Project managers, researchers, consultants, assistant personnel and scholarship holders (except private organisations) can take part in the project team. The people who will take part in the project team must be registered in TÜBİTAK - Researcher Information System (ARBIS), and their records must be up-to-date.
Project executives;
If they are university staff, they must have a doctorate/speciality in medicine, dentistry, pharmacy, veterinary medicine/proficiency in art degree.
If they work in public or private institutions, it is sufficient to have at least four years of university undergraduate education.
They must be permanent/full-time staff (except pensioners) of the institution (higher education institutions, public institutions or private organisations) where the project will be carried out.
Researchers or consultants who will take part in the project team;
Must have at least a four-year university undergraduate education and be a permanent/full-time employee (excluding retirees) of the participating institution/organisation they work for.
The rule that the private institution project manager must have worked in the relevant private institution for at least six months before the national application date, as stated in the Administrative and Financial Principles to be Applied to Research Projects, does not apply within the scope of this call.
The project manager, researcher and assistant personnel must reside within the borders of the Republic of Turkey. A foreign national may work as a manager/researcher/assistant personnel in the project, provided that he/she work in an institution/organisation within the borders of Turkey.
Persons whose contribution rate in the project is less than 10% cannot work as researchers. A maximum of 10 researchers can work in a managerial institution.
In order for a consultant to take part in a project, the project must have one or more subjects that require special expertise, and this must be stated in the project proposal with justification. The number of consultants to be assigned to a project is limited to the number of subjects that require special expertise in that project.
Retirees who do not work in any institution can take part in the project team as managers, researchers or consultants, provided that they do not receive PTI. In order for retirees to become project managers, they must receive approval from a senior official of the institution/organisation where the project will be carried out that they can take part in the project.
According to the explanation made in Article 16, paragraph 2 of the Law on the Establishment of the Scientific and Technological Research Council of Turkey regarding PTI payments, PTI payments can only be made to those who hold cadres and positions in public institutions or organisations (including foundation universities).
Foreign researchers (foreign/Turkish researchers residing abroad) cannot be assigned to the Turkish project team within the scope of this call.
Persons employed by the institution, under the supervision of the project manager or researchers, full or part-time, limited to the duration of the project and whose names are not mentioned in the final report, can be assigned to the project management. Assistant personnel are not defined as "Project Personnel" in PBS. Requests for assistant personnel are made by submitting detailed information on the work to be done by the assistant personnel in the project in the budget form.
Scholars;
"Students" (excluding special students and preparatory students) or "Research Assistants" with student status and post-doctoral researchers who are continuing their undergraduate and graduate (Master's and PhD) education in higher education institutions in Turkey can take part in the project team as scholars.
Scholarship payments can also be made from the project to those who receive BİDEB scholarship or a monthly scholarship from public institutions/organisations. However, the total amount of scholarship to be calculated by taking into account the amount of monthly scholarship received from BİDEB or public institutions/organisations cannot exceed the project's monthly scholarship upper limits determined by the TÜBİTAK Board of Directors for that year. Those who receive a scholarship from any project supported by TÜBİTAK cannot take part in a second project as a scholarship recipient.
A maximum of 4 (four) undergraduate students can take part in a project at the same time.
Conditions required for Postdoctoral Researcher scholars:
Having a PhD and not working in any institution/organisation,
Not having an academic title of associate professor and above,
Not having more than 7 years from the date of obtaining the doctorate, specialisation in medicine, dentistry, pharmacy and veterinary medicine or proficiency in an art degree.
Conditions required for Foreign Master's/PhD scholars:
Master's scholars must be under the age of 30*
Doctoral scholars must be under the age of 35*

Who cannot be a Project Executor?
The top executives of public institutions/organisations (Rector, Chief Physician, Hospital Administrator, General Manager, Provincial Director of National Education, etc.) cannot serve as project executives if their duties continue during the application, but they can serve as researchers. Deputy top managers of public institutions/organisations (Vice Rector, Deputy Chief Physician, Deputy General Manager, etc.) may serve as project executives within the scope of these calls.
Members of the Group Executive Board and Advisory Board of ARDEB can work as project coordinators, researchers or consultants within the scope of this call, provided that their duties continue during the application.
Artificial Intelligence Ecosystem Call, by benefiting from the knowledge of university/public research centres and institutes, artificial intelligence technologies developed by companies established in Türkiye and committed to applying the project results in Türkiye. It contributes to the transformation of companies that need artificial intelligence solutions into products or solutions in line with their needs.
Within the scope of this program, five priority areas will be supported in the first phase. These priority areas

In this support mechanism, customer organizations that need artificial intelligence solutions must have at least one company experienced in this field as a technology provider. Forming a consortium with at least one university research laboratory/centre or public research centre/institute and TÜBİTAK Artificial Intelligence Institute is expected. The consortium that will apply for the project must sign a cooperation agreement before applying.
Project applications can be made through TEYDEB Project Evaluation Monitoring System (PRODİS). 3 June 2024 - 31 July 2024, 23:59 (UTC+3) It will be taken within the date range.
Pre-registration processes 29 July 2024, 17:30 (UTC+3) It must be completed by, and the necessary documents must be submitted to TÜBİTAK.
Organizations that have completed the pre-registration process can submit their project proposals to TÜBİTAK via PRODİS until the relevant date.
Evaluation of Phase I Project Applications

The first stage project proposals are evaluated by the commission consisting of subject experts.
In addition, Institutional R&D Capability Evaluation can be conducted to evaluate the R&D capabilities of private institutions and public R&D units/centers (including centers at universities). In this context, the R&D capabilities of the organizations are evaluated in line with the following headings by conducting on-site examinations.

A 2nd stage project proposal is requested for the projects in which the project coordinator organizations that successfully pass the evaluation are involved. II. Evaluation of Stage Project Applications

Projects submitted under the same call are evaluated in the same panel. As a result of the panel evaluation, the decision to revise or reject the projects is made by TÜBİTAK.
Revision Evaluation
Revision is requested in line with the panel recommendations for the project proposals for which a revision decision is made as a result of the panel evaluation. The appropriateness of the revisions is evaluated and a budget panel evaluation is made for the projects that are found sufficient.
Budget Panel Evaluation
The project budget is evaluated by the panel consisting of subject experts in line with the budget justifications presented in the project proposal, proforma invoices and letters of offer, consultancy/service procurement documents. Contract preparations are started for the project proposals, which are revised in accordance with the budget panel evaluation.

Documents for the application system must be in Turkish. Certified Turkish translations of documents prepared in other languages must be uploaded.
At the application stage, it is sufficient to upload the documents to the system, and they do not need to be delivered to BİDEB. The evaluation is made only on the documents uploaded to the system. For this reason, the document related to each condition must be uploaded to the system through application forms in a clear and determined content (The documents containing only a web page link will not be considered).

Registered information about researchers on Researcher Information System (ARBİS) must be updated before application.
For both stages, candidates must undertake that the information they enter into the system is correct and that they will comply with the program obligations. Candidates who approve their application are deemed to have undertaken this. If a contrary declaration is detected, the applications are returned without being evaluated and/or the relevant legislation provisions are applied.
Researchers who receive support must submit other requested documents specified in the call text to BİDEB after the announcement of the support decision.
Application withdrawal can be done at any stage. For withdrawal process, a petition with signature indicating the application year and period must be sent to the address of BİDEB. Upon receipt of the petition to BİDEB, the update process is carried out.

Within the scope of TEKNOFEST Aerospace and Technology Festival competitions, Inter-High School Unmanned Aerial Vehicles Competition is held.
The Inter-High School Unmanned Aerial Vehicles (UAV) Competition, organized by TÜBİTAK for the first time in 2020, aims to direct the students of high schools and equivalent schools in Türkiye, Azerbaijan and TRNC, high school students of BİLSEM, Youth Centers, Experimental Technology Workshops (DENEYAP), Science Centers and Science Workshops in Türkiye to the UAV technologies, to encourage them to conduct scientific and technical studies, to raise awareness in the society on the UAVs and to create a meeting point for talented and ambitious national and international students. The Competition allows for the flights based on any science and technology implementation and ability with different kinds of UAVs such as fixed wing, rotary wing, hybrid and flapping wing, etc., without any category or mission restriction.
Evaluation is carried out in three different stages such as Project Abstract, Project Presentation Report and Mission Video. Teams that do not upload their reports or videos are not eligible to participate in the competition.
Financial supports that teams have requested are paid in cash to the Team Responsible in the competition area following the assessment of the Advisory and Assessment Committee (AAC). At the end of the competition, 60,000 TRY is given to the first-placed team, 55,000 TL to the second-placed team, 50,000 TL to the third-placed team, and performance awards are given to the teams that participate in the competition without requesting financial support, in proportion to their scores in the competition area.
The competition will be held at Bursa Yunuseli Airport on 25th – 29th of April 2023.

In case of the institution that the project is carried out is a foundation university, 25% of the support provided within the scope of the program must be covered by this institution/organization.
In case of the institution that the project is carried out is a state agency or state university, all of the support provided within the scope of the program will be covered by TÜBİTAK.
Within the scope of the Twelfth Development Plan covering the years 2024-2028, the field of civil society has been addressed as a separate topic by establishing a Special Expertise Commission on Non-Governmental Organizations in the Development Process; also, policies and measures have been included serving the purpose that “The main goal for non-governmental organizations (NGO) is to play an active role in the stages of public policies, including planning, construction, monitoring and supervision in order to create a civil society structure that is democratic, participatory, inclusive, accountable, and has high awareness of cooperation, adaptability, and active citizenship.”
In line with the relevant objective, the call titled "Civil Society Research" has been opened through cooperation of the Ministry of Internal Affairs – the General Directorate of Civil Society Relations, and TUBITAK to support research producing viable, guiding, and innovative solutions for both the civil society sector and the public sector by providing academic knowledge in the field of civil society in addition to scientific input to the development of public policies.
Within the scope of the call for Civil Society Research, it is expected to address the civil society sector in a comprehensive manner within the framework of research issues such as improving the institutional capacities of NGOs, perceptions of civil society, ensuring active civil society participation in decision-making mechanisms, civil society and volunteering, donorship, communication, and digitalization in the field of civil society.

g. The organizing board of the meeting must consist of competent scientists registered in the database of TUBITAK Researcher Information System (ARBIS) (ARBIS membership is not required for foreigners living abroad),
h. The meeting coordinator has not been supported from this support program more than once in the last 1 year, based on the starting date of the meeting *,
i. Members of the event organizing committee must consist of minimum 3 scientists from different universities / research organizations (In case the members are from a smaller number of different universities / research institutions, the meeting will be accepted as an in-house meeting and will be returned at the preliminary examination stage without scientific evaluation. ),
j. Not being dismissed from the profession, public service or from the organization of the relevant institutions directly or within the framework of the procedures stipulated in the Decree Laws enacted under the state of emergency,
k. There must be a minimum of 60 and a maximum of 270 days between the starting date of the meeting and the deadline for the application period (Applications made after the event has been organized will not be accepted.),
l. No institution, organization, company, commercial product, or brand should be highlighted in any documents submitted as part of the application, including the event name and content. Furthermore, no discriminatory, exclusionary, or offensive language based on language, religion, race, sect, nationality, color, gender, political opinion, philosophical belief, national or social origin, birth, or economic status should be used.

The European Molecular Biology Organization (EMBO) provides various scholarship and support programmes for scientists working in the field of life sciences. Postdoctoral Fellowships provide international mobility and research opportunities in different countries for postdoctoral researchers working in the field of life sciences in EMBC member or EMBO / EMBC global partners.
Eligibility
Applicants satisfying the following criteria are eligible to apply.
Applicants must hold a doctorate degree or equivalent or they must pledge to hold it at the start of the fellowship.
Applicants who already hold a PhD at the time of application are eligible to apply only if they obtained it during the two years prior to the date the application is submitted.
Applicants must have at least one first author research paper accepted in or published in an international peer reviewed journal at the time of application.
All applications must involve movement between countries.
Applications to go to the country in which the PhD was obtained will not be considered.
Candidates who have already started working in the host laboratory can apply only if they have been working in the host laboratory for less than six months at the time the application is submitted.

Postdoctoral Fellowships are awarded for a period of one to two years.
EMBO provides grants to the host institution to cover the cost of an employment for the awardee. The contract rates depend on the country being visited.
Fellows eligible for the travel and relocation support will receive this as a lump sum before the start date of their fellowship.

EMBO-FEBS Lecture Courses:
Eligibility:
Organising conferences in countries that are EMBC members or in which a FEBS constituent society is based;
Organizing conferences with focus on training and career development in the field of biochemistry, molecular biology and related areas;
Creating the conference programme to include introductory lectures followed by state-of-the-art scientific talks, poster sessions, oral presentations, round-table discussions and tutorials to provide opportunities for participants to interact with the lecturers.

It is aimed to increase the competitiveness of our scientists at the global level and to create innovative and high-impact projects by encouraging researchers in Türkiye to collaborate with international scientists, especially with Turkish ones abroad. In this context, researchers residing abroad can take part in the projects as researchers outside Türkiye if there are specific subjects in which the competence of researchers in our country is limited in the projects submitted within the scope of the support programs (except 1002) carried out by the Directorate for Research Funding Programmes (ARDEB),
To increase the collaborations within this scope and to enable collaboration with scientists from countries with which bilateral and multilateral international collaborations exist as well as the ones with which no collaboration agreement has been made yet, improvements have been made in the conditions for taking part as a researcher outside Türkiye in projects.
With these improvements;
The restriction on the number of researchers outside Türkiye to take part in a project has been removed. It has become possible for more than one researcher outside Türkiye to take part in a project submitted within the scope of regarding ARDEB programs.
Restrictions on the duration that researchers outside Türkiye can take part in a project and the obligation for researchers outside Türkiye to come to Türkiye have been removed. Researchers outside Türkiye have been allowed to take part in projects without obligation to come to Türkiye.
NOTE: Researchers outside Türkiye can take part in more than one project supported by TÜBİTAK, but they can get fee only from one project. The travel expenses of the researchers outside Türkiye are covered from the project's travel budget, and 50% of the full-time monthly gross fees they receive abroad in the same period of time, for the time they take part in the Project, are covered as service cost from the project. If 50% of the full-time monthly gross wage that the researcher outside Türkiye receives abroad is less than the “2221 - Fellowships for Visiting Scientists and Scientists on Sabbatical Leave” coordinated by the Directorate for Science Fellowships and Grant Programmes (BİDEB), the highest monthly fee provided under that program is used.
Be permanent residents and nationals of a WAITRO member countries other than the host country (the dual citizens, the individuals who renounced Turkish citizenship for any reason are not eligible for the application),
Must not hold any visa for temporary or permanent residency in Türkiye;
Having a valid passport;
Having an English proficiency certificate;*
Having a research plan within the framework of sustainable development goals;
Having an official acceptance from TÜBİTAK Research Centers and Institutes in Türkiye;**
Not previously supported under any of 2216 Research Fellowship Programmes.
For doctoral researchers;
By the deadline date of the application, having registered to a doctoral programme in a higher education institution in one of WAITRO member countries other than the host country. S/he must have successfully passed the PhD qualifying exam or be in an advanced stage of their PhD research. Applicants must certify this criterion with an official Registration & No Objection Certificate taken in the last three months before the application date;
Being 35 years old or younger on 31 December of the application year.
For post-doctoral researchers;
Holding a PhD degree certificate;
Being employed in one of WAITRO member countries other than the host country and hold a research assignment there. Applicants must certify a supporting statement from the head/director of the applicant’s current employer on official headed paper to prove that you are employed there and will be given leave, if granted the award;
Being 45 years old or younger on 31 December of the application year.
The application is made by the event coordinator (natural person) who is at least completed his/her doctorate education, in the organizing committee of the event, residing in the country and working at a university / education and research hospital / research institute,
The event coordinator, trainers, participants and organizing board members must be registered in the TÜBİTAK ARBİS database,
The members of the event organizing committee must consist of at least 3 scientists from different universities / research agencies from Turkey,
To have a unique and up-to-date web page with information about the event to be organized, (On the website, the members of the organizing committee and scientific committee of the event, who will be the trainers of the event, the subject, purpose, scope, place and date of the event should be clearly stated. Announcements such as advertisements, posters, news, etc. are not accepted as the original website. The website with the specified contents of the event for which support is requested must be completed and active as of the closing date of the relevant application period. Regulations after this date will not be taken into consideration.)
The number of lesson hours to be paid by a trainer during the event should not exceed 25% of the total number of lessons in the event,
The number of participants must be at least 15 people,
There should be a minimum of 60 and a maximum of 270 days between the starting date of the event and the deadline for the relevant application period, (Applications made after the event has been organized will not be accepted.)
To plan the lessons in the activity program as consecutive days,
Trainers to teach should be composed of at least doctoral scientists,
Participants must be students studied within the country or employees in the country.
Participants can participate in the events for a maximum of five times, the success criteria are based on the selection of the participants to be accepted to the event,
Receiving an official letter from the institution where the event organizer works stating that he/she will carry out the event subject to the application. (The name of the event organizer and the event should be clearly stated in the text content)
Applicants must start their research within 12 months from the date they are entitled to support. Fellowship will not be started for those who have not started their work during the determined period without a valid excuse (health, family issues, force majeure, etc.) which is acceptable by the GYK and they will lose their rights to fellowship for the relevant year and term.
Failure to start research during the determined period because of a valid excuse, the starting date of the research might be extended by the GYK decision in response to the reasoned request of the applicant.
After the arrival to Türkiye and starting the proposed research in the university or research institute, the applicant must send the following documents to BIDEB to start his/her fellowship;
1. The originals or certified copies of the documents stated in the in subparagraphs (b), (c), (d), (f), (g), (h), (i), and (k) from the documents uploaded to the system during the application,
2. Letter of commitment, arranged by TUBITAK, and signed by the applicant and the academic advisor(s) in Türkiye,
3. A letter from the academic advisor(s) in Türkiye, indicating the exact starting date of the research of the applicant,
4. Bank account information of the applicant,
5. If necessary, the relevant Ethics Committee Document.
After the completion of the process, the fellowship is started.
In the case of a wish of those supported less than 12 months to extend the fellowship duration up to 12 months, it needed to apply to BİDEB with the following documents;
Reasoned request for the extension of the fellowship signed by the fellow and the academic advisor(s) in Türkiye and
Detailed research report signed by the fellow and the academic advisor(s) in Türkiye.
In case the GYK approves the request, extension is finalized with the approval of the Presidency.
Fellows are obligated to submit one progress and one final report within the specified dates based on the starting date and the duration of their fellowship. These reports must be signed by the fellow and the academic advisor(s) in Türkiye.
Applicants must start their research within 12 months from the date they are entitled to support. Since 2012, TÜBİTAK has been supporting the processes from the idea stage to the market, within the scope of the BiGG Program, so that entrepreneurs can transform their technology and innovation-oriented business ideas into products and services with high commercial value in companies with R&D potential that they will establish.
Since 2015, the first phase of the BiGG Program has been carried out by Implementing Agencies.
In the Implementing Agency model sectoral and regional collaborations are prioritized. Technology development zones, technology transfer offices, financial institutions, private sector and research infrastructures that play an active role in the entrepreneurship ecosystem are encouraged to develop collaboratively innovative models to support entrepreneurs. By involving banks, funds and investor networks in the acceleration process, it is aimed to facilitate entrepreneurs' access to finance and to quickly realize the growth potential of businesses established with BiGG support.
Organizations aiming to develop the entrepreneurship ecosystem by combining their expertise and which will conduct the first phase of the BiGG Program in the 2026-2028 period will collect and evaluate technology-oriented business idea applications from entrepreneurs, pre-incubate the business ideas they deem suitable, put them through business idea validation processes, and support entrepreneurs in preparing high-quality business plans.
The Implementing Organizations that will carry out the Phase 1 activities during the 2026-2028 period within the framework of the 1812 Investment-Based Entrepreneurship Support Program (BiGG Investment) have been determined.
Implementing Agencies that will take part in the Acceleration Program determined by this call are expected to collect and evaluate business idea applications from entrepreneurs in the thematic areas determined in all calls opened within the scope of the 1812 Investment-Based Entrepreneurship Support Program and provide support in preparing business plans for business ideas that have the potential to turn into successful ventures.
The framework for the acceleration programs to be conducted by implementing organizations is determined by the BiGG Investment Acceleration Program Phase (Phase 1) Implementing Organization Guide. This call aims to equip Implementing Organizations with unique, effective, and applicable mechanisms to transform entrepreneurs' business ideas into qualified business plans within the framework outlined in the Guide.
