The purpose of the program is to support individuals who would like to pursue their doctorate degrees abroad for those have bachelor's degree on condition that they come back to Turkey. The students who plan to pursue a PhD program abroad in the scientific fields determined by the Board of Science, Technology and Innovation Policies and the TÜBİTAK Board of Directors are awarded a scholarship provided that they enrolled in a PhD program abroad within the scope of the program.
Within the scope of the program, scholarships are provided to those who wish to pursue doctoral studies abroad in the following fields:
- History of Science
- Energy Storage Technologies
- Pharmaceutical and Vaccine Technologies
- Advanced Materials Technologies
- Quantum Technologies
- Micro/Nano/Opto-Electromechanical Systems
- Internet of Things
- Robotics - Mechatronics
- Cybersecurity and Secure Digital Infrastructures (Studies in the fields of cybersecurity and blockchain)
- Satellite, Spacecraft and Launch Technologies
- Artificial Intelligence and Data Science (Studies in the fields of artificial intelligence, big data and cloud computing)
- Semiconductor and Chip Technologies
- Next-Generation Communication Technologies
Scholarship to be awarded covers two (2) years of doctoral education. Scholars are paid a maximum of $60,000 per year, including living expenses, tuition fees, and health insurance.
Individuals who intend to pursue doctoral education abroad in the research areas determined within the scope of the program, who are in their final year of undergraduate education, who have completed their undergraduate education, who are enrolled in a graduate program, or who have completed a master's program can apply.
Application Requirements
1. To be a citizen of the Republic of Türkiye,
2. To score at least 75 points in any score type (Quantitative/Equal Weight/Verbal) on the valid Academic Personnel and Postgraduate Education Entrance Exam (ALES), or to hold an equivalent GRE or GMAT result document (click for GRE and GMAT score equivalencies),
3. Based on the grading system of the university attended; to have a cumulative undergraduate grade point average (CGPA) above 2.50/4.00 or 65/100,
4. To meet one of the following foreign language conditions;
4.1 Within the last 5 years as of the application year, to have obtained a score of at least 70 from one of the e-YDS, YDS, YÖKDİL, e-YÖKDİL, or TIPDİL exams; or within the last 2 years, to have obtained an equivalent score from a foreign language exam whose equivalency is recognized by ÖSYM,
4.2 To have graduated and received a diploma from an undergraduate/postgraduate program in Türkiye (the program attended must provide 100% foreign language instruction).
5. To document acceptance into a PhD program at a university ranked among the top 100 globally in the relevant field (aligned with the fields specified in the call announcement for the field of PhD study) according to THE (Times Higher Education) or QS (Quacquarelli Symonds) World University Rankings in any of the last three years from the application date. (The acceptance letter meeting this application requirement must be issued by the registration office of the respective university, must be an unconditional offer, and must not be a conditional offer. The PhD topic and summary prepared by the academician with whom the doctoral research will be conducted must be presented in the annexes of the acceptance letter, and the scientific field applied for must be compatible with the department/field of acceptance.)
6. Applications to this program can be submitted a maximum of 3 times.
7. Students supported by the Ministry of National Education to pursue PhD studies abroad within the scope of the Law No. 1416 of 1929 on Students to be Sent to Foreign Countries ("YLSY - Selection and Placement of Candidates to be Sent Abroad for Postgraduate Education") cannot apply.
8. Candidates who have won gold, silver, or bronze medals in International Science Olympiads organized by TÜBİTAK, or first, second, or third place awards in International Project Competitions, are exempt from all conditions except 1, 5, and 6.
9. Applications to the 2213-A Program must be submitted within a maximum of 12 months from the date of enrollment in the PhD program abroad.
The program is open to apply for all over the year.
Applications can be submitted online at TÜBİTAK Application Information System (https://tybs.tubitak.gov.tr/). Applications submitted by fax or other electronic methods or with incomplete documents will not be accepted.
Applications who pass the preliminary examination are taken into scientific evaluation. Scientific evaluation can be made through one of the evaluation methods of interview, consultant or Advisory Board. The candidate's scholarship application is evaluated based on his/her level of knowledge and academic studies in the field for which he/she is applying.
