TÜBİTAK BURSİYER DESTEK ÜST LİMİTLERİNDEKİ GÜNCELLEMEYE İLİŞKİN DUYURU  

ARDEB tarafından desteklenen projelerde görev alan bursiyerlerin destek üst limitlerinde güncellemeye gidilmiştir. Güncel burs tutarları aşağıdaki tabloda verilmiş olup, 1 Ocak 2026 tarihi itibariyle geçerli olacaktır.

ARDEB bünyesinde yürütülmekte olan projelerde burs üst limitinin %50 ve üstü oranlarda burs ödeneği alan doktora öğrencileri ile doktora sonrası araştırmacıların isteğe bağlı sigorta yaptırmaları durumunda bahsi geçen kişilere güncel aylık asgari prim tutarının %50’si oranında (güncel tutar 5.280 TL) ek burs ödenecektir.

Ek ödenek süreçleri beklenmeksizin, yukarıda belirtilen ek burstan dolayı oluşacak ilave maliyet için “Yurtiçi Burslar ve Harçlıklar” faslındaki ödenek kullanılacak olup, ödenek yetersizliği durumunda proje yürütücülerinin başvuruları üzerine ek ödenek talepleri değerlendirmeye alınacaktır. 

ARDEB Projelerindeki Burs Üst Limitleri 

(*) Doktora Sonrası Araştırmacıların projede istihdam edilmeleri durumunda yapılabilecek aylık ödeme (brüt) 43.200 TL/ ay’ dır.

BİDEB 2232, 2244, 2247-A/D, 2247-B ve 2247-C (STAR) Burs Limitleri

Sayın Proje Yürütücüsü,

Bütçe kapama ve açılış işlemleri sırasında mali sistemler kapalı olacağından, ödeme işlemleri yapılamayacaktır.

Bu sebeple, Aralık ayı burs ödemelerinin ( ay ortası başlayan ve 15 Ocak tarihine kadar hak edilen burs ödemelerinin de ) mali sistemler kapanmadan gerçekleştirilmesi bursiyerlerin mağdur olmaması açısından önem arz etmektedir.

Konuyla ilgili mali birimlerinizle görüşerek gereğinin yapılması hususunu bilgilerinize sunarız.

Tahsilat Genel Tebliği Seri:A Sıra No:1 ve 5510 sayılı Sosyal Güvenlik Kanunu 90 ıncı maddesi gereğince proje destek ödemelerinde aşağıdaki Kurum/Kuruluşlardan vadesi geçmiş borç durumunu gösterir belge ( Vergi borçları için 5.000,-TL ve SGK borçları için brüt asgari ücretin bir aylık tutarı kadar borçlar istisna kapsamında) aranacaktır.

• Genel Bütçeli İdarelerden borç sorgulaması yapılmaması
• Özel Bütçeli İdarelerden sadece Vergi Borcu sorgulaması yapılması
• Diğer kurum / kuruluşlardan hem vergi hem de SGK sorgusu yapılması

Her ne kadar, 17/2/2023 tarihli ve 32107 sayılı Resmi Gazete'de yayımlanan Seri:A Sıra No:15 Tahsilat Genel Tebliği ile Seri:A Sıra No:1 Tahsilat Genel Tebliğinde değişiklik yapılarak, vadesi geçmiş borcun bulunmadığına ilişkin belge aranılması zorunluluğunun, 6/2/2023 tarihinde Kahramanmaraş'ta meydana gelen depremler kapsamında 31/7/2023 tarihine kadar (bu tarih dahil) yapılacak ödemeler için aranılmayacağı yönünde düzenleme yapılmışsa da Gelir İdaresinin 17/02/2023 tarih ve 14492 sayılı yazısı gereği “Kahramanmaraş'ta meydana gelen depremler kapsamında yapılacak ödemeler dışında kalan ve anılan Tebliğde belirlenen diğer ödemeler sırasında söz konusu belgenin kamu kurum ve kuruluşları tarafından aranılacağı” duyurulmuştur.

The applications are evaluated in two phases.

Preliminary Assessment

Application documents are checked during a preliminary assessment. Applications which do not fulfil the requirements or are lacking any requested documents, missing documentation in the requested format or are not submitted  within the application period,  or submitted by fax or e-mail will be  returned without being subjected to scientific evaluation.

Scientific Evaluation

Evaluation is based solely on documents uploaded to the application system. For this reason, the documentation for each requirement must be uploaded to the system in clear and determined context. (Documents which only contain links of web pages will not be considered.)

The results of the evaluation are determined by Group Executive Committee and submitted to the Presidency. The applications which will be supported and the amount of the support will be  finalized by the approval of the TÜBİTAK Presidency.

A scientific evaluation is carried out by expert panelists/consultants based on the evaluation criteria.

• Excellence
  The Quality and credibility of the research/innovation project; level of novelty, inter/multidisciplinary aspects.
  The Quality and appropriateness of the training and of the two-way transfer of knowledge between the researcher and the host.
  The scientific competence of the academic advisor(s) in Türkiye and the integration of the researcher with the institution/organization in which the research will be conducted.

• Implementation
  Consistent and effective methodology and work plan: Work packages, Success Criteria.
  Compliance of project management structure and monitoring processes including risk management.
  Appropriateness of the infrastructure of the institution/organization to which the research will be conducted.

• Impact
  Widespread impact of project outputs.
  Quality of delivery of project activities to different target groups.
  Effects on career development of young researcher.
  Effects on the World Association of Industrial and Technological Research Organizations (WAITRO).

The fellow is obliged to initiate the research and fellowship within 12 months of the date of the award letter. The status of the fellows who cannot start their research due to health, natural disaster and similar force majeure and other reasons can be evaluated by GYK and the fellowship initiation period can be deferred up to 6 months at the most. A fellow who does not begin his/her research within 12 months without the decision of the GYK cannot claim any rights on the fellowship.

Required Documents to Initiate the Fellowship

• Letter of Commitment signed by the researcher and the academic advisor(s) at the host institution in which the research will be carried out and

• If the research requires, an Ethics Committee Approval from any relevant Ethics Committee should be submitted to BİDEB. 

After the submission of the above-mentioned documents to BİDEB, support payments of the fellow will be initiated based on the starting date of the research. The start date of the research must be the first day of the month in which the research will start.
