF, RISE)

  • Having received TUBITAK Incentive Award or TWAS Incentive Award or TÜBA GEBİP Award 

* One year is added for each birth for female applicants.
** Publications in the type of articles and reviews in internationally indexed journals defined by Scopus or articles and reviews in internationally indexed journals defined by WoS will be considered (Source: Scopus-Scival CiteScore, SNIP, SJR; WoS-InCites)

Since 2012, TÜBİTAK has been supporting the processes from the idea stage to the market, within the scope of the BiGG Program, so that entrepreneurs can transform their technology and innovation-oriented business ideas into products and services with high commercial value in companies with R&D potential that they will establish.

Since 2015, the first phase of the BiGG Program has been carried out by Implementing Agencies.

In the Implementing Agency model sectoral and regional collaborations are prioritized. Technology development zones, technology transfer offices, financial institutions, private sector and research infrastructures that play an active role in the entrepreneurship ecosystem are encouraged to develop collaboratively innovative models to support entrepreneurs. By involving banks, funds and investor networks in the acceleration process, it is aimed to facilitate entrepreneurs' access to finance and to quickly realize the growth potential of businesses established with BiGG support.

Organizations aiming to develop the entrepreneurship ecosystem by combining their expertise and which will conduct the first phase of the BiGG Program in the 2026-2028 period will collect and evaluate technology-oriented business idea applications from entrepreneurs, pre-incubate the business ideas they deem suitable, put them through business idea validation processes, and support entrepreneurs in preparing high-quality business plans. 

The Implementing Organizations that will carry out the Phase 1 activities during the 2026-2028 period within the framework of the 1812 Investment-Based Entrepreneurship Support Program (BiGG Investment) have been determined.

Implementing Agencies that will take part in the Acceleration Program determined by this call are expected to collect and evaluate business idea applications from entrepreneurs in the thematic areas determined in all calls opened within the scope of the 1812 Investment-Based Entrepreneurship Support Program and provide support in preparing business plans for business ideas that have the potential to turn into successful ventures.

The framework for the acceleration programs to be conducted by implementing organizations is determined by the BiGG Investment Acceleration Program Phase (Phase 1) Implementing Organization Guide. This call aims to equip Implementing Organizations with unique, effective, and applicable mechanisms to transform entrepreneurs' business ideas into qualified business plans within the framework outlined in the Guide.

Terms of Application
  • The application is made by the event coordinator (natural person) who is at least completed his/her doctorate education, in the organizing committee of the event, residing in the country and working at a university / education and research hospital / research institute,

  • The event coordinator, trainers, participants and organizing board members must be registered in the TÜBİTAK ARBİS database,

  • The members of the event organizing committee must consist of at least 3 scientists from different universities / research agencies from Turkey,

  • To have a unique and up-to-date web page with information about the event to be organized, (On the website, the members of the organizing committee and scientific committee of the event, who will be the trainers of the event, the subject, purpose, scope, place and date of the event should be clearly stated. Announcements such as advertisements, posters, news, etc. are not accepted as the original website. The website with the specified contents of the event for which support is requested must be completed and active as of the closing date of the relevant application period. Regulations after this date will not be taken into consideration.)

  • The number of lesson hours to be paid by a trainer during the event should not exceed 25% of the total number of lessons in the event,

  • The number of participants must be at least 15 people,

  • There should be a minimum of 60 and a maximum of 270 days between the starting date of the event and the deadline for the relevant application period, (Applications made after the event has been organized will not be accepted.)

  • To plan the lessons in the activity program as consecutive days,

  • Trainers to teach should be composed of at least doctoral scientists,

  • Participants must be students studied within the country or employees in the country.

  • Participants can participate in the events for a maximum of five times, the success criteria are based on the selection of the participants to be accepted to the event,

  • Receiving an official letter from the institution where the event organizer works stating that he/she will carry out the event subject to the application. (The name of the event organizer and the event should be clearly stated in the text content)

Bileşen 3: SAYEM Yeşil Dönüşüm Desteği 

 

Özel sektör, üniversite ve kamu iş birliğiyle yenilik platformları oluşturularak, ülkemizin yeşil büyümesine katkı sağlayacak katma değeri yüksek ürün veya ürün grubu geliştirilmesi için bir teknoloji ekosistemi olan Sanayiye Yönelik Ar-Ge ve Yenilik Ağları (SAYEM) desteklenecektir.

Türkiye'de sanayinin sürdürülebilir ve verimli yeşil dönüşümüne katkıda bulunan Ar-Ge, prototip geliştirme, standart geliştirme ile yeni ürün veya süreç geliştirme faaliyetlerine odaklanılacaktır.

Özel sektör öncülüğünde, üniversite ve kamu iş birliğiyle ihtisaslaşmış Ar-Ge ve Yenilik Platformlarının kurulması, bu platformlar aracılığıyla Ürünleştirme Yol Haritalarının oluşturulması ve bu çerçevede yeşil dönüşüme yönelik ürün veya ürün gruplarına yönelik Ar-Ge ve yenilik faaliyetlerini içeren Ürünleştirme Programları desteklenecektir.

Hedeflenen ürün veya ürün grubunun THS 5 ve üzeri teknolojiler kullanılarak son kullanıcılar ile işbirliği içerisinde THS 9’a ulaştırılması ve başarılı bir şekilde ticarileştirilmesi beklenmektedir.

Platformların, Ar-Ge projesi yönetimi tecrübesine sahip büyük veya orta ölçekli bir yürütücü kuruluş tarafından yönetilmesi beklenmektedir. Ek olarak, platformda aşağıdaki kurum/kuruluş tiplerinden en az birer ortak bulunması gerekmektedir.

  • Ar-Ge veya Tasarım Merkezi Belgesine sahip Türkiye’de yerleşik sermaye şirketi

  • KOBİ

  • Araştırma kurumu (üniversiteler, kamu araştırma merkez ve enstitüleri, 6550 sayılı kanun kapsamında yeterlik almış araştırma altyapıları)

İlgili destek kapsamında destek süresi en fazla 36 ay; destek bütçesi platform başına en fazla 300.000.000 TL olarak uygulanacaktır.

Platform kapsamında proje bütçesi üst limiti KOBİ’ler için 15 Milyon TL, büyük ölçekli firmalar için 60 Milyon TL ve araştırma kurumları için 10 Milyon TL’dir.

Platform bünyesinde yer alan sermaye şirketlerine faizsiz geri ödemeli finansman sağlanacaktır. Destek oranı sırasıyla büyük şirketler için %70, KOBİ’ler için %80, deprem bölgesindeki KOBI’ler için ise %90’dır.

Bahse konu finansmanın, büyük şirketler için %50’si; KOBİ’ler için %40’ı geri ödenmek üzere firmalardan talep edilecektir. Bu oranlar proje sonunda çağrıda belirtilen başarı kriterlerinin karşılanması durumunda büyük şirketler için %30’a; KOBİ’ler için %20’ye düşecektir. Kullanılacak desteğin geri ödemesi proje bittikten 1 yıl sonra başlayacaktır.

Ayrıca destek kapsamında araştırma kurumlarına %100 hibe destek sağlanacaktır.

European Molecular Biology Organization (EMBO) of which TÜBİTAK has been the coordinator institution since 1993, supports international collaborative projects of life scientists within the scope of Advanced Collaboration Grants. Advanced Collaboration Grants provide support for group leaders who wish to engage in exchange visits to develop or carry out collaborative projects. Proposals should be constructed jointly with the host laboratories in EMBC Member States, Associate Member States or Cooperation Partners.

The programme contributes towards travel costs and daily subsistence of the recipients. Group leaders are supported for their visits of one week (seven days) up to six months (180 days) with a maximum of three trips paid by EMBO. Researchers in the home laboratory are supported for their visits of one week (seven days) up to three months (90 days) with one trip paid by EMBO.   1. Burs süresi ile ilgili taleplerin burs süresinin bitimine en az 2 ay kala yapılması gereklidir. Bursiyerin araştırmasını TÜBİTAK tarafından kendisine tahsis edilen süre içerisinde bitirmesi esastır. Araştırmanın bu süre içinde bitirilememesi ve aşağıdaki belgelerle birlikte yazılı olarak süre uzatımı talep edilmesi halinde GYK kararı ile süre uzatılabilir. Destek süresi burslu olarak 12 ay olmak üzere toplamda 24 ayı geçemez.
    • Bursiyerin burslu/burssuz süre uzatımı talep formu,
    • Yurtdışındaki davet eden araştırmacı tarafından hazırlanmış bursiyerin yurt dışında destek aldığı süre boyunca yaptığı çalışmaların özeti ve süre uzatma gerekçesini açıklayan yazı,
    • Araştırmacı Türkiye’de çalışıyor ve izin süresi bitmiş ise çalıştığı kurum/kuruluştan izin yazısı.
  2. Bursiyerin bursunu araştırma süresinden önce bitireceğini öngörmesi halinde burs süresinin kısaltımı için aşağıda belirtilen belgelerle birlikte BİDEB’e yapacağı başvuru, GYK tarafından değerlendirilir.
