When entering an accounting receipt, once you input the relevant account, you can see the status of the account at the bottom of the screen.
On the user login screen of the program, go to the Login section. Enter the user code and password sent to you via email and press the login button. The period will automatically be determined as the year 2005.
To exit the program, simply click on the exit button located in the top right corner of the screen.
You don't need any additional installations on your machine to use the TTS program. Having an internet connection and a web browser that supports java (Internet Explorer, Firebird, Opera, etc.) is sufficient. Almost all modern web browsers support java.
After logging into the system, when you click on the "my page" tab on the main page, you can change your password from the menu on the left by selecting "password options". Depending on your level of authority, right below the "Receipt Transactions" tab, you will see the University/Faculty/Department or project number and name.
When you click on this row, all projects you are authorized for will be displayed on the screen. When you double-click the selection button on the left side of the project you want to work on or press the select button at the bottom of the screen, you will receive a notification indicating that the level you are working on has changed.
By pressing the OK button, you can change the project you are working on.
In the receipt operations section, new receipt entries, receipt searches, and bulk receipt operations can be performed.
New Receipt: This is the screen where you can enter receipts for the selected project. At the top, there are receipt number, journal number, receipt status, date, and description.
Receipt number, status, and date are automatically filled in. You can update the information in this section.
The lower section contains receipt details, including account code, account name, description, debit, and credit columns.
When entering the account code, if you type the first number or numbers of the relevant account and press the spacebar, an account list will appear. If the account plan does not appear after pressing space, your web browser has pop-up blockers that need to be removed.
From here, you can select the account you want to cut the receipt for by selecting it from the selection button and double-clicking, and the account will automatically come to the receipt.
You can enter the description, debit, or credit numbers related to the account line and press the enter key to move to the next line.
You can perform the same operations for the other lines. After you finish your transactions related to this receipt, when you press the save button from the menu on the right, the message "accounting receipt saved" will appear at the top of the receipt screen.
When cutting a receipt related to the project's expenses, if there is no money left in the relevant item of the project or if a wrong transaction is made in the receipt lines, the system will give a warning, and the receipt will not be saved.

Program için uygunluk kontrolü başvuruları TEYDEB Proje Değerlendirme ve İzleme Sistemi (PRODİS) üzerinden 23 Şubat 2026-23 Mart 2026 tarih aralığında alınacaktır.
1833-SAYEM Yeşil Dönüşüm 2026-1. Çağrısı’nda önemli güncellemeler yapılmıştır;
Başvuru yönteminde güncelleme: Başvuru sürecinin verimliliğini artırmak ve başvuru sahiplerine daha etkin rehberlik sunmak amacıyla, asıl proje başvurusu öncesinde “Uygunluk Kontrolü” aşaması uygulanacaktır. Bu aşama; başvuruların çağrı kapsamı ve temel koşullar açısından ön değerlendirilmesini, platformların programa doğru yönlendirilmesini ve ana başvuru hazırlık sürecinde zaman kaybının azaltılmasını hedefler. Platformlar tarafından, çağrıya başvuru yapılmadan önce PRODİS üzerinden uygunluk kontrolü için form doldurulacaktır. Uygunluk kontrolü formu TÜBİTAK tarafından değerlendirilecektir. Değerlendirme sonunda kabul veya ret kararı verilmeyecek olup sadece öneri sunulacaktır. Platformların başvurularını bu öneriler doğrultusunda yapmaları beklenecektir.
Başvuru şartlarında güncelleme: Platform; yürütücü kuruluş dışında en az 3 ortaktan oluşmalı ve yürütücü kuruluş dâhil toplam ortak sayısı en fazla 10 olmalıdır. Önceki uygulamada ortaklar arasında Kurum, Ar-Ge/Tasarım Merkezi belgesine sahip sermaye şirketi ve KOBİ ölçeğindeki sermaye şirketi niteliğine sahip en az birer ortağın bulunmasına ilişkin zorunluluk aranmaktayken yapılan güncellemeyle bu nitelik temelli zorunlu ortaklık şartı kaldırılmıştır. Yürütücü kuruluş başvuru şartında değişiklik olmamıştır. Platform, bir yürütücü kuruluşa ek olarak nitelik şartı aranmadan en az 3 ortak kurum/kuruluştan oluşabilecektir.
Projenin başarı durumuna göre farklı geri ödeme oranlarındaki güncelleme: Programın başarılı olması durumunda uygulanan hibeye dönüşme oranındaki %20 artış uygulaması kaldırılmıştır. Projeyi tamamlayan tüm platformlara aynı geri ödeme oranları uygulanacaktır.
1832 ve 1833 Çağrılarında uygulanan destek kotası güncellemesi: Mevcut durumda Dünya Bankası desteğiyle açılan 1832 ve 1833 Çağrıları kapsamında en fazla 2 destek alabilme kotası kaldırılmıştır. Bunun yerine, kuruluş bazlı bütçe üst limiti takip edilecektir. Kuruluşlar bütçe durumlarına göre ikiden fazla destek alabileceklerdir.
Çağrı kapsamı güncellemesi: Platformların sunacağı başvurunun çağrı duyurusunda belirtilen Türkiye Yeşil Sanayi Projesi kapsamındaki Ar-Ge ve Yenilik Konuları üst başlıkları ile uyumlu olması yeterli olacaktır. 2026 yılı öncesinde açılan 1833 kodlu SAYEM çağrılarında bulunan alt başlıklar ile birebir uyumlu olması zorunluluğu kaldırılarak kapsam genişletilmiştir.
Kurumların bütçe güncellemesi: Kurumlar önceki çağrılarda 11 milyona kadar bütçe sunabiliyorken yeni çağrıda bir platformdaki tüm kuruluşların toplam bütçesinin %25’i kadar bütçe sunabileceklerdir.
Banka Referans Mektubu güncellemesi: Başvuru sırasında kuruluşlardan alınan banka referans mektubu, sunulacak bütçenin en az %50’si olacak şekilde istenirken yeni uygulamada sunulacak bütçenin tamamı kadar talep edilmektedir.

Within the scope of the World Bank Türkiye Green Industry Project, coordinated by the Ministry of Industry and Technology and whose first calls were launched in December 2023, the schedule for the call 1833-SAYEM Green Transformation 2026-1 has been announced. Eligibility Check applications for the program will be accepted via the TEYDEB Project Evaluation and Monitoring System (PRODİS) between 23 February 2026 and 23 March 2026.
Significant updates have been introduced under the 1833-SAYEM Green Transformation 2026-1 Call, as outlined below:
Update to the application procedure: To improve the efficiency of the application process and provide applicants with more effective guidance, an “Eligibility Check” stage will be implemented prior to the main project application. This stage aims to conduct a preliminary review of applications in terms of call scope and basic eligibility requirements, ensure platforms are appropriately directed to the program, and minimize time loss during preparation of the main application. Before submitting an application to the call, platforms will complete an Eligibility Check form via PRODİS. The Eligibility Check form will be reviewed by TÜBİTAK. As a result of the review, no accept/reject decision will be issued; instead, recommendations will be provided. Platforms are expected to submit their applications in line with these recommendations.
Update to the eligibility requirements: The platform must consist of at least three partners in addition to the executing organization, and the total number of partners, including the executing organization, must not exceed ten. Under the previous implementation, it was mandatory for the partnership structure to include at least one partner of each of the following types: a public institution, a capital company holding an R&D/Design Center Certificate, and an SME-scale capital company. With this update, the requirement for mandatory partners based on these qualifications has been removed. There is no change to the eligibility requirements for the executing organization. Accordingly, the platform may be formed by an executing organization and at least three partner institutions/organizations without any qualification-based partner requirements.
Update to repayment rates based on project success: The practice of applying an additional 20% increase in the grant conversion rate in cases of program success has been discontinued. The same repayment rates will apply to all platforms that complete the project.
Update to the support quota applied under the 1832 and 1833 Calls: The existing quota that limited organizations to receiving support for a maximum of two projects under the 1832 and 1833 Calls launched with World Bank support has been removed. Instead, the organization-based upper budget limit will be monitored. Depending on their budget status, organizations may receive support for more than two projects.
Update to the call scope: It will be sufficient for the proposal to be submitted by the platforms to be aligned with the overarching headings of the R&D and Innovation Topics under the Türkiye Green Industry Project, as specified in the call announcement The scope has been expanded by removing the requirement—applicable in the 1833-coded SAYEM calls launched prior to 2026—for a one-to-one match with the subheadings listed in those earlier calls.
Budget update for organizations: While organizations could previously submit budgets of up to 11 million in earlier calls, under the new call they will be able to submit a budget equal to 25% of the total budget of all organizations within a platform.
Bank Reference Letter update: Previously, the bank reference letter obtained from organizations at the application stage was required to cover at least 50% of the proposed budget; under the new practice, it is required to cover the full amount of the proposed budget.

LUKE (Linking Ukraine to the European Research Area) is a multilateral joint call mechanism supported under the Horizon Europe Programme, aiming to strengthen long-term cooperation in the fields of science, technology and innovation between EU Member States and Associated Countries and Ukraine.The LUKE Joint Call aims to enhance research and innovation capacity in shared priority areas, support the integration of Ukraine into the European Research Area, and foster sustainable international cooperation.
