
The first call of 2025 for 2209-A Research Projects Support Programme for Undergraduate Students has been opened for applications. Applications can be submitted through tybs.tubitak.gov.tr until 19 November 2025 at 17.30
Support is provided for expenses related to machinery/equipment, consumables, travel, and service procurement required for research projects prepared by associate and undergraduate students.
Participation in congresses/conferences, publication and patent expenses, accommodation costs, and daily subsistence (food and beverage) expenses are not covered under the 2209 project support budget.
Research projects are supported for a maximum period of 12 months. Support recipients must complete their project within one year at most following the announcement of the support decision on the TUBİTAK website.
The maximum support amount is 9000 TL.
The IBAN number to be entered in the online application must belong to the applicant student.
No subsistence is paid to students or consultants.
Accommodation expenses cannot be included in the support.
Application Conditions:
The applicant must be enrolled in an associate or undergraduate program*.
The project is carried out under the guidance of an academic consultant**
The applicant must not be involved in multiple applications within the same term, nor in any 2209-A or 2209-B project that is ongoing from previous terms.
No prior support must have been received from TÜBİTAK for the same project.
Students may apply to the programme either individually or as a team. For team applications, one student shall serve as the project manager and act as the primary point of responsibility to TÜBİTAK. Each project team may consist of the project coordinator and up to 4 additional team members.
An academic advisor may participate in a maximum of five projects within the same term.
The project title must be defined using clear and comprehensible scientific terminology, reflecting the purpose and scope of the research.
In all documents submitted as part of the application, including the project title and project proposal, no institution, organization, company, commercial product, or brand should be highlighted. Moreover, no statements that are discriminatory, exclusionary, or offensive on the basis of language, religion, race, sect, nationality, color, gender, political opinion, philosophical belief, national or social origin, birth, or economic status shall be used.
* Open education and preparatory class students cannot apply.
** Research assistants and lecturers can also be academic consultants

Applications are submitted online by the project coordinator via the TÜBİTAK TYBS. The project coordinator is responsible for ensuring that the files uploaded to the electronic application system are accessible and accurate. The system closes to submissions at the end of business hours (17:30) on the application deadline. Documents sent to BİDEB via e-mail, postal mail, or fax—other than the online application—will not be evaluated and will be destroyed.
Applicants must declare that the information they provide in the system is accurate and that they will comply with the programme requirements. Educational information is verified through online systems.
During the application, academic advisor information is displayed through online systems. Academic access information is first checked through YÖKSİS (Higher Education Information System) and then through TÜBİTAK ARBİS (Researcher Information System) systems. Therefore, the academic information in these two calendars must be up to date.
Following the final confirmation of the application by the project coordinator in the system, the project application details and attachments are sent in read-only format to the academic advisor’s registered e-mail address for ‘advisor approval’. At this stage, the academic advisor must confirm that the information entered by the project coordinator is accurate, that they accept the advisory role, that the scientific/technological field selected for evaluation is correct, that departmental facilities are sufficient, and that programme obligations will be met.
If the academic advisor does not approve the project during this stage and returns it through the TÜBİTAK TYBS, the student must make the necessary revisions and resubmit the project for the advisor’s approval.
If the academic advisor approves the project within the given timeframe, the application is forwarded for the signature of the authorised official of the university where the project coordinator is enrolled. Once the authorised official signs the application (via https://eimza.tubitak.gov.tr), the application is considered valid.
Monitoring these processes is the responsibility of both the project coordinator and the academic advisor.
To withdraw an application, a signed petition must be submitted electronically to BİDEB (bideb2209a@tubitak.gov.tr). Application withdrawal requests may be submitted within one (1) month following the call closing date.”
Applications are evaluated in two stages.
Preliminary evaluation
• During the preliminary review stage, the application information and documents are examined. Applications that do not meet any of the eligibility requirements, contain missing documents, are not in the required format, are not approved in the system by the application deadline, or are submitted via fax or e-mail are eliminated at this stage without proceeding to scientific evaluation.
• Applications in which the research proposal is not prepared in the format prescribed by TÜBİTAK, does not comply with the minimum character limits stated in the template, or is not written in Turkish are also eliminated during the preliminary review.
Scientific Evaluation
Applications that pass the preliminary review are evaluated by advisory board members or panelists/external reviewers who are experts in their fields, based on the following criteria:
• Scientific merit of the research proposal (35%)
• Methodology (25%)
• Project management (20%)
• Widespread impact of the research proposal (20%)
Evaluations are conducted only on the documents uploaded to the system. Therefore, each required document must be uploaded clearly and in the specified format through the application forms.
For applications submitted in the critical technology areas and priority R&D and innovation topics identified in the 12th Development Plan and the 2030 Industry and Technology Strategy, the minimum support threshold score may be determined differently.
A balanced distribution across universities and scientific disciplines may be considered in the selection of projects to be supported.
Projects focusing on environmentally friendly, sustainable, and climate-neutral technological solutions may be funded within the scope of the “Supporting the Inclusion of Migrants in Türkiye’s Transition to a Green Economy Project,” carried out in cooperation between TÜBİTAK and UNIDO, provided that the project coordinator is a woman or an international student.
Results are announced through the BİDEB Application and Monitoring System at https://ebideb.tubitak.gov.tr/giris.htm.”
Initiation of Support
If, during the scientific evaluation phase, it is determined that the study requires ethics committee approval, the Ethics Committee Approval Certificate or the Ethics Committee Exemption Certificate must be uploaded to the BİDEB Application and Monitoring System (e-bideb.tubitak.gov.tr) within the timeframe that will be communicated via e-mail. Failure to comply will result in the project not being activated.
Projects that achieve a score above the minimum support threshold during scientific evaluation are deemed eligible for funding. For these projects, following confirmation of alignment with national science and technology strategies, adherence to ethical principles, and the completion of similarity checks—as well as the submission of ethics committee approval or exemption documents, where applicable—the project is formally activated and the support funds are transferred to the project coordinator’s designated bank account.
Monitoring and Completion
All expenditures made within the scope of the project must be documented with invoices. If durable equipment is purchased, it must be registered in the university inventory upon project completion, and the corresponding inventory record must be obtained. Invoices must be issued in the name of the project coordinator or project team members. Receipts without a name (except fuel receipts) are considered invalid expenditures and will be subject to reimbursement. Any unspent or undocumented portion of the support must be returned to the TÜBİTAK bank account specified on the programme website. The project coordinator and the academic advisor are jointly responsible for ensuring that all expenditures comply with the relevant regulations.
If a change of academic advisor is requested after the project has entered into force, formal written approvals from both the current and the proposed advisor must be obtained and submitted through the BİDEB Application and Monitoring System. Requests are evaluated by the Executive Committee (GYK).
If a change in project team members is requested after the project has entered into force, formal written approvals from both the student leaving the team and the student joining the team must be obtained and submitted through the BİDEB Application and Monitoring System. Requests are evaluated by the Executive Committee (GYK). The number of project partners may not be altered after the project activation.
Requests for changes in project partners and/or academic advisors are not accepted if fewer than 3 months remain until the project end date.
All outputs generated as a result of the research carried out under the programme (articles, papers, books, book chapters, etc.) must be reported to TÜBİTAK. These outputs must be uploaded to the BİDEB Application and Monitoring System. In all announcements, publications, and scientific activities related to the project, acknowledgment of TÜBİTAK support and the use of the TÜBİTAK logo are mandatory (except in cases where the use of a logo is not permitted under applicable regulations, such as theses or journal articles). The TÜBİTAK logo must be used in accordance with the specifications published on the TÜBİTAK website. No statements may be made that imply representation of TÜBİTAK or collaboration with TÜBİTAK.
The final report, which includes all scientific and technical developments of the project, and the expenditure table available in the BİDEB Application and Monitoring System must be submitted within the project period as follows:
The project coordinator must upload the final report to the BİDEB Application and Monitoring System in the format prescribed by TÜBİTAK.
The academic advisor must review and provide final approval.
If durable equipment has been purchased, an inventory record from the university—verified by the academic advisor—must be submitted to TÜBİTAK upon request. Invoices entered into the expenditure module and checked by the academic advisor must also be submitted to TÜBİTAK upon request.
There is no need to send the final reports uploaded to the BİDEB Application and Monitoring System, or the system-generated final report form, to BİDEB via postal mail or e-mail.
Final reports are evaluated collectively by reviewers assigned by BİDEB after the submission deadline for the relevant reporting period. If the report is deemed inadequate, revisions must be submitted within the specified timeframe.
If the final report is not uploaded to the BİDEB Application and Monitoring System by the project end date, an extension of up to six months may be requested with a justified petition. If the justification is accepted by the Executive Committee (GYK), an extension may be granted for the completion of the report.
Projects for which the final report is not submitted within the project period or for which revised reports are not approved may be suspended or cancelled depending on the severity of non-compliance. Submission of the final report within the project period is the responsibility of both the Project Coordinator and the academic advisor.
Obligations
The project coordinator and the academic advisor are jointly responsible for fulfilling all obligations required during the application, monitoring, and completion processes.
The project coordinator (and project partners, if any) and the academic advisor must comply with the provisions set forth in the TÜBİTAK Research and Publication Ethics Committee (AYEK) Regulation, as well as with universal ethical principles, throughout the conduct of the research. In the event of any violation of these principles, actions may be taken against the relevant individuals in accordance with the AYEK Regulation.
Notifications from TÜBİTAK BİDEB are made electronically. Therefore, the communication information registered in the ARBIS account at the time of application must be suitable for official notifications and kept up to date at all times.
The project coordinator is obliged to fully comply with all principles, rules, and obligations outlined in the “Guideline on the Responsible and Reliable Use of Generative Artificial Intelligence (GenAI) in Research Funding Processes” in the preparation, submission, and subsequent use of the project proposal and all project-specific information. The coordinator assumes full responsibility for providing complete and accurate information regarding the use of GenAI tools throughout this process.
The academic advisor is responsible for verifying the accuracy, originality, currency, and scientific reliability of all content—texts, visuals, analyses, recommendations, and similar materials—generated using GenAI tools and included in the project documents and attachments. The advisor must make all necessary revisions and adjustments, assume final responsibility for the submitted content, and fully comply with all principles, rules, and obligations stated in the “Guideline on the Responsible and Reliable Use of Generative Artificial Intelligence (GenAI) in TÜBİTAK Research Funding Processes.”
