Under the Eureka Network Projects calls, the 1719 Program aims to establish a specialized R&D and Innovation consortium led by the private sector, in collaboration with universities and public institutions. Through this consortium, the objective is to enhance the technical capacity and knowledge base within our country, facilitating private sector organizations' access to international technological expertise and ensuring technology transfer. Additionally, the program seeks to make the acquired international technological knowledge and experience a driving and guiding force in the development of unique technologies within organizations, and to contribute to the presence of private entities in international markets.
Under the Eureka Network Program’s call for Resilience in Disasters and Lightweighting Technologies, international R&D projects led by SMEs, focusing on market-oriented, innovative products, processes, and services, will be supported, with participation from at least one partner from Turkey and one from Eureka member countries.
An online information day will be held on Friday, 13 September 2024, at 14:00 (UTC+3) for the purpose of providing information and promotion regarding the Eureka Network Program call.
The event will provide detailed information about the general features of the Eureka Network Program and the national/international application processes. Representatives from all interested SMEs, large enterprises, TTOs, universities, research institutions, and research centres are invited to attend the event.

The evaluation process for 47 project proposals submitted to the 1707 2024-2 calls has been completed, while evaluation for 2 projects are ongoing. Decisions have been made to support 34 projects. The acceptance rates for the calls are as follows:

The coordinator must work at a national university and have experience as a Project Coordinator in relevant national and international projects supported by ARDEB. (1001, 1002, 1003, 1004, 1005, 1007, 3501 and also bilateral/multilateral international projects, COST, etc.)

International Unmanned Aerial Vehicles Competition will be held within the scope of TEKNOFEST Aviation, Space and Technology Festival competitions.
International Unmanned Aerial Vehicles (UAV) Competition organized by TUBITAK since 2016; To guide national and international associate, undergraduate and graduate students to Unmanned Aerial Vehicles (UAV) technologies, by developing their imagination and idea world without any classification and job description, UAVs in different structures (fixed wing, DIKY, flapping wing, hybrid, rotary wing, etc.) It aims to encourage all kinds of scientific, technological, talent and skill-based flights and to make our country the meeting point of national and international students who are successful in UAV technology.
Evaluation; Project Abstract, Project Presentation Report and Mission Video, which will be taken within the scope of the competition, will be made in three different stages. Teams that do not send their reports and videos will not be eligible to participate in the competition.
The amount of support they declare will be transferred to the teams participating in the competition by requesting support after they are reviewed by the referees. At the end of the competition, the first team is given 100,000 TL, the second team 90,000 TL, the third place 80,000 TL, and the teams that participate in the competition without asking for support are given performance awards in proportion to their points in the competition area.
The competition will be held at Bursa Yunuseli Airport between 25-29 April 2023.

The projects of the beneficiary companies are expected to mainly carry out technology verification studies aimed at commercialization, such as advanced development or improvement studies on an existing R&D prototype, tests for verification or validation of the prototype. These studies may also include large-scale demonstration and pilot production type activities that contribute to greener production and higher efficiency in energy or resource use.
Supported and unsupported expense items within the scope of the program are listed below.

If companies receive services to prepare an economic feasibility report and submit the report as an annex to the project proposal, the expense is supported up to the amount determined by the Board of Directors.
Each tool/equipment purchased within the scope of the project must be insured against risks such as transportation, use, etc. during the project. This insurance expense can be included in the project budget within the scope of service expenses.
Activities related to the maturation of licensed patented technologies and the transformation of these technologies into new products and processes are within the scope of this call. License or transfer fees to be paid by organizations to technology providers such as universities, research institutions, technology development zone companies can also be supported within the scope of the 1702 Patent-Based Technology Transfer Support Call.

The second round for the International Science Partnerships Fund-Research Collaborations Grant (ISPF-RCG) Programme, which aims to develop scientific cooperation between Türkiye and the United Kingdom, and which will be carried out in cooperation by TÜBİTAK and the British Council, is now open to applications.

The scientific evaluation process of the projects proposed to the Academic Research Funding Program Directorate (ARDEB) within the scope of the "1001- Scientific and Technological Research Projects Funding Program" in the 1st term of 2024 has been completed.
Within the scope of our output and impact-oriented process management, the following criteria, in addition to the panel score, have been considered during the process of deciding on which projects to support.
Output performance of the project coordinator obtained from previously supported projects,
Compliance with prioritized area subjects stated in TÜBİTAK call planning,
Projects directly associated with prioritized R&D and innovation issues in the scope of Compliance with the Green Deal,

Considering the benefit rate of projects in the field of Social Sciences and Humanities from the TÜBİTAK-ARDEB grant budget, the projects evaluated by the Social Sciences and Humanities Research Grant Committee (SOBAG) are excluded from the scope of the budget restriction. In addition, project proposals submitted from universities in Adıyaman, Hatay, Kahramanmaraş and Malatya, where the effects of the 6 February 2023 earthquake disaster continue, are not involved in the budget restriction process, and projects submitted from these universities have been prioritized.
In the 1st term of 2024, 1502 of 1595 project proposals submitted within the scope of the 1001 program were taken into scientific evaluation. As the result of the evaluation, it has been decided to support 222 project proposals, and to conditionally accept 47 project proposals to support, if shortcomings for these 47 projects specified in their scientific evaluation reports will be revised. Also, 107 projects have been given the opportunity to be revised and resubmitted until 5 August 2024, without having to wait until the next term. In the evaluation of the projects that will be resubmitted without waiting for the next period, the criteria for the 1st term of 2024 will be used, and these projects will be supported within the budget of revised project process.
The support rate for the projects evaluated in the 1st period of 2024 is 17,9%.
During the evaluation of the 1st term projects of 2024, 671 online panels and 111 external advisor panels were conducted with the participation of 3244 panelists, 529 external advisors, and 819 observers from 238 different institutions. During the determination of the assigned panelists; The “Panelist Selection Algorithm”, which takes into account both the areas of expertise mentioned in the digital identity information and ARBIS profiles of the researchers in addition to the areas of expertise included in the project proposal, was used. It has been given great importance to ensure that the assigned panelists took part as a project coordinator at least once before they were assigned as panelists.

HOPE Meetings, organised by Japan Society for The Promotion of Science (JSPS), give opportunities to excellent graduate students selected from countries and areas in the Asia-Pacific and Africa region, in the fields of physics, chemistry, physiology/medicine, to engage in interdisciplinary discussions with Nobel Laureates and other distinguished scientists pioneering the frontiers of knowledge. It is hoped that the experience the students gain at the meeting will inspire and motivate them to become excellent scientists able to shoulder the future of science and technology in the region. 16th Hope Meeting will take place between 9-13 March 2025 in Yokohama, Japan.
JSPS will cover the accommodation, domestic transportation in Japan and travel insurance expenses for 2 young researchers nominated by TÜBİTAK to participate in the HOPE Meeting. International flight ticket expenses of the candidates will be covered by TÜBİTAK.

ANNOUNCEMENT: If the doctoral bursaries within the scope of this program do not graduate at the end of the project period, their scholarships will be continued within the scope of the 2211 PhD Scholarship Program, with the duration of not exceeding 48 months from both programs as a total. This rule does not cover those who are included in the project as a fellow in the last 6 months of the project. It is an important notice to our researchers who are supported within the scope of the program.
ANNOUNCEMENT: Beginning from 10/01/2023; those who benefit from the scholarships given by other public institutions/organizations (MEB, YÖK, KYK, state universities and foundation universities, etc.) will be able to receive full scholarship payments from this program at the same time. It is an important notice to our researchers who are supported within the scope of the program regarding the payments to be made to the scholarship holders.
ANNOUNCEMENT: Scholarship payments will not be made to doctoral bursaries within the scope of the program, if their education period exceeds 12 semesters for post-graduate doctoral education and 14 semesters for integrated doctoral education as of the date of registration for the doctorate. It is an important notice to our researchers who are supported within the scope of the program regarding the payments to be made to the scholarship holders.

The scope of this program is to provide support for projects which having groundbreaking goals, offering the opportunity to meet significant gaps at scientific and technological areas and providing new perspective to researchers, and/or having potential of important discovery and/or inventions at every single area of science and technology; and for researchers working on these projects in Türkiye.

Applications are made online at e-bideb.tubitak.gov.tr within the dates announced in the call announcement.
Documents for the application system must be in Turkish. Certified Turkish translations of documents prepared in other languages must be uploaded.
At the application stage, it is sufficient to upload the documents to the system, and they do not need to be delivered to BİDEB. The evaluation is made only on the documents uploaded to the system. For this reason, the document related to each condition must be uploaded to the system through application forms in a clear and determined content (The documents containing only a web page link will not be considered).
A two-stage application system will be used in this program.

Registered information about researchers on Researcher Information System (ARBİS) must be updated before application.
For both stages, candidates must undertake that the information they enter into the system is correct and that they will comply with the program obligations. Candidates who approve their application are deemed to have undertaken this. If a contrary declaration is detected, the applications are returned without being evaluated and/or the relevant legislation provisions are applied.
Researchers who receive support must submit other requested documents specified in the call text to BİDEB after the announcement of the support decision.
Application withdrawal can be done at any stage. For withdrawal process, a petition with signature indicating the application year and period must be sent to the address of BİDEB. Upon receipt of the petition to BİDEB, the update process is carried out.
Evaluation of Phase I Project Applications
Evaluation of phase I project proposals; (1) Compliance with the call, (2) R&D Quality, (3) Feasibility.
The first stage project proposals are evaluated by the commission consisting of subject experts.
In addition, Institutional R&D Capability Evaluation can be conducted to evaluate the R&D capabilities of private institutions and public R&D units/centers (including centers at universities). In this context, the R&D capabilities of the organizations are evaluated in line with the following headings by conducting on-site examinations.

A 2nd stage project proposal is requested for the projects in which the project coordinator organizations that successfully pass the evaluation are involved. Organizations that do not have sufficient R&D capability as a result of the evaluation cannot take part in the project or the project is not supported.
II. Evaluation of Stage Project Applications
II. technical evaluation of phase project proposals; It is made by a panel of experts on four criteria: (1) R&D Qualification, (2) Method, (3) Feasibility, and (4) Affordability of the Budget. Projects submitted under the same call are evaluated in the same panel. As a result of the panel evaluation, the decision to revise or reject the projects is made by TÜBİTAK.
Revision Evaluation
Revision is requested in line with the panel recommendations for the project proposals for which a revision decision is made as a result of the panel evaluation. The appropriateness of the revisions is evaluated and a budget panel evaluation is made for the projects that are found sufficient.
Budget Panel Evaluation
The project budget is evaluated by the panel consisting of subject experts in line with the budget justifications presented in the project proposal, proforma invoices and letters of offer, consultancy/service procurement documents. Contract preparations are started for the project proposals, which are revised in accordance with the budget panel evaluation.

Within the scope of the Twelfth Development Plan covering the years 2024-2028, the field of civil society has been addressed as a separate topic by establishing a Special Expertise Commission on Non-Governmental Organizations in the Development Process; also, policies and measures have been included serving the purpose that “The main goal for non-governmental organizations (NGO) is to play an active role in the stages of public policies, including planning, construction, monitoring and supervision in order to create a civil society structure that is democratic, participatory, inclusive, accountable, and has high awareness of cooperation, adaptability, and active citizenship.”
In line with the relevant objective, the call titled "Civil Society Research" has been opened through cooperation of the Ministry of Internal Affairs – the General Directorate of Civil Society Relations, and TUBITAK to support research producing viable, guiding, and innovative solutions for both the civil society sector and the public sector by providing academic knowledge in the field of civil society in addition to scientific input to the development of public policies.
Within the scope of the call for Civil Society Research, it is expected to address the civil society sector in a comprehensive manner within the framework of research issues such as improving the institutional capacities of NGOs, perceptions of civil society, ensuring active civil society participation in decision-making mechanisms, civil society and volunteering, donorship, communication, and digitalization in the field of civil society.

Within the scope of TEKNOFEST Aerospace and Technology Festival competitions, Inter-High School Unmanned Aerial Vehicles Competition is held.
The Inter-High School Unmanned Aerial Vehicles (UAV) Competition, organized by TÜBİTAK for the first time in 2020, aims to direct the students of high schools and equivalent schools in Türkiye, Azerbaijan and TRNC, high school students of BİLSEM, Youth Centers, Experimental Technology Workshops (DENEYAP), Science Centers and Science Workshops in Türkiye to the UAV technologies, to encourage them to conduct scientific and technical studies, to raise awareness in the society on the UAVs and to create a meeting point for talented and ambitious national and international students. The Competition allows for the flights based on any science and technology implementation and ability with different kinds of UAVs such as fixed wing, rotary wing, hybrid and flapping wing, etc., without any category or mission restriction.
Evaluation is carried out in three different stages such as Project Abstract, Project Presentation Report and Mission Video. Teams that do not upload their reports or videos are not eligible to participate in the competition.
Financial supports that teams have requested are paid in cash to the Team Responsible in the competition area following the assessment of the Advisory and Assessment Committee (AAC). At the end of the competition, 60,000 TRY is given to the first-placed team, 55,000 TL to the second-placed team, 50,000 TL to the third-placed team, and performance awards are given to the teams that participate in the competition without requesting financial support, in proportion to their scores in the competition area.
The competition will be held at Bursa Yunuseli Airport on 25th – 29th of April 2023.
