The aim of the Emergency Support Module is to provide a faster evaluation process for the project proposals that will be prepared for the elimination of problems that may arise in urgent or unpredictable situations or for the project proposals that request support for supplementary research material and access to data etc. needed within the scope of an ongoing research.

DIFFERENCES OF 1002-B URGENT SUPPORT MODULE FROM 1002-A SHORT-TERM SUPPORT MODULE

In the scope of 1002-A; the aim of providing support to short-term and low-budget research and development projects will continue, non-urgent project proposals will be submitted. Except projects carried out within the scope of TÜBİTAK support programs, for projects in other institutions/organizations or carried out with the support of Scientific Research Projects (BAP) in universities, support for additional resource requests can be requested within the scope of 1002-A. In the scope of 1002-B, as projects are being held to a faster evaluation process, supplementary supports needed in part of another research project (including TÜBİTAK projects (*)) or supports for needs as data collection, access to research material, device purchase, maintenance-repair expenses etc. arising from the research projects presented for the elimination of problems that may arise in urgent or unpredictable situations will be provided.

(*) In the scope of this program, applications for a project work that already needs to be done in an ongoing TÜBİTAK project will not be accepted. However, an application for a new project work that will appear after or during an ongoing project will be accepted.

Project duration

Project duration can be up to 6 months.

Project Budget

As of November 11, 2024 the budget limit (including the scholarship) is 85.000 TRY. Project Incentive Bonus (PTİ) payments are not made to principal investigators, researchers and consultants within the scope of this module.

The upper limits for scholarships are given below.

* If postdoctoral researchers are employed in projects, the scholarship upper limit is 43,200 TRY/month.

Points to be considered in Application

The following points should be taken into consideration during the application:

  • The Principal Investigator (PI), researchers and consultants should register in the TUBITAK - Researcher Information System (ARBIS) Database and their records should be up-to-date,
  • The PI, researchers and consultants should reside in the territory of Republic of Türkiye (Non-Turkish citizens can be PI/researcher/consultant in a project if they are working in an institution located in Türkiye.),
  • "Limits for Taking Part in Projects" for PI and researchers should not be exceeded,
  • Not to apply to another program with the same project proposal before the evaluation procedure is concluded (In case of multiple applications, the first application is taken into consideration, the other project application is returned without being evaluated),
  • To fill all the titles in the application form completely and with sufficient information to evaluate the project scientifically,
  • To use the most up-to date format of the application form which is available on the Online Application System, and to prepare the application in Turkish(*) (excluding abstract in English and international publications given as reference)
  • The application form not exceed 5 pages except Annex-1 References and Annex-2 Budget and Justification,
  • In case the same/similar project proposal has been submitted to 1002-B Emergency Support Module previously and rejected as a result of scientific evaluation, to fill in the "Project Proposal Modification Form" created automatically by the system in line with the information entered into the Electronic Application System considering all the comments/corrections given in scientific evaluation report.
  • The statements in proposal text should not be substantially similar to the statements in the projects previously submitted to our Institution (including the projects ongoing and concluded),
  • The members of the project team should not have ongoing, concluded or recently proposed projects submitted to TÜBİTAK or to a different institution/organization with the same/similar content of the proposal (Except for the project proposals submitted in order to meet a complementary need arising in other  research projects(**) or submitted for the elimination of problems that may arise in urgent or unpredictable situations),
  • The proposal should not include field work in abroad,
  • The amount of fund requested from TÜBİTAK should not exceed the budget upper limits determined for the “1002-B Emergency Support Module” (The amount of fund requested in "General Budget Table” in the “Annex-2 Budget and Justification” should not differ from the amounts requested during the online application.),
  • The plan for field study carried out within the scope of the project should be submitted,
  • In case of doctorate students / specialization students in medicine, dentistry, pharmacy, veterinary medicine /proficiency in arts students are the PI, the project proposal shall be submitted with justification of meeting the needs that arise during the execution of the doctoral theses (If the PI is a doctoral student; the thesis supervisor cannot be a researcher, but a supervisor.),
  • To complete the steps in the Online Application System completely, making sure that the files uploaded to the system are openable and correct,
  • The e-signature process must be completed (The project team - the PI, the researcher(s), the consultant(s) - the rights holders other than the project team, the doctoral thesis advisor if the PI is a PhD student, and all the executive/participant institutions/organizations must have qualified electronic certificates),
  • As an authorized officer for e-signature; the signature of the Rector or authorized Vice Rector in universities and hospitals /institutes affiliated to universities, Hospital Director, Chief Physician or authorized Deputy Chief Physician in hospitals, the General Manager or Deputy General Manager / President or Deputy President for other institutions is required,
  • The project complies with the research project criteria, should not be a routine study for the assessment of current situation or data collection,
  • The project should not be aimed at building infrastructure,
  • The list of references attached should be associated with the text, and all the studies referred in the project proposal should be included in the list of References,
  • To determine whether the project requires an Ethics Committee Approval and Legal / Private Permit. If required, in case the project is decided to be supported, the documents should be submitted fully within the time given and in desired format. If the documents cannot be obtained within the given time, the project will not be implemented. Thus, the application to the relevant organizations to get these documents should not be delayed. (Ethics Committee Approval Information, Legal/Private Permits Information),
  • If an application was made to the 1002-B Emergency Support Module with the same project proposal, and if the project did not found appropriate to be supported 3 times within the scope of this Module as a result of the scientific evaluation;  not to apply for the 1002-B Emergency Support Module  4th time with the same project proposal,
  • If an application was made to the 1002-B Emergency Support Module with the same project proposal, and if the project was not found appropriate to be supported 2 times within the scope of this Module, due to insufficiency of urgency condition;  not to apply to the 1002-B Emergency Support Module again with the same project proposal,The persons working in TÜBİTAK Headquarters/ Institutes shall not be included in the project team as PI / researcher/consultant.

 

(*) It is possible for foreign nationals to fill in the Application Form and its annexes in English; however, the language to be used in the Application Form and the Final Reports to be prepared during the monitoring process must be the same.

(**) In the scope of this program, applications for a work that already should be done in an ongoing TÜBİTAK project will not be accepted. However, an application for a new work  appearing after or during the ongoing project will be accepted.

Who Can Apply?

A. Principal investigator (PI)

Principal investigator (excluding retirees and post-doctoral researchers not working in any institution/organization);

  • In the case of University/ Training and Research Hospital staff, he/she should be permanent staff of the organization proposing the Project, have a degree of doctorate / specialty in medicine, dentistry, pharmacy, veterinary medicine /proficiency in art.
  • In the case of working at the Research Institute, he/she should be permanent staff of the institution proposing the Project, have a minimum four-year undergraduate degree from university.
  • In the case of a doctorate student / specialty in medicine, dentistry, pharmacy, veterinary medicine student / proficiency in art student, he/she should have obtained his doctorate qualification and apply for doctoral thesis accepted by the relevant Institute.

For doctorate students / specialty in medicine, dentistry, pharmacy, veterinary medicine students / proficiency in art students, it is not necessary to be a permanent staff in the institution / organization where the project will be carried out (the higher education institution where one is a student). In case of doctorate students / specialization students in medicine, dentistry, pharmacy, veterinary medicine /proficiency in arts students are the PI, the project proposal shall be submitted with justification of meeting the needs that arise during the execution of the doctoral theses

Members of the Group Executive Board and Advisory Board working in ARDEB can take part as a PI or researcher while their duties continue during the application, but not as a consultant (*).

One can take part as a PI for a maximum of five times in total within the scope of the 1002-A Short-Term Support Module and the 1002-B Emergency Support Module throughout her/his career. It is not possible for people who have been assigned as a PI in five or more 1002-A and 1002-B projects, for which a support decision has been made and/or in case of a proposal, to apply to Module 1002-A or 1002-B as PI.

B. Researcher / Consultant

The researchers or consultants whom will take part in a project team;

Must have a minimum four-year undergraduate degree and be a permanent/full-time staff of the participating organization/institution under which they’re working (excluding retirees and post-doctoral researchers not working in any institution/organization)

The PI, researchers and consultants should reside in the territory of Republic of Türkiye.

Retirees who do not work in any organization can take part in the project team as PI, researcher, or consultant and post-doctoral researchers who do not work in any organization can take part as a PI or researcher. In order for the retirees and post-doctoral researchers to become PI, an approval on that they can take part in the project is necessary from the senior authority of the institution / organization where the project will be carried out.

Thesis advisors of doctorate students /specialty in medicine, dentistry, pharmacy, veterinary medicine students / proficiency in art students who apply for a project as PI cannot take part in the project team as a researcher but can be consultant.

It is not possible for the ones being abroad to take part in the project team as a foreign researcher and a foreign consultant.

People working in TÜBİTAK Headquarters / Institutes cannot take part as PIs / researchers / consultants in the projects proposed under this Module.

Individuals with a contribution rate of less than 10% in the project cannot work as researchers, but they can be consultant. In order for a project consultant (**) to take part, the project must have specific expertise or subjects and this issue should be justified in the project proposal. The number of consultants to take part in a project is limited to the number of subjects that require special expertise in that project.

C. Scholar

Undergraduate and graduate students (except for special students and prep students) and “Research Assistants” studying in higher education institutions in Türkiye and post-doctoral researchers can take part as scholar in projects.

Undergraduate scholars should not work in any institution/organization. If the student fails the class, the scholarship is terminated. A maximum of 4 (four) undergraduate scholarship students can take part in a project at the same time.

The requirements to be a post-doc researcher scholar;

  • Scholar should have a PhD but not work in any institution/organization,
  • Scholar should not have an academic title of associate professor or higher,
  • The period between the date of obtaining the doctorate/ specialty in medicine, dentistry, pharmacy, veterinary medicine/ proficiency in arts degree and the date when the person will be assigned within the scope of the project (request date) should not be more than 7 years (In case that female researchers have taken maternity leave within the specified period;  one year will be added to this period for each birth given that the birth certificate or the identity document of the children is sent to deik@tubitak.gov.tr by e-mail attached to the request letter)

WHO CANNOT BE PRINCIPAL INVESTIGATOR?

The highest level managers of the public institutions/organizations, deputies and assistants of them (Rector, Vice Rector, Chief Physician, Deputy Chief Physician, Hospital Director, Minister, Deputy Minister, General Manager, Deputy General Manager, Provincial Director of National Education, etc.) cannot act as PI if they are still working in those positions during the application, but they can be researchers in 3 (***) projects at most.

Conditions to Apply for ARDEB-BİDEB Programs simultaneously (Table)

Limits for taking part in projects (Table)

Short-Term R&D Funding Program projects are excluded from the limit of being able to take part in projects, however;

Within the scope of the 1002-A Short-Term Support Module and the 1002-B Emergency Support Module one can take part simultaneously at maximum,

  • In two projects as PI or
  • In four projects as Researcher or
  • In one project as PI and in two projects as a researcher.

(*) TÜBİTAK Governing Board and Advisory Board members can take part in projects applied to the calls under EU Framework Programs (calls where joint evaluation is carried out by international independent reviewers) as consultant.

(**)  Consultant: researcher or expert whose knowledge is used for a secondary subject of project, requiring special expertise.

(***) International projects, 1000, 1002-A and 1002-B projects are not included in the specified quota.

Application Forms

WARNING: Most up-to-date "Application Form and its Annexes (Annex-1 References, Annex-2 Budget and Justification)" regarding the Module to which you are going to apply should be filled and uploaded to the online application system. In order for the project to be evaluated, the Application Form should be prepared in Arial 9 font and it should not exceed 5 pages except for ANNEX-1 and ANNEX-2. The size of each file to be uploaded to the system should not exceed 20 MB.

  • Project Proposal Modification Form (The form needed to be filled if the same/similar project proposal has been applied previously and rejected as a result of scientific evaluation, is formed automatically according to the information entered to online application system.)
  • Waiver Form (In case the projects that were previously submitted to our Institution and rejected / returned are resubmitted with the same / similar content, Waiver for those who were right holders in the previous application, but not mentioned as right holder in the new proposed project is formed automatically according to the information entered to application system. The form must be signed via the link in the e-mail that will be send to the concerned people )
  • Rationale for Doctoral Dissertation (In case the PI continues her doctorate / proficiency in art / specialty in medicine, it is formed automatically by the system in line with the information entered into the online application system.)
  • Doctoral Thesis Advisor Approval Letter (In case the PI continues his doctorate / proficiency in art / medical specialty education, it is automatically formed by the system in line with the information entered into the online application system. The letter must be signed by the doctoral thesis advisor using an electronic signature certificate.)

The following documents must be submitted fully in desired format within the given time by the relevant Research Support Group; if the project is decided to be supported. If the documents cannot be obtained within the given time, the project will not be implemented.
